Introduction<br />
The Caravan for the <strong>Rights</strong> <strong>of</strong> Refugees and Migrants<br />
The ‘Caravan’ movement started <strong>in</strong> 1998 just before the<br />
German elections. With the slogan ‘we have no vote but<br />
we have a voice’ we travelled <strong>to</strong> 44 German cities <strong>in</strong> 35<br />
days and enabled tens <strong>of</strong> thousands <strong>of</strong> refugees <strong>to</strong> express<br />
themselves politically. It laid the basis for refugees and migrants<br />
orig<strong>in</strong>at<strong>in</strong>g from Africa, Asia, Middle East, South<br />
America and German anti-racist groups <strong>to</strong> come <strong>to</strong>gether<br />
<strong>in</strong> a pr<strong>in</strong>cipled unity.<br />
It was the common threat <strong>of</strong> deportation and the commonly<br />
felt racism brought us <strong>to</strong>gether. But there is another<br />
important aspect <strong>to</strong> our politics. This was expressed <strong>in</strong> the<br />
Caravan Hunger Strike <strong>in</strong> Köln last year with the slogan<br />
‘we are here because you destroy our countries’. When<br />
the representatives <strong>of</strong> the richest countries <strong>of</strong> the world<br />
met <strong>in</strong> Köln <strong>in</strong> June 1999 for the EU and G7 summits, refugees<br />
from the poorest and the most oppressed countries<br />
<strong>of</strong> the world went on hunger strike <strong>to</strong>gether <strong>to</strong> accuse the<br />
powerful that <strong>in</strong> order <strong>to</strong> maximise their pr<strong>of</strong>its they are<br />
support<strong>in</strong>g corrupt dicta<strong>to</strong>rs and fascistic regimes <strong>in</strong> the<br />
countries <strong>of</strong> our orig<strong>in</strong>, thus lay<strong>in</strong>g the basis for the suffer<strong>in</strong>g<br />
<strong>of</strong> our people and <strong>to</strong> our flight.<br />
When we came forward <strong>to</strong> fight for our rights we faced<br />
extra repression. But <strong>in</strong> the past year and a half the Caravan<br />
movement has been successful <strong>in</strong> defend<strong>in</strong>g those who<br />
endangered themselves by jo<strong>in</strong><strong>in</strong>g the struggle. Further, the<br />
caravan movement has started <strong>to</strong> operate successfully as a<br />
network connect<strong>in</strong>g different cities and nationalities <strong>to</strong>gether<br />
and lay<strong>in</strong>g the <strong>in</strong>itial foundation s<strong>to</strong>nes for a serious<br />
movement.<br />
Germany and other European countries are escalat<strong>in</strong>g the<br />
attacks on us and our rights with shock<strong>in</strong>g rapidity. Advanced<br />
technology is be<strong>in</strong>g added <strong>to</strong> the arsenal <strong>of</strong> repression for<br />
the exclusion and removal <strong>of</strong> ‘foreign crim<strong>in</strong>als’ as they characterise<br />
us. While more and more sophisticated propaganda<br />
is mobilised <strong>to</strong> justify and cover up the pillage <strong>of</strong> the countries<br />
<strong>of</strong> orig<strong>in</strong> and the brutal repression <strong>of</strong> any resistance.<br />
It is now time we feel for reflection as well <strong>of</strong> action. We<br />
must on the one hand consolidate and build on our achievements<br />
but also consider new strategies <strong>of</strong> survival and resistance.<br />
As the Kafkaesque fortress Europe becomes an<br />
all <strong>to</strong>o real nightmare for foreigners and when ‘ord<strong>in</strong>ary’<br />
European Citizens are encouraged <strong>to</strong> become spies and<br />
special militias are used <strong>to</strong> combat the supposed enemy<br />
from without; more than ever before the fate <strong>of</strong> the struggle<br />
<strong>of</strong> our brothers and sisters <strong>in</strong> our countries <strong>of</strong> orig<strong>in</strong> will<br />
be determ<strong>in</strong>ed by our effective solidarity and the strategies<br />
we develop. But deportation, isolation and social exclusion<br />
destroy the possibility <strong>of</strong> such solidarity be<strong>in</strong>g built.<br />
It is <strong>in</strong> this context that the caravan for the rights <strong>of</strong> refugees<br />
and migrants will organise a ten day congress aimed at<br />
gather<strong>in</strong>g forces <strong>to</strong> build an effective unity aga<strong>in</strong>st<br />
deportations and social exclusion.<br />
Social exclusion has two dimensions, on the one hand it<br />
prevents any human contact between the refugees and migrants<br />
