Employee of the Month from Evergreen.<br />

STUDENT RECOGNITION<br />

Deborah Carnahan, music teacher at <strong>East</strong><br />

<strong>Whittier</strong> Middle <strong>School</strong>, and some of her<br />

students shared their experiences and awards<br />

earned from their trip to New York and<br />

Carnegie Hall in April with the Board and<br />

administrators.<br />

BOARD MEMBER REPORTS<br />

AND COMMENTS<br />

Comments of Mr. Elbling<br />

Stated he attended the Hall of Fame last<br />

Friday with Mr. Gardiner, which was a<br />

fabulous event. Said it strikes him that he<br />

sometimes feels like the new guy when he<br />

sees so many people being recognized with<br />

20 and more years in the district and that is a<br />

testament to all the great things happening in<br />

the <strong>District</strong>.<br />

Said he is looking forward to seeing as many<br />

people as possible next week at the open<br />

houses.<br />

Comments of Mr. Gardiner<br />

He congratulated Mrs. Carnahan and the<br />

students for the outstanding performance and<br />

wished them well this year and in the years to<br />

come.<br />

Said he toured Ceres <strong>School</strong> with Mrs.<br />

Sanders and had the opportunity to see some<br />

very exciting programs in the classrooms.<br />

Comments of Ms. Sullivan<br />

Said she was sorry she was unable to attend<br />

the Hall of Fame, but will be attending the<br />

Scott Avenue talent show.<br />

Also reminded everyone that the Cal High<br />

senior projects will be happening on May 30,<br />

31 and June 1.<br />

Comments of Mr. Urteaga<br />

Said he would like to see the special events’<br />

photos posted to promote our schools.<br />

Comments of Mr. Aparicio<br />

He also congratulated the <strong>East</strong> <strong>Whittier</strong> band<br />

and thinks it’s a great experience for the kids,<br />

not only performing there but also getting an<br />

educational experience out of it.<br />

Said he is looking forward to going to the<br />

open houses and feels it is one of the most<br />

enjoyable parts of being a Board<br />

member–being able to see all the hard work<br />

being done by the students and teachers.<br />

He wished all the students the best of luck on<br />

their CST tests over the next week and<br />

thanked all the teachers for their hard work.<br />

ASSOCIATION COMMENTS<br />

Comments of CSEA<br />

Julia Gleich, Vice President, spoke about the<br />

elimination of classified services. She said<br />

that although it is devastating to those losing<br />

their positions, she has spoken to the<br />

multimedia and library clerks who would be<br />

affected and they all asked what would<br />

happen to the kids. Said they are all aware of<br />

the budgetary woes, but hoped that when<br />

times got better these positions would be<br />

restored.<br />

She reminded the Board and administrators of<br />

the CSEA pizza party at 3 Alarm Pizza in La<br />

Mirada next Wednesday at 5:00 - 8:00 p.m.<br />

She thanked Mr. Elbling for his donation of<br />

movie tickets for the event.<br />

Comments of EWEA<br />

Dan Parsons, president, commented that we<br />

all need to take a look at our budgets to see<br />

how we can operate in the future to anticipate<br />

the kinds of difficulties we are now facing<br />

with the cuts and the dire circumstances we<br />

will face if the governor’s initiative does not<br />

pass. Said, through the Interest-Based<br />

Bargaining process, a lesser health plan and<br />

two additional furlough days for this year and<br />

four for next year were agreed to and ratified.<br />

However, they have already had one meeting,<br />

with another planned for May 24, to discuss<br />

a contingency plan for additional furlough<br />

days in case the governor’s initiative does not<br />

pass. He said it makes all of us look as if we<br />

were not able to anticipate this drop in<br />

income. Said the level of concern among the<br />

teachers and others, the stress and financial<br />

disaster is real. Also said he is concerned<br />

about those that will be unable to sustain<br />

additional cuts to their income and may<br />

default on their mortgages or car payments or<br />

provide for their families. Stated it may be<br />

the time to consider not filling administrative<br />

vacancies, at least for this coming year. Said<br />

education has become a political football and<br />

said this must end and they must begin to<br />

provide adequate resources in order to have<br />

the tools to meet all the needs of our students.<br />

SUPERINTENDENT’S<br />

COMMENTS<br />

Said the governor presented his May Revise.<br />

He is proposing not to cut education any<br />

more than stated in his January budget, but<br />

the difficult thing is he is using public<br />

education as the hostage for his tax initiative.<br />

Governor said today that if the election does<br />

not pass, he will allow the school year to be<br />

reduced to 160 days. Said for out district we<br />

are looking at a need to reduce down to 166<br />

days. Stated some districts have taken the<br />

stand that if this happens, they have decided<br />

to make the cuts now and have given May<br />

notices. Said Carlsbad, a district the<br />

approximate size of ours, has cut 150 teachers<br />

(we would have lost approximately 108).<br />

Said we must get the initiative passed and he<br />

is really pleased that the work of CTA<br />

statewide and CSEA statewide and all the<br />

organizations working together got the<br />

initiative on the ballot.<br />

Said he attended the Distinguished <strong>School</strong>s<br />

and High Achieving Title I <strong>School</strong>s awards<br />

this last week. Also got word that some of<br />

our schools were receiving recognition by the<br />

business community. Dorka Duron, Assistant<br />

Superintendent - ESS, explained a little bit<br />

about the award from the California Business<br />

Education group. Said there are three areas


looked at to receive this award–achievement,<br />

improvement over 3 years and the issues of<br />

equity. Said eight of our elementary schools<br />

were receiving this award: Ceres, Evergreen,<br />

La Colima, Mulberry, Murphy Ranch, Ocean<br />

View, Orchard Dale and Scott Avenue.<br />

It was moved by Mr. Gardiner, seconded by<br />

Mr. Elbling and voted unanimously by those<br />

present to approve Resolution 19/11-12,<br />

proclaiming the Week of May 20 - 26, 2012,<br />

as Classified <strong>School</strong> Employees Week in the<br />

<strong>East</strong> <strong>Whittier</strong> <strong>City</strong> <strong>School</strong> <strong>District</strong>.<br />

PUBLIC HEARING - CATEGORICAL<br />

FLEXIBILITY<br />

The public hearing on Categorical Flexibility<br />

opened at 7:05 p.m. Dr. Gillentine explained<br />

what this item was and the hearing closed at<br />

7:11 p.m.<br />

TRANSFERS<br />

It was moved by Ms. Sullivan, seconded by<br />

Mr. Gardiner and voted unanimously by those<br />

present to approve the categorical flexibility<br />

transfers for 2012-13.<br />

RESOLUTION 20/11-12, REDUCTION<br />

OF CLASSIFIED SERVICES<br />

It was moved by Mr. Gardiner, seconded by<br />

Ms. Sullivan and voted 2 - 3, Aparicio and<br />

Gardiner for and Elbling, Sullivan and<br />

Urteaga against approving Resolution 20/11-<br />

12, Reduction of Classified Services for the<br />

2012-2013 school year. This item will return<br />

on June 11, 2012, with additional<br />

information.<br />

APPOINTMENT OF CAC<br />

REPRESENTATIVES<br />

It was moved by Mr. Gardiner, seconded by<br />
