TOWN WARRANT FOR 1940<br />
TOWN OF HAMPTON<br />
STATE OF NEW HAMPSHIRE<br />
(L. S.)<br />
To the inhabitants of the Town of Hampton, in the<br />
County of Rockingham, in said state, qualified to vote in<br />
town affairs<br />
You are hereby notified to meet at the Town Hali in<br />
said Hampton on Tuesday the 12th day of March, at Ten<br />
o'clock in the forenoon to act upon the following subjects<br />
Article 1.<br />
To choose by Australian Ballot one Town<br />
Clerk, one Selectman for three years, one Treasurer, one<br />
Collector of Taxes, and three Auditors.<br />
Article 2. To choose all other necessary officers for<br />
the ensuing year.<br />
Article 3. To raise such sums of money as may be<br />
necessary for Town Officers' salaries and expenses, election<br />
and registration, municipal court, care and supplies<br />
for Town Hall, police department, fire department, moth<br />
department, highways and bridges, street lighting, library,<br />
town poor, <strong>Memorial</strong> Day, parks and playgrounds,<br />
cemetery, sewer department, sidewalks, comfort station,<br />
breakwater, town notes, Hampton Beach, and all other<br />
necessary charges arising within the town.<br />
Article 4. To see if the town will give the Selectmen<br />
power to borrow money in anticipation of taxes.<br />

Article 5. To see if the town will vote to appropriate<br />
from the cash balance necessary funds to defray the expenses<br />
of the tax case with the Hampton Water Works<br />
Co.<br />
Article 6. To see if the town will authorize the Selectmen<br />
to administer, sell or otherwise dispose of any real<br />
estate acquired by the town through tax deeds.<br />
Article 7.<br />
To see if the town will vote to authorize the<br />
Selectmen to take action according to the terms of leases<br />
against certain or all lease owners leasing lands from the<br />
town of Hampton who have not paid their ground rent,<br />
or taxes, or both.<br />
Article 8. To see if the town will vote to raise and<br />
appropriate the sum of $267.78 for State Aid roads, if the<br />
State contributes $1,071.15.<br />
Article 9. To see if the town will vote to raise and<br />
appropriate for the issuance and distribution of printed<br />
matter and otherwise publicizing the resources and advantages<br />
of the town in co-operation with other towns<br />
co-ordinated in the Seacoast Regional Development Association,<br />
the sum of $515.00.<br />
Article 10. To see if the town will vote to instruct the<br />
Zoning and Planning Committee to prepare and present<br />
to the next annual Town Meeting in <strong>1941</strong> a simple set<br />
of zoning regulations.<br />
Article 11.<br />
On petition of Edward S. Seavey, Jr., and<br />
nine other legal voters to see if the town will vote to instruct<br />
the Selectmen to place signs at the northerly and<br />
southerly extremities of the town on the Lafayette Road<br />
bearing the legend of "Welcome" on one side and an invitation<br />
to "Come Again" on the other, and raise and appropriate<br />
money for the same.<br />

On petition of Herman <strong>Lane</strong> and thirty-<br />
Article 12.<br />
two other legal voters to see if the town will vote to raise<br />
and appropriate the necessary money and install a continuous<br />
cement sidewalk on the easterly side of Lafayette<br />
Road continuing from the house owned by Mrs. Flora<br />
<strong>Lane</strong> to the corner of Ann's <strong>Lane</strong>.<br />
Article 13.<br />
On petition of Charles Francis Adams and<br />
nine other legal voters to see if<br />
the town will authorize<br />
municipal development of the Hampton marshlands, providing<br />
for the establishment of a parking field, recreational<br />
area, river and harbor improvement, waterways<br />
and roads; choose a committee to make a study of such<br />
development and establish the feasibility, necessity and<br />
Cost of such a development; pass any vote or take any<br />
action relating thereto.<br />
Article 14. To transact any other business that may<br />
legally come before said meeting.<br />

