SEA act has not been made yet on the national level <strong>and</strong> SEA<br />

practices are still limited in Japan.<br />

The paper aims to analyze the consensus building process of<br />

making the waste management plan <strong>for</strong> Chushin region in<br />

Nagano Prefecture. The process is considered as one of the<br />

most advanced SEA cases in contemporary Japan. It was done<br />

through a committee composed of hybrid of experts <strong>and</strong><br />

stakeholder (application of ESH model). The study was<br />

conducted by three steps. Firstly, a process model was build<br />

based on the knowledge of planning discipline <strong>and</strong> systems<br />

analysis discipline. Secondly, the discussed contents of the<br />

committee were clarified using the minute. Thirdly, the<br />

process of consensus building was interpreted according to<br />

our process model.<br />

Two conclusions were obtained by the analysis. The process<br />

was proceeded not quickly straight <strong>for</strong>ward but slowly by<br />

repeating back <strong>and</strong> <strong>for</strong>th. Two patterns of repeating going<br />

back <strong>and</strong> <strong>for</strong>th were observed in the whole consensus<br />

building process. The first pattern was succeeded by the<br />

second pattern on the way to the consensus building.<br />

A recent study into the perceptions of residents around<br />

Schiphol airport (Leidelmeijer, van Kamp, Houthuijs, 2005)<br />

has shown that apart from noise exposure <strong>and</strong> sudden<br />

changes in noise, non-acoustical factors strongly influence<br />

reaction to environmental noise. Trust <strong>and</strong> expectations as<br />

well as historical context showed to be important predictors<br />

<strong>for</strong> annoyance, sleep disturbance, concern about safety, <strong>and</strong><br />

the number of complainants. The processes that play around<br />

mainports are in principal comparable to those around smaller<br />

scale interventions in the physical environment, but these<br />

latter situations often get less attention from the media. More<br />

insight in these processes could there<strong>for</strong>e be valuable in a<br />

broader sense in order to underst<strong>and</strong> the effects of (changes<br />

in) the physical environment on the quality of life experience<br />

<strong>and</strong> founded on this in<strong>for</strong>mation, find ways <strong>for</strong> improvement.<br />

This paper will present some of the findings of a longitudinal<br />

study around Schiphol Airport as well as results from focus<br />

group meetings among residents <strong>and</strong> NGO’s that are active in<br />

the area. The starting points from both sources <strong>for</strong> policy<br />

recommendations will be compared <strong>and</strong> the tensions between<br />

qualitative <strong>and</strong> quantitative in<strong>for</strong>mation will be analysed.<br />

Considerable concerns are often raised about both the<br />

transparency of EIA processes <strong>and</strong> the underst<strong>and</strong>ing<br />

<strong>and</strong> related quality of participation by I&APs. In<br />

particular, I&APs are often barred from adequate<br />

participation by their lack of familiarity with, <strong>and</strong><br />

underst<strong>and</strong>ing of the EIA process, their ignorance of<br />

their legal rights <strong>and</strong> the legal obligations of developers,<br />

their inability to access relevant in<strong>for</strong>mation, <strong>and</strong> a<br />

cumulative uncoordinated <strong>and</strong> ineffective reactive<br />

approach to development planning.<br />

The Endangered Wildlife Trust (EWT), a leading South<br />

Africa environmental NGO, has <strong>and</strong> is repeatedly<br />

approached by I&APs seeking guidance on their rights<br />

<strong>and</strong> responsibilities <strong>and</strong> opportunities to participate in<br />

development planning processes. In response,the EWT is<br />

developing a practical, user-friendly, on-line ‘EIA<br />

Toolkit’ that provides clear outlines of key EIA processes<br />

<strong>and</strong> lends guidance to I&APs.<br />

The Toolkit differs substantially from other such tools<br />

which seem not to have addressed this public need. The<br />

Toolkit is dem<strong>and</strong>-driven in response to key, unsolicited<br />

public inquiries <strong>and</strong> will provide practical, step-by-step<br />

guides to rights, responsibilities <strong>and</strong> permissible actions<br />

of I&APs in order to facilitate public capacity building. A<br />

draft of this EIA Toolkit will be presented <strong>for</strong> discussion.<br />

Current international <strong>and</strong> European Community<br />

legislation requires provision <strong>for</strong> citizen involvement in<br />

the assessment of potential environmental effects of<br />

certain plans, programmes <strong>and</strong> projects. An international<br />

on-line survey, carried out as part of ongoing research,<br />

revealed that public participation is common practice in<br />

most European countries. Expert opinion differs when<br />

evaluating the effectiveness <strong>and</strong> impact of existing<br />

participative methods. A number of issues are observed<br />

to hinder public involvement in EIA/SEA processes.<br />

The survey focused on methodological approaches <strong>and</strong><br />

addresses technology-aided in<strong>for</strong>mation <strong>and</strong><br />

communication methods such as GIS. These methods are<br />

perceived as having the potential to break down<br />

communicative, educational, social <strong>and</strong> gender barriers<br />

inherent in traditional public participation structures.<br />

Similarly, GIS can overcome logistical obstacles to public<br />

consultation by increasing community knowledge <strong>and</strong><br />