and the local population, <strong>to</strong> say noth<strong>in</strong>g <strong>of</strong> <strong>in</strong>tegration.<br />
But it is also an attempt <strong>to</strong> lock foreigners <strong>in</strong> a political<br />
vacuum and make it impossible for us <strong>to</strong> counter the vicious<br />
propaganda spread by the <strong>in</strong>dustrialised powers <strong>of</strong><br />
the reality <strong>in</strong> our countries <strong>of</strong> orig<strong>in</strong> or <strong>of</strong> effectively express<strong>in</strong>g<br />
their solidarity with the resistance <strong>of</strong> their brothers<br />
and sisters.<br />
We feel that the theme <strong>of</strong> fight<strong>in</strong>g aga<strong>in</strong>st deportation and<br />
social exclusion br<strong>in</strong>gs <strong>to</strong>gether all the strands <strong>of</strong> our struggle.<br />
When we fight deportations we fight not only for our<br />
human rights <strong>to</strong> be treated as equals but we also tear asunder<br />
pa<strong>in</strong>ted veil <strong>of</strong> lies and corruption with which <strong>in</strong>dustrialised<br />
nations attempt <strong>to</strong> obscure their pillage <strong>of</strong> our lands<br />
and the resistance <strong>of</strong> our brothers and sisters and legitimise<br />
the brutal regimes whose only legitimacy is that <strong>of</strong><br />
be<strong>in</strong>g partners <strong>in</strong> this crime.<br />
When we fight aga<strong>in</strong>st social exclusion we fight not only for<br />
our right <strong>to</strong> be part <strong>of</strong> human society and not be herded<br />
<strong>in</strong><strong>to</strong> the ghet<strong>to</strong>s <strong>of</strong> our times but also <strong>to</strong> be able <strong>to</strong> be truly<br />
<strong>in</strong> solidarity with those who resist and fight <strong>in</strong> the lands we<br />
left beh<strong>in</strong>d.<br />
This unforgiv<strong>in</strong>g onslaught on our rights has not broken<br />
our spirit. From the isolated prisons called refugee camps<br />
we will come out fight<strong>in</strong>g. This massive conference, coord<strong>in</strong>ated<br />
by the Voice Africa Forum - which is the core <strong>of</strong><br />
the Caravan group <strong>in</strong> Jena, will show the seriousness <strong>in</strong><br />
which we will ‘Unite Aga<strong>in</strong>st Deportation and Social Exclusion’.<br />
Although this is called a refugee congress and<br />
is organised fundamentally by the refugees,<br />
all serious anti-racists are encouraged <strong>to</strong> prepare<br />
themselves now so that you have the 21<br />
April <strong>to</strong> the 1st May <strong>in</strong> the year <strong>2000</strong> free <strong>to</strong><br />
participate <strong>in</strong> this important event. Your contribution<br />
will be a necessary part <strong>to</strong> the build<strong>in</strong>g<br />
<strong>of</strong> a successful fight-back. Further we call<br />
on all refugees, migrants and anti-racists at<br />
this early stage <strong>to</strong> contribute your ideas <strong>to</strong><br />
the content <strong>of</strong> the congress as the program is<br />
still fairly open.
We are here because you destroy our countries<br />
European politicians, like former German Chancellor Helmut<br />
Kohl says ‘yes there are problems <strong>in</strong> the world’ but then<br />
asks ‘why do the refugees have <strong>to</strong> come <strong>to</strong> Germany?’. His<br />
answer is that ‘Germany is not responsible for tak<strong>in</strong>g care <strong>of</strong><br />
the problems <strong>of</strong> the world’. Accord<strong>in</strong>g <strong>to</strong> him Germany has<br />
no responsibility for caus<strong>in</strong>g the problems <strong>of</strong> the world. But<br />
<strong>in</strong> fact there is a direct relationship between Germany’s economic<br />
and political <strong>in</strong>tervention <strong>in</strong> our countries and the creation<br />
<strong>of</strong> refugees.<br />
Cheap oil com<strong>in</strong>g from Nigeria <strong>to</strong> Germany and the dicta<strong>to</strong>rship<br />
enabl<strong>in</strong>g mult<strong>in</strong>ationals like Shell <strong>to</strong> exploit the country<br />
is clearly related. It was western <strong>in</strong>terests that drove the<br />
1966 military coup <strong>in</strong> Nigeria. The coup marked the destruction<br />
<strong>of</strong> post <strong>in</strong>dependence democratic measures which had<br />
given rights <strong>to</strong> for example the Ogoni people <strong>in</strong> the Niger<br />
