TOWN WARRANT FOR 1941<br />
(L. S.)<br />
TOWN OF HAMPTON<br />
STATE OF NEW HAMPSHIRE<br />
To the inhabitants of the Town of Hampton, in the<br />
County of Rockingham, in said State, qualified to vote in<br />
town affairs<br />
You are hereby notified to meet at the Town Hall in<br />
said Hampton on Tuesday the 11th day of March, at Ten<br />
o'clock in the forenoon to act upon the following subjects<br />
Article 1.<br />
To choose by Australian Ballot one Town<br />
Clerk, one Selectman for three years, one Treasurer, one<br />
Collector of Taxes, and three Auditors.<br />
Article 2. To choose all other necessary officers for<br />
the ensuing year.<br />
Article 3. To raise such sums of money as may be<br />
necessary for Town Officers' salaries and expenses, election<br />
and registration, municipal court, care and supplies<br />
for Town Hall, police department, fire department, moth<br />
department, highways and bridges, street lighting, library,<br />
town poor, <strong>Memorial</strong> Day, parks and playgrounds,<br />
cemetery, sewer department, sidewalks, comfort station,<br />
breakwater, town notes, Hampton Beach, and all other<br />
necessary charges arising within the town.<br />
Article 4. To see if the town will give the Selectmen<br />
power to borrow money in anticipation of taxes.<br />

Article 5. To see if the town will authorize the Selectmen<br />
to administer, sell or otherwise dispose of any real<br />
estate acquired by the town through tax deeds.<br />
Article 6.<br />
To see if the town will vote to authorize the<br />
Selectmen to take action according to the terms of leases<br />
against certain or all lease owners leasing lands from the<br />
town of Hampton who have not paid their ground rent,<br />
or taxes, or both.<br />
Article 7.<br />
To see if the town will vote to raise and appropriate<br />
the sum of $397.60 for State Aid roads, if the<br />
State contributes $1590.40.<br />
Article 8. To see if the town will vote to raise and<br />
appropriate for the issuance and distribution of printed<br />
matter and otherwise publicizing the resources and advantages<br />
of the town in co-operation with other towns<br />
co-ordinated in the Seacoast Regional Developanent Association,<br />
the sum of $515.00.<br />
Article 9.<br />
To see if the Town will vote to buy a new<br />
piece of fire apparatus to replace engine No. 2 at a cost<br />
not to exceed $7,000, and to pay for the same by raising<br />
and apnroDriating $2,000 and to pay for the balance over<br />
a period of two years by the issuance of Town notes.<br />
Article 10. On petition of Theda T. Hobbs and twelve<br />
other legal voters to see if the Town will vote to accept<br />
from the Estate of Warren H. Hobbs a deed to and maintain<br />
as a highway a certain tract of land fifty feet wide<br />
running from the northerly side of High Street to the<br />
Mace Road, providing the Estate of Warren H. Hobbs<br />
first builds a road over the said land.<br />
Article 11. To receive the report of the Planning<br />
Board and to see if the Town will vote to adopt a zoning<br />

ordinance for the Town of Hampton, the same having<br />
been prepared by the said Board in accordance with a<br />
vote of the Town and public hearings having been held<br />
thereon by said Board.<br />
Article 12. To transact any other business that may<br />
legally come before said meeting.<br />

REPORT OF TOWN MEETING<br />
MARCH 11, 1941<br />
Meeting was called to order by the Moderator John<br />
W. R. Brooks at 10 A. M.<br />
Warrant was then read by Moderator John W. R.<br />
Brooks after which prayer was offered by Rev. Edgar<br />
Warren.<br />
Ballot Clerks were then appointed and assigned to their<br />
positions. These Ballot Clerks were Ernest W, Towle,<br />
Robert Brown, Roscoe Palmer, Lewis F. Stevens, Ralph<br />
Perkins. These having been sworn to their duties, ballots<br />
were then given to Ballot Clerks, and votes were then<br />
called for under Article 1 and Article 2.<br />

