Selby District - Some Facts and Figures
• Our population is circa 80,000.
• There are three major settlements: Selby, Tadcaster and Sherburn in
Elmet.
• Ours is a mainly rural district with the majority of the population living in
villages, hamlets and isolated settlements.
• Ours is a fairly wealthy district: it has the third highest annual
household income in North Yorkshire and has fewer low paid workers
than other North Yorkshire authorities. The most prosperous wards are
Brayton, Riccall with Escrick, Tadcaster East, Monk Fryston and South
Milford. However, our district is also home to some of the most
deprived wards in the country; such as Selby Town.
• Our economy is well developed: Agriculture, power generation,
brewing, glass manufacture are traditional and important but many new
companies are expanding in and relocating to our district.
• We have good transport links: there are direct trains to London,
motorway access to the entire country and excellent links to York,
Leeds and Doncaster.
• Due to rural isolation and lack of public transport, our district has the
highest percentage of people who travel to work by car in North
Yorkshire.
• Our health presents a mixed picture: 92% of residents believe that their
health is good but 16% have a limiting long term illness and life
expectancy is low compared to other North Yorkshire districts.
• Our housing: most homes (78%) are owner occupied; higher than the
national average of 68%. The average house price increased by 143%
between 1999 and 2004.
• Our education: our district has 43 primary schools, 6 LEA secondary
schools, 2 public secondary schools and nearly 200 early years
settings. Selby College offers further education for adults aged 16+ and
North Yorkshire County Council’s Continuing Education Service
provides opportunities for all. Local school results are generally above
the national averages.
• Our children: our district benefits from a ‘Sure Start’ programme to
combat child poverty and multiple disadvantage.
• Our safety: our district has a low crime rate but some residents are
concerned about anti social behaviour, illegal drugs and alcohol abuse.

Selby’s Local Strategic Partnership: What is it?
The Selby District Local Strategic Partnership is a partnership of organisations
that are involved in delivering services and providing advice in the district. The
partnership looks at how it can work together better to tackle the main
problems in the area by providing a picture of the overall quality of life for
people living in the district.
The partnership includes representatives from the public sector (for example,
the local health, education and police services), from the voluntary and
community sectors (for example, Selby District Association for Voluntary
Services) and from the private sector (for example, major employers and
chambers of commerce).
The Selby District Local Strategic Partnership will:
1. provide leadership and focus
2. define local needs
3. secure resources and take action for the district and it’s communities;
4. work with our partners to improve the connections between agencies and
their services in the area; and
5. co-ordinate actions arising from the Sustainable Community Strategy.
The partnership has produced a Sustainable Community Strategy consisting
of a five year plan for the future of the area that looks at ways of enhancing
the area’s economy, image and environment, with the aim of building strong,
inclusive, healthy and safe communities.
The five-year plan focuses on five key priorities:
1. Targeting and coordinating our efforts in the areas of greatest need
2. Working with our community
3. Developing sustainable communities
4. Developing our three market towns and surrounding rural areas
5. Improving the image of the area
There are four subgroups that are responsible for putting into practice the
action plans of the Selby District Sustainable Community Strategy. The
subgroups involve a wider range of partners as well as those represented on
the forum steering group.

The Yorkshire Forward Urban Renaissance
Programme
Yorkshire Forward’s Urban Renaissance Programme spearheads a range of
strategic innovative interventions designed to help create vibrant urban
economies, promote best practice and innovation in urban design and the
delivery of accessible and attractive urban environments.
The Urban Renaissance programme is about making places and
neighbourhoods that have a good quality of life. This encompasses access to
jobs and opportunities, housing and the physical environment, facilities,
transport, green spaces and play, and a sense of security and community.
There is good evidence that ‘quality of place’ has a strong influence as an
underpinning driver of regional economic performance. The Selby District
Renaissance Programme aims to achieve this step change in the economic
fortunes of the towns within the district.
The Vision set out in the Charter for the Selby District Renaissance is :
We, the communities and stakeholders of Tadcaster, Sherburn-in-Elmet and
Selby, commit ourselves to the physical, social and economic renaissance of
the towns so that...
• they become good places to live with a range of high-quality affordable
housing. We will encourage population growth by accommodating new
housing in the most sustainable locations so that it supports town centres
and creates attractive sustainable communities.
• they are focused on thriving town centres, with bustling shops, high quality
services and attractive environments serving the people of the towns and
visitors.
• they make the most of their rich heritage and history as a source of identity
and pride, as a way of projecting a positive image and as a magnet for
visitors.
• they are able to look to the future by building on their current industries
while diversifying their economies through a range of high-tech,

knowledge and eco-industries.
• they embrace the change in the energy industry following the closure of
the mines and promote energy efficiency and renewable forms of heat and
power generation.
• they work creatively to manage the water that dominates the district to
control flooding, to improve the appearance and navigability of the river
and increase the attractions of the area to visitors and wildlife.
The key themes are consequently:
• Revitalising town centres
• Growing smart - the creative use of housing growth to reinforce
the towns
• Uncovering the district’s hidden heritage
• Diversifying the economy
• Embracing new futures for the energy industry
• Managing water
By the end of March 2009 £5 million will have been invested in the
Renaissance of Selby District, focussing on the three main towns - Selby,
Tadcaster and Sherburn-in-Elmet.
Yorkshire Forward - the Regional Development Agency charged with
stimulating the economy and improving the quality of life in the Yorkshire
region - the SDC Renaissance Team and Town Teams representing the local
communities, have all been working together to make the region's town
centres vibrant, memorable and prosperous, each with their own distinct
identity and character.
Around £150 million has already been spent on new buildings in the Selby
District over the last two years through private investment, with £500 million
more committed from 2008. While that's encouraging for the local economy,
Selby District badly needs new jobs to reduce the effect of residents
commuting to work in Leeds, York or Wakefield. Renaissance projects will
help provide the right environment to encourage investment into the district
and support sustainable economic growth for future generations.

Introduction to the Quality Parish and Town Council Scheme
The Quality Parish and Town Council scheme was launched in
June 2003, following the publication of the governments Rural
White Paper, 2000. The scheme was designed to provide a
benchmark minimum standards for parish and town councils and
enable them to better represent the communities they serve. The
scheme also aims to give enhance relationships between local
councils, principal authorities and community and voluntary sector
organisations. In order to achieve Quality status, parish and town councils
must demonstrate that they have reached the standard required by
passing several tests. These tests are summarised below;

• Qualifications of the Clerk
• Council Meetings
• Communications
• Annual Report
• Accounts and
• Code of Conduct
The tests exceed the statutory duties of parish and town councils and
represent the standards that an efficient, well run parish council should
achieve.
Since the Quality Parish and Town Council
scheme was launched good progress has been
made. Many parish councils have already
achieved Quality status and the number is
rising steadily. We have two in our district;

In addition, many many clerks have registered for the Certificate in Local
Council Administration, the bespoke qualification for the sector, which is
seen by many councils as the last part in the jigsaw to achieve status, and

achieve Quality status in the near future.
