II. Contributions of the diverse Work Groups
Four work groups (A bis D) selected different focal points according to their
respective subjects of study for their stay in Odessa:
A. Survey of the spatial-functional basis structure of the City of Odessa and
its most important problems, risks, chances and development options
B. Urban design concepts for selected high priority locations
C. Urban Renewal – Socio-economic and technical approaches to the
restoration of apartment blocks with business premises
D. Private investment in small-scale combined heat and power stations for
the self-sufficient production of process heating/cooling and electric
current

A. Survey of the spatial-functional basis structure of the City
of Odessa and its most important problems, risks, chances
and development options
A.1 Method
The on-the-spot survey was carried out in different ways: To make an inventory the
different parts of Odessa were, for the most part, visited on foot and documented by
taking photos (the report will therefore be supplemented by this photographic
documentation). For the institutional and legal fields, interviews were made with
especially those persons who are active in these professions, but also with students.
Method
The contents of the survey will be summarized briefly in the following chapter; on the
basis of this inventory analysis, the next step will be to prepare a
strengths/weaknesses analysis. Further work steps will be discussed in Chapter A.4.3.
A.2 General Conditions of the Development of the Town
A.2.1
Development of the Town
The actual facts of the City of Odessa, its essential characteristics and special features
with regard to the development of the general townscape, i. e. its settlement, green
and industrial areas, etc. were surveyed by work groups A and B concentrating on
focal points and then roughly analysed. Emphasis was placed on the functional
aspects, such as, for example, the relationship of the harbour to the town centre, or the
role and development of the “dormitory towns“ in the north and in the south of
Odessa.

Especially Vladislav Omelchenko from the Institute for Social and Economic
Geography, as well as the students of Geography and of Architecture, were a great
help on-the-spot in carrying out the survey, the organisation and the translation of
documents.

A.2.1
Organisation of Urban Planning
The structure of the planning organisation was described by Vladislav Omelchenko,
Sergey Protopopov and Marina Stakyan in relatively detailed talks, not, however,
without some uncertainty. It should be emphasized here that, especially in the second
half of the stay in Odessa, with the assistance of Ninel J. Sadjadi and Gerlinde
Oppolzer, still more essential information could be obtained by the Ukrainian
specialists mentioned and additional ones. It was striking for the Austrian students
that there was a very “discrete” way of planning involving hardly any public relations
and also a very uncertain, non-committal legal situation.
Institutional and legal information
Basic data were either difficult to obtain or otherwise not at all accessible so that it
was hardly possible to see detailed plans (namely, land development or street
development plans).

A.3 Town Development from the Points of View of Different Subjects of
Study
Survey of the city structure
Besides the analysis of the general planning conditions, the members of Work Group
A carried out a detailed survey of the following areas in the settlement structure:
“housing conditions and that of their surroundings” (with public buildings), “industry
and trade”, “nature and open space”, “transport” as well as “other infrastructure
services”. The degree of detail in each of these topics is different because this
depended on what data was accessible.
A.4 Current Work and Further Steps
A.4.1
Planned Contents of the <strong>Report</strong>
The following contents are planned for the report to be made on Topic A,
• An introductory short presentation of the general situation of the Ukraine (with an
overlap of topics),
• Description of the procedure,
• Presentation of the institutional general conditions for urban planning in Odessa,
• Summary of the survey of the individual topics, inventory and making an analysis
according to the strengths, weaknesses and development options of the town; and
out of this:
• perhaps an attempt at a draft for a development / utilization concept for selected
zones or objects,
• Analysis with regard to the focal points of the harbour (also in co-operation with
Group B) and its chances of development,
• To avoid possible overlaps, the report is drawn up in co-operation and by
agreement with the Work Group B.

The Present Situation
Group A topics
Organisational matters
At present, the results of the work done on the individual topics are being compiled
and also the information on general institutional conditions are being viewed. There is
contact with the Ukrainian colleagues and an exchange of information is taking place.
Further to this, organisational matters, such as report co-ordination, taking care of the
homepage, photo processing and examination, as well as the organisation of a
programme for the visit of the teaching staff from Odessa in Vienna take precedence.

Further Work Steps
The next steps to be taken in the work of Group A are:
• Conceptualisation of the first part of the report (general institutional conditions),
• Co-ordination with Group B,
• Bringing together the individual topics to create a catalogue of strengths and
weaknesses of the town structure,
• Research on the topic of the harbour and its possible development.

A.6 Summary
In Odessa the most essential information on the topic “Urban Development Planning”
could be surveyed. Within three weeks the town could be viewed in detail and be
“absorbed” so that a good overview of the present functional structure of the town and
possible strategies for development now exists.
Questions on the legal and administrative structures were answered, by and large, in
interviews. There were difficulties in gaining access to basic data.

