7. ELIGIBILITY<br />
The 2013 <strong>ITTF</strong> World Junior Table Tennis Championships are open to athletes satisfying the<br />
following three conditions:<br />
a) being born in 1995 or later<br />
b) being eligible to represent their national association according to the rules 3.8 and 4.2.3<br />
of the <strong>ITTF</strong> Handbook 2013-2014.<br />
c) selected (by team participation) or qualified for individuals according to this prospectus.<br />

11. PARTICIPATION QUOTAS<br />
Team Events<br />
20 teams will enter the boys and girls <strong>com</strong>petition with a maximum of 4 players per team.<br />
Continental quotas:<br />
Africa: 3 Boys’ Teams 3 Girls’ Teams<br />
Asia: 5 Boys’ Teams 5 Girls’ Teams<br />
Europe: 5 Boys’ Teams 5 Girls’ Teams<br />

In addition to these 19 teams, the Host Association (Morocco) is entitled to one team in<br />
each of the boys’ and girls’ team events.<br />
Individual Events<br />
Boys’ and Girls’ Singles<br />
Up to 96 boys and 96 girls may enter the singles with a maximum of 4 boys and 4<br />
girls per association and with the exception of the Host Association (Morocco) which<br />
is entitled to enter up to six boys and six girls.<br />
The positions for the SINGLES events will be distributed as follows:<br />
‣ Associations qualified for the team events: 20 x 4 athletes 80<br />
‣ Host Association extra places (Morocco) 02<br />
‣ <strong>ITTF</strong> U18 World Junior Individual Ranking (5 th September) 14<br />
TOTAL: 96<br />
A total of fourteen (14 JB and 14 JG) are selected based on their position on the 5 th September<br />
2013 <strong>ITTF</strong> U 18 ranking lists.<br />
Boys’ and Girls’ Doubles<br />
Up to 48 pairs of boys and girls may enter the World Championships with a<br />
maximum of 2 boys’ pairs and 2 girls’ pairs per Association and with the exception<br />
of the Host Association (Morocco), which is entitled to enter up to 3 boys’ pairs and<br />
3 girls’ pairs. These 48 pairs will be <strong>com</strong>posed from the players entered for the<br />
teams and singles events.<br />
In boys and girls doubles events both players of a pair shall be from the same<br />
association.<br />
Each Association may enter a maximum of 4 players (if entitled by team selection or<br />
ranking selection in singles) but it is not permitted to enter different players in the<br />
team event and in the individual events.<br />
Mixed Doubles<br />
Up to 96 mixed pairs may enter the mixed doubles. They will be selected out of the<br />
players entered for the teams and singles events.<br />

Associations may form a mixed doubles pair consisting of players from different<br />
Associations.<br />
Coaches/Officials/Ac<strong>com</strong>panying persons<br />
According to the <strong>ITTF</strong> policy for World Junior Table Tennis Championships, the<br />
number of persons that can join the teams in the “Official Party” is limited as<br />
follows:<br />
For an Association with two teams participating, the maximum is:<br />
‣ 8 Athletes (4 boys and 4 girls)<br />
‣ Two coaches<br />
‣ One Medical Staff<br />
‣ Two delegates<br />
For Associations with one or no team participating and from 5 to 8 players in total<br />
participating in the individual events, the maximum is:<br />
‣ 8 Athletes (4 boys and 4 girls up to the limit of qualified/selected players)<br />
‣ Two coaches<br />
‣ One Medical Staff<br />
‣ One delegate<br />
For Associations with 1 to 4 players participating, the maximum is:<br />
‣ 4 Athletes (up to the limit of qualified/selected players)<br />
‣ One coach for each three players participating (maximum two coaches)<br />
‣ One Medical Staff<br />
‣ One delegate<br />
All other persons wishing to ac<strong>com</strong>pany the teams are subject to special charges, as<br />
mentioned above if they wish to use the “ac<strong>com</strong>panying person’s hospitality<br />
packages”. These packages are limited and subject to availability of places in the<br />
official hotels. Priority will be given to the Official Party of all the delegations.<br />
12. ENTRIES<br />
Note that following the decision of the 2008 <strong>ITTF</strong> AGM, all players participating at the<br />
World Junior Championships in Morocco must provide proof of their eligibility to <strong>com</strong>pete in<br />
this World Title Event; and it is the responsibility of the National Association to provide<br />
such a document to the <strong>ITTF</strong>. At the time of the entry all the players’ passports<br />
have to be submitted (scanned copies). Failing to do so will result in nonacceptance<br />
of the entry.<br />
Any player whose valid passport is not available on the <strong>ITTF</strong> database will be considered as<br />
NOT ENTERED.<br />
The deadline for confirmation of participation for the team events and for the<br />
singles and doubles is Friday 4 th October 2013.<br />
Associations are requested to confirm their participation as soon as possible. Preferably<br />
final entries should be submitted by electronic methods (e-mail).<br />

