II. C<strong>on</strong>tributi<strong>on</strong>s <strong>of</strong> <strong>the</strong> diverse Work Groups<br />
Four work groups (A bis D) selected different focal points according to <strong>the</strong>ir<br />
respective subjects <strong>of</strong> study for <strong>the</strong>ir stay in Odessa:<br />
A. Survey <strong>of</strong> <strong>the</strong> spatial-functi<strong>on</strong>al basis structure <strong>of</strong> <strong>the</strong> City <strong>of</strong> Odessa and<br />
its most important problems, risks, chances and development opti<strong>on</strong>s<br />
B. Urban design c<strong>on</strong>cepts for selected high priority locati<strong>on</strong>s<br />
C. Urban Renewal – Socio-ec<strong>on</strong>omic and technical approaches to <strong>the</strong><br />
restorati<strong>on</strong> <strong>of</strong> apartment blocks with business premises<br />
D. Private investment in small-scale combined heat and power stati<strong>on</strong>s for<br />
<strong>the</strong> self-sufficient producti<strong>on</strong> <strong>of</strong> process heating/cooling and electric<br />
current<br />
6/20
A. Survey <strong>of</strong> <strong>the</strong> spatial-functi<strong>on</strong>al basis structure <strong>of</strong> <strong>the</strong> City<br />
<strong>of</strong> Odessa and its most important problems, risks, chances<br />
and development opti<strong>on</strong>s<br />
A.1 Method<br />
The <strong>on</strong>-<strong>the</strong>-spot survey was <strong>carried</strong> out in different ways: To make an inventory <strong>the</strong><br />
different parts <strong>of</strong> Odessa were, for <strong>the</strong> most part, visited <strong>on</strong> foot and documented by<br />
taking photos (<strong>the</strong> report will <strong>the</strong>refore be supplemented by this photographic<br />
documentati<strong>on</strong>). For <strong>the</strong> instituti<strong>on</strong>al and legal fields, interviews were made with<br />
especially those pers<strong>on</strong>s who are active in <strong>the</strong>se pr<strong>of</strong>essi<strong>on</strong>s, but also with students.<br />
Method<br />
The c<strong>on</strong>tents <strong>of</strong> <strong>the</strong> survey will be summarized briefly in <strong>the</strong> following chapter; <strong>on</strong> <strong>the</strong><br />
basis <strong>of</strong> this inventory analysis, <strong>the</strong> next step will be to prepare a<br />
strengths/weaknesses analysis. Fur<strong>the</strong>r work steps will be discussed in Chapter A.4.3.<br />
A.2 General C<strong>on</strong>diti<strong>on</strong>s <strong>of</strong> <strong>the</strong> Development <strong>of</strong> <strong>the</strong> Town<br />
A.2.1<br />
Development <strong>of</strong> <strong>the</strong> Town<br />
The actual facts <strong>of</strong> <strong>the</strong> City <strong>of</strong> Odessa, its essential characteristics and special features<br />
with regard to <strong>the</strong> development <strong>of</strong> <strong>the</strong> general townscape, i. e. its settlement, green<br />
and industrial areas, etc. were surveyed by work groups A and B c<strong>on</strong>centrating <strong>on</strong><br />
focal points and <strong>the</strong>n roughly analysed. Emphasis was placed <strong>on</strong> <strong>the</strong> functi<strong>on</strong>al<br />
aspects, such as, for example, <strong>the</strong> relati<strong>on</strong>ship <strong>of</strong> <strong>the</strong> harbour to <strong>the</strong> town centre, or <strong>the</strong><br />
role and development <strong>of</strong> <strong>the</strong> “dormitory towns“ in <strong>the</strong> north and in <strong>the</strong> south <strong>of</strong><br />
Odessa.<br />
Survey <strong>of</strong> <strong>the</strong> present urban<br />
structure<br />
Especially Vladislav Omelchenko from <strong>the</strong> Institute for Social and Ec<strong>on</strong>omic<br />
Geography, as well as <strong>the</strong> students <strong>of</strong> Geography and <strong>of</strong> Architecture, were a great<br />
help <strong>on</strong>-<strong>the</strong>-spot in carrying out <strong>the</strong> survey, <strong>the</strong> organisati<strong>on</strong> and <strong>the</strong> translati<strong>on</strong> <strong>of</strong><br />
documents.<br />
Support from V. Omelchenko<br />
A.2.1<br />
Organisati<strong>on</strong> <strong>of</strong> Urban Planning<br />
The structure <strong>of</strong> <strong>the</strong> planning organisati<strong>on</strong> was described by Vladislav Omelchenko,<br />
Sergey Protopopov and Marina Stakyan in relatively detailed talks, not, however,<br />
without some uncertainty. It should be emphasized here that, especially in <strong>the</strong> sec<strong>on</strong>d<br />
half <strong>of</strong> <strong>the</strong> stay in Odessa, with <strong>the</strong> assistance <strong>of</strong> Ninel J. Sadjadi and Gerlinde<br />
Oppolzer, still more essential informati<strong>on</strong> could be obtained by <strong>the</strong> Ukrainian<br />
specialists menti<strong>on</strong>ed and additi<strong>on</strong>al <strong>on</strong>es. It was striking for <strong>the</strong> Austrian students<br />
that <strong>the</strong>re was a very “discrete” way <strong>of</strong> planning involving hardly any public relati<strong>on</strong>s<br />
and also a very uncertain, n<strong>on</strong>-committal legal situati<strong>on</strong>.<br />
Instituti<strong>on</strong>al and legal informati<strong>on</strong><br />
Basic data were ei<strong>the</strong>r difficult to obtain or o<strong>the</strong>rwise not at all accessible so that it<br />
was hardly possible to see detailed plans (namely, land development or street<br />
development plans).<br />
Insufficient basic data<br />
7/20
A.3 Town Development from <strong>the</strong> Points <strong>of</strong> View <strong>of</strong> Different Subjects <strong>of</strong><br />
Study<br />