delta. This enabled the super-exploitation <strong>of</strong> the delta by foreign<br />
companies. For over three decades oil has gushed out<br />
<strong>of</strong> countries like Nigeria <strong>to</strong> drive ‘economic miracles’ like<br />
Germany. But the Niger Delta is <strong>in</strong> flames, and when the<br />
poverty ridden people protest Obasanjo the former military<br />
dicta<strong>to</strong>r, who the west now wishes <strong>to</strong> disguise as a liberal<br />
democrat says that they should be `shot like animals’.<br />
A few weeks later Obasanjo is given the red carpet treatment<br />
when he visits Germany while political refugees flee<strong>in</strong>g Nigeria<br />
are deported on the basis that the reasons for their flight<br />
is ‘obviously ungrounded’.<br />
Driven by strategic and economic <strong>in</strong>terests the US and Europe<br />
have strengthened the fascistic<br />
Turkish regime for decades<br />
and actively aided and<br />
abetted its dirty war aga<strong>in</strong>st the<br />
Kurdish people.<br />
The PKK <strong>in</strong>itiated a peace<br />
process <strong>in</strong> 1993, which rema<strong>in</strong>s<br />
open <strong>to</strong> this day. But the response<br />
<strong>of</strong> the western powers<br />
has been one <strong>of</strong> open terrorism<br />
and conspiracy culm<strong>in</strong>at<strong>in</strong>g <strong>in</strong><br />
the kidnapp<strong>in</strong>g <strong>of</strong> Abdullah<br />
Öcalan. The violence unleashed<br />
aga<strong>in</strong>st the Kurdish<br />
refugees <strong>in</strong> Germany <strong>in</strong> the<br />
form <strong>of</strong> deportation is the cont<strong>in</strong>uation <strong>of</strong> the violence brought<br />
<strong>to</strong> bear aga<strong>in</strong>st the Kurds <strong>in</strong> Turkey by the regime and the<br />
extreme right w<strong>in</strong>g, which concretises itself <strong>in</strong> the death sentence<br />
aga<strong>in</strong>st Abdullah Öcalan. Deportation legitimises the<br />
Turkish regime and portrays it as the real force for peace<br />
rather than the Kurdish movement. So does the cont<strong>in</strong>ued<br />
ban on the PKK <strong>in</strong> Germany, symbolis<strong>in</strong>g its unacceptability<br />
as a legitimate partner <strong>in</strong> negotiation. Any democratic solution<br />
<strong>in</strong> Turkey requires that the real character <strong>of</strong> the regime<br />
be shown up rather than be<strong>in</strong>g veiled by the cynical and self<strong>in</strong>terested<br />
politics <strong>of</strong> the European states. Which is why now<br />
more than ever before it is necessary <strong>to</strong> fight aga<strong>in</strong>st their<br />
policy <strong>of</strong> the deportation <strong>of</strong> Kurds which underp<strong>in</strong>s their garb<br />
as peacemakers. When <strong>in</strong> fact they pursue the f<strong>in</strong>al neutralisation<br />
<strong>of</strong> the Kurdish people, <strong>in</strong> the quest for more lucrative<br />
markets as the Ilisu dam project and the plans for the projected<br />
oil and natural gas pipel<strong>in</strong>e l<strong>in</strong>k<strong>in</strong>g Azerbaijan and<br />
Kurdistan <strong>to</strong> the Turkish ports on the black sea, so amply<br />
demonstrate.<br />
Sri Lanka regarded by the <strong>in</strong>dustrialised nations as a bridgehead<br />
for the neo-liberal re-conquest <strong>of</strong> the Indian sub-cont<strong>in</strong>ent,<br />
as such the struggle <strong>of</strong> the Tamil people for political<br />
<strong>in</strong>dependence and social emancipation is seen as a great obstacle<br />
because <strong>of</strong> the great hope and <strong>in</strong>spiration it holds the<br />
downtrodden millions <strong>in</strong> the region. In its attempt <strong>to</strong> destroy<br />
the Tamil struggle the Sri Lankan armed forces have massacred<br />
more than 80,000 people f<strong>in</strong>anced by the Western donor<br />
countries.<br />

we will have guest speakers from Africa, Asia, Lat<strong>in</strong> America and the Middle East. We are try<strong>in</strong>g also <strong>to</strong> get video<br />
taped messages from prom<strong>in</strong>ent anti-imperialist personalities like Eduadro Galeano, Ngugi wa Thiongo and others<br />
who cannot attend our congress due <strong>to</strong> earlier appo<strong>in</strong>tments. The workshop structure has not yet been f<strong>in</strong>alised.<br />

Fortress Europe, border regimes and the <strong>in</strong>ternational organisation <strong>of</strong> refugees<br />
They were 16 <strong>to</strong> start <strong>of</strong>f on a cold w<strong>in</strong>ters night. They were<br />