The contents intended for the report can thus be dealt with – with different degrees of detail -
according to plan, so that a relatively comprehensive, founded overview of the town structure
of Odessa can be presented.
The functional use of different parts of the city area and possible strategies for the
redevelopment of the harbour have been considered.

B. Urban design concepts for selected high priority locations
B.1 Method
During the stay in Odessa, surveys were carried out in different ways. The individual
methods of obtaining information were determined by, among other things, the limited
possibilities – language, reluctance to talk, the interlocuter, and the framework of
time. The most extensive and the most important part of the survey was the viewing of
different sectors of the town. While doing so, a comprehensive photographic
documentation was also made, which represents a decisive basis for further work.
Besides the surveys made on the spot, historical cartographic material was analysed,
and conversations with experts, students and inhabitants were carried out to show the
development of the town as well as the functional interconnection of the individual
town areas.
To be able to combine the results of the individual groups into an integral whole,
workshops with all the participants were held during their period of stay, whereby
approximate strengths/weaknesses analyses of the town structure evolved from
brainstorming.
The contents of the survey are summarized briefly in the following chapters; on the
basis of this analysis of the actual inventory, the next step of a strengths/weaknesses
analysis will be prepared. Further steps are discussed in Chapter B.4.
B.2 Thematic Focal Points of the Stay in Odessa
Considerations on the future development of scenarios for Odessa focus on dealing
with the markedly specific conditions there and the corresponding enquiry on urban
planning fields of action.
B.2.1
Regional Context in which the City is sited
Information concerning the regional context was obtained from cartographic material
of suitable scales and, most of all, from the estimations of interlocutors from widely
varied fields of knowledge. The relationship between the town and its surroundings is
of interest and also the integration of what was (at least formerly) an important
harbour and industrial town in the structure of the State.

Functional Structuring
With regard to the urban planning structure, the functional structuring of the
municipal area was of especial importance. In the course of which, the regional
distribution of the individual functions (residing, working, recreating, etc.) was
examined, on the one hand, and the connections between them, on the other hand. The
question as to how far the town is oriented towards its centre or, alternatively, what
diversity is to be found in the individual districts in their utilization, is a focal point in
this field.

The State of Construction (“Bausubstanz”) and Architecture
Architectural changes and
trends
The field of investigation “Bausubstanz” (the state of a construction) and architecture
include consideration of the different (historically and architectonically) significant
buildings of Odessa in the architecture of the Soviet era (first and foremost, housing
and industry) and the present trends in the architecture there.
B.2.4
Relevance of Public Space
Orientation in and Use of
Public Space
The questions put in this chapter are: How does one find one’s way around? What is
going on in the “street”? What rights does the individual road user have? How does
the furnishing of the public space look like?
B.3 Current Work and Further Steps
B.3.1
Planned Project Topics
From the analysis of the topics just mentioned above, several potential project topics
emerged after thorough discussions:
Town and Water – the spatial and functional relationship that exists between
Odessa and the Sea
Relationship between the City
and the Sea
• The massive presence of the harbour (goods terminal) located in the vicinity of
the town centre, and also the topographic situation has the consequence that a
proper relationship between the town and the sea is missing. Here, urban planning
measures could correct this situation. Three locations offer opportunities for this:
• the Centre/The Potomkin Steps
• Industrial zone (north of the centre)
• Recreation zone (west of the centre)
Townscape and Orientation – Interventions in Public Space
Local Orientation
• Public space in Odessa is characterized by formerly luxurious avenues but now
with trees growing rampant and dilapidated buildings, very diverse and distinctive
pavements, a lack of squares and innumerable posters. The semi-public courtyards
in the town centre play an important role.
• Dealing with this topic includes an improvement of orientation within the city
centre through the active visualisation of the shape qualities of individual urban
areas or also buildings (installations, lighting elements, art in public spaces,
system of guidelines for important institutions).
B.3.2
The Present Situation
Organisational matters
The present work phase is characterized by deciding on actual locations, intensifying
research and the first ideas for a draft.
Further to this, there are organisational matters such as report co-ordination, taking
care of the homepage, processing and examination of photos, and also arranging and
organising a programme for the visitors from Odessa in Vienna take priority.

The next steps to be taken by Group B are:
• Co-ordination with Group A,
• Conception of the folder/report (analysis, potential, after-use concepts, drafts),
• Research on the topic of the after-use of outdated industrial areas,
• Urban planning draft going into greater detail.