Survey <strong>of</strong> <strong>the</strong> city structure<br />
Besides <strong>the</strong> analysis <strong>of</strong> <strong>the</strong> general planning c<strong>on</strong>diti<strong>on</strong>s, <strong>the</strong> members <strong>of</strong> Work Group<br />
A <strong>carried</strong> out a detailed survey <strong>of</strong> <strong>the</strong> following areas in <strong>the</strong> settlement structure:<br />
“housing c<strong>on</strong>diti<strong>on</strong>s and that <strong>of</strong> <strong>the</strong>ir surroundings” (with public buildings), “industry<br />
and trade”, “nature and open space”, “transport” as well as “o<strong>the</strong>r infrastructure<br />
services”. The degree <strong>of</strong> detail in each <strong>of</strong> <strong>the</strong>se topics is different because this<br />
depended <strong>on</strong> what data was accessible.<br />
A.4 Current Work and Fur<strong>the</strong>r Steps<br />
A.4.1<br />
Planned C<strong>on</strong>tents <strong>of</strong> <strong>the</strong> <str<strong>on</strong>g>Report</str<strong>on</strong>g><br />
The following c<strong>on</strong>tents are planned for <strong>the</strong> report to be made <strong>on</strong> Topic A,<br />
• An introductory short presentati<strong>on</strong> <strong>of</strong> <strong>the</strong> general situati<strong>on</strong> <strong>of</strong> <strong>the</strong> Ukraine (with an<br />
overlap <strong>of</strong> topics),<br />
• Descripti<strong>on</strong> <strong>of</strong> <strong>the</strong> procedure,<br />
• Presentati<strong>on</strong> <strong>of</strong> <strong>the</strong> instituti<strong>on</strong>al general c<strong>on</strong>diti<strong>on</strong>s for urban planning in Odessa,<br />
• Summary <strong>of</strong> <strong>the</strong> survey <strong>of</strong> <strong>the</strong> individual topics, inventory and making an analysis<br />
according to <strong>the</strong> strengths, weaknesses and development opti<strong>on</strong>s <strong>of</strong> <strong>the</strong> town; and<br />
out <strong>of</strong> this:<br />
• perhaps an attempt at a draft for a development / utilizati<strong>on</strong> c<strong>on</strong>cept for selected<br />
z<strong>on</strong>es or objects,<br />
• Analysis with regard to <strong>the</strong> focal points <strong>of</strong> <strong>the</strong> harbour (also in co-operati<strong>on</strong> with<br />
Group B) and its chances <strong>of</strong> development,<br />
• To avoid possible overlaps, <strong>the</strong> report is drawn up in co-operati<strong>on</strong> and by<br />
agreement with <strong>the</strong> Work Group B.<br />
A.4.2<br />
The Present Situati<strong>on</strong><br />
Group A topics<br />
Organisati<strong>on</strong>al matters<br />
At present, <strong>the</strong> results <strong>of</strong> <strong>the</strong> work d<strong>on</strong>e <strong>on</strong> <strong>the</strong> individual topics are being compiled<br />
and also <strong>the</strong> informati<strong>on</strong> <strong>on</strong> general instituti<strong>on</strong>al c<strong>on</strong>diti<strong>on</strong>s are being viewed. There is<br />
c<strong>on</strong>tact with <strong>the</strong> Ukrainian colleagues and an exchange <strong>of</strong> informati<strong>on</strong> is taking place.<br />
Fur<strong>the</strong>r to this, organisati<strong>on</strong>al matters, such as report co-ordinati<strong>on</strong>, taking care <strong>of</strong> <strong>the</strong><br />
homepage, photo processing and examinati<strong>on</strong>, as well as <strong>the</strong> organisati<strong>on</strong> <strong>of</strong> a<br />
programme for <strong>the</strong> visit <strong>of</strong> <strong>the</strong> teaching staff from Odessa in Vienna take precedence.<br />

Fur<strong>the</strong>r Work Steps<br />
The next steps to be taken in <strong>the</strong> work <strong>of</strong> Group A are:<br />
• C<strong>on</strong>ceptualisati<strong>on</strong> <strong>of</strong> <strong>the</strong> first part <strong>of</strong> <strong>the</strong> report (general instituti<strong>on</strong>al c<strong>on</strong>diti<strong>on</strong>s),<br />
• Co-ordinati<strong>on</strong> with Group B,<br />
• Bringing toge<strong>the</strong>r <strong>the</strong> individual topics to create a catalogue <strong>of</strong> strengths and<br />
weaknesses <strong>of</strong> <strong>the</strong> town structure,<br />
• Research <strong>on</strong> <strong>the</strong> topic <strong>of</strong> <strong>the</strong> harbour and its possible development.<br />

A.6 Summary<br />
In Odessa <strong>the</strong> most essential informati<strong>on</strong> <strong>on</strong> <strong>the</strong> topic “Urban Development Planning”<br />
could be surveyed. Within three weeks <strong>the</strong> town could be viewed in detail and be<br />
“absorbed” so that a good overview <strong>of</strong> <strong>the</strong> present functi<strong>on</strong>al structure <strong>of</strong> <strong>the</strong> town and<br />
possible strategies for development now exists.<br />
Questi<strong>on</strong>s <strong>on</strong> <strong>the</strong> legal and administrative structures were answered, by and large, in<br />
interviews. There were difficulties in gaining access to basic data.<br />
9/20
The c<strong>on</strong>tents intended for <strong>the</strong> report can thus be dealt with – with different degrees <strong>of</strong> detail -<br />
according to plan, so that a relatively comprehensive, founded overview <strong>of</strong> <strong>the</strong> town structure<br />
<strong>of</strong> Odessa can be presented.<br />
The functi<strong>on</strong>al use <strong>of</strong> different parts <strong>of</strong> <strong>the</strong> city area and possible strategies for <strong>the</strong><br />
redevelopment <strong>of</strong> <strong>the</strong> harbour have been c<strong>on</strong>sidered.<br />

B. Urban design c<strong>on</strong>cepts for selected high priority locati<strong>on</strong>s<br />
