ABOUT THE PROGRAM<br />
The Private Sector Liaison Officers (<strong>PSLO</strong>) Network welcomes you to “Challenges and Opportunities<br />
in Sustainable Development for the Private Sector”, a multi-country visit program focusing on environmental<br />
sector opportunities being executed at the International Financial Institutions. It is our<br />
pleasure to welcome you to the World Bank Group, courtesy of the North American Private Sector<br />
Liaison Program, our hosts during our three days in Washington, DC.<br />
The three-day meeting program is designed to provide an opportunity for initiating a dialogue with<br />
project officers responsible for current and pending water & sanitation projects, and provide an understanding<br />
requirements for engagement. Participants will interact with multilateral development<br />
representatives during panel sessions, speaking engagements, discussion forums and networking<br />
sessions, in the interest of executing projects designed extensively to provide sustainable development<br />
in emerging markets.<br />
The PRIVATE SECTOR LIAISON OFFICER (<strong>PSLO</strong>) NETWORK is a network comprised of 148 business<br />
Intermediary organizations (chambers of commerce and industry, business and trade associations,<br />
or investment promotion agencies) in 99 countries working to foster trade and investment between<br />
countries with the support of IFI’s (WBG, IADB, EBRD, AFDB, ADB, and IDB) products and services.<br />

The AIT Austrian Institute of Technology - Austria's largest non-university research institute - is a strong<br />
partner for innovation in the fields of health and environment. Our research areas include water management<br />
and water purification. AIT experts use water management and geographical information systems, modeling,<br />
simulations and scenario development to optimize water systems and processes. The treatment of various<br />
types of wastewater is as important as a safe and reliable supply of drinking water. Biofilters like constructed<br />
wetlands are an economical alternative to sewage treatment plants using the activated sludge process. The<br />
key focus of research is on the development of “green“ technologies for the purification of ground and waste<br />
waters without the use of chemicals. Organic, inorganic and biological pollutants are selectively removed using<br />

Tom has been an executive in the Government of Canada since 2006. As the director of private sector and trade, Tom<br />
provides policy advice to the Canadian International Development Agency in deepening and broadening engagement<br />
with the private sector as partners in development. Previously, he was responsible for international protection and horizontal<br />
refugee policy at Citizenship and Immigration Canada (2006-09), regional development banks at the Canadian<br />
International Development Agency (2009-11), and the strategic and operating review of Canada’s international assistance<br />
expenditures at the Canadian International Development Agency (2011-12).<br />
Between 1997 and 2006, Tom occupied many positions with Finance Canada, including senior economist and advisor<br />

Ms. Ella Lazarte is a <strong>Water</strong> and <strong>Sanitation</strong> Specialist in the <strong>Water</strong> and <strong>Sanitation</strong><br />
Program (WSP), a multi-donor partnership administered by the World Bank to<br />
support poor people in obtaining affordable, safe, and sustainable access to water<br />
and sanitation services. She has worked in various capacities from program<br />
management, monitoring, and technical assistance to client governments related<br />
to private sector participation, small towns and peri-urban water supply and<br />
institutional reform. More recently, she lived and worked in Mozambique,<br />
providing advisory and technical assistance to the government, particularly in<br />

William Rex, Lead <strong>Water</strong> Resources Specialist, Sustainable Development Network, World Bank<br />
William works in the World Bank's central water unit on hydropower and water<br />
strategy. From 2006 to 2012 William lived in Lao PDR, where he was Team Leader<br />
for the World Bank’s support to the Nam Theun 2 hydropower project (a<br />
US$1.3 billion, 1080MW hydropower project) as well as for a hydropower and<br />
mining technical assistance project. Prior to moving to Vientiane, William<br />
worked for the World Bank’s corporate strategy group where he led a team responsible<br />
for helping senior management think about the long-term strategic<br />
challenges facing the World Bank, including developing scenarios about how the<br />
world and international development could evolve by 2020. William received a<br />
MPA from Princeton University’s Woodrow Wilson School, which he attended on a Fulbright<br />
scholarship, and also has degrees in international politics and industrial psychology from the University<br />
of Cape Town, South Africa. He is married, with three sons.<br />

