Work Session Notes<br />

June 2, 2005<br />

Recommendation for <strong>City</strong> <strong>of</strong> <strong>Hays</strong> Alcohol Tax Funds<br />

The CARE Council has recommended the following distribution <strong>of</strong> <strong>City</strong> <strong>of</strong><br />

<strong>Hays</strong> 2005 Alcohol Tax Funds to the following agencies:<br />

DREAM, Inc. $23,667<br />

Regional Prevention Center 14,667<br />

Smoky Hill Foundation for Chemical Depend. 16,666<br />

TOTAL $55,000<br />

Sue Rouse, representing the CARE Council, stated that she will be<br />

making a recommendation later this year on distributing the remaining $10,000.<br />

The Commissioners had no objection to the distribution.<br />

CVB Building Architect Design/Committee Recommendations<br />

<strong>City</strong> Manager Randy Gustafson asked the Commission for direction on<br />

how to proceed with the architectural plans for the construction <strong>of</strong> the Convention<br />

and Visitors Bureau building.<br />

Commissioner <strong>Wasinger</strong> stated that she does not want to see the<br />

Transient Guest tax raised. She would not like to see any reduction in marketing<br />

dollars. She would like to see the building built for less than $1 million.


The <strong>City</strong> Manager stated that it will be necessary to use some Transient<br />

Guest tax money to build the building. The financing will be accomplished<br />

through a lease/purchase arrangement.<br />

Commissioner <strong>Billinger</strong> stated he does not have a problem with raising the<br />

Transient Guest tax. The current Transient Guest tax is less than what other<br />

cities charge along the I-70 corridor. He is not in favor <strong>of</strong> cutting marketing in<br />

order to save funds for the building construction.<br />

Chairperson <strong>Steward</strong> agreed with Commissioner <strong>Billinger</strong>. He<br />

recommended that the Transient Guest tax have a sunset clause once the<br />

building is paid for. He would not be opposed to having the architect trying to<br />

economize the design <strong>of</strong> the building.<br />

The Commissioners directed the <strong>City</strong> Manager to inform the architect to<br />

try to trim the costs <strong>of</strong> the building to approximately $1 million.<br />

KDOT-STP-Safety, 27 th and Broadway<br />

Based on traffic surveys and accident reports, <strong>City</strong> staff was notified that<br />

the intersection <strong>of</strong> 27 th and Broadway/General Lawton was considered eligible for<br />

federal aid STP-safety funding for a fully signalized intersection at a 90/10 cost<br />

share in the amount <strong>of</strong> $110,000 for construction and inspection costs only. The<br />

<strong>City</strong> would be responsible for any other costs including property acquisition or<br />

design engineering. The <strong>City</strong> has until June 10, 2005 to accept or decline the<br />

grant.<br />

Brad Waller, HWS Consulting Group, reviewed the data relating to the<br />

traffic surveys and accident reports. He presented simulations <strong>of</strong> various street<br />

configurations and traffic situations along this corridor. Since the KDOT grant<br />

only deals with one intersection within a larger corridor <strong>of</strong> congestion on 27 th<br />

Street between Vine and Sherman Avenue, <strong>City</strong> staff and HMS both questioned<br />

the effectiveness <strong>of</strong> the KDOT proposal.<br />

HWS Consulting feels the best long term solution would be to install a<br />

traffic signal at the 27 th and Broadway/General Lawton intersection and install left<br />

turn lanes at all approaches. This would require widening 27 th Street at an


estimated cost <strong>of</strong> $500,000. An alternative would be to widen the intersections<br />

only in order to provide left turn lanes.<br />

Mr. Waller stated that if the <strong>City</strong> chooses to install a stoplight at that<br />

intersection and plans to go to a five lane roadway at some point in the future, he<br />

would suggest that the stoplight be designed so that it is wide enough, the mast<br />

be installed far enough away from the intersection, and the stoplight wired for five<br />

lanes.<br />

The Commission will formally decide on whether to accept or decline the<br />

grant at the June 9, 2005 Commission meeting.<br />

Stop Sign Locations<br />

Discussion on stop sign locations was tabled until a July work session.<br />

41 st Street and Mopar at Vine – Right-in, Right-out<br />

The <strong>City</strong> Manager updated the Commission on the street improvements<br />

on Vine Street north <strong>of</strong> I-70.<br />

The System Enhancement Project clearly identified that the intersection at<br />

41 st Street and Mopar at Vine would become “right-in, right-out” when Highway<br />

183 is improved in 2006. With the opening <strong>of</strong> Home Depot and increased traffic<br />

in the area, a temporary traffic signal has been installed at 43 rd and Vine in order<br />

to direct traffic to Home Depot until road work has been completed on 41 st Street.<br />

A temporary median will be installed June 6, 2005, along with new striping on<br />

Vine from the I-70 ramps to just north <strong>of</strong> 43 rd Street.<br />

RFP for Design <strong>of</strong> 22 nd Street and 41 st Street<br />

<strong>City</strong> Manager Gustafson discussed the Request for Proposals for the<br />

design <strong>of</strong> 22 nd Street and 41 st Street. <strong>City</strong> staff proposed that proposals for the<br />

design <strong>of</strong> these two projects be solicited at the same time to hopefully realize<br />

some cost savings by tying the two projects together.


Final Plat <strong>of</strong> Lundy Addition<br />

The Commission will be requested to formally approve the Final Plat <strong>of</strong> the<br />

Lundy Addition at the June 9, 2005 Commission meeting.<br />

Effluent Recovery Line Project<br />

There is the potential for the treated effluent water from the Wastewater<br />

Treatment Plant to be piped upstream approximately three miles and released<br />

into Big Creek so that the treated water can percolate down to recharge the Big<br />

Creek Aquifer. A study needs to be performed and based on the results <strong>of</strong> the<br />

study, consideration given for design engineering for the project. The initial study<br />

would cost approximately $25,000 plus another $10,000 for laboratory testing.<br />

The Commissioners will be requested to approve a contract with Bartlett<br />

and West Engineers for this study at a future Commission meeting.<br />

Snow & Ice Ordinance<br />

Discussion on the Snow & Ice Ordinance was tabled.<br />