REPORT OF TOWN MEETING<br />
MARCH 12, 1940<br />
Meeting called to order by the Moderator John W. R.<br />
Brooks at 10 A. M. Warrant was then read by Moderator,<br />
also the Call for the Direct Primary.<br />
Prayer was then offered by Rev. Edgar Warren.<br />
The Moderator appointed for Town Ballot: Ernest<br />
Towle, Moderator; Robert 0. Brown, Clerk; and for<br />
Delegates Ballot: Alexander J. Morse, Moderator; and<br />
Harold E. Noyes, Clerk. Ballot Clerks were: Charles<br />
Raymond, Frank Collins, Roscoe Palmer, Harold Shaw.<br />
Floor Clerks : Charles F. Adams and Lewis F. Stevens.<br />
These appointments were all sworn to their respective<br />
duties. The Moderator then explained that voting would<br />
take place in Lower Hall.<br />

Whereas the Hampton Representative in the New<br />
Hampshire General Court has given to the press and to<br />
many public officials a statement containing remarks derogatory<br />
to Hampton Beach Village District and to the<br />
Hampton Beach Chamber of Commerce and Development<br />
Council, and Whereas, it appears that these statements<br />
do not reflect the true conditions which exist,<br />
therefore,<br />
Be it resolved that we, the Citizens of Hampton in Town<br />
Meeting assembled express our confidence in the healthy<br />
conditions of Hampton Beach as one of the best vacation<br />
centers in New England and in its continual growth and<br />
development and, Be it further Resolved, that we express<br />
to the Hampton Beach Village District and to the Hampton<br />
Beach Chamber of Commerce our sincere appreciation<br />
for their efforts in behalf of the recreational welfare<br />
of our township.<br />

Meeting was called to order at 10 o'clock A. M.<br />

TOWN OF HAMPTON<br />
STATE OF NEW HAMPSHIRE<br />
To the inhabitants of the Town of Hampton, in the<br />
(L. S.)<br />
County of Rockingham, in said State, qualified to vote in<br />
town affairs:<br />
You are hereby notified to meet at the Town Hall in<br />
said Hampton on Tuesday the 11th day of March, at Ten<br />
o'clock in the forenoon to act upon the following subjects<br />
Article 1.<br />
To choose by Australian Ballot one Town<br />
Clerk, one Selectman for three years, one Treasurer, one<br />
Collector of Taxes, and three Auditors.<br />
Article 2. To choose all other necessary officers for<br />
the ensuing year.<br />
Article 3. To raise such sums of money as may be<br />
necessary for Town Officers' salaries and expenses, election<br />
and registration, municipal court, care and supplies<br />
for Town Hall, police department, fire department, moth<br />
department, highways and bridges, street lighting, library,<br />
town poor, <strong>Memorial</strong> Day, parks and playgrounds,<br />
cemetery, sewer department, sidewalks, comfort station,<br />
breakwater, town notes, Hampton Beach, and all other<br />
necessary charges arising within the town.<br />
Article 4. To see if the town will give the Selectmen<br />
power to borrow money in anticipation of taxes.<br />
Article 5. To see if the town will authorize the Selectmen<br />
to administer, sell or otherwise dispose of any real<br />
estate acquired by the town through tax deeds.<br />
Article 6. To see if the town will vote to authorize the<br />
Selectmen to take action according to the terms of leases<br />
against certain or all lease owners leasing lands from the<br />
town of Hampton who have not paid their ground rent,<br />
or taxes, or both.<br />
Article 7.<br />
To see if the town will vote to raise and appropriate<br />
the sum of $397.60 for State Aid roads, if the<br />
State contributes $1590.40.<br />

Article 8. To see if the town will vote to raise and<br />
appropriate for the issuance and distribution of printed<br />
matter and otherwise publicizing the resources and advantages<br />
of the town in co-operation with other towns<br />
co-ordinated in the Seacoast Regional Development Association,<br />
the sum of $515.00.<br />
Article 9. To see if the Town will vote to buy a new<br />
piece of fire apparatus to replace engine No. 2 at a cost<br />
not to exceed $7,000, and to pay for the same by raising<br />
and appropriating $2,000 and to pay for the balance over<br />
a period of two years by the issuance of Town notes.<br />
Article 10. On petition of Theda T. Hobbs and twelve<br />
other legal voters to see if the Town will vote to accept<br />
from the Estate of Warren H. Hobbs a deed to and maintain<br />
as a highway a certain tract of land fifty feet wide<br />
running from the northerly side of High Street to the<br />
Mace Road, providing the Estate of Warren H. Hobbs<br />
first builds a road over the said land.<br />
Article 11. To receive the report of the Planning<br />
Board and to see if the Town will vote to adopt a zoning<br />
ordinance for the Town of Hampton, the same having<br />
been prepared by the said Board in accordance with a<br />
vote of the Town and public hearings having been held<br />
thereon by said Board.<br />
Article 12. To transact any other business that may<br />
legally come before said meeting.<br />

