The outcomes data from the Free State and Western<br />

<strong>Cape</strong> indicate an ART programme <strong>of</strong> high quality,<br />

despite considerable barriers having been reported<br />

to entry into the Free State programme. As scale-up<br />

proceeds, there are new challenges to be faced. With<br />

increasing access to ART in the Western <strong>Cape</strong>, the<br />

proportion <strong>of</strong> patients presenting with low CD4<br />

counts (
