MINUTES OF THE REGULAR MEETING – December <strong>13</strong>, <strong>2011</strong><br />
I. CALL TO ORDER - Chairman Mike Benard called the meeting to order at 2:04 p.m. at the <strong>Western</strong><br />
<strong>DuPage</strong> <strong>Special</strong> <strong>Recreation</strong> <strong>Association</strong> office located at 116 N. Schmale Road Carol Stream, Illinois.<br />

Pawlowski/Biondo moved to approve the Consent Agenda. All in favor; none opposed; motion passed.<br />
VI.<br />
MEMBER DISTRICT SPECIAL EVENTS - Each member district highlighted their upcoming events.<br />
VII. CORRESPONDENCE – File was passed for Board member’s review of press clippings, and general<br />
correspondence that would be of interest to the board.<br />
VIII. DIRECTOR’S REPORT - Gbur mentioned highlights in her Six Months Report and reported that<br />
WDSRA Earned the Illinois Distinguished Park and <strong>Recreation</strong> Accreditation with a score of 497.36 out of 500.<br />
Gbur thanked the staff for their hard work to become an accredited agency. Chairman Benard and Director Gbur will<br />
receive the award plaque at the State Conference in January 20<strong>12</strong>.<br />
IX. FINANCE TASK FORCE REPORT - Benard reported that the Finance Task Force minutes from the<br />
September 15, <strong>2011</strong>1 meeting were included in the packet for information and then reviewed the Budget<br />
Assumptions and asked board members to provide feedback.<br />
X. NEW BUSINESS – Warrenville Park District <strong>Special</strong> <strong>Recreation</strong> Budget – McGury/Pawlowski moved to<br />
approve the Warrenville Park District <strong>Special</strong> <strong>Recreation</strong> Budget. The motion was unanimously approved.

Two resolutions were presented for board approval. Resolution #11-03 to join Illinois Institutional Investors<br />
Trust – Dillow/McGury moved to approve Resolution #11-03. All in favor; none opposed; motion passed.<br />
Resolution #11-04 – Authorizing Issuance of Individual Procurement Cards was presented. Pawlowski/Dillow<br />
moved to approve Resolution #11-04. All in favor; none opposed; motion passed.<br />
Benard asked that Gedvilas update the finance policy with internal control information showing purchasing limits for<br />
staff.<br />
Approval of IAPD Credentials – Pawlowski/McGury moved to approve the IAPD Credentials as follows:<br />
Delegate: Diane Dillow 2 nd Alternate: Gary Major<br />
1 st Alternate: Mike Benard 3 rd Alternate: Mark Pawlowski<br />
All in favor; none opposed; motion passed. There was no Old Business.<br />
XI. RECREATION REPORT – Miner stated that the PDRMA Safety Review was completed on November 14 th ,<br />
with a score of 96% for the <strong>2011</strong> review. WDSRA will be reviewed again in 2014. Miner announced that participant,<br />
Anna Maggio was selected as the Kiwanis International winner of the Aktion Club Speech Contest. This is the first<br />
WDSRA participant to win such a distinction. The <strong>DuPage</strong> Boomers, www.dupageboomers.com website has a new<br />
look and was updated to include the new winter/spring offerings. Staff also created a Facebook page for the <strong>DuPage</strong><br />
Boomers www.facebook.com/<strong>DuPage</strong>Boomers. Miner asked board members to help spread the word to other<br />
members within their districts.<br />
XII. COMMUNICATIONS & DEVELOPMENT REPORT - Jackman provided highlights from her Development<br />
report and indicated that the actual dollar amount of pending grants is $88,000 and not $48,800 as indicated in her<br />
report.<br />
Jackman mentioned that Foundation board members would attend some of the Park District boarding meetings to<br />
introduce themselves and to invite commissioners to the March 10 auction. She also mentioned that Sponsorships<br />
have started to come in for the Auction.<br />
XIII. CLOSED SESSION – Biondo/Dillow move into closed session at 2:28 p.m for the purpose of review of<br />
closed session minutes in accordance with 5ILCS <strong>12</strong>0/2(c) (21) and for purposes of personnel/compensation in<br />
accordance with 5 ILCS <strong>12</strong>0/2 (c) (1). The motion passed with a Roll Call:<br />
