space recreation<br />

areas, habitat<br />

preservation areas,<br />

and recreational trail<br />

networks.<br />

Consideration <strong>of</strong> regional planning influences is important for any park<br />

planning effort because it enables planners to anticipate and coordinate<br />

with regional planning efforts and issues that affect the park. For this<br />

general plan, planning influences focus on the region around Big Basin<br />

Redwoods SP, Butano SP, Año Nuevo SP, Portola Redwoods SP, and Castle<br />

Rock SP, as well as the northern boundary <strong>of</strong> Henry Cowell Redwoods SP.<br />

Big Basin Redwoods SP is integrated within a regional landscape <strong>of</strong> open<br />

space recreation areas, habitat preservation areas, and recreational trail<br />

networks. Planning consideration is also given to major access routes<br />

from areas providing significant visitation to the park as well as<br />

connections to other regional recreation destinations.<br />

Although Big Basin Redwoods SP is the largest single park in the region,<br />

several other state and county parks, the nearby recreation areas <strong>of</strong> the<br />

Midpeninsula Regional Open Space District, and many other public and<br />

private open space ownerships also preserve natural and cultural<br />

resources and provide recreational opportunities and facilities. Open<br />

space networks and recreational corridors link the park with other nearby<br />

parks and preserves, as well as provide connections to major trails serving<br />

the San Francisco Bay Area.<br />

Several agencies have regulatory or management authority within this<br />

region. Big Basin Redwoods SP falls under two county jurisdictions, with<br />

its southern portion in Santa Cruz County and the northern in San Mateo<br />

County. The park draws a significant amount <strong>of</strong> its visitation from nearby<br />

Santa Clara County. The park is within the Coastal Zone and under the<br />

jurisdiction <strong>of</strong> the Santa Cruz County Local Coastal Program and the San<br />

Mateo County Local Coastal Program. The park also spans areas regulated<br />

by various air and water quality boards and regional planning agencies.<br />

Several major state and county roads provide access.<br />

Many <strong>of</strong> the non-governmental organizations, such as the Sempervirens<br />

Fund, The Trust for Public Land, and the Peninsula Open Space Trust, are<br />

acquiring property in the area around Big Basin Redwoods SP with the<br />

intent <strong>of</strong> preserving it in perpetuity as open space. Due to the influx <strong>of</strong><br />

suburban development in the Half Moon Bay area, San Mateo County is<br />

also increasing its efforts to maintain its coastal lands in open space.<br />

Policies <strong>of</strong> existing regional planning documents that are most pertinent<br />

to planning for Big Basin Redwoods SP are summarized below:<br />

present a “set <strong>of</strong> policies and programs to guide future growth and<br />

development in a manner consistent with the goals and quality <strong>of</strong> life<br />