B.1 Method<br />
During <strong>the</strong> stay in Odessa, surveys were <strong>carried</strong> out in different ways. The individual<br />
methods <strong>of</strong> obtaining informati<strong>on</strong> were determined by, am<strong>on</strong>g o<strong>the</strong>r things, <strong>the</strong> limited<br />
possibilities – language, reluctance to talk, <strong>the</strong> interlocuter, and <strong>the</strong> framework <strong>of</strong><br />
time. The most extensive and <strong>the</strong> most important part <strong>of</strong> <strong>the</strong> survey was <strong>the</strong> viewing <strong>of</strong><br />
different sectors <strong>of</strong> <strong>the</strong> town. While doing so, a comprehensive photographic<br />
documentati<strong>on</strong> was also made, which represents a decisive basis for fur<strong>the</strong>r work.<br />
Besides <strong>the</strong> surveys made <strong>on</strong> <strong>the</strong> spot, historical cartographic material was analysed,<br />
and c<strong>on</strong>versati<strong>on</strong>s with experts, students and inhabitants were <strong>carried</strong> out to show <strong>the</strong><br />
development <strong>of</strong> <strong>the</strong> town as well as <strong>the</strong> functi<strong>on</strong>al interc<strong>on</strong>necti<strong>on</strong> <strong>of</strong> <strong>the</strong> individual<br />
town areas.<br />
To be able to combine <strong>the</strong> results <strong>of</strong> <strong>the</strong> individual groups into an integral whole,<br />
workshops with all <strong>the</strong> participants were held during <strong>the</strong>ir period <strong>of</strong> stay, whereby<br />
approximate strengths/weaknesses analyses <strong>of</strong> <strong>the</strong> town structure evolved from<br />
brainstorming.<br />
The c<strong>on</strong>tents <strong>of</strong> <strong>the</strong> survey are summarized briefly in <strong>the</strong> following chapters; <strong>on</strong> <strong>the</strong><br />
basis <strong>of</strong> this analysis <strong>of</strong> <strong>the</strong> actual inventory, <strong>the</strong> next step <strong>of</strong> a strengths/weaknesses<br />
analysis will be prepared. Fur<strong>the</strong>r steps are discussed in Chapter B.4.<br />
B.2 Thematic Focal Points <strong>of</strong> <strong>the</strong> Stay in Odessa<br />
C<strong>on</strong>siderati<strong>on</strong>s <strong>on</strong> <strong>the</strong> future development <strong>of</strong> scenarios for Odessa focus <strong>on</strong> dealing<br />
with <strong>the</strong> markedly specific c<strong>on</strong>diti<strong>on</strong>s <strong>the</strong>re and <strong>the</strong> corresp<strong>on</strong>ding enquiry <strong>on</strong> urban<br />
planning fields <strong>of</strong> acti<strong>on</strong>.<br />
B.2.1<br />
Regi<strong>on</strong>al C<strong>on</strong>text in which <strong>the</strong> City is sited<br />
Informati<strong>on</strong> c<strong>on</strong>cerning <strong>the</strong> regi<strong>on</strong>al c<strong>on</strong>text was obtained from cartographic material<br />
<strong>of</strong> suitable scales and, most <strong>of</strong> all, from <strong>the</strong> estimati<strong>on</strong>s <strong>of</strong> interlocutors from widely<br />
varied fields <strong>of</strong> knowledge. The relati<strong>on</strong>ship between <strong>the</strong> town and its surroundings is<br />
<strong>of</strong> interest and also <strong>the</strong> integrati<strong>on</strong> <strong>of</strong> what was (at least formerly) an important<br />
harbour and industrial town in <strong>the</strong> structure <strong>of</strong> <strong>the</strong> State.<br />
Regi<strong>on</strong>al c<strong>on</strong>text and functi<strong>on</strong>al<br />
structuring <strong>of</strong> <strong>the</strong> city<br />
B.2.2<br />
Functi<strong>on</strong>al Structuring<br />
With regard to <strong>the</strong> urban planning structure, <strong>the</strong> functi<strong>on</strong>al structuring <strong>of</strong> <strong>the</strong><br />
municipal area was <strong>of</strong> especial importance. In <strong>the</strong> course <strong>of</strong> which, <strong>the</strong> regi<strong>on</strong>al<br />
distributi<strong>on</strong> <strong>of</strong> <strong>the</strong> individual functi<strong>on</strong>s (residing, working, recreating, etc.) was<br />
examined, <strong>on</strong> <strong>the</strong> <strong>on</strong>e hand, and <strong>the</strong> c<strong>on</strong>necti<strong>on</strong>s between <strong>the</strong>m, <strong>on</strong> <strong>the</strong> o<strong>the</strong>r hand. The<br />
questi<strong>on</strong> as to how far <strong>the</strong> town is oriented towards its centre or, alternatively, what<br />
diversity is to be found in <strong>the</strong> individual districts in <strong>the</strong>ir utilizati<strong>on</strong>, is a focal point in<br />
this field.<br />
Mixed versus m<strong>on</strong><strong>of</strong>uncti<strong>on</strong>al use<br />
<strong>of</strong> areas<br />
11/20
B.2.3<br />
The State <strong>of</strong> C<strong>on</strong>structi<strong>on</strong> (“Bausubstanz”) and Architecture<br />
Architectural changes and<br />
trends<br />
The field <strong>of</strong> investigati<strong>on</strong> “Bausubstanz” (<strong>the</strong> state <strong>of</strong> a c<strong>on</strong>structi<strong>on</strong>) and architecture<br />
include c<strong>on</strong>siderati<strong>on</strong> <strong>of</strong> <strong>the</strong> different (historically and architect<strong>on</strong>ically) significant<br />
buildings <strong>of</strong> Odessa in <strong>the</strong> architecture <strong>of</strong> <strong>the</strong> Soviet era (first and foremost, housing<br />
and industry) and <strong>the</strong> present trends in <strong>the</strong> architecture <strong>the</strong>re.<br />
B.2.4<br />
