of Jared Baldree, <strong>Co</strong>dy McLendon and Dustin Shepherd took<br />
second place in the vertical hurtman rescue and third place in<br />
the crossarm change out. There were 23 teams representing 11<br />
different utilities at the event. While this was the 13th annual<br />
Florida Lineman <strong>Co</strong>mpetition, this was only the second year<br />
<strong>Clay</strong> <strong>Electric</strong> has participated. The competition involves five<br />
timed events which simulate normal work procedures. <strong>Co</strong>mpetitors<br />
are judged on the application of safe work practices, proficiency<br />
of their work, and speed.<br />
PROJECT SHARE HAS HELPED MORE THAN 3,200<br />
FAMILIES... The co-<strong>op</strong>’s Project Share program continues to<br />
receive considerable support, thanks to the generosity of <strong>Clay</strong><br />
<strong>Electric</strong> members. Since the program’s inception in July 1997,<br />
Project Share has helped 3,216 members (through first quarter<br />
<strong>2013</strong>) with a total of $464,866 in disbursements. Just this year,<br />
the program has assisted 15 member families. Project Share has<br />
enabled members to help other members pay their electric bills<br />
during a period of financial difficulty. <strong>Clay</strong> <strong>Electric</strong> collects the<br />
Project Share donations made by members and the Salvation<br />
Army distributes the funds based on their financial criteria. By<br />
designating a tax-deductible amount to be added to the electric<br />
bill each month - or by sending a one-time donation - members<br />
can help others keep their lights on when times are tough. To<br />

Over the years, our commitment to<br />
our members has remained strong<br />
In March we held our 75th<br />
Annual Meeting, and we appreciate<br />
all our members who<br />
attended.<br />
We’re very proud of the fact<br />
that we’ve been serving members<br />
for 75 years. <strong>Clay</strong> <strong>Electric</strong><br />
was created in the 1930s to meet<br />
the challenge of bringing electricity<br />
to rural areas. Over the past<br />
decades, <strong>Clay</strong> <strong>Electric</strong>’s board<br />
of trustees, management and<br />
employees have met many challenges<br />
with the same determination<br />
our founders had when they<br />
went about the task of signing<br />
up folks to join the fledgling<br />
co<strong>op</strong>erative.<br />
While many things have<br />
changed in the way we serve our<br />
members, our mission remains<br />
the same as it was in the early<br />
years – to bring you the best<br />
service at competitive rates.<br />
Legislative Session<br />
During each annual Legislative<br />
session, we closely follow<br />
any pr<strong>op</strong>osed bills that could<br />
help or hurt the co<strong>op</strong>erative or<br />
its members. This year, the electric<br />
co-<strong>op</strong>s of Florida, along with<br />
the Florida <strong>Electric</strong> <strong>Co</strong><strong>op</strong>eratives<br />
Association, supported an electricity<br />
theft bill that increased the<br />
penalties for stealing electricity.<br />
Currently, the criminal penalty<br />
is a first-degree misdemeanor,<br />
regardless of the dollar value of<br />
the electricity stolen.<br />
The new law allows penalties<br />
that vary depending upon the<br />
value of the electricity stolen.<br />
Additionally, the law will increase<br />
the minimum award in a<br />
civil action against the thief from<br />
$1,000 to $3,000, mitigating the<br />
utility’s time and cost of recovering<br />
its losses. The bill was signed<br />
by the governor in April and will<br />
take effect on Oct. 1.<br />
MAY <strong>2013</strong><br />
<strong>Co</strong>-<strong>op</strong> Owners for<br />
Political Action<br />
Speaking of the legislature and<br />
politics, last year we began offering<br />
our members the <strong>op</strong>portunity<br />
to join a political action committee<br />
known as <strong>Co</strong>-<strong>op</strong> Owners<br />