In order to secure full participation, national associations failing to confirm their<br />
participation according to deadlines will be removed from the list of participants and<br />
replaced by another association.<br />
If a confirmed team fails to arrive in Morocco, its place will not be replaced by another<br />
team. NO REPLACEMENTS WILL BE DONE AFTER THE DRAW IS MADE.<br />
13. SYSTEM OF PLAY<br />
TEAM EVENTS<br />
There will be three stages. Stage 1 and 2 will be played in a round robin basis (groups of<br />
three teams). Stage 3 will be played in a progressive knock out basis, dividing the teams in<br />
three groups based on the results on Stage 1 and Stage 2.<br />
Stage 1 (teams seeded 1 to 8 are exempt from Stage 1):<br />
Teams seeded 9 to 12 will be placed in groups A to D following the order of ranking.<br />
Seed 9 goes to Group A, Seed 10 to group B, Seed 11 to group C and Seed 12 to group D.<br />
Teams seeded 13 to 16 will be drawn to position 2 in groups A to D using the modified<br />
snake system two by two: teams seeded 13th and 14th will be draw among the groups C &<br />
D. Teams seeded 15th and 16th will be draw among the groups A & B.<br />
Teams seeded 17 to 20 will be drawn to position 3 in groups A to D using the modified<br />
snake system two by two: Teams seeded 17th and 18th will be drawn among the groups A<br />
& B. Teams seeded 19th and 20th will be draw among the groups C & D.<br />
Stage 2 (from the teams <strong>com</strong>peting in Stage 1 only group winners play Stage 2):<br />
Teams seeded 1 to 4 will be placed in groups E to H following the order of ranking. Seed<br />
1 goes to group E, Seed 2 to group F, Seed 3 to group G and Seed 4 to group H.<br />
Teams seeded 5 to 8 will be drawn to position 2 in groups E to H using the modified<br />
snake system two by two: teams seeded 5th and 6th will be draw among the groups G &<br />
H. Teams seeded 7th and 8th will be draw among the groups E & F.<br />
Teams winners of the groups A, B, C, D will be drawn to position 3 in groups E to H.<br />
Stage 3 will be played in a progressive knock-out basis, playing for all the<br />
positions with the exception of the match for the positions 3rd and 4th. The two<br />
losing teams in the semifinals will be awarded the third position and bronze medals.<br />
Stage 3A<br />
Winner and runner up of Stage 2 advance to Stage 3A to determine positions 1 to 8. The<br />
winner of group E will be placed into position 1. The winner of group F will be placed into<br />
position 8. The winners of groups G & H will be drawn into positions 4 & 5.<br />
Runners-up in groups E-H will be drawn into the opposite half of their group winners.<br />
Stage 3B<br />
Teams finishing in third position in groups E-H advance to Stage 3B to determine positions<br />
9 to 12. The four teams will be drawn into positions 1 to 4 of Stage 3B. Winners of the first<br />
round will play for positions 9 th -10 th and losers for positions 11 th -12 th .<br />