(3) Regulations governing chimneys, and the covering<br />
of roofs and walls to the end that the insurance rates<br />
may be adjusted according to risks.<br />
(4) The continuance of our sewer systems.<br />
(5) Regulations governing paving and sidewalks.<br />
(6) As to best naming and numbering of streets and<br />
houses.<br />

Moderator to serve without pay to investigate in behalf<br />
of the town, the conditions of our public service corporations,<br />
the water, electric and gas corporations, the contracts<br />
with them and their rates compared with other<br />
towns ; also the possibilities of a betterment to the town<br />
and citizens in service from any source and in any way,<br />
and report to a Town Meeting with such recommendations<br />
as may seem advisable.<br />

I have completed an audit of the Books, Accounts and<br />
Records of the Town for the year ended January 31, <strong>1942</strong><br />
and, as a result of the findings, I submit herewith this<br />
report, which sets forth the operations for the period under<br />

The American <strong>Library</strong> Association held a five-day Conference<br />
in Boston in June and on Saturday, June 21, I<br />
attended the luncheon for New Hampshire Librarians at<br />
[ V8 ]
the Westminster Hotel, and an afternoon session at the<br />
Copley-Plaza.<br />
The District Meeting was held this year in Somersworth,<br />
the principal speaker being Mr. David Jolly, Librarian<br />
of the University of New Hampshire.<br />
During Book Week Miss Pauline Whitney's Grade met<br />
at the <strong>Library</strong> for a talk on books, instruction in the use<br />
of the Card Catalog, and an opportunity to inspect a<br />
display of new books for juveniles. The Book Week Poster,<br />
"Forv/ard With Books," was on display.<br />
In cooperation with the Monday Club about two hundred<br />
books were sent to Manchester for distribution to<br />
military camps in New Hampshire, and the <strong>Library</strong> is<br />
also cooperating in the National Victory Book Campaign<br />
for Service Men.<br />

REPORT OF THE SUPERINTENDENT OF SCHOOLS<br />
To the School Board of Hampton, N. H.<br />
I herewith present to you my annual report as Superintendent<br />
of your Schools. It will consist of the statistical<br />
reports of the school year 1940-1941 as reported to the<br />
State Board of Education, the financial statement of the<br />
Hampton School District as of June 30, 1941, the enrollment<br />
of pupils in September 1941 and the attendance roll<br />
of honor for the past complete year. The Report of the<br />
School Treasurer and a statement of the bond account as<br />
shown by the balance sheet are also included.<br />
The school year began September 3, 1941 with an enrollment<br />
of 468. This compares with the September 1940<br />
figure of 442. During the past five years our school population<br />
has increased from 336 to the present 468. These<br />
same years see an increase in the number of tuition pupils<br />
from 27 to 84. The Senior High School has a total enrollment<br />
of 191 but due to unsettled conditions there have<br />
been more pupils entering and leaving than usual. The<br />
number of actual attendance has held at about 170. A<br />
school of two hundred pupils can be operated more efficiently<br />
than a school of one hundred. A wider variety of<br />
subjects can be taught, teachers' fields of instruction narrowed<br />
and specialized and the pupils' interests better<br />
guarded under the larger set-up. For this reason, I believe<br />
it is definitely to the advantage of our own children that<br />
tuition pupils be welcomed into our high school.<br />
THE TEACHING STAFF<br />
With two teachers added to the staff of our schools,<br />
Hampton now employs eighteen regular teachers in<br />
system. Seven are on the Academy staff<br />
its<br />
and ten at the<br />

