Preamble<br />
WE, THE PEOPLE OF INDIA, having solemnly resolved to constitute India into a [SOVEREIGN<br />
SOCIALIST SECULAR DEMOCRATIC REPUBLIC] and to secure to all its citizens:<br />

PROGRAMME ON EFFECTIVE DISTRICT ADMINISTRATION<br />
Recognizing the role of District Judges and Chief Judicial Magistrates in Judicial Administration of Justice, the Academy has<br />
proposed to have Special Programmes on<br />
Effective District Administration and <strong>Court</strong> Management on<br />
(1) 15 th June <strong>2013</strong> & 16 th June <strong>2013</strong> and<br />
(2) 14 th December <strong>2013</strong> & 15 th December <strong>2013</strong><br />
The topics include presentations by Hon'ble Supreme <strong>Court</strong> Judges and <strong>High</strong> <strong>Court</strong> Judges on<br />
• Effective District Administration<br />
• <strong>Court</strong> Management<br />
• Inspection of <strong>Court</strong>s<br />
• Civil <strong>Court</strong> and Criminal <strong>Court</strong> Registers<br />
• Disciplinary Proceedings<br />
• Legal Services<br />
• Techniques for Mediation<br />
The Academy has also proposed to have a Programme on Knowledge Dissemination at every District Headquarter on 22 nd June <strong>2013</strong><br />
and 8 th February <strong>2014</strong> wherein the District Judges/Chief Judicial Magistrates would be imparting to other Judicial Officers of their respective<br />
Districts the knowledge gained through attending the above two special programmes.<br />
The Academy has also proposed to have a Programme to review the work of all Judicial Officers by the Principal District<br />
Judges/Chief Judicial Magistrates on 9 th November <strong>2013</strong> at the District Headquarters.
PROGRAMMES FOR DISTRICT JUDGES<br />
The academy has proposed two special programmes on 13 th and 14 th of July, <strong>2013</strong> and on 19 th and 20 th April <strong>2014</strong> for the District<br />

PROGRAMMES FOR HIGH COURT STAFF<br />
Staff members have key roles to play as courts continue their quest for rendering qualitative and quantitative justice to the litigants at<br />
the earliest possible time. The study material codified by the Tamil Nadu State Judicial Academy with the cooperation of the Registry will<br />
enlighten the reader about the functions of various Sections of the <strong>High</strong> <strong>Court</strong> – Judicial, Criminal, Writ, Original Side and also various<br />
sections on the Administrative Side and about the role of each and every staff member of the Registry in the smooth moving of chariot of<br />
justice.<br />
The Judicial Academy has proposed five Training Programmes for all the staff members of the <strong>High</strong> <strong>Court</strong> at the Principal Bench and<br />
Madurai Bench as detailed below<br />
• Three Programmes for Section Officers/<strong>Court</strong> Officers/Appeal Examiners on 29 th June <strong>2013</strong>, 09 th November <strong>2013</strong> and<br />
12 th & 13 th May <strong>2014</strong>.<br />
• Three Programmes for Assistant Section Officers on 31 st August <strong>2013</strong>, 15 th February, and 8 th &9 th May <strong>2014</strong>.<br />
• Three Programmes for Personal Assistants on 21 st September <strong>2013</strong>, 29 th March <strong>2014</strong> and 2 nd May <strong>2014</strong>.<br />
• Two Programmes for Assistants/Computer Operators on 26 th October <strong>2013</strong> and 5 th April <strong>2014</strong>.<br />
• One Programme for Assistant/Typists/Copyists/Readers/Examiners on 5 th & 6 th May <strong>2014</strong>.
PROGRAMMES FOR MINISTERIAL STAFF AT THE DISTIRCTS<br />
Staff members play key role in the administration of justice and in the functioning of courts. To enhance the knowledge and skills<br />
of staff members of the subordinate judiciary, the Judicial Academy has proposed six Programmes at District Headquarters as detailed below<br />
• Two Programmes for Junior Assistants / Copyists / Typists / Examiners / Readers on 13 th July <strong>2013</strong> and 26 th October <strong>2013</strong>.<br />
• Two Programmes for Assistants / Bench Clerks-Grade-III / Record Keeper Grade III (a) on 27 th July <strong>2013</strong> and 2 nd November<br />
<strong>2013</strong>.<br />
• One day Programme for Steno Typists on 27 th July <strong>2013</strong> and 22 nd March <strong>2014</strong>.<br />
• One day Programme for Bench Clerks-Grade I & II / Head Clerk-Category III(a) / Copyist Superintendent – Category III (a) /<br />
Translators – Category III (a) on 17 th August <strong>2013</strong> and 22 nd February <strong>2014</strong>.<br />
• One day Programme for Head Clerk – Category II / Central Nazir / Sherishtadars / Chief Administrative Officer / <strong>Court</strong><br />
Manager on 31 st August <strong>2013</strong> and 22 nd March <strong>2014</strong>.<br />
• One day Programme for Steno Typists / Assistant Bench Clerks – Training on Computer Skills on 21 st September <strong>2013</strong>,<br />
28 th September <strong>2013</strong>, 29 th March <strong>2014</strong> and 5 th April <strong>2014</strong>.