The outstanding Tax Sales of Previous Years'( $7,613.-<br />
43) and Land Rents of ($1,742.50) were verified, and<br />

Even though the <strong>Library</strong> was closed for two full days<br />
and an evening in December during the installation of a<br />
new furnace, the circulation shows an increase of over a<br />
thousand this year, and many new names have been added<br />
to the Borrower List.<br />
A District Meeting was held in June at the Davis <strong>Library</strong><br />
in Exeter. A tour of the Academy buildings, a talk<br />
on contemporary manuscripts and a Description of the<br />
bookmobile service with pictures taken along the route<br />
were the outstanding features of the session.<br />
The Book Week Poster, "Books Build Character," was<br />
displayed on the Juvenile Bulletin Board. Books have been<br />
borrowed for patrons frolm the State <strong>Library</strong> at Concord<br />
and from neighboring libraries.<br />

REPORT OF THE SUPERINTENDENT OF SCHOOLS<br />
To the School Board of Hampton, N. H.<br />

herewith present to you my annual report as Superintendent<br />
of your Schools. It is financially and statistically<br />
an accounting of the work of the school year from July<br />
1, 1939 to June 30, 1940. Since the organization of our<br />
schools changed with the current year there will be a<br />
partial report of the new set-up.<br />
The school year began September 4, 1940 with an enrollment<br />
of 442. This compares with the 1939 figure of<br />
392. The list of the September registration for the past<br />
six years will prove interesting.<br />

It is evident that the new High School has increased<br />
the number of pupils attracted from other towns. The<br />
average of the past five years is 32, while this year the<br />
corresponding number is 57. Of this total number of fiftyseven,<br />
41 are in the high school. A careful checking of<br />
each individual pupil indicates that because of the new<br />
building we have secured nineteen more tuition<br />
pupils,<br />
thereby increasing our income by $1805.00. During the<br />
current year this added enrollment has been taken care<br />
of with no increase in the teaching staff. It should not be<br />
done next year. At least one additional teacher will be<br />
needed.<br />
There are at least two objective means for judging the<br />
efficiency of a school system—standardized tests given<br />

at regular intervals during the school year and the work<br />
of the graduated pupils in higher institutions of learning.<br />
By either criterion, Hampton Schools are good schools.<br />
Scholarship standardized tests are given to each pupil in<br />
our schools to determine his accomplishment in relation<br />
to the national standards of his grade and to determine<br />
his weak and his strong subjects. With these points<br />
known, a definite path of progress can be plotted. By centering<br />
effort upon the child's individual difficulties a larger<br />
percentage of his ability is usefully employed. To use<br />
added time for teaching a pupil what he already knows<br />
is<br />
wasteful. To attempt the next step in a learning process<br />
when the previous step has not been mastered is<br />
equally wasteful. It is this balancing of values which test<br />
results help to obtain.<br />
THE TEACHING STAFF<br />
Hampton now employs sixteen regular teachers, five<br />
in the Academy and ten in the Centre School, with Miss<br />
Tobey dividing her time between the two schools.<br />
With<br />
two exceptions the staff is the same as last year. With the<br />
resignation of Miss Ruth Richardson, our assistant teacher,<br />
Miss Marjorie Libbey of Wolfeboro, N. H., was employed.<br />
She is a teacher of three years' experience. She<br />
has been a great help to the teachers of the rooms where<br />
there has been a crowded condition. Mrs. Evelyn Squire<br />
resigned as teacher of our second grade after fourteen<br />
years in the Hampton schools. To carry on her work, Miss<br />
Myriel Angwin was employed. She is a graduate of Keene<br />
Teachers' College and had taught four years in the primary<br />
division of the Hampton Falls School. I believe she<br />
is arranging her work with that of Miss Marston and<br />
Miss Norton so that the three grades form a unit. In this<br />
way, progress through these earliest and most critical<br />
grades is as smooth as possible. At the end of three years<br />
our pupils have become good school citizens. They have<br />
learned to work together and play together. It is the foundation<br />
of all later learning—in school or out.<br />

