Description of duties:<br />

KEY ROLE<br />

Under the direction of the head of the establishment, or such other <strong>office</strong>r as may be<br />

designated by the Local authority, in accordance with the practices and procedures of the<br />

Local authority, the Site Manager will be responsible for the security of the premises and its<br />

contents (including the operation of fire and burglar alarms and key holder responsibilities)<br />

lighting, heating and cleaning of the premises (including maintenance and operation of<br />

plant); porterage and handyperson duties; minor repairs as and when required; termly audit<br />

of risk assessment of buildings, premises and grounds and for reporting any relevant issues<br />

to the governors; managing cleaners sickness annual leave and relevant cover; general<br />

maintenance of school grounds, including termly risk assessments; competitive tendering for<br />

any grounds/premises related costs; to be responsible for the Building Development Plan and<br />

relevant sections of the Schools Improvement Plan; and other duties arising from the use of<br />

the premises, or any other reasonable requests from the Headteacher.<br />

The Site Manager will supervise cleaning staff who work in total 19 hours per week which<br />

may encompass normal administrative processes.<br />

SPECIFIC DUTIES<br />

1. Security of Premises<br />

a) Carrying out security procedures for school building and grounds;<br />

b) Walking around buildings checking that premises have not been disturbed;<br />

c) Switching lights on/off as required;<br />

d) Checking and securing windows and internal doors;<br />

e) Switching on/off appropriate alarm systems;<br />

f) Locking/unlocking school gates and external entrance doors;<br />

g) Preventing trespass on school premises and grounds;<br />

h) Ensuring unauthorised parking of vehicles does not occur;<br />

i) Carrying out recognised procedures in the event of fire, flood, breaking and entering,<br />

accident or major damage;<br />

j) Providing access to the school in the event of emergency situations;<br />

k) Dealing with inquiries from teaching staff, students and pupils, parents, <strong>office</strong>rs and<br />

employees of the Authority, workmen and contractors and members of the public.<br />

2. Lighting and Heating of Premises<br />

a) Cleaning and replacing electric light bulbs or tubes which are in a position where safe<br />

access is available (see Education Codes of Practice);<br />

b) Operating the heating plant so that the required temperatures are maintained in the school<br />

premises and that an adequate supply of hot water is available;<br />

c) Carrying out frost prevention procedures as instructed;<br />

d) Carrying out routine inspection and maintenance procedures in accordance with the<br />

instruction of the Council’s Heating Engineers on ancillary equipment such as checking<br />

automatic pumps in areas subject to flooding;<br />

e) Ensuring that adequate supplies of fuel are maintained at all times;<br />

f) Ensuring that all maintenance carried out on the premises is subject to best value<br />

and that all quotes and tendering procedures are followed in accordance with the<br />

school’s Financial Procedures (available from Headteacher).<br />

3. Cleaning of Premises<br />

a) Cleaning materials must be issued to cleaners solely by the Site Manager and all<br />

instructions on usage of all materials strictly adhered to because of risk to persons or<br />

property;<br />

b) To manage all aspects of cleaning within the school, including staffing, ensuring that the<br />

schools premises and furnishings are cleaned in accordance with the Authority’s standards<br />

and methods;<br />

c) Toilets to be visited at various time of the day, particularly after breaks, to see that<br />

cisterns and automatic flushes are in working order and to lay down disinfectant where<br />

necessary;<br />

e) Walking around play areas and drives daily, picking up paper and litter etc from all areas,<br />

including paths, flowerbeds and grassed areas;<br />

f) Sweeping excess dirt from patios and hard surfaces and clearing leaves during the<br />

Autumn period;<br />

g) Ensuring that dustbin points are clear, emptying litter bins and keeping clean and<br />

distributing bins as required;<br />

h) To rock salt same etc in frosty weather to ensure that all drains, gullies and grids are kept<br />

free flowing and clean, including cleaning blockages;<br />

i) To be responsible for the Cleaning Budget and for ordering sufficient goods under<br />

school procedures. For maintaining best value approach at all times;<br />

j) To be responsible for maintaining accurate records of cleaners absence and for<br />

reporting any issues to Headteacher.<br />

4. Porterage<br />

a) Taking delivery of stores, materials and other goods received by the school and storing<br />

them as instructed;<br />

b) Dispatching laundry, goods, materials etc from the school;<br />

c) Laying out and stacking furniture as required;<br />

d) Collecting and transporting milk in Primary Schools;<br />

e) Any other porterage duties as required by the Headteacher.<br />

5. Safety at Work<br />

a) Ensuring that all staff are aware of the existence and contents of the Education Health &<br />

Safety at Work Codes of Practice;<br />

b) Ensuring that all amendments and additions to the Codes of Practices are distributed to<br />

and read by all staff;<br />

c) Ensuring that all cleaning and caretaking activities are carried out in the safe manner<br />

described in the Codes of Practice;<br />

d) Complying with all procedures required by the Departmental Safety Officer;<br />

e) Ensuring that all cleaning equipment is in a safe working condition.<br />

f) Ensure all appropriate risk assessments are in place.<br />

6. Major and Minor Repairs<br />

a) the Site Manager must draw attention to the appropriate authorities through the<br />

Headteacher of the school, to any repairs or maintenance work required at the school;<br />

b) The Site Manager is responsible for reporting to Governors any repairs<br />

required/taken place on the premises and costs involved;<br />

c) The Site Manager is responsible for co-ordinating any repairs, obtaining best value<br />

for the school and obtaining quotes and tenders as per the schools Financial<br />

Procedures;<br />

e) The Site Manager will conduct any minor repairs within his ability, training and<br />

Health & Safety constraints.<br />

7. Staff Training and Supervision<br />

a) The Site Manager must be responsible for the distribution of work rotas for all cleaning<br />

staff and instructing staff in all aspects of work and cleaning methods;<br />

b) The Site Manager must be responsible for appropriate instruction, either individually or<br />

in groups, of the correct usage of cleaning materials and machinery in accordance with the<br />

Authority’s practices and with particular reference to safe working;<br />

c) Carrying out normal managerial duties, eg maintaining a good working atmosphere and<br />

encouraging team spirit; ensuring good timekeeping, dealing with individual and group<br />

grievances and problems and seeing that work is done correctly and promptly;<br />

d) Responsible for ensuring that weekly/monthly timesheets are completed by staff as and<br />

when required and that any changes to hours, shifts or leave are reported to the<br />

Administration Officer;<br />

e) Responsible for completing forms for requisition of stores and for booking minor repairs.<br />

Dealing with instructions from the Authority concerning the letting of the school premises.<br />

8. Grounds Maintenance<br />

a) The Site Manager is responsible for managing the Grounds Maintenance budget in coordination<br />

with the Headteacher;<br />

b) The Site Manager is responsible for any orders, quotes, tenders and works by outside<br />

agencies/contractors for Grounds Maintenance. He must maintain best value at all times and<br />

work in accordance with the school’s Financial Procedures;<br />

c) The Site Manager is responsible for reporting to Governors any issues relating to Grounds<br />

Maintenance.<br />

9. Reporting<br />

a) The Site Manager will be responsible for all aspects of reporting in relation to Ground<br />

Maintenance, Cleaning and Repairs and Maintenance;<br />

b) He is to write and update the relevant sections of the School Improvement Plan, in coordination<br />

with the Headteacher.<br />
