B111 Issue Date: 01 July 2009 2. Application of LRIT 2.1. The LRIT requirements entered into force on 01 January 2008 and the requirement to fit a shipborne LRIT equipment is applicable to the following Bahamian registered ships/units engaged on international voyages: Cargo ships, including High Speed craft of 300 1 gross tonnage and above, Passenger ships, including High Speed passenger craft, Mobile Offshore Drilling Units (MODU) that are propelled by mechanical means, Offshore Support Vessels, Special Purpose Ships and Mobile Offshore Units (MOU) of 300 gross tonnage and above that are propelled by mechanical means, Commercial yachts of 300 gross tonnage and above. 2.2. There is a phased process for ships to comply with these requirements. The compliance date is dependent on one or more of the following: 1. Date of construction, 2. Operating GMDSS sea area, 3. Date of radio related survey. All parties are particularly guided to the reference to the radio related survey as The Bahamas requires any applicable vessel to comply by the due date of the radio related survey after 31 st December 2008 or after 01 July 2009 if the vessel is only operating in GMDSS sea area A4. 2.3 Taking into consideration the provisions of MSC.1.Circ.1290 and for the purpose of LRIT implementation, the first radio related survey due date is deemed to be the due date of first renewal or periodical survey of the radio installations (whichever of the two surveys becomes due first) after the compliance date specified in 2.2. The first radio related survey date is not altered as: a result of the transfer of flag to The Bahamas, OR a consequence of any scheduled or unscheduled inspections or surveys , OR any additional or occasional surveys. 1 For the purpose of LRIT, the gross tonnage is deemed to be the tonnage measured in accordance with the International Convention on Tonnage Measurement of Ships 1969 Contact: lrit@bahamasmaritime.com 2 of 13 Revision No. 03 www.bahamasmaritime.com
B111 Issue Date: 01 July 2009 2.4 For the purpose of The Bahamas requirements for LRIT and notwithstanding the definitions provided in the SOLAS regulations and IMO guidelines, the following terms are deemed to apply: Company is the entity responsible for the management of the ship in accordance with the ISM Code. For ships which the ISM Code is not applicable, the Company is the Managing Owner in accordance with Section 52 of the Bahamas Merchant Shipping Act Conformance test result is the document that is issued by the Authorized Testing ASP outlining the results of the conformance test. This document is provided to the BMA in order to obtain a Conformance Test Report (CTR). Conformance Test Report (CTR) is the document issued by the BMA to certify that the LRIT equipment has successfully completed a conformance test Gross tonnage is the tonnage measured in accordance with the International Convention on Tonnage Measurement of Ships 1969 International voyage is a voyage that is outside the territorial waters of The Bahamas and between two or more countries, which may include a voyage between a port/location in The Bahamas to another country Radio related survey is the survey for Passenger Ship Safety Certificate, Cargo Ship Safety Certificate, High Speed Craft Certificate, Mobile Offshore Drilling Unit Certificate, Cargo Ship Safety Radio Certificate, Caribbean Cargo Ship Safety Certificate, Mobile Offshore Unit Certificate, Certificate of Compliance with the UK Code for Large Commercial Yachts and any other certificates covering such purposes Recognized ASP means an Application Service Provider which has been recognized by The Bahamas in accordance with the provisions of paragraphs 5.1.1 and 5.1.2 of the revised performance standards. Vessel : This term will be interchangeable for ship and unit throughout this document 3. Exemptions and Equivalent Arrangements 3.1 Vessels that are operating exclusively in a GMDSS A1 sea area and are fitted with AIS are not required to install LRIT equipment. However such vessels will require an exemption or equivalent arrangement if they engage in an international voyage outside the GMDSS A1 sea area. 3.2 In accordance with the procedures outlined in BMA Information Bulletin no. 8, ships/units specified in paragraphs 2.1 and 3.1 above which are not normally engaged in international voyages but are required to undertake a single international voyage or which are re-positioning from a GMDSS sea area A1 should apply to the vessel’s Recognised Organisation (RO) that issued the affected safety certificate for consideration of exemption or equivalence in accordance with the provisions of SOLAS regulations I/4, IV/3.1, IV/3.2 and V/3. 3.3 Any application, which is submitted under paragraph 3.2 above, should include details of the proposed voyage, including dates, length of voyage, port/place of departure and port/location of destination.
