The DA has designed specific incentives for business owners to employ and train as many people as they can. We know that our past has left millions of South Africans at a severe disadvantage, and that millions of young South Africans continue to bear the brunt of a dysfunctional education system that continually fails to provide learners with the skills needed to become productive contributors to the economy. This commission will create an environment that is able to focus on quality and responsive skills development. This independent body comprised of private and public sector stakeholders will be used to advise the Minister of Labour and his department. b) Promoting skills development The DA will provide incentives to small, medium and large employers to invest in the productivity of their workers. A substantial component of improved productivity is onthe-job training. Therefore it is imperative to get as many people as we can working in jobs where their individual productivity can improve. The current SETA system is costly, wasteful, overly bureaucratic and largely ineffective. One of the failings of the system is that it permits bureaucrats, rather than employers, to identify the skills that businesses need. The DA regards the skills development levy as a tax on employment. We will allow employers to claim back the money that they spend on training employees from the skills development levy. This will encourage businesses to take on unemployed people and up-skill them. c) Attracting skills
