category. They should also be actively engaged in the development and field testing of various end-use devices in RETs. The policy should reflect fully the role to be played by these agencies for their active participation and concrete contribution in its development. The Exhibit 4 shows the basic framework of institutional linkages among various institutions in the development of RETs. The existing roles of various institutions are needed to be assessed from time to time, if necessary. If a need arises a separate ministry should be created for accelerated development of RETs. It is expected that a well defined role and linkage among institutions will facilitate their coalition towards achieving national as well as individual institution's goal. Promulgation of new legislation for RETs development seems desirable that defines and guarantees institutional roles as well as allows and safe guards the interests of various participating actors. The specific institutional policies proposed to be undertaken are as follows: a) The Alternative Energy Promotion Center (AEPC) of the Ministry of Science and Technology will be the nodal institution for promoting renewable energy in Nepal. The AEPC will be the coordinating agency for RETs related activities of the government sector. In general, it should not be involved directly in the implementation of RET programme.
) An institutional arrangement will be made to effect integrated rural development with renewable energy development activities at central ministry level, which will utilize existing institutions at VDC and DDC level such as district units of the Ministry of Local Development. The RET unit/section will be encouraged to be established in DDC and VDC for the proper exploitation of renewable energy resources and promotion of RETs. The FNCCI and the Chamber of Commerce will be encouraged to mobilize the business community and entrepreneurs - investors in the development of RETs. Also, the research undertaking capability as well as manpower production potentiality of the academic and R&D institutions like RECAST. CES/IOE (Center for Energy Studies). RONAST. IAAS (institute of Agriculture and Animal Science) etc. will be enhanced by developing and following a time bound and result oriented programme. c) In order to attract and protect private investment, protect users right and accelerate growth of RETs. appropriate "Acts, Rules and Regulations and quality assurance measures will be timely improved, formulated and implemented. The improvements of the regulatory regime will promote the development of renewable energy projects and promote the private renewable energy producers and distributors through a more transparent, predictable, and competitive environment, which will result in low cost energy regime. The improved methods of licensing, tax determination, and risk sharing, will help to provide the confidence to the investors, both from within and outside the country. Similarly, an adequate and attractive provision for local grids and wheeling of electricity in acts, rules and regulations will allow the private sector to generate and wheel electricity from a remotely located renewable energy source to an industry located elsewhere. This would result in high load factors, cheaper energy inductive to the private sector investment in renewable energy plants as well as energy intensive industries. d) Renewable energy development programmes will be tied up with local development undertakings by local bodies and also with the Agriculture Perspective Plan (APP) of the country. e) Gender issues and women's participation issues will be integrated with rural energy development in order to reduce/remove drudgery affecting mostly women and children. 4.2 Technical and Research and Development The research and development are one of the critical areas of RETs Promotion Programme and need to be refocused to address the need to make RETs financially sustainable. The improvements in system efficiency depends not only on technical efficiency, equally important is the efficient management of the renewable energy generation plants and the distribution system. In this regard lack of adequate end-use has been identified that renders RETs financially unfeasible. The cost reduction is another main area where R&D should be focussed so that majority of rural population can afford. There is also lack of proper linkage between research and extension in the field of