leav<strong>in</strong>g beh<strong>in</strong>d a nightmare called Sri Lanka. They were Tamils<br />
seek<strong>in</strong>g refuge, freedom from persecution. In the morn<strong>in</strong>g<br />
only one <strong>of</strong> them was surviv<strong>in</strong>g.<br />
‘We were left <strong>in</strong> the middle <strong>of</strong> a forest’ the survivor was <strong>to</strong><br />
say. ‘It was cold and we held hands so as not <strong>to</strong> get lost, a<br />
few kilometres further we were bl<strong>in</strong>ded by searchlights, we<br />
heard footsteps and voices and the bark<strong>in</strong>g <strong>of</strong> dogs, we were<br />
be<strong>in</strong>g pursued, we tried <strong>to</strong> keep <strong>to</strong>gether as we ran, the<br />
voices and the bark<strong>in</strong>g came closer, suddenly we were on<br />
the banks <strong>of</strong> a river. We had been <strong>to</strong>ld that it was shallow,<br />
but it looked deep, and the water flowed swiftly. We knew<br />
that we had <strong>to</strong> get <strong>to</strong> the other side, if not we knew that we<br />
would be sent back <strong>to</strong> Sri Lanka. But the currents were very<br />
strong and I heard the cries <strong>of</strong> my companions as they were<br />
swept away. I saw the water cover<strong>in</strong>g a woman clutch<strong>in</strong>g<br />
two children, I tried <strong>to</strong> save them but it was <strong>to</strong>o late... impossible,<br />
hopeless’.<br />
To us refugees this is the reality <strong>of</strong> the border, the reality <strong>of</strong><br />
Fortress Europe. The frontier between the cities <strong>of</strong> Emerald<br />
built on all the riches <strong>of</strong> the world and the wastelands <strong>of</strong><br />
misery that the rest <strong>of</strong> the world has become.<br />
Germany, the most powerful economy <strong>in</strong> Europe, pushes<br />
for the further strengthen<strong>in</strong>g and extension <strong>of</strong> ‘fortress Europe’,<br />
monomaniacally pursu<strong>in</strong>g its goal <strong>of</strong> zero migration.<br />
Dur<strong>in</strong>g the post war economic boom, the western European<br />
nations had <strong>to</strong> br<strong>in</strong>g <strong>in</strong> cheap labour <strong>to</strong> work their fac-<br />
<strong>to</strong>ries. In these days <strong>of</strong> globalisation, mult<strong>in</strong>ationals switch<br />
production <strong>to</strong> where labour is cheap and can be unscrupulously<br />
exploited. Now, not only is there no legal basis for<br />
migration <strong>to</strong> Germany but even refugee rights are be<strong>in</strong>g removed<br />
<strong>to</strong> s<strong>to</strong>p virtually any foreigners from gett<strong>in</strong>g <strong>in</strong>. Germany<br />
is fight<strong>in</strong>g very hard <strong>to</strong> control the borders <strong>of</strong> the whole<br />
<strong>of</strong> Europe <strong>to</strong> reduce the chances <strong>of</strong> any refugee com<strong>in</strong>g <strong>in</strong><br />
after gett<strong>in</strong>g <strong>in</strong> through another European country. In 1998,<br />
when Italy described the Kurds arriv<strong>in</strong>g on their shores as<br />
‘political refugees’ Germany <strong>in</strong>sisted that they were ‘crim<strong>in</strong>al<br />
migrants’ and attacked the Italian government for not<br />
secur<strong>in</strong>g its borders. All the borderlands <strong>of</strong> Europe are <strong>to</strong><br />
apply controls that are determ<strong>in</strong>ed by Germany or they will<br />
be pushed out <strong>of</strong> the Schengen agreement and also the European<br />
Union. Further, <strong>to</strong> s<strong>to</strong>p people enter<strong>in</strong>g through the<br />
poorer European countries Germany has pushed the ‘third<br />
country regulation’ and the computerised f<strong>in</strong>ger pr<strong>in</strong>t system<br />
(Eurodac). Eurodac will identify where an asylum seeker<br />
entered Europe and the ‘third country regulation’ gives the<br />
legal basis <strong>to</strong> deport us from the richer and more powerful<br />
countries <strong>to</strong> where we entered the EU. Germany, no stranger<br />
<strong>to</strong> ethnic cleans<strong>in</strong>g, is <strong>in</strong> this way, not only s<strong>to</strong>pp<strong>in</strong>g us com<strong>in</strong>g<br />
<strong>in</strong><strong>to</strong> Europe but also creat<strong>in</strong>g a border around itself, specially<br />
for us refugees. Despite the different conditions <strong>in</strong> the<br />