Centre School with Miss Tobey devoting her mornings<br />
to the Academy and afternoons at the Centre School. Mrs.<br />
Coombs and Mrs. Naves are in charge of Music and Art<br />
respectively.<br />
We have five new teachers in Hampton—three replacing<br />
teachers and two additional teachers. Miss Velna<br />
Adams is instructor in the Junior High School. She is a<br />
graduate of Bates College in the class of 1941. Her subjects<br />
are those formerly taught by Stuart Carter who left<br />
us to take the principalship of the North Hampton Center<br />
School. Miss Arlene Waite replaces Mrs. Dorothea Stevens<br />
in the Academy. She is a graduate of Worcester<br />
Teachers College and a teacher of two years' experience.<br />
Our Commercial teachers is Miss Lucille Smith. She has<br />
taught for two years and is a member of the Plymouth<br />
Teachers College, Class of 1939, graduating from the<br />
commercial teacher course. Miss Ruth Wight is the teacher<br />
of French and Latin, a graduate of Bates College with<br />
five years' teaching experience in the State of Maine. Mr,<br />
Forrest Parker, a Keene Teachers' College graduate, has<br />
charge of the new Mechanic Arts work, which the School<br />
Board established this year as explained in the School<br />
District Meeting of March 1941. There has been no<br />
change in the personnel of the grade teachers. These are<br />
the people fundamentally responsible, not only for the<br />
work of their grades, but for the success of the pupils in<br />
their later school life. It is all important that skillful and<br />
experienced teachers meet the child during the years in<br />
which first foundations of education are being laid.<br />

Our Nation is now at war. From the President and his<br />
spokesmen come pleas that our people continue to develop<br />
their varied avenues of interest and pleasure. The morale<br />
of the country must be kept high. Our part in the schools<br />
is to work with the children. We are trying to keep this<br />
objective before us.<br />
In our regular classes, in our school<br />
assemblies, in our school parties and in all our contacts<br />
one with another the morale of democracy is foremost in<br />
our minds.<br />
We must not neglect the broadening activities of the<br />
school. Of these Music and Art come first to mind. Hampton<br />
has long made Music a part of its regular course. In<br />
recent years it has placed Art in its curriculum. Each<br />
course is under the supervision of a successful teacher.<br />
The Music work is known by the appearances of the children<br />
in assemblies, P.T.A. meetings, patriotic exercises<br />
and at graduation. While these opportunities to appear<br />
in public are beneficial, it is evident that more occasions<br />
should be presented. In comparison with Athletics, the<br />
public appearances of our Music organizations are very<br />

limited. At least one or ;wo musical events should be allotted<br />
each year on the regular school calendar.<br />
The work in Art is continually on exhibit in the school.<br />
For the public, there have been two fine displays of the<br />
pupils' art work at the school office in the <strong>Lane</strong> Block.<br />
The large numbers of people coming to see this exhibit<br />
bespeak the wide-spread interest in school work.<br />
HAMPTON ACADEMY AND HIGH SCHOOL<br />
Hampton is justly proud of its new high school building.<br />
It is commended by state school officials and by<br />
school architects. Its plan has furnished the basal groundwork<br />
for other school building committees. With the introduction<br />
of the Mechanic Arts Course the entire building<br />
is now in use. With the introduction of this work<br />
Hampton is abreast of the demands of wooden education.<br />
Our school is serving nearly 100% of its pupils—those<br />
with manual skills as well as those with purely book skills.<br />
We were fortunate in securing the machines necessary<br />
for our course before they became unobtainable. The first<br />
year of the planned four-year course will be satisfactorily<br />
completed next June. Forty boys are enrolled in it. Tliey<br />
are being trained for a w^orld in which manual skill<br />
be in increasing demand.<br />

