The day before President Obama’s fifth State of 

the Union Address, Valerie Jarrett, assistant to 

the president, bluntly told this writer in an exclusive 

interview that Obama would not hesitate to 

use the power of his pen to get action on vital 

initiatives that he feels should be passed. At the 

same moment that Jarrett declared Obama would 

take action to attempt to break the GOP’s torpedo 

of vital legislation backed by the White House, 

House Speaker John Boehner was equally blunt 

and saber rattled Obama that he’d better not think 

of taking unilateral action on legislation or else. 

Boehner didn’t spell out what the “or else” would 

be. There was really no need, because Boehner 

– as a troupe of GOP Obama bashers before him 

– is again cynically spinning the bogus line that 

Obama is recklessly usurping the Constitution by 

skirting Congress and going it alone on passing

Super Bowl fever hit the New York City area 

this week, and it afflicted one middle school 

in Washington Heights particularly hard. 

Middle School 328 on 164th Street in Manhattan, 

which is about 90 percent Latino, was 

selected by the NFL to have its students participate 

in the Play 60 Character Camp and 

Healthy Cooking Demo held Tuesday evening 

in a large tent erected along the Hudson 

River. 

On a small football field, coaches taught 6th, 

7th and 8th graders American football fundamentals, 

with Hall of Fame lineman Anthony 

Muñoz on hand to talk to them about the importance 

of hard work and exercise – and to 

squat down to demonstrate proper blocking 

technique, too. 

“This is so much fun,” Muñoz, 55, told Fox 

News Latino. “It’s important that kids stay active, 

and football –the best team sport in the 

legislation. 

Obama is near the bottom on the list of presidents 

in the number of executive orders issued. The last 

president that issued orders at a lower rate than 

Obama was Grover Cleveland. GOP Presidents 

Reagan and George W. Bush issued far more executive 

orders per day in office than Obama. It’s 

not really the number or rate of executive orders, 

however, that Obama has issued that’s raised the 

hackles of the GOP. It’s the executive orders that 

he has issued that have given the GOP ammunition 

to attempt to intimidate and politically bash 

Obama. 

The GOP saw an opening to raise the canard of 

Obama as the alleged Constitutional and congressional 

usurper when he signed a series of orders 

on gun control nearly a year ago. Obama took the 

action precisely because he knew that gun control

As a Latino pioneer in the game, Muñoz is 

gratified to see more and more Hispanics 

in the pro football ranks. “I’ve always been 

proud of my heritage, and it’s great to see 

more and more Latino names on the back of 

the jerseys. And they aren’t all kickers, they’re 

linemen like the Broncos’ Louis Vasquez and 

Manny Ramirez.” 

Muñoz, a 6-foot-6 man with a ridiculously 

bright smile, shows no sign of cognitive trouble, 

but does he worry about the problems 

other NFL linemen have had as a result of 

concussions? 

“I’m always concerned,” he said. “I strapped 

on the pads every day for 20-plus years. But 

the rule changes the NFL enacted are helping. 

I think so.”

Film and art lovers will fall in love with the 

colorful and animated poster that artist 

Jaime Carbo from Baja California has created 

to represent the 21st annual San Diego 

Latino Film Festival, set to take place 

from March 13-23. 

This year’s poster competition received 

more than 50 entries from around the 

world, including Italy, France, South Korea 

and Mexico, making the selection committee’s 

choice a difficult one but ultimately 

went with Carbo’s entry. 

“His vibrant use of colors and collage of 

musicians, artists, filmmakers, dancers 

and more is a great representation of our 

annual film festival,” said Ethan van Thillo, 

Executive Director at the Media Arts Center 

San Diego, the organization that produces 

the festival. 

“Plus the poster represents this years’ very 

entertaining 21st annual San Diego Latino 

Film Festival. Twenty-one years is a time 

to celebrate and the poster represents that 

fun and colorful feeling that we hope to 

bring this year’s event,” Van Thillo added. 

Carbo, who resides in Rosarito, Baja California, 

is also a digital media artist and a 

scenic sculptor for films. He said his art 

influences are Aztec, Olmeca, Tolteca and 

Mayan with a little bit of modern art like 

Pop, Fauvism and Post Impressionism. 

Regarding his use of lively color and simplicity 

comes from his believe that “art 

should evoke inner peace and happiness.” 

As far as having one of his pieces representing 

the festival Carbo said, “I have always 

been a fan of film and some of my 

work has been inspired by movie characters, 

so I am truly honored that my work 

was chosen.” 

