Introducti<strong>on</strong><br />
Under <strong>the</strong> <strong>Dutch</strong> biofuels obligati<strong>on</strong>, fuel suppliers are required to include a<br />
minimum share of biofuels in <strong>the</strong>ir overall sales of road transport fuels: 4.25%<br />
in 2011 and 5% in 2012. From 2011 <strong>on</strong>wards <strong>the</strong>y have also had to submit an<br />
annual report detailing <strong>the</strong> biofuels <strong>the</strong>y sell <strong>on</strong> <strong>the</strong> <strong>Dutch</strong> <strong>market</strong>. The data<br />
from <strong>the</strong>se various sources are <strong>the</strong>n compiled by <strong>the</strong> <strong>Dutch</strong> Emissi<strong>on</strong>s Authority<br />
(NEa), which publishes a selecti<strong>on</strong> of <strong>the</strong> results. The first report, with data<br />
for 2011, was published in 2012. The Ne<strong>the</strong>rlands is <strong>the</strong> sec<strong>on</strong>d EU country<br />
(after <strong>the</strong> United Kingdom) to make data <strong>on</strong> biofuels publically available.<br />
<strong>BirdLife</strong> Europe, Transport & Envir<strong>on</strong>ment, <strong>the</strong> European Envir<strong>on</strong>mental Bureau<br />
and <strong>the</strong> <strong>Dutch</strong> NGO Natuur & Milieu commissi<strong>on</strong>ed <strong>the</strong> present study to assess<br />
<strong>the</strong>se data by comparing <strong>the</strong> envir<strong>on</strong>mental performance of <strong>the</strong> biofuels sold<br />
by <strong>the</strong> various fuel suppliers and rank <strong>the</strong>m based <strong>on</strong> <strong>the</strong> average greenhouse<br />
gas (GHG) emissi<strong>on</strong>s of <strong>the</strong>ir biofuel blends in 2011. The aim is to identify<br />
differences in <strong>the</strong> companies’ performance and raise <strong>the</strong> awareness of <strong>Dutch</strong><br />
c<strong>on</strong>sumers.<br />
It should be noted that <strong>the</strong> study is limited to <strong>the</strong> envir<strong>on</strong>mental performance<br />
of biofuels. There is currently no reporting in place for fossil transport fuels,<br />
which still account for about 97% of total fuel sales.<br />
Ranking fuel suppliers<br />
Based <strong>on</strong> <strong>the</strong> cited NEa report, <strong>the</strong> average GHG emissi<strong>on</strong> factors of <strong>the</strong><br />
biofuels sold in <strong>the</strong> Ne<strong>the</strong>rlands could be estimated. Figure 1 presents a<br />
ranking based <strong>on</strong> total (direct and indirect) GHG emissi<strong>on</strong>s. The indirect<br />
emissi<strong>on</strong>s, often referred to as indirect land use change emissi<strong>on</strong> (ILUC), are<br />
<strong>the</strong> result of land use replacements.<br />
