environment
– Not based on income of residents
– Typical activities: code enforcement, infrastructure,
commercial rehabilitation
• Area must meet state/local definition of S&B, and:
– 25%+ properties deteriorated/abandoned, declining
values or know environmental contamination or
– Public infrastructure in disrepair
