Mayoral Award for Inframax high achiever<br />
Congratulations to Shane Burrett of Inframax Construction Ltd in Te Kuiti, who received<br />
the Waitomo High Achievers Award at the recent Mayoral Graduations for Waitomo<br />
and Otorohanga Districts.<br />
Shane is currently a Quarry Manager at Inframax,<br />
and was previously based in the roading division.<br />
During his time in roading, he completed a National<br />
Certificate in Civil Construction Supervision and<br />
became an <strong>InfraTrain</strong> Registered Assessor.<br />
The Waitomo High Achievers Award recognises<br />
individuals with an outstanding commitment to<br />
training, and who are well respected in their industry.<br />
Shane was chosen for the Award because of his<br />
motivation and enthusiasm, and willingness to<br />
share his knowledge with others.<br />
Shane said he was “extremely surprised” by his win.<br />
“I had no idea I was going to receive an award –<br />
but it was a real honour.”<br />
He explains, “I’ve been involved<br />
in training young people for<br />
a long time now. Becoming<br />
an <strong>InfraTrain</strong> Assessor is an<br />
extension of the training, and is<br />
another way to give something<br />
back to the industry.”<br />
Shane continues, “I like to see<br />
people get ahead – especially<br />
young people. Often they just<br />
need some encouragement and<br />
pointing in the right direction to<br />
achieve their goals. Being able to<br />
help them through that process<br />
is very rewarding.”<br />

Adrian Gozdz feels that Shane<br />
was a deserving winner of the<br />
Award. He says, “Not only did<br />
Shane work extremely hard on<br />
his own National Certificate, but he is passionate<br />
about helping other people to succeed. It is people<br />
like Shane who are leaving a legacy for the industry,<br />
by passing on their skills to the next generation.”<br />
Adrian continues, “Inframax are very supportive<br />
of industry training, and <strong>InfraTrain</strong> acknowledges<br />
the encouragement they give to Shane and all of<br />
their other trainees. The company prides itself on<br />
providing opportunities for its employees. The Te Kuiti<br />
branch alone currently has twelve people enrolled in<br />
<strong>InfraTrain</strong> qualifications, ranging from introductory<br />
skills to supervision, and health and safety to civil<br />
engineering.”<br />

Skills for Canterbury<br />
The Built Environment Training Alliance (BETA) has<br />
launched its Skills for Canterbury project, which<br />
aims to ensure there are enough workers sufficiently<br />
trained to support the Christchurch rebuild.<br />
The Alliance, which is made up of eight Industry Training<br />
Organisations (ITOs) including <strong>InfraTrain</strong>, will work closely<br />
with Government, industry and training providers to meet skill<br />
requirements in the building, construction and infrastructure<br />
industries.<br />
<strong>InfraTrain</strong> Chief Executive Philip Aldridge says, “The demand<br />
for workers in the region will increase rapidly over the next<br />
twelve months, when the large construction and infrastructure<br />
companies tender for contracts. These companies will need<br />
significantly more workers than they have presently, and many<br />
of the job roles require substantial training, which will delay<br />
the rebuilding process.”<br />
Philip continues, “We need to start training now, to meet<br />
anticipated demand for skilled workers. In the first phase<br />
of the project we will identify workers and employers for<br />
tailored training programmes in the region. This work will be<br />
carried out by a multi-ITO team, including <strong>InfraTrain</strong> Regional<br />
Manager Fiona Malloch.<br />
<strong>InfraTrain</strong> is also currently involved in a short term Ministry<br />
of Social Development contract to arrange pre-employment<br />
programmes and place people into work. In the next few<br />
months alone it expects to arrange training for up to 100<br />
people who have been displaced from jobs in other industries<br />
as a result of the earthquake.<br />
Training will be delivered by local providers and will enable<br />
participants to gain essential skills for civil construction work,<br />
such as endorsements for Wheels, Tracks and Rollers, Site Safe<br />
accreditation, and a TC1 Card. On successful completion of the<br />
programme, <strong>InfraTrain</strong> will assist participants into roles in the<br />
civil construction sector.<br />
The first programmes begin in June, and will be delivered over a<br />
one week period. Programmes covering a more comprehensive<br />
range of skills, lasting two and twelve weeks, are planned by<br />
<strong>InfraTrain</strong> for later in the year.<br />