During the stay in Odessa a good general view of Group B’s important topics – Urban
Design – could be gained. The investigations were concerned essentially with the
following topics: regional context, functional structuring, the substance of a building
(“Bausubstanz”) and architecture, and the rating of public space. The sources of
information came from prolonged walks through individual parts of the town, talks
with experts and cartographic material (historical and current issues).
In the course of work still to be carried out, urban planning drafts are to be made
concerned with the topic “Town and Sea” for which the exact location and scales to
be used have still to be decided on. Occupation with aids to orientation in the urban
structure and a comparative analysis of the after-use concepts for the industrial and
harbour areas of other towns provide a further aspect to this work.

Based on urban planning surveys focussed on a view of the entire area of the town, its
development and its population, a general stock-taking was undertaken.

Besides the analysis of the general urban decay, the members of Group C selected a
local building block used for mixed purposes as a model to be used for working out
how it may be renovated by means of private initiatives.
The building selected, Block Sadovaya 21, is located in the town centre at the west
end of the pedestrian zone. The surroundings of this block, the social conditions and
the constructional/architectural facts were surveyed in detail. Plans of the inventory,
which had been made by students from Odessa some years before, were made
available to us and were a help. This work was guided to a large extent by lectures of
and advisery talks with Prof. Vadim Andreyevich Lissenko and his collaborators,
Marina Stakyan and Prof. Gennady Nikiphorovich Plochotny.

Interviews
To gain an insight into the social circumstances of the people living in Block
Sadovaya 21, which is used for mixed purposes, interviews with the inhabitants were
carried out. The questions inquired into the circumstances under which they live
there, the locational conditions of businesses with their premises in the building, and
their willingness to co-operate/assist in the renovation of their block.

C.2 Setting up a restoration model on the basis of private initiatives
taking a selected building block as an example
In Vienna, the urban process of decay should be worked out in full and a complete
analysis should be made using the data obtained from the survey. Approaches offering
solutions as to how the selected object may be renovated should be developed.
To do this, all data from the fields surveyed will be used (constructional/architectural,
business, municipal economic, social and legal points).
C.3 Current Work and Further Steps
C.3.1
The present situation
At present the separate reasons and conditions which are decisive for the urban decay
which prevails in Odessa are being analysed and assessed. All the areas which were
included in the survey of the inventory are taken into account here.
C.3.2
Further Steps
The next steps to be taken by Group C are:
• Conception of the first part of the report - analysis of the process of decay,
• Working out the general conditions given: in addition to the problem oriented
assessment and analysis of the urban decay, a social, economic, architectural and
legal overview must be worked out,
• A workshop to develop a model with all the participants involved with Group C
topics. The knowledge gained so far should be discussed and approaches for a
model offering a solution should be found,
• Completion of the report.

D. Private investment in small-scale combined heat and
power stations for the self-sufficient production of process
heating/cooling and electric current
D.1 The supply situation in Odessa
D.<strong>1.</strong>1
District Heating
Mr. Valentin Ivanovich Kotenko, invited specialist at the Department of Heating and
Gas Supply, Odessa State Academy of Construction and Architecture as well as Vice-
Director of Teplokommunenergo 1 , explained comprehensively and in detail the
structure of the organisation of direct heating supplies in Odessa, the tarif structure as
well as the existing investment requirements and investment obstacles. Together, a
visit was made to one of the heating plants where not only the problems of providing
energy, but also those in the distribution, were clearly demonstrated.
Prof. Mikhail Polunin, Head of the Dept. of Heating and Gas Supplies at Odessa State
Academy of Construction and Architecture, commented, together with Mr. Kotenko,
on questions concerning the securing/guarantee of supplies, on the possibility of
feeding heat into the public network, on problems and possible solutions concerning
the treatment of water, etc.

Especially Mr. Kotenko took a very active position which may be explained by the
fact that the questions we had tend to be in line with his own ideas (questions of a
general nature concerning supplies). Prof. Polunin’s centre of interest seems to be
rather the actual planning of household supply power stations. For this reason this
first contact with Prof. Polunin was not further intensified.
The minutes of the discussions, supplemented by available data material, are at
present still being worked on (including diagrams of the structure of the organisation).

Electricity
Director, Ph. D., Professor Evgeny Fomichev, Head of Energy Supply and Energy
Management Department at the Odessa State Polytechnic University, is, furthermore,
the Head of the Odessa Regional Center Information Network, Energy Saving and
Energy Management. After a short talk, Prof. Fomichev could be persuaded to
participate directly together with two students in this project. He possesses a
comprehensive knowledge of the Ukrainian energy market and, among other things,
through his Center (financed until recently by TACIS) also has direct contact with
Ukrainian industry. Together with him, firms were selected which in a later stage of
the project are of interest. Both technical as well as legal questions concerning decentral
energy supplies could be discussed with him at great depth. Further to this, he
is very interested in contacts with Western producers of power stations (Deutz was