Carbo’s poster will be used in promotional 

literature, invitations, banners, programs 

and t-shirts for the festival and he will receive

called it a tribute to kung fu, 

but Asian Americans took to 

their twitter feeds and called it 

out for what it is: pure racism.

Immigration Reform Could Hinge On 

Quiet Handful Of Tea Party Conservatives 

They’re not the conservative 

faction that has been front 

and center in the opposition 

to giving undocumented immigrants 

a chance to legalize 

their status and stay and 

work in the United States. 

The toughest stumbling block 

to a comprehensive immigration 

reform agreement in the 

House of Representatives, 

The Hill reports, may well be 

a quiet group – a handful of 

Tea Party conservatives who 

aren’t the kind of fixtures in 

front of the camera that other 

immigration hardliners, such 

as Rep. Steve King of Iowa 

and Rep. Louie Gomert of Texas, have been 

on the emotionally-charged issue. 

Those quiet critical few, The Hill said, include 

Reps. Jason Chaffetz (Utah), Trey 

Gowdy (S.C.), Justin Amash (Mich.), Renee 

Ellmers (N.C.) and Steve Scalise (La.).

after Tea Party conservatives

Immigration reform seemed on a roll last 

year as a bipartisan group in the Senate 

worked very publicly on a comprehensive 

measure that ultimately called for beefing up 

border security, expanding foreign work visa 

programs, and providing a path to legal status 

for certain undocumented immigrants. 

The Senate passed the bipartisan measure 

in June. 

But almost immediately conservatives in the 

House, where Republicans have a majority, 

vowed not to rubber-stamp the Senate 

measure. 

They said they would act on immigration in a 

piecemeal way. And some of the most conservative 

Republicans said they would not 

approve any measure that called for giving 

a break to people who had broken immigration 

laws. 

And so, efforts to pass an immigration measure 

in the House came to a halt. 

“Libertarians are more inclined to an open 

borders strategy,” said a GOP aide, who 

was not named in The Hill story.

legislation was a virtual dead letter in 

Congress at the time and that there 

was almost no chance that things 

would change given the iron grip that 

the NRA has on Congress. Obama 

would have had to spend precious 

time, energy, and resources jawboning 

anti-gun control congressional 

Democrats, wage an all-out battle 

with the gun lobby, and the NRA, 

and risk losing the political momentum 

that he needed to do battle with 

GOP congressional obstructionists 

in the battles over the debt ceiling, 

spending cuts, and deficit reduction. 

The executive orders on gun checks 

were, as executive orders go, a last 

resort and piecemeal attempt to at 

least get something on the books on 

guns. Obama was under no illusion 

that the executive orders on guns 

could in any way take the place of 

comprehensive gun control legislation. 

Only Congress can pass a gun 

control law that would have the full 

force of law behind it. 

Obama, as most presidents, knows 

that the whimsical or cavalier use 

of executive orders to bypass Congress 

or to legislate from the Oval 

Office not only will trigger a powerful 

public backlash, and reinforce 

the opposition’s usual charge of 

dictatorial abuse, but can and often 

have been overturned by Congress, 

which has the power to change (in 

this case scrap) an executive order. 

The courts also have the same pow- 

er. And there have been times when 

the courts have declared an executive 

order unconstitutional or simply 

vacated the orders. 

That’s not all. An executive order issued 

by one president is not even 

safe from another president. The 

textbook example of the transitory 

nature of an executive order is the 

so-called Mexico City Policy that required 

all non-governmental organizations 

that receive federal funding to 

refrain from performing or promoting 

abortion services as a form of family 

planning in other countries. Reagan 

issued the executive order in 1984. 

Clinton overturned it in 1993. Bush 

reinstated it and Obama rescinded it 

as one of his first acts when he took 

office in January 2009. 

The ultimate proof of the severe limits 

of what an executive order can actually 

accomplish is the executive order 

that Obama said he’d issue and 

the GOP’s cynical and contradictory 

response to it. The GOP adamantly 

opposes Obama’s proposal to hike 

the minimum wage. The executive 

order he’ll issue boosting the minimum 

wage extends only to new federal 

contracts issued and then only 

if other terms of a contractual agreement 

change. Boehner apparently 

suffered momentary amnesia from 

his full throated rip of Obama as a 

tyrant in the use of executive orders 

when he quipped that this executive 

order would have near zero effect.
