86th SESSION OF THE IMO MARITIME SAFETY COMMITTEE (MSC)
IMO HQ, London, 27 May to 5 June
The 86th session of the IMO Maritime Safety Committee (MSC) was held at the IMO Headquarters in
London from 27 May to 5 June 2009. VAdm. MARATOS and Lt. Cdr. SHIPMAN represented the IHO.
MSC 86 took the following actions of relevance to the IHO:
- Adopted amendments to SOLAS Chapter V introducing mandatory carriage requirements
for ECDIS with a phased implementation period beginning in 2012 and ending in 2018. The
amendments to SOLAS will be considered to have been accepted on 1 July 2010 and will
enter into force on 1 July 2011;
- Approved the revised text of the Joint IMO/IHO/WMO Manual on Maritime Safety
Information which will come into force on 1 January 2011;
- Endorsed the issue of COMSAR Circular 44 concerning the list of NAVAREA Coordinators;
- Approved the coordinated approach to the implementation of the e-navigation strategy
(MSC86/23/4, available from the IHO web site), including removing the square brackets
around “IHO” in the annex, so that the IHO will be recognised as an active contributor to
the relevant work items; and
- Approved the inclusion of a new work programme item for the NAV Sub-Committee on
“New symbols for AIS aids to navigation”. This item will be included in the Agenda for
NAV56 in 2010 and will last for 4 sessions.

59th SESSION OF THE TECHNICAL COOPERATION COMMITTEE (TC59) MEETING
IMO Headquarters, London, 10-12 June
The Technical Co-operation Committee (TCC) held its 59th session from 23 to 25 June 2009, under
the chairmanship of Mr. Ben OWUSU-MENSAH (Ghana). The IHO was represented by Captain
BERMEJO (IHB)
The Committee considered the Interim Report on 2008-2009 which summarized the results of
implementation achieved during 2008 and also included an appendix listing the information on
operational programmes in 2008. The Committee was informed that the comprehensive biennial report
for 2008-2009 would be submitted to the Committee at its June session in 2010.
The Committee outlined the salient results achieved during the first year of the 2008-2009 biennium
and tabled the proposed Integrated Technical Co-operation Programme (ITCP) for the 2010-2011
biennium.
Information was provided about 17 bilateral technical co-operation trust funds in operation, which
provided financial support for IMO‟s technical assistance activities. Ten of these bilateral trust funds
had been established with government agencies and the rest with international and regional
organizations.
The Secretariat introduced a report on the inaugural activities of the International Maritime Safety,
Security and Environment Academy (IMSSEA), following its establishment in 2008 by the
Government of Italy and the Committee was informed of the success of the Academy‟s inaugural