Stage 3C<br />
Teams finishing in second or third position in groups A-D advance to Stage 3C to determine<br />
positions 13 to 20. The eight teams will be drawn into positions 1 to 8 of Stage 3C as<br />
follows:<br />
Runners up in groups A-D will be drawn into positions 1, 4, 5 & 8 of Stage 3C.<br />
Third position teams in groups A-D will be drawn into the opposite halves of the teams that<br />
finished runner-up in the same groups. All matches will be played to determine positions<br />
from 13 th to 20 th .<br />
Matches will be played in best of 5 singles matches (A v X, B v Y, C v Z, A v Y & B v X)<br />
All matches in the team events to be the best of five games.<br />
INDIVIDUAL EVENTS<br />
Boys’ and Girls’ Singles<br />
The first stage will be played in a round robin basis in groups of 4 and 3 players. Two<br />
players advance from each group to the second stage. The top 16 seeded players advance<br />
directly to the second stage, which will be a knockout draw of 64 players. All singles<br />
matches will be the best of 7 games.<br />
Boys’ Doubles, Girls’ Doubles and Mixed Doubles<br />
All events will be played on a knock-out basis. Matches will be the best of five games with<br />
the exception that Quarter-Finals, Semi-Finals and Finals will be best of seven games.<br />

3) In the exceptional case of an association not confirming a qualified team to <strong>com</strong>pete at<br />
the WJTTC, still their players will be entitled to participate if their association make their<br />
entry on time and they are eligible to be selected according to world ranking even if not<br />
listed above.<br />

15. SEEDING<br />
Seeding for all the events will be done according to the November <strong>ITTF</strong> U18 Team and<br />
Individual rankings, with the possible input of the <strong>ITTF</strong> Competition Program. Seeding for<br />
the doubles will be done according to the addition of the points of the players, again with<br />
the possible input of the <strong>ITTF</strong> Competition Program.<br />
16. DELEGATES MEETING<br />
Will be held on 30 th November 2013 on the Sport Hall at a time to be announced later.<br />
17. DRAWS<br />
For the Team Events will be performed on 29 th November 2013 at a time and place to be<br />
announced later.<br />
For the Singles (First Stage) and Doubles Events the draws will be performed on 2 nd<br />

18. PERSONS ON THE BENCH<br />
The following was decided by the Executive Committee at its meeting in Paris, October 2008:<br />
- In singles events and doubles events there would be 1 seat for a coach on the playing<br />
field (behind the surrounds). 2 in case of Mixed Doubles pairs with players from<br />
different Associations.<br />
- In the team events 5 seats would be made available, for one (1) coach and 4 players.<br />
- No other players or personnel would have access to the area behind the surrounds or<br />
the playing area. Special provisions and seating areas would be made for the medical<br />
personnel.<br />
19. ENTRY FEES<br />
According to the <strong>ITTF</strong> Handbook, 4.4.4.1:<br />
The entry fees shall be 50 US$ for each entry in a team event, 30 US$ for each pair in a<br />
doubles event and 15 US$ for each entry in a singles event.<br />
These entry fees have to be submitted together with the ac<strong>com</strong>modation fees<br />
and paid in US Dollars to the organizing <strong>com</strong>mittee upon payment of the invoice.<br />

21. TRANSPORTATION<br />
Organizers will provide transportation to the participants from and to Casablanca (CAS) and<br />
Rabat International Airports (RBA) free of charge. Please make sure you book flights to: CAS or<br />
RBA (IATA code)<br />
22. HOSPITALITY<br />
Hospitality will be provided by the Local Organizing Committee to all entitled to free hospitality<br />
from lunch on the 30 th November to breakfast on the 9 th December 2013.<br />
• An association qualifying with a team, <strong>com</strong>prising four (4) athletes & one (1) coach, is<br />
entitled to free hospitality for a maximum of three (3) persons (double occupancy<br />
basis). If less than four (4) athletes are nominated the association is entitled to free<br />
hospitality for two (2) persons only.<br />

