• Our population is circa 80,000.<br />
• There are three major settlements: Selby, Tadcaster <strong>and</strong> Sherburn in<br />
Elmet.<br />
• Ours is a mainly rural <strong>district</strong> with the majority of the population living in<br />
villages, hamlets <strong>and</strong> isolated settlements.<br />

than other North Yorkshire authorities. The most prosperous wards are<br />
Brayton, Riccall with Escrick, Tadcaster East, Monk Fryston <strong>and</strong> South<br />
Milford. However, our <strong>district</strong> is also home to some of the most<br />
deprived wards in the country; such as Selby Town.<br />
• Our economy is well developed: Agriculture, power generation,<br />
brewing, glass manufacture are traditional <strong>and</strong> important but many new<br />
companies are exp<strong>and</strong>ing in <strong>and</strong> relocating to our <strong>district</strong>.<br />
• We have good transport links: there are direct trains to London,<br />
motorway access to the entire country <strong>and</strong> excellent links to York,<br />
Leeds <strong>and</strong> Doncaster.<br />
• Due to rural isolation <strong>and</strong> lack of public transport, our <strong>district</strong> has the<br />
highest percentage of people who travel to work by car in North<br />
Yorkshire.<br />
• Our health presents a mixed picture: 92% of residents believe that their<br />
health is good but 16% have a limiting long term illness <strong>and</strong> life<br />
expectancy is low compared to other North Yorkshire <strong>district</strong>s.<br />
• Our housing: most homes (78%) are owner occupied; higher than the<br />
national average of 68%. The average house price increased by 143%<br />
between 1999 <strong>and</strong> 2004.<br />
• Our education: our <strong>district</strong> has 43 primary schools, 6 LEA secondary<br />
schools, 2 public secondary schools <strong>and</strong> nearly 200 early years<br />
settings. Selby College offers further education for adults aged 16+ <strong>and</strong><br />
North Yorkshire County Council’s Continuing Education Service<br />
provides opportunities for all. Local school results are generally above<br />
the national averages.<br />
• Our children: our <strong>district</strong> benefits from a ‘Sure Start’ programme to<br />
combat child poverty <strong>and</strong> multiple disadvantage.<br />
• Our safety: our <strong>district</strong> has a low crime rate but some residents are<br />
concerned about anti social behaviour, illegal drugs <strong>and</strong> alcohol abuse.<br />

Selby’s Local Strategic Partnership: What is it?<br />
The Selby District Local Strategic Partnership is a partnership of organisations<br />
that are involved in delivering services <strong>and</strong> providing advice in the <strong>district</strong>. The<br />
partnership looks at how it can work together better to tackle the main<br />
problems in the area by providing a picture of the overall quality of life for<br />
people living in the <strong>district</strong>.<br />
The partnership includes representatives from the public sector (for example,<br />
the local health, education <strong>and</strong> police services), from the voluntary <strong>and</strong><br />
community sectors (for example, Selby District Association for Voluntary<br />
Services) <strong>and</strong> from the private sector (for example, major employers <strong>and</strong><br />
chambers of commerce).<br />
The Selby District Local Strategic Partnership will:<br />
1. provide leadership <strong>and</strong> focus<br />
2. define local needs<br />
3. secure resources <strong>and</strong> take action for the <strong>district</strong> <strong>and</strong> it’s communities;<br />
4. work with our partners to improve the connections between agencies <strong>and</strong><br />
their services in the area; <strong>and</strong><br />
5. co-ordinate actions arising from the Sustainable Community Strategy.<br />
The partnership has produced a Sustainable Community Strategy consisting<br />
of a five year plan for the future of the area that looks at ways of enhancing<br />
the area’s economy, image <strong>and</strong> environment, with the aim of building strong,<br />
inclusive, healthy <strong>and</strong> safe communities.<br />
The five-year plan focuses on five key priorities:<br />
1. Targeting <strong>and</strong> coordinating our efforts in the areas of greatest need<br />
2. Working with our community<br />
3. Developing sustainable communities<br />
4. Developing our three market <strong>town</strong>s <strong>and</strong> surrounding rural areas<br />
5. Improving the image of the area<br />
There are four subgroups that are responsible for putting into practice the<br />
action plans of the Selby District Sustainable Community Strategy. The<br />
subgroups involve a wider range of partners as well as those represented on<br />
the forum steering group.<br />

