The core purpose of the <strong>Jefferson</strong> <strong>County</strong> <strong>Public</strong><br />

Education Foundation is to improve student<br />

outcomes and the learning of every student in every<br />

school, in collaboration with district leadership,<br />

by engaging the support of business and the<br />

community.<br />

Chairman<br />

The <strong>Jefferson</strong> <strong>County</strong> <strong>Public</strong> Education Foundation has provided valuable<br />

financial resources and ongoing advocacy for the <strong>Jefferson</strong> <strong>County</strong> <strong>Public</strong><br />

<strong>Schools</strong> (JCPS) for 28 years. This complementary support has enabled our<br />

school system to implement critical programs and initiatives while raising<br />

the community profile of the fine work that is being delivered in our public<br />

schools.<br />

The economic landscape continues to offer significant challenges that have<br />

an impact on families, students, and the school systems across the country.<br />

These conditions only amplify the need for financial support. Despite these<br />

difficult conditions, JCPS continues to make progress in a number of areas.<br />

In fact, the work of the Foundation has added relevance given<br />

our community’s attention to educational attainment, including<br />

the recently announced 55,000 Degrees initiative. The Foundation<br />

will be awarding a record number of high school scholarships<br />

in 2011 to support this effort. This program shines<br />

the light on the need for academic attainment and serves to<br />

underscore the importance of education as it relates to the<br />

future economic health of Louisville. This bold undertaking will<br />

require that results improve at every level of the educational<br />

spectrum as we strive, as a community, to reach some aggressive<br />

goals. In turn, this makes the work of the Foundation<br />

as important as ever.<br />

Foundation<br />

The Louisville community’s commitment to education and<br />

spirit of collaboration were demonstrated on numerous occasions during<br />

2010. Here are a few of many examples:<br />

• Our Every 1 Reads initiative continues to have a positive impact on the<br />

reading proficiency of those students in need of reading development.<br />

Thousands of community volunteers have made an invaluable<br />

contribution to the success of this program.<br />

• The i3 innovations grant required a $1 million match. The Foundation<br />

tapped its own resources while facilitating the fundraising effort which<br />

allowed i3 to become a reality.<br />

• Outstanding partnerships with the Rubbertown Business Association<br />

and the Poplar Level Road Business Association helped produce<br />

new playgrounds at Cane Run and Rangeland Elementary <strong>Schools</strong>,<br />

respectively.<br />

I want to personally thank the Foundation’s many benefactors for their incredible<br />

support, which is truly making a difference in the lives of so many JCPS<br />

students. Louisville is blessed to have so many individuals and businesses<br />

that recognize and embrace the importance of public education. We remain<br />

proud to call ourselves a foundation because we are deeply committed to<br />

the long-term effort required to lay the groundwork for our community’s future.<br />

Foundation<br />

About the<br />

The <strong>Jefferson</strong> <strong>County</strong> <strong>Public</strong> Education Foundation was established in July<br />

1983 to financially support the priority initiatives of JCPS in Louisville, Kentucky.<br />

In the early 1980s, the computer era was only beginning and technology<br />

was not as widespread as it is today. The community leaders in Louisville<br />

determined that the best strategy for enhancing our public schools was<br />

to purchase computers for schools. The first major capital campaign<br />

conducted by the <strong>Jefferson</strong> <strong>County</strong> <strong>Public</strong> Education Foundation was to raise<br />

private donations in support of the New Kid in School. This fundraising was<br />

accomplished through the generosity and support of individuals, alumni,<br />

organizations, foundations, and corporations.<br />

In the 1990s, the preschool initiative was implemented and<br />

technology was supported through Tools for <strong>Schools</strong>. This was an<br />

opportunity to upgrade our computers in the classrooms and enroll<br />

3- and 4-year-olds in the JCPS no-tuition preschools.<br />

From 2004 to 2008, the <strong>Jefferson</strong> <strong>County</strong> <strong>Public</strong> Education<br />

Foundation’s priority was Every 1 Reads. Every 1 Reads is a<br />

$16 million campaign partnership with JCPS, Louisville Metro<br />

Government, and Greater Louisville Inc. (GLI).<br />

Innovations<br />

JCPS obtained a grant from the U.S. Department of Education’s (USDOE’s)<br />

$5 million Investing in Innovation i3 grant. The USDOE selected the JCPS<br />

Making Time for What Matters Most Grant as one of its highest-rated applications<br />

in 2010. Per the agreement, the Foundation had to secure $1 million in<br />

match dollars to receive the USDOE grant.<br />

Investing in<br />

Raising the matching funds was accomplished through the generous donations<br />

from AEGON, Brown-Forman, the C. E. and S. Foundation, the Community<br />

Foundation of Louisville, Sandra Frazier, the Gheens Foundation,<br />

the Hilliard Lyons Foundation, the Humana Foundation, the James Graham<br />

Brown Foundation, <strong>Jefferson</strong> <strong>County</strong> <strong>Public</strong> Education Foundation, Kindred,<br />

LG&E and KU Energy, the National Philanthropic Trust, PNC Bank, Yum!<br />

Brands, and WHAS-TV.<br />

The money will support the restructuring of six schools: Fairdale High, Fern<br />