Relevance <strong>of</strong> Public Space<br />
Orientati<strong>on</strong> in and Use <strong>of</strong><br />
Public Space<br />
The questi<strong>on</strong>s put in this chapter are: How does <strong>on</strong>e find <strong>on</strong>e’s way around? What is<br />
going <strong>on</strong> in <strong>the</strong> “street”? What rights does <strong>the</strong> individual road user have? How does<br />
<strong>the</strong> furnishing <strong>of</strong> <strong>the</strong> public space look like?<br />
B.3 Current Work and Fur<strong>the</strong>r Steps<br />
B.3.1<br />
Planned <strong>Project</strong> Topics<br />
From <strong>the</strong> analysis <strong>of</strong> <strong>the</strong> topics just menti<strong>on</strong>ed above, several potential project topics<br />
emerged after thorough discussi<strong>on</strong>s:<br />
Town and Water – <strong>the</strong> spatial and functi<strong>on</strong>al relati<strong>on</strong>ship that exists between<br />
Odessa and <strong>the</strong> Sea<br />
Relati<strong>on</strong>ship between <strong>the</strong> City<br />
and <strong>the</strong> Sea<br />
• The massive presence <strong>of</strong> <strong>the</strong> harbour (goods terminal) located in <strong>the</strong> vicinity <strong>of</strong><br />
<strong>the</strong> town centre, and also <strong>the</strong> topographic situati<strong>on</strong> has <strong>the</strong> c<strong>on</strong>sequence that a<br />
proper relati<strong>on</strong>ship between <strong>the</strong> town and <strong>the</strong> sea is missing. Here, urban planning<br />
measures could correct this situati<strong>on</strong>. Three locati<strong>on</strong>s <strong>of</strong>fer opportunities for this:<br />
• <strong>the</strong> Centre/The Potomkin Steps<br />
• Industrial z<strong>on</strong>e (north <strong>of</strong> <strong>the</strong> centre)<br />
• Recreati<strong>on</strong> z<strong>on</strong>e (west <strong>of</strong> <strong>the</strong> centre)<br />
Townscape and Orientati<strong>on</strong> – Interventi<strong>on</strong>s in Public Space<br />
Local Orientati<strong>on</strong><br />
• Public space in Odessa is characterized by formerly luxurious avenues but now<br />
with trees growing rampant and dilapidated buildings, very diverse and distinctive<br />
pavements, a lack <strong>of</strong> squares and innumerable posters. The semi-public courtyards<br />
in <strong>the</strong> town centre play an important role.<br />
• Dealing with this topic includes an improvement <strong>of</strong> orientati<strong>on</strong> within <strong>the</strong> city<br />
centre through <strong>the</strong> active visualisati<strong>on</strong> <strong>of</strong> <strong>the</strong> shape qualities <strong>of</strong> individual urban<br />
areas or also buildings (installati<strong>on</strong>s, lighting elements, art in public spaces,<br />
system <strong>of</strong> guidelines for important instituti<strong>on</strong>s).<br />
B.3.2<br />
The Present Situati<strong>on</strong><br />
Organisati<strong>on</strong>al matters<br />
The present work phase is characterized by deciding <strong>on</strong> actual locati<strong>on</strong>s, intensifying<br />
research and <strong>the</strong> first ideas for a draft.<br />
Fur<strong>the</strong>r to this, <strong>the</strong>re are organisati<strong>on</strong>al matters such as report co-ordinati<strong>on</strong>, taking<br />
care <strong>of</strong> <strong>the</strong> homepage, processing and examinati<strong>on</strong> <strong>of</strong> photos, and also arranging and<br />
organising a programme for <strong>the</strong> visitors from Odessa in Vienna take priority.<br />
12/20
B.3.3<br />
Fur<strong>the</strong>r Steps<br />
The next steps to be taken by Group B are:<br />
• Co-ordinati<strong>on</strong> with Group A,<br />
• C<strong>on</strong>cepti<strong>on</strong> <strong>of</strong> <strong>the</strong> folder/report (analysis, potential, after-use c<strong>on</strong>cepts, drafts),<br />
• Research <strong>on</strong> <strong>the</strong> topic <strong>of</strong> <strong>the</strong> after-use <strong>of</strong> outdated industrial areas,<br />
• Urban planning draft going into greater detail.<br />
B.4 Participating <strong>Student</strong>s and Advisers in Group B<br />
<strong>Student</strong>s from Vienna:<br />
• AUMAYR Bernhard (Architecture, Vienna University <strong>of</strong> Technology)<br />
• HOFBAUER Vera (Urban and Regi<strong>on</strong>al Planning, Vienna University <strong>of</strong> Technology)<br />
• IWANOWITSCH Michael (Architecture, Vienna University <strong>of</strong> Technology)<br />
• SCHÖNAUER Gernot (Architecture, Vienna University <strong>of</strong> Technology)<br />
Adviser:<br />
• HOFER Andreas (Institute <strong>of</strong> Urban and Regi<strong>on</strong>al Planning, Vienna University<br />
<strong>of</strong> Technology)<br />
B.5 Summary<br />
During <strong>the</strong> stay in Odessa a good general view <strong>of</strong> Group B’s important topics – Urban<br />
Design – could be gained. The investigati<strong>on</strong>s were c<strong>on</strong>cerned essentially with <strong>the</strong><br />
following topics: regi<strong>on</strong>al c<strong>on</strong>text, functi<strong>on</strong>al structuring, <strong>the</strong> substance <strong>of</strong> a building<br />
(“Bausubstanz”) and architecture, and <strong>the</strong> rating <strong>of</strong> public space. The sources <strong>of</strong><br />
informati<strong>on</strong> came from prol<strong>on</strong>ged walks through individual parts <strong>of</strong> <strong>the</strong> town, talks<br />
with experts and cartographic material (historical and current issues).<br />
In <strong>the</strong> course <strong>of</strong> work still to be <strong>carried</strong> out, urban planning drafts are to be made<br />
c<strong>on</strong>cerned with <strong>the</strong> topic “Town and Sea” for which <strong>the</strong> exact locati<strong>on</strong> and scales to<br />
