Four work groups (A bis D) selected different focal points according to <strong>the</strong>ir<br />

respective subjects <strong>of</strong> study for <strong>the</strong>ir stay in Odessa:<br />

A. Survey <strong>of</strong> <strong>the</strong> spatial-functi<strong>on</strong>al basis structure <strong>of</strong> <strong>the</strong> City <strong>of</strong> Odessa and<br />

its most important problems, risks, chances and development opti<strong>on</strong>s<br />

B. Urban design c<strong>on</strong>cepts for selected high priority locati<strong>on</strong>s<br />

C. Urban Renewal – Socio-ec<strong>on</strong>omic and technical approaches to <strong>the</strong><br />

restorati<strong>on</strong> <strong>of</strong> apartment blocks with business premises<br />

D. Private investment in small-scale combined heat and power stati<strong>on</strong>s for<br />

<strong>the</strong> self-sufficient producti<strong>on</strong> <strong>of</strong> process heating/cooling and electric<br />

A. Survey <strong>of</strong> <strong>the</strong> spatial-functi<strong>on</strong>al basis structure <strong>of</strong> <strong>the</strong> City<br />

<strong>of</strong> Odessa and its most important problems, risks, chances<br />

and development opti<strong>on</strong>s<br />

A.1 Method<br />

The <strong>on</strong>-<strong>the</strong>-spot survey was <strong>carried</strong> out in different ways: To make an inventory <strong>the</strong><br />

different parts <strong>of</strong> Odessa were, for <strong>the</strong> most part, visited <strong>on</strong> foot and documented by<br />

taking photos (<strong>the</strong> report will <strong>the</strong>refore be supplemented by this photographic<br />

documentati<strong>on</strong>). For <strong>the</strong> instituti<strong>on</strong>al and legal fields, interviews were made with<br />

especially those pers<strong>on</strong>s who are active in <strong>the</strong>se pr<strong>of</strong>essi<strong>on</strong>s, but also with students.<br />

Method<br />

The c<strong>on</strong>tents <strong>of</strong> <strong>the</strong> survey will be summarized briefly in <strong>the</strong> following chapter; <strong>on</strong> <strong>the</strong><br />

basis <strong>of</strong> this inventory analysis, <strong>the</strong> next step will be to prepare a<br />

strengths/weaknesses analysis. Fur<strong>the</strong>r work steps will be discussed in Chapter A.4.3.<br />

A.2 General C<strong>on</strong>diti<strong>on</strong>s <strong>of</strong> <strong>the</strong> Development <strong>of</strong> <strong>the</strong> Town<br />

A.2.1<br />

Development <strong>of</strong> <strong>the</strong> Town<br />

The actual facts <strong>of</strong> <strong>the</strong> City <strong>of</strong> Odessa, its essential characteristics and special features<br />

with regard to <strong>the</strong> development <strong>of</strong> <strong>the</strong> general townscape, i. e. its settlement, green<br />

and industrial areas, etc. were surveyed by work groups A and B c<strong>on</strong>centrating <strong>on</strong><br />

“absorbed” so that a good overview <strong>of</strong> <strong>the</strong> present functi<strong>on</strong>al structure <strong>of</strong> <strong>the</strong> town and<br />

possible strategies for development now exists.<br />

Questi<strong>on</strong>s <strong>on</strong> <strong>the</strong> legal and administrative structures were answered, by and large, in<br />

interviews. There were difficulties in gaining access to basic data.<br />

according to plan, so that a relatively comprehensive, founded overview <strong>of</strong> <strong>the</strong> town structure<br />

B. Urban design c<strong>on</strong>cepts for selected high priority locati<strong>on</strong>s<br />

B.1 Method<br />

During <strong>the</strong> stay in Odessa, surveys were <strong>carried</strong> out in different ways. The individual<br />

methods <strong>of</strong> obtaining informati<strong>on</strong> were determined by, am<strong>on</strong>g o<strong>the</strong>r things, <strong>the</strong> limited<br />

possibilities – language, reluctance to talk, <strong>the</strong> interlocuter, and <strong>the</strong> framework <strong>of</strong><br />

time. The most extensive and <strong>the</strong> most important part <strong>of</strong> <strong>the</strong> survey was <strong>the</strong> viewing <strong>of</strong><br />

different sectors <strong>of</strong> <strong>the</strong> town. While doing so, a comprehensive photographic<br />

documentati<strong>on</strong> was also made, which represents a decisive basis for fur<strong>the</strong>r work.<br />