for Political Action (COPA).<br />
Groups of citizens learned<br />
years ago that their collective<br />
voices were often heard by lawmakers<br />
above the voice of single<br />
citizens. Political action committees<br />
were formed to provide<br />
groups of like-minded citizens<br />
with the ability to raise funds<br />
and help elect lawmakers who<br />
were willing to listen to their<br />
concerns.<br />
By joining COPA, you become<br />
part of a strong grassroots<br />
network of citizens concerned<br />
about the long-term success of<br />
the electric co<strong>op</strong>erative program.<br />
Maintaining our presence in the<br />
political process is critical to the<br />
future of the electric co<strong>op</strong>erative<br />
program and the communities<br />
it serves in these unpredictable<br />
times.<br />
A regular annual membership<br />
in COPA is only $25. The cost<br />
of memberships can be broken<br />
down into small monthly payments<br />
and added to your electric<br />
bill statements. I encourage you<br />
to consider joining us in our<br />
efforts to stay involved in the<br />
political process.<br />
Our rates<br />
As I have written about previously,<br />
our rates continue to be<br />
among the lowest in the state.<br />
Our residential rate for 1,000<br />
kilowatt hours is $109. This is<br />
lower than all other co<strong>op</strong>eratives<br />
in the state and is the 7th lowest<br />
among all utilities in the state. In<br />
fact, our rates are lower than all<br />
of our neighboring utilities. We<br />
are proud to have this competitive<br />
rate position.<br />
Storm season<br />
Hurricane season begins<br />
next month, and forecasters are<br />
calling for an active season. Be<br />
assured we are ready should a<br />
major storm cause widespread<br />
outages in our service area.<br />
I have encouraged my department<br />
directors to conduct an outage<br />
simulation with line supervisors<br />
and foremen to make sure<br />
we are as prepared as possible to<br />
meet the challenge of an outage.<br />
Our simulation begins with<br />
a transmission line problem<br />
which impacts many feeders<br />
and transformers. The simulated<br />
outage situation would include<br />
making sure all accompanying<br />
documentation would be filled<br />
out correctly and then checked<br />
for accuracy.<br />
I think this is an important<br />
test, especially for newer employees<br />
who were not here when<br />
the last major storms caused<br />
widespread, sustained outages.<br />

I began my career here nearly<br />
40 years ago, and obviously I’ve<br />
seen many changes.<br />
This year, I am reminded of a<br />
slogan we have displayed in our<br />
front lobby, which reads “Proud<br />
of the past, Prepared for the<br />
future.” To me, this is truly what<br />
the co-<strong>op</strong> stands for: a strong<br />
history of providing service and<br />
a vision for tomorrow.<br />
We are proud of how much<br />
we have accomplished through<br />
the years on your behalf, and we<br />
pledge to continue our tradition<br />
of providing excellent service<br />
and affordable power.<br />

<strong>Co</strong>-<strong>op</strong>’s 75-year history marked by<br />
growth, ever-changing industry<br />
In the late 1930s, nine out of 10<br />
rural homes still were without<br />
power. Private, investorowned<br />
power companies served<br />
most of the cities and were not<br />
eager to extend their lines to<br />
reach rural homes, farms and<br />
businesses.<br />
<strong>Clay</strong> <strong>Electric</strong>’s story began<br />
when Ed Wiggins purchased<br />
the Keystone Heights power<br />
plant in 1925. After extending<br />
lines to the small communities<br />
near town, the small 115-kilowatt<br />
generating station could<br />
not keep up with Keystone’s<br />
growth.<br />
Wiggins needed money for<br />
expansion but decided he was<br />
not willing to sell the business<br />
to an investor-owned utility. He<br />
sought funding from the newlyformed<br />
Rural Electrification Administration.<br />