be used have still to be decided <strong>on</strong>. Occupati<strong>on</strong> with aids to orientati<strong>on</strong> in <strong>the</strong> urban<br />
structure and a comparative analysis <strong>of</strong> <strong>the</strong> after-use c<strong>on</strong>cepts for <strong>the</strong> industrial and<br />
harbour areas <strong>of</strong> o<strong>the</strong>r towns provide a fur<strong>the</strong>r aspect to this work.<br />

C.1 On-<strong>the</strong>-spot Survey <strong>of</strong> Data<br />
C.<str<strong>on</strong>g>1.</str<strong>on</strong>g>1<br />
Analysis <strong>of</strong> urban decay<br />
Based <strong>on</strong> urban planning surveys focussed <strong>on</strong> a view <strong>of</strong> <strong>the</strong> entire area <strong>of</strong> <strong>the</strong> town, its<br />
development and its populati<strong>on</strong>, a general stock-taking was undertaken.<br />
In <strong>the</strong> next step, a more exact analysis was made <strong>of</strong> <strong>the</strong> process <strong>of</strong> urban decay taken<br />
from <strong>the</strong><br />
• c<strong>on</strong>structi<strong>on</strong>al,<br />
• ec<strong>on</strong>omic,<br />
• legal,<br />

Selecti<strong>on</strong> <strong>of</strong> a Model Block<br />
Support by Pr<strong>of</strong>.<br />
Lissenko and<br />
collaborators<br />
Case study:<br />
selected block<br />
Besides <strong>the</strong> analysis <strong>of</strong> <strong>the</strong> general urban decay, <strong>the</strong> members <strong>of</strong> Group C selected a<br />
local building block used for mixed purposes as a model to be used for working out<br />
how it may be renovated by means <strong>of</strong> private initiatives.<br />
The building selected, Block Sadovaya 21, is located in <strong>the</strong> town centre at <strong>the</strong> west<br />
end <strong>of</strong> <strong>the</strong> pedestrian z<strong>on</strong>e. The surroundings <strong>of</strong> this block, <strong>the</strong> social c<strong>on</strong>diti<strong>on</strong>s and<br />
<strong>the</strong> c<strong>on</strong>structi<strong>on</strong>al/architectural facts were surveyed in detail. Plans <strong>of</strong> <strong>the</strong> inventory,<br />
which had been made by students from Odessa some years before, were made<br />
available to us and were a help. This work was guided to a large extent by lectures <strong>of</strong><br />
and advisery talks with Pr<strong>of</strong>. Vadim Andreyevich Lissenko and his collaborators,<br />
Marina Stakyan and Pr<strong>of</strong>. Gennady Nikiphorovich Plochotny.<br />
C.<str<strong>on</strong>g>1.</str<strong>on</strong>g>3<br />
Interviews<br />
To gain an insight into <strong>the</strong> social circumstances <strong>of</strong> <strong>the</strong> people living in Block<br />
Sadovaya 21, which is used for mixed purposes, interviews with <strong>the</strong> inhabitants were<br />
<strong>carried</strong> out. The questi<strong>on</strong>s inquired into <strong>the</strong> circumstances under which <strong>the</strong>y live<br />
<strong>the</strong>re, <strong>the</strong> locati<strong>on</strong>al c<strong>on</strong>diti<strong>on</strong>s <strong>of</strong> businesses with <strong>the</strong>ir premises in <strong>the</strong> building, and<br />
<strong>the</strong>ir willingness to co-operate/assist in <strong>the</strong> renovati<strong>on</strong> <strong>of</strong> <strong>the</strong>ir block.<br />
14/20
C.2 Setting up a restorati<strong>on</strong> model <strong>on</strong> <strong>the</strong> basis <strong>of</strong> private initiatives<br />
taking a selected building block as an example<br />
In Vienna, <strong>the</strong> urban process <strong>of</strong> decay should be worked out in full and a complete<br />
analysis should be made using <strong>the</strong> data obtained from <strong>the</strong> survey. Approaches <strong>of</strong>fering<br />
soluti<strong>on</strong>s as to how <strong>the</strong> selected object may be renovated should be developed.<br />
To do this, all data from <strong>the</strong> fields surveyed will be used (c<strong>on</strong>structi<strong>on</strong>al/architectural,<br />
business, municipal ec<strong>on</strong>omic, social and legal points).<br />
C.3 Current Work and Fur<strong>the</strong>r Steps<br />
C.3.1<br />
The present situati<strong>on</strong><br />
At present <strong>the</strong> separate reas<strong>on</strong>s and c<strong>on</strong>diti<strong>on</strong>s which are decisive for <strong>the</strong> urban decay<br />
which prevails in Odessa are being analysed and assessed. All <strong>the</strong> areas which were<br />
included in <strong>the</strong> survey <strong>of</strong> <strong>the</strong> inventory are taken into account here.<br />
C.3.2<br />
Fur<strong>the</strong>r Steps<br />
The next steps to be taken by Group C are:<br />
• C<strong>on</strong>cepti<strong>on</strong> <strong>of</strong> <strong>the</strong> first part <strong>of</strong> <strong>the</strong> report - analysis <strong>of</strong> <strong>the</strong> process <strong>of</strong> decay,<br />
• Working out <strong>the</strong> general c<strong>on</strong>diti<strong>on</strong>s given: in additi<strong>on</strong> to <strong>the</strong> problem oriented<br />
assessment and analysis <strong>of</strong> <strong>the</strong> urban decay, a social, ec<strong>on</strong>omic, architectural and<br />
legal overview must be worked out,<br />
• A workshop to develop a model with all <strong>the</strong> participants involved with Group C<br />
topics. The knowledge gained so far should be discussed and approaches for a<br />
model <strong>of</strong>fering a soluti<strong>on</strong> should be found,<br />
• Completi<strong>on</strong> <strong>of</strong> <strong>the</strong> report.<br />
C.3.3<br />