The second group of three grades is in charge of Miss<br />
Perkins, Miss Whitney, and Miss Bartlett. In grades 4,<br />
5 & 6, the children continue training in the fundamentals,<br />
Reading, Writing, Arithmetic, Geography and History.<br />
In these grades self-help and independent thinking are<br />
encouraged so that the pupils may enter the Junior High<br />
School enabled to apply these tool subjects to the study<br />
of their environment. I believe the teaching staff of<br />
Hampton would be difficult to equal in its present set-up.<br />
It is my recommendation that so far as possible this staff<br />
be kept in the service of the district.<br />
As the tempo of life becomes more rapid, a broader<br />
scope of interest must be acquired by the people who<br />
would retain a rational view of life. It is increasingly important<br />
that the schools should meet this problem. Everywhere<br />
added attention is being given to Music and Art,<br />
formal subjects in the schools. Hampton has for years<br />
been in the forefront of this movement. We are indeed<br />
fortunate to have the services of Mrs. Coombs and Mrs.<br />
Naves.<br />

THE JUNIOR HIGH SCHOOL<br />
The junior high school now consists of grades seven<br />
and eight only—the ninth grade being housed in the new<br />
senior high building. This was not only an advance from<br />
an administrative view but, in Hampton, was a necessity<br />
because of the overcrowded condition of the Centre<br />
School.<br />
The new organization necessitated the transfer of one<br />
teacher to the high school, a new alignment of subject<br />
teaching and an entirely different physical education program.<br />
We were fortunate in having teachers who were<br />
qualified to teach a variety of subjects so that adjustment<br />
was fairly simple.<br />
Of the physical education program, Mr. Edward Hazen,<br />
the Principal says:<br />
"Our physical education program has been greatly improved<br />
this year. The shift from inter-school to intramural<br />
football worked out very well. About half of the<br />
boys in grade seven and eight took part, This was a considerably<br />
higher percentage than in previous years. The<br />
boys played an interesting series of games under Mr.<br />
Eastman's direction. The other half of the boys under<br />
Mr. Carter's direction had regular physical education<br />
classes in which calisthenics, touch football and other<br />
activities were carried on.<br />
Under the direction of Miss Tobey and Miss Smith<br />
we have had one hundred percent participation in physical<br />
education by the girls for the first time. During the<br />
fall months calisthenics and games were enjoyed out of<br />
doors. Two afternoons each week our boys' basketball<br />
team has the use of the High School floor from 4:15 to<br />
5:30."<br />
HAMPTON ACADEMY & HIGH SCHOOL<br />
Of the use of the new building the Headmaster is<br />
qualified to speak. Quotations from his report follow:<br />

The removal from the old Academy building to the<br />
new modern High School was made with little difficultydue<br />
to the excellent cooperation of all concerned. Much<br />
of our effort has been consumed in getting new equipment<br />
into proper use. Naturally it has been a pleasure to see<br />
the expansion of our activities.<br />
'<br />
The teaching staff has remained without change except<br />
of course the addition of Mrs. Stevens who came<br />
with the ninth grade. I am glad to state that I have had<br />
the wholehearted cooperation of the entire staff. They are<br />
capable teachers, and I value their assistance. I especially<br />
wish to commend their willingness to give of their time<br />
for extra-curricular activities. Practically our entire<br />
physical education program, dramatics, band, orchestra<br />
and social activities has been carried on outside of regular<br />
school hours.<br />
The enrollment of the school has been close to 130 all<br />
during the year. We have the smallest senior class for<br />
several years, only nineteen members. According to<br />
the<br />
reports from our usual sources of pupils, the entering<br />
class next year will be between 50 and 60 possibly more.<br />
That means an enrollment of at least 160 next fall and<br />
additional supplies and equipment will be necessary. If<br />
a vocational course is added the enrollment will be even<br />
larger.<br />
"One of the outstanding changes in our new situation<br />
has been the activities in our new gymnasium-auditorium.<br />
All during the year the larger music classes have met<br />
there. Our school assemblies, plays and social events have<br />
made use of the facilities. The most outstanding of all<br />
has been the program in basketball which has not been<br />
possible before. A varsity and junior varsity for boys and<br />
a varsity team for girls have played schedules. There have<br />
been about 25 boys and 15 girls practicing regularly besides<br />
periods set aside for the junior high school physical<br />
education classes and basketball teams.<br />