Besides <strong>the</strong> surveys made <strong>on</strong> <strong>the</strong> spot, historical cartographic material was analysed,<br />

and c<strong>on</strong>versati<strong>on</strong>s with experts, students and inhabitants were <strong>carried</strong> out to show <strong>the</strong><br />

development <strong>of</strong> <strong>the</strong> town as well as <strong>the</strong> functi<strong>on</strong>al interc<strong>on</strong>necti<strong>on</strong> <strong>of</strong> <strong>the</strong> individual<br />

town areas.<br />

To be able to combine <strong>the</strong> results <strong>of</strong> <strong>the</strong> individual groups into an integral whole,<br />

workshops with all <strong>the</strong> participants were held during <strong>the</strong>ir period <strong>of</strong> stay, whereby<br />

approximate strengths/weaknesses analyses <strong>of</strong> <strong>the</strong> town structure evolved from<br />

brainstorming.<br />

The c<strong>on</strong>tents <strong>of</strong> <strong>the</strong> survey are summarized briefly in <strong>the</strong> following chapters; <strong>on</strong> <strong>the</strong><br />

basis <strong>of</strong> this analysis <strong>of</strong> <strong>the</strong> actual inventory, <strong>the</strong> next step <strong>of</strong> a strengths/weaknesses<br />

analysis will be prepared. Fur<strong>the</strong>r steps are discussed in Chapter B.4.<br />

local building block used for mixed purposes as a model to be used for working out<br />

how it may be renovated by means <strong>of</strong> private initiatives.<br />

The building selected, Block Sadovaya 21, is located in <strong>the</strong> town centre at <strong>the</strong> west<br />

end <strong>of</strong> <strong>the</strong> pedestrian z<strong>on</strong>e. The surroundings <strong>of</strong> this block, <strong>the</strong> social c<strong>on</strong>diti<strong>on</strong>s and<br />

<strong>the</strong> c<strong>on</strong>structi<strong>on</strong>al/architectural facts were surveyed in detail. Plans <strong>of</strong> <strong>the</strong> inventory,<br />

which had been made by students from Odessa some years before, were made<br />

available to us and were a help. This work was guided to a large extent by lectures <strong>of</strong><br />

To gain an insight into <strong>the</strong> social circumstances <strong>of</strong> <strong>the</strong> people living in Block<br />

<strong>carried</strong> out. The questi<strong>on</strong>s inquired into <strong>the</strong> circumstances under which <strong>the</strong>y live<br />

<strong>the</strong>re, <strong>the</strong> locati<strong>on</strong>al c<strong>on</strong>diti<strong>on</strong>s <strong>of</strong> businesses with <strong>the</strong>ir premises in <strong>the</strong> building, and<br />

<strong>the</strong>ir willingness to co-operate/assist in <strong>the</strong> renovati<strong>on</strong> <strong>of</strong> <strong>the</strong>ir block.<br />

In Vienna, <strong>the</strong> urban process <strong>of</strong> decay should be worked out in full and a complete<br />

analysis should be made using <strong>the</strong> data obtained from <strong>the</strong> survey. Approaches <strong>of</strong>fering<br />

soluti<strong>on</strong>s as to how <strong>the</strong> selected object may be renovated should be developed.<br />

To do this, all data from <strong>the</strong> fields surveyed will be used (c<strong>on</strong>structi<strong>on</strong>al/architectural,<br />

business, municipal ec<strong>on</strong>omic, social and legal points).<br />

C.3.1<br />

The present situati<strong>on</strong><br />

At present <strong>the</strong> separate reas<strong>on</strong>s and c<strong>on</strong>diti<strong>on</strong>s which are decisive for <strong>the</strong> urban decay<br />

which prevails in Odessa are being analysed and assessed. All <strong>the</strong> areas which were<br />

included in <strong>the</strong> survey <strong>of</strong> <strong>the</strong> inventory are taken into account here.<br />

The next steps to be taken by Group C are:<br />

topics. The knowledge gained so far should be discussed and approaches for a<br />

model <strong>of</strong>fering a soluti<strong>on</strong> should be found,<br />

Mr. Valentin Ivanovich Kotenko, invited specialist at <strong>the</strong> Department <strong>of</strong> Heating and<br />

Gas Supply, Odessa State Academy <strong>of</strong> C<strong>on</strong>structi<strong>on</strong> and Architecture as well as Vice-<br />