Peter R. Easley, Esq. is a Lead Procurement Specialist in the Corporate Procurement<br />
Unit of the World Bank. He is a member of the Procurement Unit Management<br />
Team and manages the Consulting Services Team, which is responsible for<br />
sourcing consulting services globally with an annual volume of over $220 million.<br />
He has over 23 years of procurement and legal experience. Mr. Easley holds a<br />
B.S. from American University and a J.D. from Catholic University. He also holds a<br />
Masters Certificate in Project Management from George Washington University.<br />
John Ferriter, Senior External Relations Officer, Inter-America Development Bank<br />
John Ferriter, joined the IADB in 1991 and currently works in the Office of External<br />

of Minister Counselor. He has more than twenty years’ experience supporting<br />

in Bangladesh, Australia, Italy, Singapore, Poland, and the Philippines. He<br />
also served in Washington as Acting Deputy Assistant Secretary for International<br />

Carmen Nonay, Program Manager, The Global Partnership for Output-Based Aid, World Bank<br />
Carmen Nonay has served as GPOBA’s Program Manager since June 2012. In<br />
her capacity, she designed the strategy for GPOBA to move from a trust-funded<br />
partnership towards becoming a Center of Expertise, integrating its work within<br />
the World Bank's Program for results and results-based agendas. She has also<br />
been Task Manager for OBA projects in the health and energy sectors and for<br />
GPOBA’s Knowledge & Learning Program. In 2012, Carmen was awarded the<br />
Africa Vice Presidency Team Award for her work in the Uganda Reproductive<br />
Health Voucher Scheme, a project for which she was also recognized by the IFC<br />
with its Smart Lessons “First Prize.”<br />
Carmen joined the World Bank Group (WBG) in 1997 and has worked at the World Bank, IFC and<br />
MIGA and is familiar with a whole range of WBG instruments for public and private sector in infrastructure,<br />

Manuel Marino, Lead <strong>Water</strong> and <strong>Sanitation</strong> Specialist, World Bank<br />
Manuel is a Lead <strong>Water</strong> and <strong>Sanitation</strong> Specialist at the European and Central<br />
Asia (ECA) Regional Vice Presidency of the World Bank. In this position, Manuel<br />
serves as the Program Team Leader for the <strong>Water</strong> Sector in the region. He handles<br />
issues related to urban utilities, pollution control and water resources management.<br />
His water, urban and solid waste projects experience spans a number<br />
of countries and regions, including Argentina, Brazil, Georgia, Poland, Turkey,<br />
Russia, Pakistan, the Black Sea, the Mediterranean and so on.<br />
Before joining the Bank in 1992, he created and directed a services and consulting company on<br />
environmental and sanitary engineering (DENGASA/SYNCONSULT). Earlier, he worked in the<br />
Spanish Ministry of Health and Sanitary Engineering Department of National School of Health. He<br />

R. Mukami Kariuki, is currently the World Bank, Sector Manager for Urban Development<br />

Development in Africa. An Urban and Regional Planner by training, she has<br />
more than 20 years of experience in the fields of decentralization, local capacity<br />
building, urban/regional development planning, and infrastructure and service delivery.<br />
Her work experience spans several continents and a range of urban sector<br />
priorities including slum upgrading, disaster management, local government and<br />
decentralization; and extends to water sector priorities, including pro-poor water supply and<br />