"Of last year's graduating class, four are attending<br />
the University of New Hampshire, one attends a business<br />
college, three attend preparatory schools and three<br />
are taking post-graduate work.<br />
"The state testing program for the past year shows<br />
Hampton as above the state average in intelligence, silent<br />
reading, and English forms. No other state tests were<br />
given.<br />
In the reports of the State Board of Education on the<br />
records made by our graduates at college and teachers'<br />
colleges as compared to their high school records, I<br />
find<br />
that our graduates have done better than the average for<br />
the state.<br />
Considering the fact that we have entered a<br />
larger percentage than is<br />
usual the figures are gratifying."<br />
A study has been made of the present employment of<br />
our recent graduates with the purpose of determining<br />
how the Academy and High School can best serve its<br />
pupils. In this study the graduates of the past ten years<br />
were considered. While recognizing that conditions were<br />
abnormal, it seems that the results are significant. The<br />
facts show that approximately one half of our graduates<br />
during these years continued their education in some advanced<br />
school. These were divided into the following<br />

These figures show an unusually large proportion who<br />
secure in our schools the groundwork which carries them<br />
successfully into advanced work. It is certainly a credit to<br />
Hampton High School and Academy.<br />

Of the approximately 50%. who do not further advance<br />
their formal education we find the following division.<br />

From this data it seems that about 27% of our graduates<br />
enter skilled or unskilled manual trades. Just what<br />
can we do that will help this 27% ?<br />
It seems that classes in manual skills should become a<br />
part of our curriculum if our school is<br />
to serve 100% of<br />
its pupils. There are now established good courses in cabinet<br />
making, in metal work, in auto mechanics, in electricity.<br />
Engine lathe work and mechanical drawing are also<br />
offered in many schools. If "Education is teaching pupils<br />
to do better that which they will do anyway" certainly<br />
we should help train this group. Teachers are being<br />
trained for this work in our teachers' colleges. It is possible<br />
for these men to teach other subjects as well, so that<br />
during the first two or three years of the work no teacher<br />
solely for this course would be necessary. It is my recommendation<br />
that one or two years of mechanic arts be introduced<br />
next year in our schools. The equipment to be<br />
sure, would cost something but by various means, much<br />
of it may be received at reasonable prices just at this<br />
time of national emergency. While only larger cities and<br />
towns are now using their school equipment as training<br />
classes for national defense, there is a possibility that<br />
Hampton schools might be so used if we had the equipment.<br />
All the citizens of the town are proud of its athletic<br />
teams. Especially is Coach Suiloway to be congratulated<br />
upon the basketball team. Its first year in the field, playing<br />
with teams of long experience, its record is a remarkable<br />
one. It is a credit to the Academy that it is developing<br />
a girls'<br />
basketball team with Mrs. Stevens as coach.<br />

We expect that this team also will have a fine record.<br />
Games won are important but far more so is the spirit of<br />
the team and of the school. In both, Hampton High School<br />
is<br />
successful.<br />
THE MUSIC DEPARTMENT<br />
The following paragraphs are excerpts from Mrs.<br />
Coombs' report:<br />
"In the elementary schools our work continues to consist<br />
©f tune, tone, rhythm and appreciation. We continue<br />
to teach folk dances, rhythm instruments, and song games<br />
in rhythm work. Sight reading prepares the pupils for a<br />
larger self expression in ^ie Junior and Senior High<br />
Schools.<br />

It was to be expected that a change in the Junior High<br />
School would somewhat effect our chorus music. In past<br />
years the ninth grade pupils have taken the initiative in<br />
all music work. The eighth grade pupils are just beginning<br />
to assume the responsibilities of leadership, and I<br />
believe another year will see the problem solved. Raychel<br />
Burnham has just started to assist in accompanying at<br />
the piano.<br />
"I would suggest that another year there be two choruses—Freshman<br />
and Sophomores in one class, and Juniors<br />
and Seniors in another. In this way all music can be<br />
used and graded. I believe the girls' and boys' glee clubs<br />
could well be left as they now are—all four classes together.<br />
"The band and orchestra are steadily improving. The<br />
band has been playing for the basketball games. Its members<br />
are delighted to have it included in the life of the<br />
school. I wish a like activity might be devised for the orchestra.<br />
A new departure, drum majorettes, has been<br />
added to the band. These young ladies have been training<br />
themselves, but are now asking for instruction. I have not<br />
as yet solved this problem.<br />

