The Chief Planning Officer,
PPD presented the 11 th Five
Year Plan framework highlighting
the Key Results Areas
identified by the Gross
National Happiness Commission
(GNHC).
The presentation also highlighted
on the planning and
coordination issues and the
need to strengthen coordination
between the center and
Dzongkhag while planning.
He also solicited the forum on
the ambiguity in the role of BHU planning and management and sought views
on whether it should be decentralized or taken up at the central level as in the
case of Ministry of Education.
The forum highlighted that the key result areas do not address important challenges
that the health system faces. And the need for GNHC to give the Ministry
the actual committed budget for 11 th FYP to enable the Ministry to prioritize and
plan activities was felt necessary. Concerns were also raised on the need to allocate
more funds for preventive and promotive healthcare as it is an important
aspect for an efficient health system.
The conference recommended PPD to
a. Broaden the key result area in addition to the ones identified by GNHC.
b. Explore ways of getting committed budget allocation for the 11th FYP to
do realistic planning which will also enhance performance and clinical
auditing.