World Bank<br />
Gustavo Saltiel has a 30-year extensive experience in the <strong>Water</strong> and Sustainable<br />
Development Sectors. He is currently the Program Manager for the Africa <strong>Water</strong><br />
Resources Unit. In this position, Gustavo coordinates the Cooperation in International<br />
<strong>Water</strong>s in Africa (CIWA) initiative that constitutes a key vehicle to promote<br />
cooperation on transboundary waters in Africa among others. Prior to this position,<br />
he was the Sustainable Development Sector Manager for Mexico in the<br />
Latin America & Caribbean Region of the World Bank.<br />
Outside the World Bank, Gustavo has served in various capacities in the Argentine<br />
public sector, including as General Manager of Aguas Bonaerenses (ABSA), the State owned<br />
corporation in charge of <strong>Water</strong> Services, Manager of the Regulatory Affairs and Planning Department<br />
of Azurix, the water and sewerage services (private) concessionaire in the Province of Buenos<br />

Samuel Tumiwa, Dep. Regional Director, North America Rep. Office, Asian Development Bank<br />
Mr. Tumiwa is the Deputy Regional Director of ADB’s North American<br />

ADB's Manila headquarters and North American policymakers and<br />

Corinne Cathala is a Senior <strong>Water</strong> and <strong>Sanitation</strong> Specialist in the <strong>Water</strong> and<br />
<strong>Sanitation</strong> division of the Inter-American Development Bank (IDB), where she<br />
began her career in 1996 as an Investment Officer, identifying and structuring<br />
senior debt project financing for private sector infrastructure projects in Latin<br />
America and the Caribbean. Since 2001, Corinne has been leading and collaborating<br />
on the design and execution of water and sanitation projects in the region.<br />
Prior to joining the IDB, Corinne worked at the International Finance Corporation,<br />
the private sector arm of the World Bank, as an Investment Analyst and worked on the<br />
rating of the IFC loan and equity portfolio. Corinne earned and M.B.A in international finance<br />
from the George Washington University in 1994.<br />
Rodrigo Riquelme, <strong>Water</strong> and <strong>Sanitation</strong> Sr. Specialist, Inter-American Development Bank<br />
Rodrigo Riquelme joined the IDB at the <strong>Water</strong> and <strong>Sanitation</strong> Division in 2008 as<br />
<strong>Water</strong> and <strong>Sanitation</strong> Sr. Specialist. He is a Chilean chartered civil engineer specialized<br />
in infrastructure and water. He studied his degree in the University of<br />
Chile and also holds a Master of Science in water resources and technology<br />
from Birmingham University and an MBA from the University of Leicester both<br />
in the United Kingdom. He has more than 17 years of experience in analysis, development<br />
and implementation of operational and infrastructure projects in the<br />
water sector. Mr. Riquelme worked in different water utilities in Latin America<br />
and United Kingdom in operation improvement, planning and management of infrastructure. He<br />
developed asset management schemes for infrastructure in Chile and Australia. In the solid<br />
waste sector he has managed municipal solid waste projects which included design, contract development,<br />
procurement and construction.<br />
Diego Rodriguez, Senior Economist, <strong>Water</strong> Partnership Program, World Bank<br />
Dr. Diego Rodriguez is currently a Senior Economist at the <strong>Water</strong> Unit of the<br />
Department of Transport, <strong>Water</strong> and Information and Communication Technology<br />
of the Sustainable Development Vice-Presidency of the World Bank. He is<br />
the task team leader of the new World Bank initiative on the quantification of<br />
the tradeoffs of the energy-water nexus and the Program Manager of the <strong>Water</strong><br />
Partnership Program. He is currently providing technical support to operational<br />
teams on the use of economic analysis in large water infrastructure investments<br />
under deep uncertainty. Prior to joining the World Bank he worked at the Danish Hydraulic Institute<br />
and the Inter American Development Bank. He has more than 20 years of experience in sectoral,<br />
operational, policy and strategy development in water supply, sanitation, and water resources<br />