various European countries it is clearly necessary <strong>to</strong> make a<br />
practical Europe-wide alliance between the refugee organisations.<br />
It is <strong>in</strong> this spirit that two days are structured.<br />

Social exclusion, state racism, and fascism<br />
As Europe marches <strong>to</strong>wards economic unification, European<br />
citizens are see<strong>in</strong>g borders disappear<strong>in</strong>g. But for us, borders<br />
are appear<strong>in</strong>g everywhere. In every city, <strong>in</strong> every tra<strong>in</strong> station<br />
and on the streets we are checked and humiliated. Germany,<br />
aga<strong>in</strong>, is lead<strong>in</strong>g the drive <strong>to</strong> isolate and exclude us<br />
from European society. With <strong>in</strong>credible laws like the<br />
‘Residenzpflicht’ which limits the ability for us <strong>to</strong> move out<br />
<strong>of</strong> certa<strong>in</strong> area <strong>in</strong> Germany and forc<strong>in</strong>g us <strong>to</strong> live <strong>in</strong> refugee<br />
camps which are effectively prisons, German authorities have<br />
laid a solid basis <strong>to</strong> isolate us. In the eastern part <strong>of</strong> Germany<br />
you f<strong>in</strong>d <strong>in</strong> microcosm the result <strong>of</strong> these policies. Here the<br />
social pressure aga<strong>in</strong>st us has reached a fever pitch as the<br />
terrible dynamic between neo-fascist attacks and propaganda<br />
and the sharp end <strong>of</strong> the state’s racist policies - deportations<br />
- puts unbearable physical and psychological pressure on us.<br />
This process <strong>of</strong> exclusion is far from limited <strong>to</strong> those among<br />
us who have recently arrived. Influential f<strong>in</strong>ancial decision<br />
makers blatantly declare that even children and grandchildren<br />
<strong>of</strong> immigrants who are very much part <strong>of</strong> the youth <strong>of</strong><br />
this country should be gotten rid <strong>of</strong> as they ‘are <strong>in</strong> excess <strong>to</strong><br />
requirement <strong>to</strong> the economic system, under-qualified, have<br />
no respect for the German law and are engaged <strong>in</strong> unlawful<br />
activity and have no place <strong>in</strong> German society’. This we feel<br />
is truly <strong>in</strong>dicative <strong>of</strong> the contempt with which the rul<strong>in</strong>g class<br />
<strong>of</strong> this country holds not only us foreigners but also the vast<br />
majority <strong>of</strong> its own citizenry. As unemployment <strong>in</strong> Germany<br />
<strong>in</strong>creases the rich get richer and cynical politicians defend<br />
the system and status quo by turn<strong>in</strong>g the legitimate anger <strong>of</strong><br />
the poor over their fate <strong>to</strong>wards ‘foreigners’.<br />
Fight<strong>in</strong>g social exclusion<br />
The case <strong>of</strong> the 17 year old Kurd, Hakki Yildirim is a example<br />
<strong>of</strong> social exclusion which ended up <strong>in</strong> deportation. Hakki<br />
came here when he was only 9 and faced the multifaceted<br />
problems <strong>of</strong> a Kurdish boy grow<strong>in</strong>g up <strong>in</strong> Germany. He grew<br />
up <strong>in</strong> Lillienthal a prov<strong>in</strong>cial <strong>to</strong>wn near Bremen which was<br />
well known for its active and well organised Neo-Nazi, es-<br />
pecially up till 1996. Be<strong>in</strong>g right-w<strong>in</strong>g and racist was accepted<br />
and even fashionable, among the youth and especially<br />
<strong>in</strong> the middle-aged population. The authorities <strong>in</strong> turn discrim<strong>in</strong>ated<br />
aga<strong>in</strong>st the young foreigners depriv<strong>in</strong>g them <strong>of</strong><br />
real opportunities <strong>to</strong> <strong>in</strong>tegrate <strong>in</strong><strong>to</strong> society and the police targeted<br />
them as likely crim<strong>in</strong>als. But systems pressure <strong>to</strong> exclude<br />
Hakki was not completely successful. His childhood<br />
friends started a powerful campaign <strong>to</strong> defend him proclaim<strong>in</strong>g<br />
that ‘If you take our Hakki away you take away a part <strong>of</strong><br />
us’. But Mr. Lodemann <strong>of</strong> the foreigners police <strong>in</strong> Lillienthal<br />
and ‘who does not like foreigners anyway’ was not impressed.<br />
Even though Hakki was not yet 18 he <strong>to</strong>ok immediate measures<br />
<strong>to</strong> start the deportation procedures. This escalated matters<br />