already in touch with him) and also in the possibilities of co-operation with them
(presentation of firms to Ukrainian firms within the framework of his Center).
Stepan Murga, Vice-Director of Oblastenergo (local electricity network enterprise),
discussed questions on the structure of electricity supplies and made interesting
statements on energy consumption data of the customer groups, the possibility of
feeding into the public network, as well as on problems of securing supplies and the
willingness to pay. He was very open and frank and showed keen interest in the
progress of the project. Especially his statements on feeding into the network were
very interesting. (Through the fact that the father of one of the two Ukrainian students
is the Vice-Director of Oblastenergo, future co-operation will certainly be easier to
secure.)
D.2 Selection of interested enterprises
It was discussed together with Prof. Fomichev which enterprises according to
different criteria would actually come in for consideration to examine the possibility
of a small-scale combined heat and power station.
There were talks with representatives of several enterprises on their needs, willingness
to co-operate, etc. Details are to be found in the prepared minutes of the conversations
held.
Feasibility Study for a dairy
With a dairy (after a talk with the Deputy Director) it could be actually agreed upon
that, on account of their energy supply situation and willingness to co-operate, for this
dairy a feasibility study will be carried out by Ukrainian and Austrian students
together. In this dairy there is, besides the need for a guaranteed energy supply, the
need to know the cost reducing potentials and also the economic ability to invest.
As a result of the talks with the dairy, the following work programme was agreed
upon together with the Ukrainian University partner, Prof. Fomichev:

Together, the critera for the energy audit was decided upon. The energy audit is to be
made by the Ukrainian students, and the dairy has agreed to give them every kind of
support that might be necessary.
• A technical concept of the plants will be drawn up based on the energy audit.
Both the Ukrainian students as well as the Austrian students will consider
separately different conceptions and actual plants. The fundamental idea in this is
the comparison of “East – West technology”. It is assumed that these kinds of
plants are actually available on the market. (Willingness of the manufacturers to
provide information is requisite.) Each group will carry out the investment
calculations, respectively, whereby the Austrians will do so according to West
European standards and the Ukrainians according to Ukrainian standards. The
objective is to find out whether and how differences in the methods of calculation
and in the input of different data etc. affect the results. By comparing together it
should thus be possible to learn from each other.

• From the numerous talks it must be stated that, on the part of Ukrainian industry,
besides the question of guaranteed supplies, especially the question of comprehensive
advice on (if not indeed the offer of) financing investments is of especial
interest. In this connection, interest is aroused most of all by different investment
and operating concepts, as well as the financing options and statements on
existing possibilities of financial support.

is necessary, besides research on the possibilities of financial support, to find out
from the producers of power stations which forms of financing are offered to
Ukrainian firms.
D.4 The next steps – open questions
At the moment the following reports are being prepared:
• Energy audit by Ukrainian students.
• Preparation of the introductory chapter (social, demographic and
historical survey of the Ukraine) by Austrian students.
• Preparation of the chapter on “Supply structures and situation in the
energy supply of the Ukraine/Odessa”.
• Setting up the investment calculation (Excel).
• Information on financing to be obtained by the Austrian students.
At present the following points are still undecided:
• From 28.11 – 02.12.2001 and then again from 04.12– 08.12.2001, a
workshop with the participant professors from Odessa and Vienna and with
the Austrian students will take place in Vienna. The costs of the journey
and the stay of the Professors (Formichev and Kotenko have been invited to
cover the chapter “Energy” in the first part of this workshop) are covered to
approx. ¾ by funds of the University Extension Center of the Vienna
University of Technology. The results of the work carried out by the
Austrian students will be presented to both of the Ukrainain experts for
their examination and their comments. In the workshop it will be decided
how the different parts of the work are to be integrated in the final report.
• Ukrainian students might participate in an additional workshop from 14. -
19. 0<strong>1.</strong> 2002 dedicated to the joint preparation of the public presentation of
the final report, if the endeavours to finance their travel costs and their stay
succeed. The results of the work done by the Ukrainian students, which will
arrive in November per Email, are, in any case, to be taken into account.

During the stay in Odessa to carry out the study project, numerous contacts were
established with decision-making Ukrainians, who will remain available for this

A common work basis could be built up with Prof. Fomichev so that the planning of a
decentral energy supply possibility may, from now on, be carried out together by
Austrians as well as from the Ukrainian side.
Mr. Kotenko showed very great interest in the project and will also advise us in the
workshop in Vienna.
In the case of the dairy, an enterprise could be found which is interested in actually
improving its situation with regard to the energy supply, which seems to be in the
economical position to do so and has agreed to support the students in every way.
Our project stands today on a good basis and distinguishes itself especially by its
orientation towards implementation.
