Instructor <strong>Pre</strong>paration<br />

Obtain all the pre-incident planning forms and materials currently used in the department where<br />

you are instructing. If these forms do not exist, use any <strong>of</strong> the sample forms in Appendix B to<br />

this section.<br />

At least two weeks in advance, arrange to conduct a site visit at a facility in the local area. The<br />

facility could be a manufacturing plant, a chemical or processing facility, a school, or any other<br />

location that is likely to store hazardous materials on site. Go to the location and find out the<br />

chemicals that are used or stored there, and obtain the MSDSs for these chemicals. Plan a three<br />

to four hour period to conduct the site survey, preferably on the afternoon <strong>of</strong> the same day you<br />

teach this module. The site visit is extremely important to this module.<br />

Plan on giving the <strong>Pre</strong>requisite Quiz at the beginning <strong>of</strong> this module. If any students fail to<br />

answer at least half the questions correctly, they should be directed to read Training for Hazardous<br />

Materials Response: Your Rights and Responsibilities and Unit 3 <strong>of</strong> Hazardous Materials<br />

Training for First Responders. Both programs are available through the IAFF’s Hazardous<br />

Materials Department.<br />

Equipment and Supplies<br />

• <strong>Pre</strong>-incident planning forms<br />

• Example pre-incident plans<br />

• List <strong>of</strong> local, state, and national resources that assist in hazardous materials emergencies<br />

• Material Safety Data Sheets for the chemicals stored or used at the site to be surveyed<br />

• Additional information on the site to be surveyed, such as location maps, past fires or<br />

hazardous materials incidents, previous inspection reports, drawings, or permit applications<br />

• Additional chemical reference books<br />

• Maps <strong>of</strong> the local area<br />

• VCR and Videotape: Maysville, KY Fertilizer Plant <strong>Fire</strong><br />

• PowerPoint presentation<br />

Approximate Length<br />

This module requires a total <strong>of</strong> seven to eight hours to complete, including four hours <strong>of</strong> classroom<br />

instruction and a three to four hour site survey.<br />