and widened support for Hakki. The Christian youth Centre<br />
that Hakki and his friends frequented decided <strong>to</strong> give<br />
church sanctuary <strong>to</strong> Hakki. The chauv<strong>in</strong>ist forces were furious.<br />
Mr. Lodemann <strong>in</strong>structed the police <strong>to</strong> take Hakki out<br />
<strong>of</strong> the church <strong>to</strong> attend a court hear<strong>in</strong>g. This even embarrassed<br />
the court which stated that it was not necessary for<br />
Hakki <strong>to</strong> attend the hear<strong>in</strong>g s<strong>in</strong>ce he was <strong>in</strong> church sanctuary.<br />
Then the racists started com<strong>in</strong>g out <strong>of</strong> the woodwork. A<br />
petition campaign was started <strong>in</strong> the blaze <strong>of</strong> gutter press<br />
publicity call<strong>in</strong>g for the ‘crim<strong>in</strong>al Kurd’ Hakki <strong>to</strong> be taken<br />
out <strong>of</strong> the sanctuary. Even though Hakki had no conviction<br />
and even though he has only had warn<strong>in</strong>gs for shoplift<strong>in</strong>g,<br />
Hakki was presented <strong>in</strong> the media as the archetypal foreign<br />
crim<strong>in</strong>al which the neo-fascists always talk about. The ne<strong>of</strong>ascists<br />
sent letters <strong>to</strong> the church promis<strong>in</strong>g <strong>to</strong> ‘burn down<br />
the church with its crim<strong>in</strong>al <strong>in</strong>habitants’. Lillianthal was<br />
awash with neo-fascist leaflets and stickers. The solution <strong>of</strong><br />
the police and the state was predictable – they broke <strong>in</strong><strong>to</strong> the<br />
church sanctuary – and subsequently deported the 17 Kurdish<br />
boy who cannot speak a word <strong>of</strong> Turkish <strong>to</strong> Istanbul. But the<br />
friends <strong>of</strong> Hakki have not given up! They, and we will fight<br />
aga<strong>in</strong>st the racist mobilisation <strong>in</strong> Lillienthal and fight for the<br />
right for Hakki <strong>to</strong> come back.<br />

“I came here <strong>in</strong> order <strong>to</strong> be <strong>in</strong> a free country, but the behaviour<br />
<strong>of</strong> German police was the same as <strong>in</strong> Iran. I could not<br />
believe that they would treat me just as badly here and that<br />
they would use brutal force <strong>to</strong> put on a veil. They violated<br />
my rights and my dignity as a woman...” Roya Mosayebi<br />
On 9th <strong>of</strong> November last year several policemen s<strong>to</strong>rmed<br />
<strong>in</strong><strong>to</strong> the private room <strong>of</strong> Roya Mosayebi on the <strong>in</strong>struction<br />
<strong>of</strong> the foreigners police <strong>in</strong> Nürnberg. They dragged her <strong>to</strong><br />
the police station and put a veil on her head <strong>in</strong> spite <strong>of</strong> protests<br />
– <strong>in</strong>jur<strong>in</strong>g her arm <strong>in</strong> the process, so that they could<br />
pho<strong>to</strong>graph her. To make a travell<strong>in</strong>g document <strong>to</strong> enable<br />
deportation the Iranian embassy <strong>in</strong>sists on a veiled pho<strong>to</strong> for<br />
women. A few weeks later <strong>in</strong> the case <strong>of</strong> Djamileh, also from<br />
Iran, the Bremen foreigners police used computer techniques<br />
<strong>to</strong> superimpose a veil on her pho<strong>to</strong>! Strong protests <strong>in</strong>itiated<br />
by the caravan groups Nürnberg and Bremen and the<br />
‘8 th March committee’ forced the authorities not <strong>to</strong> use the<br />
pho<strong>to</strong>s. However soon after, the adm<strong>in</strong>istrative court <strong>in</strong><br />
Ansbach justified the brutal actions <strong>of</strong> Nürnberg authorities.<br />
It is <strong>in</strong>credible that Iranian women who fought the massive<br />
repression aga<strong>in</strong>st women <strong>in</strong> their country and for that<br />
reason had <strong>to</strong> flee are confronted once more with the trauma<br />
<strong>of</strong> be<strong>in</strong>g forced <strong>to</strong> wear a veil here <strong>in</strong> Germany. The Islamic<br />
laws like these <strong>of</strong> the Iranian regime are <strong>of</strong>ficially condemned<br />
by Germany but nevertheless they support and stabilise just<br />
that regime because <strong>of</strong> their huge economic <strong>in</strong>terests. Economical<br />
liberalism and support for the worst forms <strong>of</strong> feudal<br />
