Preamble
WE, THE PEOPLE OF INDIA, having solemnly resolved to constitute India into a [SOVEREIGN
SOCIALIST SECULAR DEMOCRATIC REPUBLIC] and to secure to all its citizens:
JUSTICE, social, economic and political;
LIBERTY of thought, expression, belief, faith and worship;
EQUALITY of status and of opportunity;
and to promote among them all
FRATERNITY assuring the dignity of the individual and the [unity and integrity of the Nation];
IN OUR CONSTITUENT ASSEMBLY this twenty-sixth day of November, 1949, do HEREBY ADOPT,
ENACT AND GIVE TO OURSELVES THIS CONSTITUTION.

PROGRAMME ON EFFECTIVE DISTRICT ADMINISTRATION
Recognizing the role of District Judges and Chief Judicial Magistrates in Judicial Administration of Justice, the Academy has
proposed to have Special Programmes on
Effective District Administration and Court Management on
(1) 15 th June 2013 & 16 th June 2013 and
(2) 14 th December 2013 & 15 th December 2013
The topics include presentations by Hon'ble Supreme Court Judges and High Court Judges on
• Effective District Administration
• Court Management
• Inspection of Courts
• Civil Court and Criminal Court Registers
• Disciplinary Proceedings
• Legal Services
• Techniques for Mediation
The Academy has also proposed to have a Programme on Knowledge Dissemination at every District Headquarter on 22 nd June 2013
and 8 th February 2014 wherein the District Judges/Chief Judicial Magistrates would be imparting to other Judicial Officers of their respective
Districts the knowledge gained through attending the above two special programmes.
The Academy has also proposed to have a Programme to review the work of all Judicial Officers by the Principal District
Judges/Chief Judicial Magistrates on 9 th November 2013 at the District Headquarters.

PROGRAMMES FOR DISTRICT JUDGES
The academy has proposed two special programmes on 13 th and 14 th of July, 2013 and on 19 th and 20 th April 2014 for the District
Judges on the topics
• Environmental Laws
• Intellectual Property Rights
• Sensitisation of Rights of Women / Children / Marginalised People
• Forensic Medicine and Forensic Science including Cyber Laws
• Human Rights and Role of Courts
• Labour Laws vis-a-vis Globalisation
• Computerisation of Courts – vision of E-Committee
The Academy has also proposed three Refresher Programmes for the District Judges on 7 th & 8 th September 2013, 15 th & 16 th February
2014 and 15 th & 16 th March 2014 on the topics
• Appreciation of Evidence in Session Trials
• Criminal Appeals and Criminal Revisions
• Original Suits
• Original Petitions
• Appeal Suits and Civil Miscellaneous Appeals

PROGRAMMES FOR SENIOR CIVIL JUDGES
The academy has proposed Regional Programmes for Senior Civil Judges on 20 th & 21 st July, 2013 for Chennai, Madurai and
Coimbatore Regions on the topics Land Acquisition Original Petitions, Motor Accident Claims Cases and Judgment Writing.
The Academy has also proposed three Refresher Programmes for Senior Civil Judges on 28 th & 29 th September 2013, 2 nd & 3 rd
November 2013 and on 29 th & 30 th March 2014 on the topics

September 2013, 21 st & 22 nd of September 2013, 26 th & 27 th of October 2013, 22 nd & 23 rd of February 2014, 22 nd & 23 rd of March 2014 and 5 th
& 6 th of April 2014 at Judicial Academy on the topics

• Interlocutory Application – Techniques for disposal
• Original Suits & Execution Petition
• Juvenile Justice Board & Sensitization on Child Welfare
• Negotiable Instruments Act Cases

PROGRAMMES FOR HIGH COURT STAFF
Staff members have key roles to play as courts continue their quest for rendering qualitative and quantitative justice to the litigants at
the earliest possible time. The study material codified by the Tamil Nadu State Judicial Academy with the cooperation of the Registry will
enlighten the reader about the functions of various Sections of the High Court – Judicial, Criminal, Writ, Original Side and also various
sections on the Administrative Side and about the role of each and every staff member of the Registry in the smooth moving of chariot of
justice.
The Judicial Academy has proposed five Training Programmes for all the staff members of the High Court at the Principal Bench and
Madurai Bench as detailed below
• Three Programmes for Section Officers/Court Officers/Appeal Examiners on 29 th June 2013, 09 th November 2013 and
12 th & 13 th May 2014.
• Three Programmes for Assistant Section Officers on 31 st August 2013, 15 th February, and 8 th &9 th May 2014.
• Three Programmes for Personal Assistants on 21 st September 2013, 29 th March 2014 and 2 nd May 2014.
• Two Programmes for Assistants/Computer Operators on 26 th October 2013 and 5 th April 2014.
• One Programme for Assistant/Typists/Copyists/Readers/Examiners on 5 th & 6 th May 2014.

PROGRAMMES FOR MINISTERIAL STAFF AT THE DISTIRCTS
Staff members play key role in the administration of justice and in the functioning of courts. To enhance the knowledge and skills
of staff members of the subordinate judiciary, the Judicial Academy has proposed six Programmes at District Headquarters as detailed below
• Two Programmes for Junior Assistants / Copyists / Typists / Examiners / Readers on 13 th July 2013 and 26 th October 2013.
• Two Programmes for Assistants / Bench Clerks-Grade-III / Record Keeper Grade III (a) on 27 th July 2013 and 2 nd November
2013.
• One day Programme for Steno Typists on 27 th July 2013 and 22 nd March 2014.
• One day Programme for Bench Clerks-Grade I & II / Head Clerk-Category III(a) / Copyist Superintendent – Category III (a) /
Translators – Category III (a) on 17 th August 2013 and 22 nd February 2014.
• One day Programme for Head Clerk – Category II / Central Nazir / Sherishtadars / Chief Administrative Officer / Court
Manager on 31 st August 2013 and 22 nd March 2014.
• One day Programme for Steno Typists / Assistant Bench Clerks – Training on Computer Skills on 21 st September 2013,
28 th September 2013, 29 th March 2014 and 5 th April 2014.