Director <strong>of</strong> Teplokommunenergo 1 , explained comprehensively and in detail <strong>the</strong><br />

structure <strong>of</strong> <strong>the</strong> organisati<strong>on</strong> <strong>of</strong> direct heating supplies in Odessa, <strong>the</strong> tarif structure as<br />

well as <strong>the</strong> existing investment requirements and investment obstacles. Toge<strong>the</strong>r, a<br />

visit was made to <strong>on</strong>e <strong>of</strong> <strong>the</strong> heating plants where not <strong>on</strong>ly <strong>the</strong> problems <strong>of</strong> providing<br />

energy, but also those in <strong>the</strong> distributi<strong>on</strong>, were clearly dem<strong>on</strong>strated.<br />

Pr<strong>of</strong>. Mikhail Polunin, Head <strong>of</strong> <strong>the</strong> Dept. <strong>of</strong> Heating and Gas Supplies at Odessa State<br />

<strong>on</strong> questi<strong>on</strong>s c<strong>on</strong>cerning <strong>the</strong> securing/guarantee <strong>of</strong> supplies, <strong>on</strong> <strong>the</strong> possibility <strong>of</strong><br />

feeding heat into <strong>the</strong> public network, <strong>on</strong> problems and possible soluti<strong>on</strong>s c<strong>on</strong>cerning<br />

<strong>the</strong> treatment <strong>of</strong> water, etc.<br />

Especially Mr. Kotenko took a very active positi<strong>on</strong> which may be explained by <strong>the</strong><br />

fact that <strong>the</strong> questi<strong>on</strong>s we had tend to be in line with his own ideas (questi<strong>on</strong>s <strong>of</strong> a<br />

general nature c<strong>on</strong>cerning supplies). Pr<strong>of</strong>. Polunin’s centre <strong>of</strong> interest seems to be<br />

ra<strong>the</strong>r <strong>the</strong> actual planning <strong>of</strong> household supply power stati<strong>on</strong>s. For this reas<strong>on</strong> this<br />

first c<strong>on</strong>tact with Pr<strong>of</strong>. Polunin was not fur<strong>the</strong>r intensified.<br />

The minutes <strong>of</strong> <strong>the</strong> discussi<strong>on</strong>s, supplemented by available data material, are at<br />

present still being worked <strong>on</strong> (including diagrams <strong>of</strong> <strong>the</strong> structure <strong>of</strong> <strong>the</strong> organisati<strong>on</strong>).<br />

Electricity<br />

Director, Ph. D., Pr<strong>of</strong>essor Evgeny Fomichev, Head <strong>of</strong> Energy Supply and Energy<br />

Management Department at <strong>the</strong> Odessa State Polytechnic University, is, fur<strong>the</strong>rmore,<br />

<strong>the</strong> Head <strong>of</strong> <strong>the</strong> Odessa Regi<strong>on</strong>al Center Informati<strong>on</strong> Network, Energy Saving and<br />

Energy Management. After a short talk, Pr<strong>of</strong>. Fomichev could be persuaded to<br />

participate directly toge<strong>the</strong>r with two students in this project. He possesses a<br />

comprehensive knowledge <strong>of</strong> <strong>the</strong> Ukrainian energy market and, am<strong>on</strong>g o<strong>the</strong>r things,<br />

through his Center (financed until recently by TACIS) also has direct c<strong>on</strong>tact with<br />

Ukrainian industry. Toge<strong>the</strong>r with him, firms were selected which in a later stage <strong>of</strong><br />

<strong>the</strong> project are <strong>of</strong> interest. Both technical as well as legal questi<strong>on</strong>s c<strong>on</strong>cerning decentral<br />

energy supplies could be discussed with him at great depth. Fur<strong>the</strong>r to this, he<br />

is very interested in c<strong>on</strong>tacts with Western producers <strong>of</strong> power stati<strong>on</strong>s (Deutz was<br />

statements <strong>on</strong> energy c<strong>on</strong>sumpti<strong>on</strong> data <strong>of</strong> <strong>the</strong> customer groups, <strong>the</strong> possibility <strong>of</strong><br />

feeding into <strong>the</strong> public network, as well as <strong>on</strong> problems <strong>of</strong> securing supplies and <strong>the</strong><br />

willingness to pay. He was very open and frank and showed keen interest in <strong>the</strong><br />

progress <strong>of</strong> <strong>the</strong> project. Especially his statements <strong>on</strong> feeding into <strong>the</strong> network were<br />

very interesting. (Through <strong>the</strong> fact that <strong>the</strong> fa<strong>the</strong>r <strong>of</strong> <strong>on</strong>e <strong>of</strong> <strong>the</strong> two Ukrainian students<br />

is <strong>the</strong> Vice-Director <strong>of</strong> Oblastenergo, future co-operati<strong>on</strong> will certainly be easier to<br />

secure.)<br />

D.2 Selecti<strong>on</strong> <strong>of</strong> interested enterprises<br />

It was discussed toge<strong>the</strong>r with Pr<strong>of</strong>. Fomichev which enterprises according to<br />

different criteria would actually come in for c<strong>on</strong>siderati<strong>on</strong> to examine <strong>the</strong> possibility<br />

