1. Introduction
Achievements not always fully recognized
• Important realisations (this meeting): available data, data
quality (AQ), new knowledge
• Decision makers have difficulties to understand:
– Too technical : an army of people running around,
measuring: needed?
– Too scientific: “Level 2, a toy for scientist”, “L2 nothing to
offer for monitoring”
– Too far away from socioeconomic reality (Eur Parl,
2000) (Nancy initiative, 2006)
– Useful at all for decision makers questions? “The offer
by the historical channel may not meet current needs (but, at the
end, they may be used)”
