Functionary calculates the necessary human capacity and other
resources and the required budgets. If necessary, he / she adapts the
organization. Functionary has to judge if the existing knowledge of
technology is sufficient to fulfill the tasks. If not, outsourcing or hiring
temporary specialists will have to be arranged, or competence will have
to be developed.
Functionary is also responsible for the efficiency and quality of his / her
group and gets therefore regular reports from support functions like F&A,
HRM, Quality, and Purchasing.
Functionary has the responsibility for human resource management and
coaching and development of people in his group.

Anton Arts, Partner, is a senior investment professional with
extensive experience as a board member of a broad range of
international technology companies in the start-up and development
phase across Europe. In June 2005, Anton joined New Venture

corporate partners. In addition, he is an advisor to the municipal

communication equipment, semiconductors, wireless, optical
components, infrastructure software and other enabling
technologies.Before, he was a Partner at Gilde IT Fund, a leading

investments in technology companies Europe, Israel and the United
States. Exits include Cambridge Silicon Radio (Europe's most
succesful technology IPO in 2004), No Wires Needed (acquired by
Intersil) and SLP Infoware (acquired by Gemplus). Prior to that,
Anton was involved in the full cycle of business building through to
exit as the assistant to the CEO of Uniface, a Dutch software
company that grew to 600 people before being acquired by a
Compuware Corporation. He started his career as a business analyst