<strong>of</strong> a small-scale combined heat and power stati<strong>on</strong>.<br />

There were talks with representatives <strong>of</strong> several enterprises <strong>on</strong> <strong>the</strong>ir needs, willingness<br />

to co-operate, etc. Details are to be found in <strong>the</strong> prepared minutes <strong>of</strong> <strong>the</strong> c<strong>on</strong>versati<strong>on</strong>s<br />

held.<br />

Feasibility Study for a dairy<br />

With a dairy (after a talk with <strong>the</strong> Deputy Director) it could be actually agreed up<strong>on</strong><br />

that, <strong>on</strong> account <strong>of</strong> <strong>the</strong>ir energy supply situati<strong>on</strong> and willingness to co-operate, for this<br />

dairy a feasibility study will be <strong>carried</strong> out by Ukrainian and Austrian students<br />

toge<strong>the</strong>r. In this dairy <strong>the</strong>re is, besides <strong>the</strong> need for a guaranteed energy supply, <strong>the</strong><br />

need to know <strong>the</strong> cost reducing potentials and also <strong>the</strong> ec<strong>on</strong>omic ability to invest.<br />

As a result <strong>of</strong> <strong>the</strong> talks with <strong>the</strong> dairy, <strong>the</strong> following work programme was agreed<br />

up<strong>on</strong> toge<strong>the</strong>r with <strong>the</strong> Ukrainian University partner, Pr<strong>of</strong>. Fomichev:<br />

D.3 Feasibility Study: Aut<strong>on</strong>omous de-central energy supply to a dairy<br />

Energy audit<br />

Comparis<strong>on</strong> <strong>of</strong><br />

East/West<br />

Technologies<br />

Toge<strong>the</strong>r, <strong>the</strong> critera for <strong>the</strong> energy audit was decided up<strong>on</strong>. The energy audit is to be<br />

made by <strong>the</strong> Ukrainian students, and <strong>the</strong> dairy has agreed to give <strong>the</strong>m every kind <strong>of</strong><br />

support that might be necessary.<br />

• A technical c<strong>on</strong>cept <strong>of</strong> <strong>the</strong> plants will be drawn up based <strong>on</strong> <strong>the</strong> energy audit.<br />

Both <strong>the</strong> Ukrainian students as well as <strong>the</strong> Austrian students will c<strong>on</strong>sider<br />

separately different c<strong>on</strong>cepti<strong>on</strong>s and actual plants. The fundamental idea in this is<br />

<strong>the</strong> comparis<strong>on</strong> <strong>of</strong> “East – West technology”. It is assumed that <strong>the</strong>se kinds <strong>of</strong><br />

plants are actually available <strong>on</strong> <strong>the</strong> market. (Willingness <strong>of</strong> <strong>the</strong> manufacturers to<br />

provide informati<strong>on</strong> is requisite.) Each group will carry out <strong>the</strong> investment<br />

calculati<strong>on</strong>s, respectively, whereby <strong>the</strong> Austrians will do so according to West<br />

European standards and <strong>the</strong> Ukrainians according to Ukrainian standards. The<br />

objective is to find out whe<strong>the</strong>r and how differences in <strong>the</strong> methods <strong>of</strong> calculati<strong>on</strong><br />

and in <strong>the</strong> input <strong>of</strong> different data etc. affect <strong>the</strong> results. By comparing toge<strong>the</strong>r it<br />

should thus be possible to learn from each o<strong>the</strong>r.<br />

• From <strong>the</strong> numerous talks it must be stated that, <strong>on</strong> <strong>the</strong> part <strong>of</strong> Ukrainian industry,<br />

besides <strong>the</strong> questi<strong>on</strong> <strong>of</strong> guaranteed supplies, especially <strong>the</strong> questi<strong>on</strong> <strong>of</strong> comprehensive<br />

advice <strong>on</strong> (if not indeed <strong>the</strong> <strong>of</strong>fer <strong>of</strong>) financing investments is <strong>of</strong> especial<br />

interest. In this c<strong>on</strong>necti<strong>on</strong>, interest is aroused most <strong>of</strong> all by different investment<br />

and operating c<strong>on</strong>cepts, as well as <strong>the</strong> financing opti<strong>on</strong>s and statements <strong>on</strong><br />

existing possibilities <strong>of</strong> financial support.<br />

• The Austrian students will devote <strong>the</strong>mselves especially to this aspect. For this it<br />

from <strong>the</strong> producers <strong>of</strong> power stati<strong>on</strong>s which forms <strong>of</strong> financing are <strong>of</strong>fered to<br />