Mr. Parker is teaching a night class in Elementary<br />
Electricity under the Out-of-School Youth Organization<br />
of the National Government. Twelve and fourteen boys<br />
attend this class regularly fifteen hours a week through a<br />
total of one hundred and twenty hours. This is one of the<br />
Schools' contributions toward national defense and the<br />
training of defense workers. I hope that Hampton may<br />
continue this service either under the O.S.Y. sponsorship<br />
or as a part of its own program. Other courses to be given<br />
during out-of-school hours to out-of-school people will<br />
surely follow the present electricity course. There will be<br />

opportunities for our graduates to receive training in<br />
skills which were not available to them in their high<br />
school years. There will be opportunities for the adults<br />
to lay the groundwork for future training in specialized<br />
fields. There is a probability of offering machine skill<br />
work to women who desire this training for active defense<br />
work. Because of our proximity to the Portsmouth<br />
Navy Yard it seems suitable that such courses be offered<br />
in Hampton.<br />
The Headmaster reports on the athletic program as<br />
follows<br />
"The athletic program has been unusually successful<br />
this year because of the fact that we have a large number<br />
of big boys in the school. They, and their coach, have<br />
worked hard with most gratifying results. As a result of<br />
our successes, attendance at the games has been large,<br />
taxing our seating capacity until we feel that bleachers<br />
to increase the capacity and save the chairs is<br />
advisable.<br />
The type that folds against the wall, although costing<br />
more, would be most desirable for we use the room for<br />
many other purposes. The increased attendance at the<br />
games has given us more money to finance our activities<br />
than ever before. This we have used to stock equipment<br />
for both boys and girls."<br />
It is always of interest to learn of the activities of our<br />
recent graduates. The following paragraph is from Mr.<br />
Russell's records<br />
"Of last year's graduating class, two are attending the<br />
University of New Hampshire, one the University of<br />
Michigan, two Wentworth Institute,<br />
and one Lynn Burdett.<br />
The reports we have had thus far are satisfactory.<br />
Of the remainder of the class, two are taking post-graduate<br />
work, one is in the Coast Guard, and the others have<br />
found employment in many cases in defense work."<br />

I wish to congratulate the boys of our basketball team.<br />
Their record is one of which Hampton is proud. A year<br />
with but one defeat in a complete schedule is a credit to<br />
the school. The clean sportsmanship of the entire team<br />
is commented upon favorably by all of its many followers<br />
both at home and in visited towns. For the second consecutive<br />
year Hampton is represented in the State Tournament<br />
at New Hampshire University. The Junior Varsity<br />
has played some thrilling games this year with the same<br />
sportsmanship that characterized the Varsity. This group<br />
promises fine games in coming seasons. The girls' team<br />
has, this year, met teams of greater experience and larger<br />
establishment. It has returned many victories to its credit.<br />
Congratulations are due them also.<br />
THE MUSIC DEPARTMENT<br />
In the report of Mrs. Coombs, our music supervisor,<br />
appear the following summaries<br />
"In the elementary grades the music work has continued<br />
along the same lines<br />
previously followed. A new<br />
set of books in grade six has added to the enjoyment of<br />
the class and has helped the continuity of the work in<br />
the three upper grades. We are now using the new series<br />
The World of Music' in grades four, five and six.<br />
"At Christmas time the grades joined in presenting a<br />
pageant, 'The Nativity' to the Parent Teachers Association<br />
and the members of the Centre School.<br />
"The Junior High work is now presented in three<br />
weekly half hour periods : one seventh grade, one eighth<br />
grade, and one chorus period including both grades. We<br />
were fortunate this year in having a group enter our<br />
seventh grade from Hampton Falls which is very musical,<br />
and very capable musically. This is especially true<br />
of the boys.<br />

"Music in the High School is presented in the same<br />
groups as formerly—Mixed Chorus, Girls* and Boys' Glee<br />
Clubs, Orchestra and Band. In the vocal classes, a large<br />
percentage of the members of the entire school are singing<br />
together. There are about seventy girls and forty-five<br />
boys in the groups. The greatest number by far of the<br />
pupils taking music in the High School, are members of<br />
the two upper classes. And by far the greatest musical<br />
ability is in those two classes,<br />
"The Band and Orchestra are carrying on as usual,<br />
having taken part last year in the New England and State<br />
Festivals. The Band playing for Hampton and East Kingston,<br />
<strong>Memorial</strong> Day, the Orchestra for graduation."<br />
The following paragraph is a recommendation of Mrs.<br />
Coombs. It calls attention to a serious lack in our program.<br />
I hope it may have careful consideration.<br />
"All our music organizations suffer for lack of opportunity<br />
to appear before the public. I feel that every form<br />

an aim toward which the pupil may strive, with a view to<br />
acquitting himself favorably. Unless this<br />

