The Irish BioIndustry Association Marine Environment 22 The EU has allocated €1.9 billion under the theme ‘Food, Agriculture, and Fisheries and Biotechnology’ for the duration of FP7. The theme is built around sustainable production and management of biological resources, Life Sciences, biotechnology and biochemistry for sustainable non-food products and processes, and “Farm to Fork” (including sea food), health and wellbeing. Government grants linked with the National Development Plan plus EU research grants will provide €369 million to be invested in the implementation of the Marine strategy 2007-2013. Although in the early stage of biotech research and development, biotechnology is expected to have a significant impact on the marine sector. It has been estimated that the market for marine derived ingredients, health products and bio-chemical processes could generate worldwide around €100 billion. Currently the marine industry supports 22,000 directly in the marine sector and a further 22,000 indirectly. In 2003 the sector was valued at €3 billion. Biodiscovery: In Ireland the emphasis of marine biotech research will be on biodiscovery with a particular focus on the potential of the marine as a source of novel bioactive substances with applications in the development of naturally based novel drugs and therapies; industrial enzymes; genomics and functional foods. The three core research programmes that will be initiated by the Irish Marine Institute are: ■ Marine Biotechnology ■ Marine Biodiscovery ■ Marine Technology These discovery programmes will bring together the expertise of An Bord Iascaigh Mhara, Enterprise Ireland, Teagasc and the Department of Food and Agriculture. The environment is at the heart of biotechnology. It is of concern to everyone that the environment we live in and depend upon is both healthy and productive. The Environment Protection Agency (EPA) funds environmental research to protect and manage Ireland’s environment, and to anticipate and respond to issues arising from EU legislation and international agreements, such as such as the Kyoto Protocol. Under the Science technology, Research and Innovation for the Environment Programme (2007 –2013) the EPA has been allocated €32 million to develop systems and technologies that reduce the environmental impact of the industrial and service sector. The EPA provides support to environment policy using four modalities: 1. Development of an Environmental Research Centre in close cooperation with the Higher Education Institutes (HEIs) to build capacity in environmental data management in support of national planning. 2. Research on priority environmental issues such as air, water, biodiversity 3. Large-scale projects with the objective of guiding sustainable development in agriculture and transport 4. Growing the Irish Biotechnology Industry Human activity has caused between 50 and 1,000 times more extinctions in the last 100 years than would have happened due to natural processes . 19 Biodiversity reflects the number, variety and variability of living organisms, including mankind. The world is faced with an unprecedented loss of biodiversity, which threatens to undermine environmental, economic and social goals. The framework for worldwide action is the United Nations Convention on Biological Diversity of 1992. At the UN World Summit on Sustainable Development, at Johannesburg in 2002, governments committed themselves to significantly reducing the rate of biodiversity loss by 2010. The European Union has been legislating and taking action since the 1970s to safeguard biodiversity, and has also taken an active role on the international scene. The EU has also set itself the objective of halting the loss of biodiversity on its own territory by 2010 . 20 The Story So Far Ireland is fully committed, focussed and well on the way to achieving its primary goal of becoming a centre for world-class research, a knowledgebased economy and a global hub for the biotechnology industry. The results achieved so far are impressive. 23 The environment and culture for business in Ireland is progressive and is characterised by a ‘can do’ attitude. Biotechnology has much to offer the world; Ireland has much to offer biotechnology.