The Planned C<strong>on</strong>tents <strong>of</strong> <strong>the</strong> <str<strong>on</strong>g>Report</str<strong>on</strong>g><br />
The following c<strong>on</strong>tents are planned for <strong>the</strong> report to be made <strong>on</strong> Topic C:<br />
• Descripti<strong>on</strong> <strong>of</strong> <strong>the</strong> way <strong>the</strong> project was approached,<br />
• Analysis <strong>of</strong> <strong>the</strong> present situati<strong>on</strong>, analysis <strong>of</strong> <strong>the</strong> urban decay and <strong>the</strong> general<br />
c<strong>on</strong>diti<strong>on</strong>s prevailing and <strong>the</strong> following aspects:<br />
• Social aspects: interviews with <strong>the</strong> occupants <strong>of</strong> Block “Sadovaya 21”, <strong>the</strong> businesses<br />
located <strong>the</strong>re to analyse <strong>the</strong> social c<strong>on</strong>diti<strong>on</strong>s,<br />
• Business and municipal ec<strong>on</strong>omic aspects: taxati<strong>on</strong> system, administrati<strong>on</strong>, financial<br />
grants, rate-<strong>of</strong>-return calculati<strong>on</strong>, real estate market and o<strong>the</strong>rs,<br />
• Architectural and c<strong>on</strong>structi<strong>on</strong> industry aspects: ground and foundati<strong>on</strong>s, analysis <strong>of</strong><br />
<strong>the</strong> state <strong>of</strong> <strong>the</strong> c<strong>on</strong>structi<strong>on</strong> <strong>of</strong> <strong>the</strong> building, restorati<strong>on</strong> c<strong>on</strong>cepts, realizati<strong>on</strong> <strong>of</strong> <strong>the</strong><br />
project, estimate <strong>of</strong> costs,<br />
• Legal aspects: general legal c<strong>on</strong>diti<strong>on</strong>s (property rights, privatisati<strong>on</strong>, building<br />
regulati<strong>on</strong>s, c<strong>on</strong>structi<strong>on</strong> laws, problems because <strong>of</strong> legal uncertainty, co-operati<strong>on</strong><br />

with local authorities (especially <strong>the</strong> municipal administrati<strong>on</strong> <strong>of</strong> Odessa), support<br />
from <strong>the</strong> Center <strong>of</strong> Legal Competence (CLC)).<br />
• Syn<strong>the</strong>sis <strong>of</strong> all <strong>the</strong> aspects stated,<br />
• Development <strong>of</strong> approaches as soluti<strong>on</strong>s for <strong>the</strong> renovati<strong>on</strong> <strong>of</strong> <strong>the</strong> selected block<br />
(Sadovaya 21).<br />

District Heating<br />
Mr. Valentin Ivanovich Kotenko, invited specialist at <strong>the</strong> Department <strong>of</strong> Heating and<br />
Gas Supply, Odessa State Academy <strong>of</strong> C<strong>on</strong>structi<strong>on</strong> and Architecture as well as Vice-<br />
Director <strong>of</strong> Teplokommunenergo 1 , explained comprehensively and in detail <strong>the</strong><br />
structure <strong>of</strong> <strong>the</strong> organisati<strong>on</strong> <strong>of</strong> direct heating supplies in Odessa, <strong>the</strong> tarif structure as<br />
well as <strong>the</strong> existing investment requirements and investment obstacles. Toge<strong>the</strong>r, a<br />
visit was made to <strong>on</strong>e <strong>of</strong> <strong>the</strong> heating plants where not <strong>on</strong>ly <strong>the</strong> problems <strong>of</strong> providing<br />
energy, but also those in <strong>the</strong> distributi<strong>on</strong>, were clearly dem<strong>on</strong>strated.<br />
Pr<strong>of</strong>. Mikhail Polunin, Head <strong>of</strong> <strong>the</strong> Dept. <strong>of</strong> Heating and Gas Supplies at Odessa State<br />
Academy <strong>of</strong> C<strong>on</strong>structi<strong>on</strong> and Architecture, commented, toge<strong>the</strong>r with Mr. Kotenko,<br />
<strong>on</strong> questi<strong>on</strong>s c<strong>on</strong>cerning <strong>the</strong> securing/guarantee <strong>of</strong> supplies, <strong>on</strong> <strong>the</strong> possibility <strong>of</strong><br />
feeding heat into <strong>the</strong> public network, <strong>on</strong> problems and possible soluti<strong>on</strong>s c<strong>on</strong>cerning<br />
<strong>the</strong> treatment <strong>of</strong> water, etc.<br />
Mr. Kotenko<br />
Pr<strong>of</strong>. Polunin<br />
Especially Mr. Kotenko took a very active positi<strong>on</strong> which may be explained by <strong>the</strong><br />
fact that <strong>the</strong> questi<strong>on</strong>s we had tend to be in line with his own ideas (questi<strong>on</strong>s <strong>of</strong> a<br />
general nature c<strong>on</strong>cerning supplies). Pr<strong>of</strong>. Polunin’s centre <strong>of</strong> interest seems to be<br />
ra<strong>the</strong>r <strong>the</strong> actual planning <strong>of</strong> household supply power stati<strong>on</strong>s. For this reas<strong>on</strong> this<br />
first c<strong>on</strong>tact with Pr<strong>of</strong>. Polunin was not fur<strong>the</strong>r intensified.<br />
The minutes <strong>of</strong> <strong>the</strong> discussi<strong>on</strong>s, supplemented by available data material, are at<br />
present still being worked <strong>on</strong> (including diagrams <strong>of</strong> <strong>the</strong> structure <strong>of</strong> <strong>the</strong> organisati<strong>on</strong>).<br />

<strong>the</strong> Head <strong>of</strong> <strong>the</strong> Odessa Regi<strong>on</strong>al Center Informati<strong>on</strong> Network, Energy Saving and<br />
Energy Management. After a short talk, Pr<strong>of</strong>. Fomichev could be persuaded to<br />
participate directly toge<strong>the</strong>r with two students in this project. He possesses a<br />
comprehensive knowledge <strong>of</strong> <strong>the</strong> Ukrainian energy market and, am<strong>on</strong>g o<strong>the</strong>r things,<br />
through his Center (financed until recently by TACIS) also has direct c<strong>on</strong>tact with<br />