oppression go hand by hand. And <strong>in</strong> order <strong>to</strong> get rid <strong>of</strong> refugees,<br />
they are us<strong>in</strong>g the anti-women policies <strong>of</strong> the regimes<br />
that they ‘criticise’.<br />
It is not only <strong>in</strong> countries like Iran that women are treated as<br />
the property <strong>of</strong> men. German women, who have relationships<br />
with African men are confronted with immense hostility<br />
by German society and the state. Recently many such<br />
women and their partners have come out <strong>of</strong> their silent suffer<strong>in</strong>g<br />
and started <strong>to</strong> publicly talk about their problems and<br />
fight for their rights. For example, the foreigners <strong>of</strong>fice <strong>of</strong><br />
Bremen are determ<strong>in</strong>ed <strong>to</strong> deport the Gambian refugee Alieu<br />
Ceesay and thereby break up the marriage with his German<br />
wife Dorothea Volkmann. To add <strong>in</strong>sult <strong>to</strong> <strong>in</strong>jury, the foreigners<br />
<strong>of</strong>fice wanted Dorothea <strong>to</strong> present papers that prove<br />
her participation <strong>in</strong> a psychotherapy <strong>to</strong> prepare her <strong>to</strong> deal<br />
with the deportation <strong>of</strong> her husband! The message is clear:<br />
“Women who marry Africans are not normal and have <strong>to</strong> be<br />
treated therapeutically.” This th<strong>in</strong>k<strong>in</strong>g regards German<br />
women as property <strong>of</strong> German men and have <strong>to</strong> be defended<br />
from foreigners. Now several bi-national couples from different<br />
cities have jo<strong>in</strong>ed the ‘caravan’ <strong>to</strong> protest aga<strong>in</strong>st the<br />
apartheid <strong>in</strong> German family politics.<br />
Further, ‘Villa Courage’ from Freiberg will talk about problems<br />
refugee women have <strong>to</strong> suffer who are married <strong>to</strong><br />
German husbands. For many years they have been fight<strong>in</strong>g<br />
for a <strong>in</strong>dependent right <strong>to</strong> stay for women. They have fought<br />
aga<strong>in</strong>st the effect <strong>of</strong> the section §19 <strong>of</strong> the foreigners law<br />
that forces a foreign woman <strong>to</strong> complete at least three years<br />
<strong>of</strong> a marriage <strong>to</strong> a German man, before she gets any rights<br />
and therefore be completely at mercy <strong>of</strong> their husbands’<br />
arbitrar<strong>in</strong>ess.<br />
Several years ago, Tamil refugees launched a massive and<br />
susta<strong>in</strong>ed struggle <strong>to</strong> s<strong>to</strong>p all deportations <strong>to</strong> Sri Lanka from<br />
Bremen. The success <strong>of</strong> this struggle, and the confidence<br />
other refugee groups derived from this laid the basis for the<br />
‘caravan’ idea <strong>to</strong> emerge. In this struggle Tamil women played<br />
a lead<strong>in</strong>g role. How is it that Tamil women refugees, who<br />
had previously faced the debilitat<strong>in</strong>g feudal structures have<br />
played this dynamic and lead<strong>in</strong>g role <strong>in</strong> the anti-racist struggle<br />
<strong>in</strong> Germany? Clearly the liberation movement <strong>in</strong> Tamil<br />
Eelam has someth<strong>in</strong>g <strong>to</strong> do with it! The transportation <strong>of</strong><br />
the culture and experience <strong>of</strong> a successful and powerful<br />
women’s struggle like that which exists with<strong>in</strong> the Tamil liberation<br />
movement through the refugees is valuable for the<br />
‘Caravan’ movement.<br />

Unite aga<strong>in</strong>st deportation<br />
Deportation is a gross violation <strong>of</strong> human rights not only<br />
because it means that refugees flee<strong>in</strong>g persecution <strong>to</strong>rture<br />
and death are cynically handed over <strong>to</strong> their executioners<br />
but also because it is the violation <strong>of</strong> the freedom <strong>of</strong> movement<br />
from poor <strong>to</strong> rich countries which has come <strong>to</strong> symbolise<br />
the creation <strong>of</strong> a world-wide system <strong>of</strong> apartheid between<br />
the few entitled <strong>to</strong> enjoy the fruits <strong>of</strong> neo-liberalism<br />
and the many, who <strong>in</strong> the words <strong>of</strong> a Tamil poet, ‘bear our<br />
dest<strong>in</strong>y seared on our foreheads like a mark <strong>of</strong> Ca<strong>in</strong>’. The<br />