Spiros T. Voyadzis, President, Partnerships for Finance and Development Group (PFD)<br />
Prior to 2000 and for over 25 years, Mr. Voyadzis held up various distinguished<br />
functions for the World Bank Group in Washington D.C. and abroad as a staff<br />
member, manager, and senior manager. Mr. Voyadzis took up his latest appointment<br />
for the World Bank as Special Representative to the European Union<br />
Institutions in Brussels in January 1996. He opened the Bank Office in Brussels<br />
and was its very first Director. As such, he was in charge of the World Bank's<br />
operational cooperation with the European Commission (EC), the European Investment<br />
Bank (EIB) and the European Bank for Reconstruction and Development<br />
(EBRD). This cooperation in programs/projects and in economic/physical infrastructure exceeded<br />
$1.4 billion per year and was geared primarily to Eastern and Central Europe-countries<br />
ranging from Russia, to the accession to the EU states, to the Balkans and to Mediterranean and<br />
Sub-Saharan Africa countries.<br />
Prior to bringing his expertise to the Brussels office, Mr. Voyadzis headed Country Operations<br />
Divisions in the Operational Complex of the World Bank.<br />
He led the Bank's operational activities for Egypt, Iran, Jordan, Lebanon, Syria, West Bank and<br />
Gaza and Yemen. The focus of his activities, managing a large team of staff, ranged from designing<br />
country development and lending strategies to assisting Governments to implement them.<br />
This included conducting economic and sector work, preparing and negotiating investment projects<br />
in all sectors, mobilizing aid coordination efforts, project financing, and managing macroeconomic<br />
and sectoral adjustment operations. He also led the Bank’s reconstruction efforts in<br />
Egypt, Lebanon, and the Palestinian territories.<br />
Prior to this assignment Mr. Voyadzis headed the Country Operations Division for Venezuela, the<br />
Caribbean country, Guyana and Belize. Apart from conducting similar activities as those mentioned<br />
above, he revitalized the influential Consultative Group for Cooperation and<br />
Economic Development for the Caribbean, a top Bank sponsored aid coordination and aid mobilization<br />
effort. Mr. Voyadzis worked as a senior Economist/Senior Operations in Algeria, Morocco,<br />

Dr. Jerry Dutkewych, Director for Diplomatic and External Relations, Millennium Challenge<br />
Corporation (MCC)<br />
Dr. Jerry Dutkewych is the Director for Diplomatic and External Relations at<br />
the Millennium Challenge Corporation. He is responsible for bi-national relations<br />
with Millennium Challenge Account’s partner countries, foundations,<br />
academia and development organizations.<br />
Prior to joining the ‘MCA Working Group’ which helped to formulate the<br />
MCC, Dr. Dutkewych developed and coordinated the implementation of the<br />
Strategic Human Capital Plan at the Department of Homeland Security<br />
(2002-2003), insuring its alignment to both the President’s Management<br />
Agenda and to the DHS Strategic Plan. This SHCP was recognized by the<br />
GAO in 2004 as one of six leading Human Capital Plans in the Executive Branch of federal government.<br />
Dr. Dutkewych established and led the first Peace Corps Program in the former Soviet Union, in<br />
1992. During an unprecedented eight years as Director, U.S. Peace Corps-Ukraine, Jerry managed<br />
a staff of 300, who impacted several million beneficiaries directly and indirectly. The Peace<br />
Corps – Ukraine has been the largest Peace Corps program in the world since 1995. In addition,<br />
he represented the United States government's Foreign Technical Assistance Program of business<br />
development, environment and education initiatives with the President of Ukraine's Advisory<br />
Council, Cabinet of Ministers, Parliament; national, regional and municipal administrations; as<br />
well as with national and international media.<br />
He has served as Senior Advisor for International Development to the American International<br />
Health Alliance (where he designed, developed and implemented the first USA/NIS Hospital Partnership<br />
programs in the former Soviet Union), as well as at Clapp and Mayne International, and<br />
Romyr Associates. Prior to international development roles, Jerry served as Assistant Vice President,<br />
Human Resources at the Henry Ford Health System, the largest private, not for profit<br />
health system in the USA.<br />
Dr. Dutkewych maintains a very active schedule with board appointments at foundations, universities<br />
and civic non-governmental organizations (NGOs), and has authored over twenty professional<br />
articles/monographs. He has served on the Editorial Boards of International Personnel<br />