The Yorkshire Forward Urban Renaissance<br />
Programme<br />
Yorkshire Forward’s Urban Renaissance Programme spearheads a range of<br />
strategic innovative interventions designed to help create vibrant urban<br />
economies, promote best practice <strong>and</strong> innovation in urban design <strong>and</strong> the<br />
delivery of accessible <strong>and</strong> attractive urban environments.<br />
The Urban Renaissance programme is about making places <strong>and</strong><br />
neighbourhoods that have a good quality of life. This encompasses access to<br />
jobs <strong>and</strong> opportunities, housing <strong>and</strong> the physical environment, facilities,<br />
transport, green spaces <strong>and</strong> play, <strong>and</strong> a sense of security <strong>and</strong> community.<br />
There is good evidence that ‘quality of place’ has a strong influence as an<br />
underpinning driver of regional economic performance. The Selby District<br />
Renaissance Programme aims to achieve this step change in the economic<br />
fortunes of the <strong>town</strong>s within the <strong>district</strong>.<br />
The Vision set out in the Charter for the Selby District Renaissance is :<br />
We, the communities <strong>and</strong> stakeholders of Tadcaster, Sherburn-in-Elmet <strong>and</strong><br />
Selby, commit ourselves to the physical, social <strong>and</strong> economic renaissance of<br />
the <strong>town</strong>s so that...<br />
• they become good places to live with a range of high-quality affordable<br />
housing. We will encourage population growth by accommodating new<br />
housing in the most sustainable locations so that it supports <strong>town</strong> centres<br />
<strong>and</strong> creates attractive sustainable communities.<br />
• they are focused on thriving <strong>town</strong> centres, with bustling shops, high quality<br />
services <strong>and</strong> attractive environments serving the people of the <strong>town</strong>s <strong>and</strong><br />
visitors.<br />
• they make the most of their rich heritage <strong>and</strong> history as a source of identity<br />
<strong>and</strong> pride, as a way of projecting a positive image <strong>and</strong> as a magnet for<br />

• they embrace the change in the energy industry following the closure of<br />

control flooding, to improve the appearance <strong>and</strong> navigability of the river<br />

By the end of March <strong>2009</strong> £5 million will have been invested in the<br />
Renaissance of Selby District, focussing on the three main <strong>town</strong>s - Selby,<br />
Tadcaster <strong>and</strong> Sherburn-in-Elmet.<br />
Yorkshire Forward - the Regional Development Agency charged with<br />
stimulating the economy <strong>and</strong> improving the quality of life in the Yorkshire<br />
region - the SDC Renaissance Team <strong>and</strong> Town Teams representing the local<br />

centres vibrant, memorable <strong>and</strong> prosperous, each with their own distinct<br />
identity <strong>and</strong> character.<br />
Around £150 million has already been spent on new buildings in the Selby<br />
District over the last two years through private investment, with £500 million<br />
more committed from 2008. While that's encouraging for the local economy,<br />
Selby District badly needs new jobs to reduce the effect of residents<br />
commuting to work in Leeds, York or Wakefield. Renaissance projects will<br />
help provide the right environment to encourage investment into the <strong>district</strong><br />
<strong>and</strong> support sustainable economic growth for future generations.<br />

Introduction to the Quality Parish <strong>and</strong> Town Council Scheme<br />
The Quality Parish <strong>and</strong> Town Council scheme was launched in<br />
June 2003, following the publication of the governments Rural<br />
White Paper, 2000. The scheme was designed to provide a<br />
benchmark minimum st<strong>and</strong>ards for <strong>parish</strong> <strong>and</strong> <strong>town</strong> <strong>council</strong>s <strong>and</strong><br />
enable them to better represent the communities they serve. The<br />
scheme also aims to give enhance relationships between local<br />
<strong>council</strong>s, principal authorities <strong>and</strong> community <strong>and</strong> voluntary sector<br />
organisations. In order to achieve Quality status, <strong>parish</strong> <strong>and</strong> <strong>town</strong> <strong>council</strong>s<br />
must demonstrate that they have reached the st<strong>and</strong>ard required by<br />
passing several tests. These tests are summarised below;<br />

• Qualifications of the Clerk<br />
• Council Meetings<br />
• Communications<br />
• Annual Report<br />
• Accounts <strong>and</strong><br />
• Code of Conduct<br />
The tests exceed the statutory duties of <strong>parish</strong> <strong>and</strong> <strong>town</strong> <strong>council</strong>s <strong>and</strong><br />
represent the st<strong>and</strong>ards that an efficient, well run <strong>parish</strong> <strong>council</strong> should<br />
achieve.<br />
Since the Quality Parish <strong>and</strong> Town Council<br />
scheme was launched good progress has been<br />
made. Many <strong>parish</strong> <strong>council</strong>s have already<br />
achieved Quality status <strong>and</strong> the number is<br />
rising steadily. We have two in our <strong>district</strong>;<br />
Fairburn <strong>and</strong> Selby Town. For a full list of the<br />

In addition, many many clerks have registered for the Certificate in Local<br />
Council Administration, the bespoke qualification for the sector, which is<br />
seen by many <strong>council</strong>s as the last part in the jigsaw to achieve status, <strong>and</strong><br />
provides an indication of how many Parish <strong>and</strong> Town Councils may<br />
achieve Quality status in the near future.<br />