Wiggins worked<br />
to sign up prospective members<br />
and had maps drawn up.<br />
Leadership and industry<br />
changes<br />
<strong>Clay</strong> <strong>Electric</strong> has had five<br />
general managers: Pat Loudon<br />
(1940-63), E.T. Martin (1963-83),<br />
Tommy Millican (1984-88), Bill<br />
Phillips (1989-2009) and Ricky<br />
Davis (2009-present). A total<br />
of 41 different members have<br />
served on the board of trustees.<br />
Since the early days, <strong>Clay</strong><br />
<strong>Electric</strong> has purchased power<br />
from other utilities to supplement<br />
its limited generation<br />
capabilities. In 1968, the co-<strong>op</strong><br />
ceased all large-scale generation<br />
in favor of purchasing all<br />
its electricity needs. Today the<br />
power comes from<br />
Seminole <strong>Electric</strong>.<br />
Growth<br />
The co-<strong>op</strong> has experienced<br />
steady growth<br />
over most of its history.<br />
In 1939, the co-<strong>op</strong><br />
served 343 members<br />
in five counties. In<br />
1951, that number had<br />
grown to more than<br />
8,000 customers.<br />
In 1962, the co-<strong>op</strong><br />
had nearly 20,000 accounts,<br />
and by 1975<br />

of 52,837.<br />
Fast forward<br />
to 1990 and the co-<strong>op</strong><br />
reached 100,000. Today<br />
the co-<strong>op</strong> serves a little<br />
more than 165,000 accounts.<br />
Toward technology and<br />
efficiency<br />
In the early decades,<br />
members were encouraged<br />
to purchase newfangled<br />
electric appliances<br />
that would improve their lives<br />
with comfort and convenience.<br />
By the 1970s, the focus shifted<br />
to encourage conservation and<br />
later it moved to efficiency. <strong>Clay</strong><br />
<strong>Electric</strong> instituted a load management<br />
program in the late<br />
1970s and early ‘80s.<br />
This program, which allowed<br />
the co-<strong>op</strong> to turn off water heaters<br />
and HVAC systems in members’<br />
homes to better manage<br />
the demand for energy at peak<br />
times, was eliminated in 2000.<br />
Now, the co-<strong>op</strong> encourages<br />
the wise use of energy through<br />
an emphasis on efficiency<br />
with the Energy Smart Rebate<br />
Program, as well as educating<br />
customers about the best way to<br />
save energy and money.<br />
While <strong>Clay</strong> <strong>Electric</strong> is no longer<br />
a small, rural electric utility,<br />
its mission in <strong>2013</strong> is fundamentally<br />
unchanged: to exceed the<br />
expectations of our members by<br />
providing excellent customer<br />
service and reliable electric service<br />
at competitive rates.<br />

Gladys <strong>Co</strong>peland remembers<br />
when her husband fought<br />
for <strong>Clay</strong> <strong>Electric</strong>.<br />
She said it was in the 1940s<br />
and one of the investor-owned<br />
utilities wanted to come into the<br />
Archer area. But her late husband<br />
Henry <strong>Co</strong>peland didn’t<br />
want to be served by them.<br />
Mrs. <strong>Co</strong>peland said he insisted<br />
it would be better to<br />
have the co-<strong>op</strong> as their utility.<br />
Problem was, the co-<strong>op</strong> wasn’t<br />
prepared to expand that far at<br />
the time. She recalls Henry hired<br />
an attorney and filed a lawsuit<br />
in order to have <strong>Clay</strong> serve their<br />
area. At the time, <strong>Clay</strong>’s price<br />
for electricity was less than the<br />
for profit utility. But that wasn’t<br />
Henry’s only motivation for<br />
wanting <strong>Clay</strong> over the other utility.<br />
She recalls that Henry felt<br />
being served by a local co-<strong>op</strong><br />
was preferably over having electricity<br />
provided by a company<br />
that wasn’t local.<br />
“I was really proud of him,”<br />
Gladys recalls of the time. “It<br />
brings back a lot of memories.”<br />
The couples’ first home didn’t<br />
have electricity, but their store<br />
did. She remembers that <strong>Clay</strong>’s<br />
