planning, enhanced study and<br />

estimates <strong>of</strong> planned objectives,<br />

reinforced exchanges and<br />

interactions <strong>of</strong> plans within<br />

the academy and its institutes,<br />

worked out roadmaps for<br />

scientific and technological<br />

development in key fields,<br />

and issued the CAS Outline <strong>of</strong><br />

[ 16 ] / CHINESE ACADEMY OF SCIENCES<br />

Development Program for the 12 th Five-year Period, as well as 15<br />

key and special plans covering areas from technological innovation<br />

bases, talents, academic divisions, and infrastructure for research<br />

and education. Besides, experts in various fields were organized<br />

to take part in research and compilation <strong>of</strong> various national plans<br />

and incorporated the CAS strategic planning into relevant national<br />

scientific and technological tasks.<br />

Moreover, each institute affiliated to the CAS took initiatives in<br />

planning its own “Innovation 2020” programs and development<br />

plans for the 12 th Five-year Period.<br />

Piloting “Innovation 2020” Program<br />

Centering on the target tasks at the pilot phase, the trial implement<br />

<strong>of</strong> the “Innovation<br />

2020” was<br />

going smoothly,<br />

with overall<br />

arrangements<br />

being finished and<br />

breakthroughs<br />

in key projects<br />

achieved.<br />

First <strong>of</strong> all, for<br />

Strategic Priority<br />

Research Program, and “three kinds <strong>of</strong> research centers” programs,<br />

related procedures and standards <strong>of</strong> planning, demonstrating,<br />

approving, managing and reviewing were established. With<br />

the efforts <strong>of</strong> hundreds <strong>of</strong> research and management experts<br />

and a series <strong>of</strong> argument and discussion, the first eight special<br />

initiatives were specified in both science and technology goals<br />

and technical routes, which made them more aligned with<br />

the national science and technology plans and a more distinct<br />

mechanism <strong>of</strong> organizational management. As one <strong>of</strong> the<br />

strategic advanced science and technology projects, the “National