Ukrainian industry. Toge<strong>the</strong>r with him, firms were selected which in a later stage <strong>of</strong><br />
<strong>the</strong> project are <strong>of</strong> interest. Both technical as well as legal questi<strong>on</strong>s c<strong>on</strong>cerning decentral<br />
energy supplies could be discussed with him at great depth. Fur<strong>the</strong>r to this, he<br />
is very interested in c<strong>on</strong>tacts with Western producers <strong>of</strong> power stati<strong>on</strong>s (Deutz was<br />

(presentati<strong>on</strong> <strong>of</strong> firms to Ukrainian firms within <strong>the</strong> framework <strong>of</strong> his Center).<br />
Stepan Murga, Vice-Director <strong>of</strong> Oblastenergo (local electricity network enterprise),<br />
discussed questi<strong>on</strong>s <strong>on</strong> <strong>the</strong> structure <strong>of</strong> electricity supplies and made interesting<br />
statements <strong>on</strong> energy c<strong>on</strong>sumpti<strong>on</strong> data <strong>of</strong> <strong>the</strong> customer groups, <strong>the</strong> possibility <strong>of</strong><br />
feeding into <strong>the</strong> public network, as well as <strong>on</strong> problems <strong>of</strong> securing supplies and <strong>the</strong><br />
willingness to pay. He was very open and frank and showed keen interest in <strong>the</strong><br />
progress <strong>of</strong> <strong>the</strong> project. Especially his statements <strong>on</strong> feeding into <strong>the</strong> network were<br />
very interesting. (Through <strong>the</strong> fact that <strong>the</strong> fa<strong>the</strong>r <strong>of</strong> <strong>on</strong>e <strong>of</strong> <strong>the</strong> two Ukrainian students<br />
is <strong>the</strong> Vice-Director <strong>of</strong> Oblastenergo, future co-operati<strong>on</strong> will certainly be easier to<br />
secure.)<br />
D.2 Selecti<strong>on</strong> <strong>of</strong> interested enterprises<br />
It was discussed toge<strong>the</strong>r with Pr<strong>of</strong>. Fomichev which enterprises according to<br />
different criteria would actually come in for c<strong>on</strong>siderati<strong>on</strong> to examine <strong>the</strong> possibility<br />
<strong>of</strong> a small-scale combined heat and power stati<strong>on</strong>.<br />
There were talks with representatives <strong>of</strong> several enterprises <strong>on</strong> <strong>the</strong>ir needs, willingness<br />
to co-operate, etc. Details are to be found in <strong>the</strong> prepared minutes <strong>of</strong> <strong>the</strong> c<strong>on</strong>versati<strong>on</strong>s<br />
held.<br />
Feasibility Study for a dairy<br />

dairy a feasibility study will be <strong>carried</strong> out by Ukrainian and Austrian students<br />
toge<strong>the</strong>r. In this dairy <strong>the</strong>re is, besides <strong>the</strong> need for a guaranteed energy supply, <strong>the</strong><br />
need to know <strong>the</strong> cost reducing potentials and also <strong>the</strong> ec<strong>on</strong>omic ability to invest.<br />
As a result <strong>of</strong> <strong>the</strong> talks with <strong>the</strong> dairy, <strong>the</strong> following work programme was agreed<br />
up<strong>on</strong> toge<strong>the</strong>r with <strong>the</strong> Ukrainian University partner, Pr<strong>of</strong>. Fomichev:<br />
D.3 Feasibility Study: Aut<strong>on</strong>omous de-central energy supply to a dairy<br />
Energy audit<br />
Comparis<strong>on</strong> <strong>of</strong><br />
East/West<br />
Technologies<br />
Toge<strong>the</strong>r, <strong>the</strong> critera for <strong>the</strong> energy audit was decided up<strong>on</strong>. The energy audit is to be<br />
made by <strong>the</strong> Ukrainian students, and <strong>the</strong> dairy has agreed to give <strong>the</strong>m every kind <strong>of</strong><br />
support that might be necessary.<br />
• A technical c<strong>on</strong>cept <strong>of</strong> <strong>the</strong> plants will be drawn up based <strong>on</strong> <strong>the</strong> energy audit.<br />
Both <strong>the</strong> Ukrainian students as well as <strong>the</strong> Austrian students will c<strong>on</strong>sider<br />
separately different c<strong>on</strong>cepti<strong>on</strong>s and actual plants. The fundamental idea in this is<br />
<strong>the</strong> comparis<strong>on</strong> <strong>of</strong> “East – West technology”. It is assumed that <strong>the</strong>se kinds <strong>of</strong><br />
plants are actually available <strong>on</strong> <strong>the</strong> market. (Willingness <strong>of</strong> <strong>the</strong> manufacturers to<br />
provide informati<strong>on</strong> is requisite.) Each group will carry out <strong>the</strong> investment<br />
calculati<strong>on</strong>s, respectively, whereby <strong>the</strong> Austrians will do so according to West<br />
European standards and <strong>the</strong> Ukrainians according to Ukrainian standards. The<br />
objective is to find out whe<strong>the</strong>r and how differences in <strong>the</strong> methods <strong>of</strong> calculati<strong>on</strong><br />
and in <strong>the</strong> input <strong>of</strong> different data etc. affect <strong>the</strong> results. By comparing toge<strong>the</strong>r it<br />
should thus be possible to learn from each o<strong>the</strong>r.<br />
18/20
• From <strong>the</strong> numerous talks it must be stated that, <strong>on</strong> <strong>the</strong> part <strong>of</strong> Ukrainian industry,<br />
besides <strong>the</strong> questi<strong>on</strong> <strong>of</strong> guaranteed supplies, especially <strong>the</strong> questi<strong>on</strong> <strong>of</strong> comprehensive<br />
advice <strong>on</strong> (if not indeed <strong>the</strong> <strong>of</strong>fer <strong>of</strong>) financing investments is <strong>of</strong> especial<br />