The present war situation has brought to the minds of<br />
our people the importance of training our pupils to be<br />
nationally valuable in time of emergency. One definite<br />
means of accomplishing this is by instruction in First<br />
Aid. Hampton has always taught First Aid to its girls<br />
in the Home Economics course. During the current year<br />
the standard Red Cross course was taught to the Senior<br />
Class group. As a result ten girls are to receive the regular<br />
Red Cross certificates. It is recommended that this<br />
work be not restricted to the girls in one course but that<br />
regular classes be conducted for all pupils in either the<br />
[ 113 ]
Senior or Junior year. These should probably be voluntary<br />
classes with the Red Cross certificate as the goal.<br />
Teachers are devoting much extra time to war work<br />
and will continue to do so. Some are air raid wardens,<br />
some are taking their turn at observation posts. Some are<br />
in Red Cross v/ork and a large number are attending<br />
first aid classes. As citizens and teachers they are under<br />
a double obligation since by the very fact of war, children<br />
are placed in added dangers. Children who must hear of<br />
a confused and war-torn world wherever they turn are<br />
by that fact less easily taught. This necessitates added<br />
skill and added preparation on the part of the teacher.<br />
This fact will be recognized I am sure.<br />
The American Legion Posts of the third New Hampshire<br />
District together with their Auxiliaries, purchased<br />
an Audiometer and presented it to the State Board of<br />
Education for use in the schools of the third district. This<br />
machine is the best known method of accurately measuring<br />
the degree of "loss of hearing" for each individual.<br />
When the amount of hearing loss is known the teacher<br />
can arrange the work to the best possible advantage of<br />
the pupil. This knowledge is of great value eliminating<br />
unnecessary hardship and possible failure. Our thanks<br />
for this valuable contribution is rendered the Legion<br />
Posts.<br />
Hampton's Parent Teacher Association is actively engaged<br />
in promoting the welfare of the schools. By means<br />
of its regular meetings, parents and teachers consider<br />
common problems. Frequently specialists are called in to<br />
the meetings to discuss the particular phases with which<br />
they are familiar. The teas given after school, in the individual<br />
rooms, are even more valuable. The smaller<br />
group encourages a free exchange of opinion and is inclined<br />
to restrict discussion to things of mutual interest.<br />
Its officers and members are to be congratulated upon<br />
their organization.<br />

THE HEALTH DEPARTMENT<br />
Following is the yearly report of health work in the<br />
Hampton Schools:<br />
The results of physical examinations for the current<br />
year may be seen in the figures below. The athletic teams<br />
at the Center and High Schools, and grades one and five<br />
at the Center School, were examined by the school physician,<br />
Dr. Bryer, As often as possible, home visits have<br />
been made in an effort to bring about the correction of<br />
defects, and to give any aid or advice in regard to illnesses.<br />
A successful dental clinic is again in progress with Dr.<br />
Harold Pierson as the school dentist. The dental examinations<br />
were held at the Center School, and repair work is<br />
being done in Dr. Pierson's office.<br />
The school children had the opportunity of a hearing<br />
test given with the audiometer, which was made available<br />
to us by the American Legion. There were 371 pupils examined,<br />
174 at the High School, 186 at the Center School,<br />
and 11 teachers. Hearing Defects were found in 3 pupils.<br />
The various civic organizations have been generous<br />
again with donations for projects. The Monday Club,<br />
American Legion, and Parent-Teacher Association have<br />
given toward the cod-liver oil and hot lunch funds, and<br />
the Red Cross has helped in the dental clinic. Much of<br />
this work would be impossible wiihout such help.<br />
