Day 3<br />

Coord<strong>in</strong>ation work<strong>in</strong>g group: This group recognised<br />

that constra<strong>in</strong>ts <strong>and</strong> solutions around coord<strong>in</strong>ation vary<br />

between the preparedness phase <strong>and</strong> the early response.<br />

As a result, they had a list of solutions for each phase.<br />

Preparedness Solutions<br />

• Appropriately implement the cluster approach w<strong>it</strong>h<br />

clearly def<strong>in</strong>ed Terms of Reference (TORs), e.g., food<br />

vis-a-vis nutr<strong>it</strong>ion<br />

• Government leadership <strong>and</strong> <strong>in</strong>volvement from the<br />

beg<strong>in</strong>n<strong>in</strong>g<br />

• Advocacy <strong>and</strong> technical support for Government<br />

comm<strong>it</strong>ment to IYCF<br />

• Advocacy for plac<strong>in</strong>g nutr<strong>it</strong>ion <strong>and</strong> IFE high on<br />

Government agenda<br />

• Technical <strong>and</strong> managerial support to ensure effective<br />

implementation of IYCF actions<br />

IYCF<br />

access to safe water <strong>and</strong> san<strong>it</strong>ation facil<strong>it</strong>ies<br />

• Coord<strong>in</strong>ation w<strong>it</strong>h the mil<strong>it</strong>ary <strong>and</strong> other sectors to<br />

protect aga<strong>in</strong>st <strong>in</strong>appropriate IFE responses<br />

• Coord<strong>in</strong>ation <strong>in</strong> support to non-breastfed <strong>in</strong>fants<br />

• Coord<strong>in</strong>ation <strong>in</strong> mon<strong>it</strong>or<strong>in</strong>g of use of BMS<br />

Assessment <strong>and</strong> mon<strong>it</strong>or<strong>in</strong>g work<strong>in</strong>g group:<br />

Recommendations on IFE assessment <strong>and</strong> mon<strong>it</strong>or<strong>in</strong>g are<br />

<strong>in</strong>cluded <strong>in</strong> various sections of the Operational Guidance<br />

on IFE. The assessment <strong>and</strong> mon<strong>it</strong>or<strong>in</strong>g work<strong>in</strong>g group<br />

pulled these key recommendations together <strong>and</strong><br />

exp<strong>and</strong>ed on them, <strong>in</strong>clud<strong>in</strong>g us<strong>in</strong>g the term<strong>in</strong>ology<br />

‘In<strong>it</strong>ial Rapid Assessment (IRA)’ for consistency w<strong>it</strong>h the<br />

Cluster IRA Tool development, <strong>and</strong> w<strong>it</strong>h reference to the<br />

schematic on assessment presented earlier <strong>in</strong> the<br />

workshop (see Figure 3).<br />

Overall the work<strong>in</strong>g group concentrated on the role of<br />

three ‘types’ of IFE assessment, (noted on schematic <strong>in</strong><br />

Figure 3):<br />

Type 1: In<strong>it</strong>ial rapid assessment (IRA) or multisectoral<br />

rapid assessment. This would generally use<br />

secondary data <strong>and</strong> qual<strong>it</strong>ative assessment <strong>and</strong> may<br />

entail use of many methods e.g. key <strong>in</strong>formant<br />

<strong>in</strong>terviews, focus groups.<br />

Type 2: Comprehensive assessment <strong>in</strong> the form of a<br />

sector-specific rapid assessment.<br />

Type 3: Comprehensive assessment <strong>in</strong> the form of<br />

multi-sector surveys.<br />

For the multi-sectoral surveys (Type 3), they discussed<br />

two potential approaches; one would be to undertake the<br />