interest. In this c<strong>on</strong>necti<strong>on</strong>, interest is aroused most <strong>of</strong> all by different investment<br />
and operating c<strong>on</strong>cepts, as well as <strong>the</strong> financing opti<strong>on</strong>s and statements <strong>on</strong><br />
existing possibilities <strong>of</strong> financial support.<br />
Financing<br />
Forms <strong>of</strong> Organisati<strong>on</strong><br />
Financial Support<br />
• The Austrian students will devote <strong>the</strong>mselves especially to this aspect. For this it<br />
is necessary, besides research <strong>on</strong> <strong>the</strong> possibilities <strong>of</strong> financial support, to find out<br />
from <strong>the</strong> producers <strong>of</strong> power stati<strong>on</strong>s which forms <strong>of</strong> financing are <strong>of</strong>fered to<br />
Ukrainian firms.<br />
D.4 The next steps – open questi<strong>on</strong>s<br />
At <strong>the</strong> moment <strong>the</strong> following reports are being prepared:<br />
• Energy audit by Ukrainian students.<br />
• Preparati<strong>on</strong> <strong>of</strong> <strong>the</strong> introductory chapter (social, demographic and<br />
historical survey <strong>of</strong> <strong>the</strong> Ukraine) by Austrian students.<br />
• Preparati<strong>on</strong> <strong>of</strong> <strong>the</strong> chapter <strong>on</strong> “Supply structures and situati<strong>on</strong> in <strong>the</strong><br />
energy supply <strong>of</strong> <strong>the</strong> Ukraine/Odessa”.<br />
• Setting up <strong>the</strong> investment calculati<strong>on</strong> (Excel).<br />
• Informati<strong>on</strong> <strong>on</strong> financing to be obtained by <strong>the</strong> Austrian students.<br />
At present <strong>the</strong> following points are still undecided:<br />
• From 28.11 – 02.12.2001 and <strong>the</strong>n again from 04.12– 08.12.2001, a<br />
workshop with <strong>the</strong> participant pr<strong>of</strong>essors from Odessa and Vienna and with<br />
<strong>the</strong> Austrian students will take place in Vienna. The costs <strong>of</strong> <strong>the</strong> journey<br />
and <strong>the</strong> stay <strong>of</strong> <strong>the</strong> Pr<strong>of</strong>essors (Formichev and Kotenko have been invited to<br />
cover <strong>the</strong> chapter “Energy” in <strong>the</strong> first part <strong>of</strong> this workshop) are covered to<br />
approx. ¾ by funds <strong>of</strong> <strong>the</strong> University Extensi<strong>on</strong> Center <strong>of</strong> <strong>the</strong> Vienna<br />
University <strong>of</strong> Technology. The results <strong>of</strong> <strong>the</strong> work <strong>carried</strong> out by <strong>the</strong><br />
Austrian students will be presented to both <strong>of</strong> <strong>the</strong> Ukrainain experts for<br />
<strong>the</strong>ir examinati<strong>on</strong> and <strong>the</strong>ir comments. In <strong>the</strong> workshop it will be decided<br />
how <strong>the</strong> different parts <strong>of</strong> <strong>the</strong> work are to be integrated in <strong>the</strong> final report.<br />
• Ukrainian students might participate in an additi<strong>on</strong>al workshop from 14. -<br />
19. 0<str<strong>on</strong>g>1.</str<strong>on</strong>g> 2002 dedicated to <strong>the</strong> joint preparati<strong>on</strong> <strong>of</strong> <strong>the</strong> public presentati<strong>on</strong> <strong>of</strong><br />
<strong>the</strong> final report, if <strong>the</strong> endeavours to finance <strong>the</strong>ir travel costs and <strong>the</strong>ir stay<br />
succeed. The results <strong>of</strong> <strong>the</strong> work d<strong>on</strong>e by <strong>the</strong> Ukrainian students, which will<br />
arrive in November per Email, are, in any case, to be taken into account.<br />
• C<strong>on</strong>sultati<strong>on</strong>s with Austrian producers <strong>of</strong> small-scale combined heat and<br />
power stati<strong>on</strong>s.<br />
• C<strong>on</strong>tacts for Pr<strong>of</strong>. Fomichev and Mr. Kotenko to Austrian enterprises<br />
during <strong>the</strong> workshop (preferably in Vienna).<br />
19/20
• Excursi<strong>on</strong>s <strong>of</strong> <strong>the</strong> whole group to interesting objects and pers<strong>on</strong>s (heating<br />
plants, wind power plant, producers <strong>of</strong> power stati<strong>on</strong>s etc.) have still to be<br />
arranged.<br />

D.6 Summary<br />
During <strong>the</strong> stay in Odessa to carry out <strong>the</strong> study project, numerous c<strong>on</strong>tacts were<br />
established with decisi<strong>on</strong>-making Ukrainians, who will remain available for this<br />
project.<br />
A comm<strong>on</strong> work basis could be built up with Pr<strong>of</strong>. Fomichev so that <strong>the</strong> planning <strong>of</strong> a<br />
decentral energy supply possibility may, from now <strong>on</strong>, be <strong>carried</strong> out toge<strong>the</strong>r by<br />
Austrians as well as from <strong>the</strong> Ukrainian side.<br />
Mr. Kotenko showed very great interest in <strong>the</strong> project and will also advise us in <strong>the</strong><br />
workshop in Vienna.<br />
In <strong>the</strong> case <strong>of</strong> <strong>the</strong> dairy, an enterprise could be found which is interested in actually<br />
improving its situati<strong>on</strong> with regard to <strong>the</strong> energy supply, which seems to be in <strong>the</strong><br />
ec<strong>on</strong>omical positi<strong>on</strong> to do so and has agreed to support <strong>the</strong> students in every way.<br />
Our project stands today <strong>on</strong> a good basis and distinguishes itself especially by its<br />
orientati<strong>on</strong> towards implementati<strong>on</strong>.<br />