Ukrainian firms.<br />

D.4 The next steps – open questi<strong>on</strong>s<br />

At <strong>the</strong> moment <strong>the</strong> following reports are being prepared:<br />

• Energy audit by Ukrainian students.<br />

• Preparati<strong>on</strong> <strong>of</strong> <strong>the</strong> introductory chapter (social, demographic and<br />

historical survey <strong>of</strong> <strong>the</strong> Ukraine) by Austrian students.<br />

• Preparati<strong>on</strong> <strong>of</strong> <strong>the</strong> chapter <strong>on</strong> “Supply structures and situati<strong>on</strong> in <strong>the</strong><br />

energy supply <strong>of</strong> <strong>the</strong> Ukraine/Odessa”.<br />

• Setting up <strong>the</strong> investment calculati<strong>on</strong> (Excel).<br />

• Informati<strong>on</strong> <strong>on</strong> financing to be obtained by <strong>the</strong> Austrian students.<br />

At present <strong>the</strong> following points are still undecided:<br />

• From 28.11 – 02.12.2001 and <strong>the</strong>n again from 04.12– 08.12.2001, a<br />

workshop with <strong>the</strong> participant pr<strong>of</strong>essors from Odessa and Vienna and with<br />

<strong>the</strong> Austrian students will take place in Vienna. The costs <strong>of</strong> <strong>the</strong> journey<br />

and <strong>the</strong> stay <strong>of</strong> <strong>the</strong> Pr<strong>of</strong>essors (Formichev and Kotenko have been invited to<br />

cover <strong>the</strong> chapter “Energy” in <strong>the</strong> first part <strong>of</strong> this workshop) are covered to<br />

approx. ¾ by funds <strong>of</strong> <strong>the</strong> University Extensi<strong>on</strong> Center <strong>of</strong> <strong>the</strong> Vienna<br />

University <strong>of</strong> Technology. The results <strong>of</strong> <strong>the</strong> work <strong>carried</strong> out by <strong>the</strong><br />

Austrian students will be presented to both <strong>of</strong> <strong>the</strong> Ukrainain experts for<br />

<strong>the</strong>ir examinati<strong>on</strong> and <strong>the</strong>ir comments. In <strong>the</strong> workshop it will be decided<br />

how <strong>the</strong> different parts <strong>of</strong> <strong>the</strong> work are to be integrated in <strong>the</strong> final report.<br />

• Ukrainian students might participate in an additi<strong>on</strong>al workshop from 14. -<br />

19. 0<str<strong>on</strong>g>1.</str<strong>on</strong>g> 2002 dedicated to <strong>the</strong> joint preparati<strong>on</strong> <strong>of</strong> <strong>the</strong> public presentati<strong>on</strong> <strong>of</strong><br />

<strong>the</strong> final report, if <strong>the</strong> endeavours to finance <strong>the</strong>ir travel costs and <strong>the</strong>ir stay<br />

succeed. The results <strong>of</strong> <strong>the</strong> work d<strong>on</strong>e by <strong>the</strong> Ukrainian students, which will<br />

arrive in November per Email, are, in any case, to be taken into account.<br />

D.6 Summary<br />

During <strong>the</strong> stay in Odessa to carry out <strong>the</strong> study project, numerous c<strong>on</strong>tacts were<br />

established with decisi<strong>on</strong>-making Ukrainians, who will remain available for this<br />

project.<br />

A comm<strong>on</strong> work basis could be built up with Pr<strong>of</strong>. Fomichev so that <strong>the</strong> planning <strong>of</strong> a<br />

decentral energy supply possibility may, from now <strong>on</strong>, be <strong>carried</strong> out toge<strong>the</strong>r by<br />

Austrians as well as from <strong>the</strong> Ukrainian side.<br />

Mr. Kotenko showed very great interest in <strong>the</strong> project and will also advise us in <strong>the</strong><br />

workshop in Vienna.<br />

In <strong>the</strong> case <strong>of</strong> <strong>the</strong> dairy, an enterprise could be found which is interested in actually<br />

improving its situati<strong>on</strong> with regard to <strong>the</strong> energy supply, which seems to be in <strong>the</strong><br />

ec<strong>on</strong>omical positi<strong>on</strong> to do so and has agreed to support <strong>the</strong> students in every way.<br />

Our project stands today <strong>on</strong> a good basis and distinguishes itself especially by its<br />

orientati<strong>on</strong> towards implementati<strong>on</strong>.<br />