Creek Traditional High, Moore Traditional School, the Academy @ Shawnee,<br />

Valley Traditional High, and Western MST Magnet High. Specifically, the<br />

funds will be used to help these schools improve achievement, decrease<br />

dropout rates, and increase graduation rates. Other goals include increasing<br />

college readiness and access as well as improving teacher and school leaders’<br />

effectiveness.<br />

Cane Run Community Playground<br />

The idea for a community playground at Cane<br />

Run Elementary School was conceived in<br />

October 2009. The Rubbertown Business<br />

Association members were talking to the<br />

Family Resource and Youth Services Center<br />

(FRYSC) coordinator about the school needs,<br />

and the question was asked, “why is there<br />

was no playground?” The answer, in so many<br />

words, was that Cane Run Elementary and<br />

the PTA had been trying for over 20 years<br />

to build a playground. More than 90 percent of the students at the school live<br />

at or below the poverty level, and raising a significant amount of money was a barrier that they had not<br />

been able to overcome. A decision was made right there to build a playground.<br />

Over the next few months, the Rubbertown Business Association formed a committee, lead by John<br />

Gant of Carbide Industries, to raise money for the playground. Later, the DREAM Foundation became<br />

an integral member of the group. The committee focused on the wishes of the school in terms of<br />

what type of playground was needed and how much it was going to cost. The<br />

groundbreaking took place in October 2010 with $181,709.71 to support the<br />

construction of the playground.<br />

Rangeland Elementary School Playground<br />

Poplar Level Road Business Association members<br />

conceptualized building a playground at a school<br />

in their community, so they selected Rangeland<br />

Elementary School. In the fall, the playground<br />

was installed. Thanks to the generosity of area<br />

businesses and Metro Councilwoman Barbara<br />

Shanklin, they raised $55,000.<br />

Anthem Blue Cross Blue Shield<br />

Anthem Blue Cross Blue Shield made a generous contribution of $10,000 to support<br />

Middle School Booster Shots for those in need. A check presentation was made at Myers Middle<br />

School during one of their clinics.<br />

Each year, more individuals are making JCPS their priority when considering<br />

legacy/memorial gifts. During 2010, the <strong>Jefferson</strong> <strong>County</strong> <strong>Public</strong> Education<br />

Foundation awarded the Russell Garth Leadership Award, the David<br />

L. Jones Vocal Endowed Scholarship, the William E. Cummings Memorial<br />

Endowed Scholarship, the Carrie Cloyd Godbey Memorial Scholarship, the<br />

Chris Nelligan Memorial Scholarship, the <strong>Jefferson</strong> <strong>County</strong> Counselors<br />

Carolyn Quire Tugs at Your Heart Scholarship, the Stephanie Kremer<br />

Memorial Scholarship, and the Steve W. Majors Memorial Scholarship.<br />

Morgan Fund of Houston,<br />

donation to this award to<br />

to the recipient’s school.<br />

David L. Jones Vocal Endowed<br />

Scholarship<br />

The Motet Singers are honoring<br />

longtime director David L. Jones by<br />

providing a scholarship that bears<br />

his name. The annual award is made<br />

to a graduating Youth Performing<br />

Arts School (YPAS)/duPont Manual<br />

High School senior who plans to<br />

pursue his or her academic career in<br />

the area of vocal performance.<br />

Chris Nelligan Memorial<br />

Scholarship<br />

The Nelligan family and friends<br />

established a memorial scholarship<br />

at Eastern High School in memory<br />

of Chris Nelligan. The annual award<br />

is given to a graduating senior who<br />

has overcome many life challenges<br />

to successfully complete high school<br />

and pursue a college degree.<br />

Doris Nelligan Memorial Gifts<br />

for the Chris Nelligan Memorial<br />

Scholarship<br />

Doris was Chris’s grandmother,<br />

who passed away on November 7,<br />

2010. Gifts were made to honor her<br />

memory.<br />

Steve W. Majors Memorial<br />

Scholarship<br />

This scholarship was established<br />

by Steve W. Major’s wife, Maria, to<br />

honor his life and accomplishments.<br />

The recipient must be a graduating<br />

Valley Traditional High School senior<br />

with a cumulative grade point average<br />

(GPA) of 3.6 and must be in the<br />

top 10 percent of the senior class.<br />

William E. Cummings Memorial<br />

Endowed Scholarship<br />

Sue Lange endowed this award<br />

in honor of her father, who was an<br />

avid historian in <strong>Jefferson</strong>town. This<br />

scholarship is awarded each year to<br />

an outstanding <strong>Jefferson</strong>town High<br />

School senior who is involved in the<br />

<strong>Jefferson</strong>town community.<br />

Carrie Cloyd Godbey Memorial<br />

Scholarship<br />

This scholarship was made possible<br />

by Carrie Cloyd Godbey’s family<br />

and friends to honor her life and career.<br />

She was a teacher at Frayser<br />

Elementary School. The scholarship<br />

benefits a graduating senior who<br />

is pursuing an education degree at<br />

Murray State University.

Basics for Kids<br />

To benefit the 15th District Parent Teacher Association’s Clothing<br />

Assistance Program<br />

Basics for Kids is a campaign to purchase new uniform clothing for students<br />

in need. For more than 28 years, the 15th District Parent Teacher Association’s<br />

(PTA’s) Clothing Assistance Program (CAP) has been providing<br />

new and used clothing to JCPS students in need. Many of<br />

our community’s families face each new school year without<br />

resources to provide school clothing for their children.<br />

Kids today face many challenges, and economically disadvantaged children<br />

have incredible barriers to overcome. In fact, more than 4,000 children in our<br />

community don’t have appropriate clothes for school. Imagine the price they<br />

pay in self-esteem. Basics for Kids provides these students with school uniform<br />

pants, shirts, underwear, socks, and belts.<br />