David Theis, an American national, is Chief of Media in the World Bank’s External<br />
Affairs Vice Presidency, where he heads the team responsible for managing relations<br />
with international news outlets, handling crisis communications, and organizing<br />
major press launches. Theis also acts as a spokesperson to various audiences<br />
and designs communications strategies and issue-related campaigns.<br />
Previously, Theis headed communications for the World Bank’s Integrity Vice<br />
Presidency, the Bank’s anti-corruption investigative arm. In this role, Theis managed<br />
strategic communications including media relations, internal communications, government<br />
relations, and outreach to other stakeholders.<br />
Theis returned to the World Bank in April 2004 as North American Communications Officer. In<br />
this role, Theis provided strategic direction concerning the World Bank’s relations with the U.S.<br />
Federal government as well coordination of Bank outreach across the United States with state<br />
and local government, the private sector, civil society and academia, as well as with the media.<br />
Prior to assuming this position, Theis was a Senior Director of Communications at America<br />

Mr. Alvarado is a Senior <strong>Water</strong> & <strong>Sanitation</strong> Specialist at the <strong>Water</strong> & <strong>Sanitation</strong><br />
Unit of the Latin America & Caribbean Regional Vice Presidency of the World<br />
Bank. He has worked in the World Bank for 18 years, including two years at the<br />
resident mission in Bogota – Colombia. He has experience in several regions, particularly<br />
in Latin America and South Asia, in water and sanitation and urban/<br />
municipal development related projects. Most of his experience is in integrated<br />
water management in urban areas, water and sanitation utilities, water supply<br />
and sanitation in rural areas, and urban decentralization.<br />
Prior to joining the Bank, he worked as a consultant, both in a water/hydraulics and sanitation<br />
firm and as partner/owner of a consulting firm specialized in infrastructure and institutional development<br />
at the urban level. Also, for nine years, he held several positions, mostly as operations<br />
Division Manager in a Colombian Development Bank, focusing mostly on financing infrastructure<br />
projects at subnational government level.<br />
Mr. Alvarado holds a Civil Engineer degree with specialization in structural and seismic engineering.<br />

Caroline van den Berg is an economist working on water issues in the World<br />
Bank. Her expertise extends from providing policy advice, undertaking applied<br />
research to the design and implementation of investment loans. She has undertaken<br />
work in a wide variety of water issues such as the formulation of water<br />
sector strategies, tariff modeling, demand assessment, financial analysis of utilities,<br />
cost benefit analysis, regulation, and private sector participation especially<br />
with an emphasis on the impacts of PSP on the poor and fiscal impact analysis.<br />
She has a particular interest in monitoring and evaluation, especially with regard<br />
to performance assessment, utility benchmarking, and impact evaluation. She<br />
has worked in more than 30 countries all over the world. She holds a Master’s Degree in Economics<br />

Véronique Verdeil joined the Bank's <strong>Water</strong> Anchor as <strong>Water</strong> and <strong>Sanitation</strong> Specialist<br />
in late 2012. Within the <strong>Water</strong> Supply and <strong>Sanitation</strong> business line, her<br />
tasks include the WSS portfolio quality assessment, as well as practice animation<br />
and cross support to operations. She also coordinates the <strong>Water</strong> Practice contributions<br />
to the post 2015 processes and global partnerships.<br />
In the last 5 years, Véronique was the Senior <strong>Water</strong> and <strong>Sanitation</strong> Policy Advisor<br />
at the French Ministry of Foreign Affairs. She developed the international water<br />
cooperation strategy, and was in charge of the 6th World <strong>Water</strong> Forum ministerial process preparation<br />
and implementation. She worked closely with international partners to mainstream water<br />
in the international agenda (G8, UN resolutions and conferences) and build global partnerships<br />
and initiatives, such as the campaign supporting the UN conventions on transboundary waters<br />
or the <strong>Sanitation</strong> and <strong>Water</strong> for All partnership.<br />
Earlier, Véronique worked as consultant, building on her expertise in socio-economic assessments,<br />