• An association qualifying with two teams <strong>com</strong>prising eight (8) athletes & two (2)<br />
coaches, is entitled to free hospitality for a maximum of five (5) persons (double<br />
occupancy basis). If less than eight (8) athletes are entering the association is entitled<br />
to free hospitality for four (4) persons only.<br />
• Athletes qualified to participate in the Individual events only: No free hospitality.<br />
Rates for extra persons and those not entitled to free hospitality<br />
The Organizing Committee will charge a daily rate per person of: US$ 150 in single<br />
occupancy, US$ 120 in double occupancy including breakfast, lunch, dinner,<br />
accreditation and local transport. The rates will be available for a fixed number of extra<br />
persons on the “List of Official Party” as described in the point 10 “PARTICIPATION<br />
QUOTAS” and in the Entry Form.<br />
Additional persons to those allowed below may get the “ac<strong>com</strong>panying person’s<br />
package” with the rate per person of: US$ 175 in single occupancy, US$ 125 in double<br />
occupancy BASED ON AVAILABIITY.<br />
23. OBLIGATIONS<br />
All players nominated are willing to <strong>com</strong>pete against any other participating player and<br />
accept to be under <strong>ITTF</strong> Anti-doping, Racket control and Anti-harassment policies and<br />
procedures during the Championships. The entry forms will contain a statement about the<br />
above points to be signed by a responsible official of the nominating Association and no<br />
entry form will be accepted unless such an undertaking has been given.<br />
24. DOPING CONTROL<br />
Doping tests will be conducted during the event in accordance with <strong>ITTF</strong> anti/doping rules.<br />

Note that all the players under 18 years of age called for testing must be ac<strong>com</strong>panied by a<br />
representative of their delegation older than 18 years old acting in loco parentis. Should<br />

26. TELEVISION, MOTION PICTURE AND INTERNET COVERAGE CONDITIONS<br />
By entering the Championships, participants agree to abide by all <strong>ITTF</strong> rules and by the<br />
rules and regulations of the Organizing Committee. All entered associations, teams and<br />
individual players agree to be under the auspices of the <strong>ITTF</strong> and its agents in all matters<br />
concerning television coverage, video, internet web casting, motion picture coverage, and<br />
photographic coverage of any kind. Participants release all rights, or rights held by their<br />
agents or sponsors, in all matters relating to television and web casting coverage, video<br />
and motion picture coverage, and photographic coverage of any kind; and hence accept<br />
such coverage during the World Championships. A participant’s refusal of above listed<br />
coverage may be subject to suspension or dismissal from the <strong>com</strong>petition. Any participant,<br />
when called upon, must appear promptly to press conferences or medal presentations and<br />
follow the procedures set by the <strong>ITTF</strong> and the Organizing Committee.<br />
27. PAYMENTS<br />
Associations are requested to pay their entry fees, extra hospitality costs and hospitality<br />
costs for those persons not entitled to free ac<strong>com</strong>modation and meals, when submitting<br />
their entry forms and upon reception of the pro-forma invoice from the Organizing<br />
Committee. PLEASE DO NOT MAKE ANY BANK TRANSFER BEFORE RECEIVING THE<br />
PRO-FORMA INVOICE.<br />
Transfer has to be made so that the net amount is received on the Organisers<br />
Bank Account.<br />
Payment should be made by direct Bank Transfer before 25 th October 2013 to the bank<br />
account specified in the invoice received from the Organizing Committee.<br />
TO CONFIRM THE RESERVATION IN THE HOTELS, THE COPY OF THE BANK<br />
TRANSFER MUST BE SCANNED AND SENT BY E-MAIL.<br />
The Organizing Committee will make hotel reservations and pick-up arrangements only for<br />
Associations that have <strong>com</strong>pleted their payments.<br />
28. CANCELLATION POLICY<br />
Cancellation policy applies as follows:<br />
- Cancellations before 15 th November: No cancellation fee<br />
- Cancellations between 15 th and 25 th November: Flat fee of 120 US$ / person for each<br />
person not entitled to free hospitality<br />
- Cancellations on or after 26 th November: Flat fee of 240 US$ / person for each person<br />
not entitled to free hospitality<br />

If you need a visa to enter Morocco, and in order to succeed and avoid any problems,<br />
please follow these steps:<br />
1. Fill all the fields included in the VISA FORM for those persons requiring VISA.<br />
2. Scan the page of the photo of the passports of all persons requiring VISA.<br />