small number <strong>of</strong> us who manage the come <strong>in</strong><strong>to</strong> the fortress<br />
Europe are now fac<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>g pressure and such humiliation,<br />
<strong>to</strong> make our lives so difficult that we leave ‘voluntarily’.<br />
It is <strong>of</strong>ten assumed that fascist attacks on foreigners is the<br />
most violent manifestation <strong>of</strong> racism <strong>in</strong> western democracies.<br />
This would be <strong>to</strong> forget the systematic planned violence<br />
unleashed by the state aga<strong>in</strong>st foreigners everyday. This<br />
violence has a name - deportations. Each day thousands <strong>of</strong><br />
foreigners are arrested, even killed as was recently the case<br />
<strong>in</strong> Braunschweig for no other reason than that the state<br />
deems that they have no right <strong>to</strong> be here. This racist onslaught,<br />
which has no other logical foundation except that,<br />
that the state has the absolute authority <strong>to</strong> determ<strong>in</strong>e who<br />
should be here and who not based on purely economic criteria;<br />
<strong>in</strong> other words that human be<strong>in</strong>gs <strong>may</strong> be treated like<br />
commodities brought <strong>in</strong> when required and discarded when<br />
not, is not merely a catastrophe for refugees flee<strong>in</strong>g persecution<br />
and death but also underm<strong>in</strong>es the rights <strong>of</strong> all those<br />
<strong>of</strong> foreign orig<strong>in</strong>, who <strong>may</strong> have lived <strong>in</strong> this country for a<br />
number <strong>of</strong> generations. This is why deportation is <strong>in</strong> itself<br />
gross violation <strong>of</strong> human rights. It denies the dignity <strong>of</strong> the<br />
human be<strong>in</strong>g <strong>to</strong> reduce him/her <strong>to</strong> a commodity. A state <strong>of</strong><br />
affairs which was considered normal a century ago with the<br />
slave trade, which we have not forgotten.<br />
This is why deportation, the sharp end <strong>of</strong> racism, has <strong>to</strong> be<br />
fought as a precondition for any progress. Deportation is<br />
the backbone and the most powerful symbol <strong>of</strong> a system <strong>of</strong><br />
<strong>in</strong>ternational apartheid with the poor nations be<strong>in</strong>g can<strong>to</strong>ned<br />
<strong>in</strong><strong>to</strong> desolate ‘homelands’ which serve <strong>to</strong> fill the c<strong>of</strong>fers <strong>of</strong><br />
rapacious mult<strong>in</strong>ationals and denied the freedom <strong>of</strong> movement<br />
and only the rich nations are deemed <strong>to</strong> have any legitimate<br />
rights. It is <strong>in</strong> fact the consecration <strong>of</strong> this regime<br />
that Schily talks about when he argues that political liberalism<br />
follows economic liberalism, thus mak<strong>in</strong>g the right <strong>of</strong><br />
asylum mean<strong>in</strong>gless.<br />
The section ‘unite aga<strong>in</strong>st deportation’ on 29 th and 30 th April<br />
will br<strong>in</strong>g <strong>to</strong>gether all the previous sections <strong>of</strong> the congress<br />
as well as deal with some concrete issues related <strong>to</strong> the practise<br />
<strong>of</strong> deportation. The basis for the brutal practise <strong>of</strong> deportation<br />
starts <strong>in</strong> fact <strong>in</strong> our home countries. As the first<br />
section proclaims, ‘we are here because you destroy our<br />
countries’. In fact the regimes <strong>in</strong> the countries <strong>of</strong> our orig<strong>in</strong><br />
not only force us <strong>to</strong> flee but also collaborate with the German<br />
authorities <strong>to</strong> forcibly implement our deportation. ‘Fortress<br />
Europe’ enables the deportation <strong>of</strong> refugees even before<br />
reach<strong>in</strong>g Europe, especially before reach<strong>in</strong>g Germany.<br />
Then the high tech control system ad the collaboration between<br />
the countries <strong>in</strong>side fortress Europe have devised diabolical<br />
methods <strong>to</strong> push us out. ‘Social exclusion, state racism<br />
and fascism’ unravel the terrible political dynamic which<br />
enable that deportations take place without a strong reaction<br />
from the community. Sexism comb<strong>in</strong>es with racism <strong>to</strong><br />
humiliate women.<br />

structures and <strong>to</strong> develop effective strategies <strong>in</strong> order <strong>to</strong> s<strong>to</strong>p<br />
