Legislation
The objects of Nauru’s legislation will be to:
(a) establish a regime for the efficient management and
regulation of Seabed Mineral Activities being carried out
by ISA Contractors;
(b) establish a system for granting Licenses for ISA
Contractors to engage in Seabed Mineral Activities;
(c) ensure that ISA Contractors carrying out Seabed Mineral
Activities comply with their obligations under UNCLOS
and the ISA’s Rules and Regulations, and to make
enforceable those obligations;
(d) implement the State’s Sponsorship Responsibilities
under UNCLOS ;
(e) assist the State diversify its economy and encourage
foreign investment to promote current and future social
and economic development in the State;
(f) provide effective measures for the protection of the
marine environment and for safety of life and property at
sea in the International Seabed Area in accordance with
UNCLOS and the ISA’s Rules and Regulations;