lines st<strong>op</strong>ped at another family’s<br />
pr<strong>op</strong>erty line on the Gainesville<br />
side of Archer.<br />
Gladys and Henry <strong>Co</strong>peland are shown in front of their grocery store and<br />
gas station in Archer in 1985. Mr. <strong>Co</strong>peland passed away in 1997.<br />
After settling the matter<br />
legally, Gladys said <strong>Clay</strong> <strong>Electric</strong><br />
agreed to provide the poles,<br />
wire and electricity into the rural<br />
area, but the co-<strong>op</strong> would not<br />
make the installation. The co-<strong>op</strong><br />
dr<strong>op</strong>ped off the poles one day<br />
and Henry and some local men<br />
proceeded to set them. Soon after,<br />
<strong>Clay</strong> <strong>Electric</strong> was providing<br />
the electricity to the area.<br />
Gladys has lived in Archer<br />
for almost 69 years. Her current<br />
home’s account was activated<br />
almost 50 years ago. To this day<br />
she is glad her late husband<br />
fought to have <strong>Clay</strong> <strong>Electric</strong><br />
serve their area.<br />
She said service has improved<br />
and outages have become fewer<br />
over the decades.<br />
So, what’s her favorite part of<br />
being a member of the co<strong>op</strong>erative?<br />
Capital credits, she said,<br />
without hesitation.<br />
In addition to this benefit,<br />
Gladys said she has always felt<br />
that <strong>Clay</strong> <strong>Electric</strong> was a good,<br />
caring company that takes care<br />
of the customer.<br />

Take control of your summer power<br />
usage by following these tips...<br />
Summer is a fun time of year, but it also<br />
means hot, humid days, afternoon thunderstorms,<br />
plenty of pesky mosquitoes...and<br />
higher electricity bills.<br />
You can’t control the heat, storms or humidity,<br />
but you do have some control over your summertime<br />
electricity usage.<br />
It’s a fact that as the outdoors warms up, your<br />
home experiences more heat gain. In response, you<br />
adjust the thermostat to remain comfortable.<br />
Utilities often suggest a thermostat setting of<br />
78 degrees. Why 78? An inactive person begins to<br />
perspire when the temperature rises above 78. But<br />
what happens if you’re active and get too warm?<br />
You lower the thermostat. However, for every degree<br />
the thermostat is set below 78, the run time of<br />
your air conditioning unit or heat pump increases<br />
5 to 8 percent. This ups your electricity usage.<br />
Here’s a few suggestions to help you lower your<br />
electrical usage during the cooling season:<br />
• Have your air conditioning system serviced<br />
annually.<br />
• The ductwork should be inspected to make<br />
sure there are no duct leaks. If leaks are found,<br />
have them sealed with approved aluminum<br />
tape or mastic. Duct tape isn’t a fix-all for air<br />
conditioning ductwork.<br />
• Keep all windows and doors closed when the<br />
air conditioner is in <strong>op</strong>eration.<br />
• Change the filter(s) monthly or whenever they<br />
show signs of dust accumulation. Higher quality<br />
air filters trap more dust particles, and they<br />
need changing as often as lesser quality filters.<br />
• Keep air supply registers <strong>op</strong>en to all rooms,<br />
even those not frequently occupied. Closing<br />
off air supply registers increases the air<br />
pressure on the duct system, and this ups the<br />
chances of duct leakage.<br />
• Keep all interior doors to rooms with supply<br />
air registers <strong>op</strong>en, unless a return air vent is<br />
located within the room. If you keep doors to<br />
rooms without return air vents closed, it does<br />
not allow for adequate air circulation and the<br />
temperature of the room will increase. Sound<br />
familiar?<br />
You can’t control the summer storms or the outside<br />
humidity, but you can get a handle on your<br />
energy usage and lower your monthly bills. As for<br />
those pesky mosquitoes, try insect repellent!<br />