"As usual, last spring, our groups were represented at<br />
the All New England Music Festival in Provincetown,<br />
and both orchestra and band participated in the State<br />
Music Festival in Laconia. Several pupils from Durham<br />
Public School participated with our pupils and were a<br />
great help."<br />
With Mrs. Coombs in charge of the music of the Hampton<br />
Schools we are assured of continued high calibre in<br />
the work of that department. Her success is recognized<br />
by pupils, teachers and the citizens of the town.<br />
THE HEALTH DEPARTMENT<br />
The physical health of our school children is in the care<br />
of Miss Frances Smith. She has worked carefully and<br />
harmoniously with the teachers. Her work is invaluable<br />
to us in maintaining a healthy school population. Her report<br />
follows<br />
"The results of physical examinations for the current<br />
year, and types of defects found and corrected may be<br />
seen in the figures below. Dr. Wayne Bryer, the school<br />
physician, examined grades one and five and the football<br />
teams at both the Centre and High Schools. As usual,<br />
home visits have been made as often as possible to cooperate<br />
with parents in the correction of defects, and in<br />
checking on types of illnesses.<br />
"This year's dental clinic is now in progress with Dr.<br />
Harold Pierson as school dentist. Two hundred and<br />
seventy-two children took advantage of the examinations<br />
at school. One hundred and sixty-five children are having<br />
complete dental repair. This work is being done in Dr.<br />
Pierson's office.<br />
"We are grateful for the fine support of many organizations<br />
in various undertakings. The Hampton Red Cross<br />
and Parent-Teacher Association have been generous in<br />
their donations to the dental clinic. Many underweight<br />
and undernourished children are having daily hot lunch.<br />

A few children are having milk at recess. These are provided<br />
by a fund to which the Monday Club and Parent-<br />
Teacher Association are generous contributors. The Cod<br />
Liver Oil Fund has been sufficient this year to provide<br />
an added number of babies and children with this benefit.<br />
The Parent-Teacher Association, the Legion Auxiliary,<br />
and the Monday Club have all given for this."<br />

group of citizens, much can be accomplished. I bespeak<br />
for the Parent-Teacher Association the active cooperation<br />
of all parents and citizens of Hampton. It will do much<br />
for your school.<br />
The rapidly changing social, economic and political<br />
conditions of the world in its present upheaval must have<br />
their effects upon school practices and school objectives.<br />
While there are eternal truths which must always be<br />
taught the coming generations, it seems evident that a<br />
realignment of emphasis must come about in educational<br />
programs.<br />
The school of Aimerica has always taught democracy.<br />
It has taught democracy by its practice of equality for all<br />
—ability alone distinguishing one pupil's place from that<br />

and their welfare<br />

of his fellows. It has taught democracy by studying the<br />
stories of great heroes, by learning the great truths which<br />
controlled the lives of these heroes. It has taught democracy<br />
by implanting in the young minds a devout respect<br />
for religion and for religious thought. It has, in the later<br />
school years, placed the Constitution and the great documents<br />
of the democracy as required study. These are but<br />
beginnings however.<br />
When our children leave our schools they will be immediately<br />
faced with a conflict of governmental theory.<br />
Unless they are thoroughly acquainted with the foundations<br />
of democracy they will be confused. Unless they are<br />
trained to a deeper consciousness of the privileges and<br />
responsibilities of American citizenship, our school will<br />
be neglecting its present chief obligation. For this reason<br />
we shall ask the support of the citizens for increased emphasis<br />
upon certain subjects. There must be more teaching<br />
of the resources of our land. There must be more time<br />
spent in studying our social relations one with another.<br />
Daily it is becoming more important that people know<br />
how to live together. There must be a more definite preparation<br />
for the skilled trades. We have tended to overemphasize<br />
mental skill and disregard manual skill. It is<br />
the trained hand that our situation in the present and immediate<br />
future demands. The schools must help to meet<br />
this demand. We must become more definite in our school<br />
work. To this end we ask your aid.<br />
You, as a board, have been ever helpful to me in administering<br />
your schools. For this, I wish to express my<br />
thanks. Many changes are ahead. Rapidly changing world<br />
conditions mean equal changes in school curricula and<br />
organization. With your counsel, I am certain we shall<br />
meet new problems successfully.<br />