NZRF/RIAA Conference and Exhibition<br />
The 2011 <strong>New</strong> <strong>Zealand</strong> Roadmarkers’ Federation and Roadmarking<br />
Industry Association of Australia Conference will be held at the<br />
Novotel, Rotorua on 24 and 25 August 2011.<br />
The theme of the conference is Smart Lines and speakers<br />
will address road safety initiatives, road safety research,<br />
advances with materials and application technology.<br />
The conference will have an associated exhibition, a products and<br />
technical session by exhibitors, and a site demonstration of application<br />
and removal at the Waipa Mill Village site south of Rotorua.<br />

Outward Bound Scholarship winners announced<br />
<strong>InfraTrain</strong> has announced the winners of the 2011 Outward Bound Scholarship for Modern Apprentices.<br />
They are Ashley Higgins of Higgins Contractors Ltd in Palmerston<br />
North and Everardus Schreurs of Fulton Hogan in Auckland.<br />

<strong>InfraTrain</strong> offered the Scholarships in conjunction with BETA (the<br />
Built Environment Training Alliance), which comprises Industry<br />
Training Organisations in the construction and infrastructure<br />
sectors. They will help Ashley and Everardus to develop their<br />
leadership skills, and provide a shared experience with people<br />
from other trades.<br />

Philip adds, “The<br />
standard of Scholarship applications was extremely high again<br />
this year, and we are encouraged by the number of employers<br />
who recognise the value of industry training and Modern<br />
Apprenticeship programmes. Ashley and Everardus stood out as<br />
deserving winners of the Scholarship, and we believe they will<br />
benefit immensely from the Outward Bound course.”<br />

to hear how they got on!<br />
Slinging, lifting and placing course<br />
The <strong>New</strong> <strong>Zealand</strong> Contractors’ Federation (NZCF)<br />
has created a new course for slinging, lifting and<br />
placing, with the support of <strong>InfraTrain</strong>.<br />
The course is designed for:<br />
• Operators who are using an excavator for lifting<br />
• Workers engaged in attaching loads, working directly<br />
with suspended loads or acting as dogmen<br />
• Management and supervisory staff responsible for<br />
overseeing these people<br />
The course meets Department of Labour (DoL) compliance<br />
requirements under the revised Crane Code. The Code has<br />
been in place for one year now, and in event of an incident,<br />
DoL will be looking for evidence that operator(s) were suitably trained in slinging, lifting and placing.<br />
The content of the course is aligned to unit standard 20875 – Demonstrate knowledge of slinging, lifting<br />
and placing with an excavator or loader. <strong>InfraTrain</strong> encourages all participants to get assessed and have<br />
the unit standard registered on their Record of Learning. This will provide formal recognition of their<br />
knowledge.<br />
Courses are being held at locations across the North and South Island throughout June and July. Further<br />

The cost is $165pp + GST for NZCF members, and $265pp + GST for non members, with discounts<br />
available for groups of five or more. Registration of the unit standard is an additional $60pp + GST.<br />

Latest product developments from <strong>InfraTrain</strong><br />
National Certificate in Infrastructure Civil Engineering<br />
(Laboratory Technician) – Level 4, or (Senior Laboratory<br />
Technician) – Level 5<br />
Open for enrolment soon!<br />
<strong>InfraTrain</strong> has developed these qualifications in partnership<br />
with CETANZ (the Civil Engineering Testing Association of<br />
<strong>New</strong> <strong>Zealand</strong>). They have been designed specifically to recognise<br />
the skills and knowledge required for civil engineering laboratory<br />
testing, and provide a structured career pathway for civil<br />
engineering laboratory technicians.<br />
Both qualifications are achieved using a proven model of industry<br />
training with no classrooms or exams. They include an elective<br />
strand in either Aggregate; Bitumen; Soil; Asphalt; Concrete or Field<br />
Testing, and can be tailored to meet specific work requirements.<br />

National Certificate in Infrastructure Civil Works<br />

<strong>InfraTrain</strong> has reviewed and updated its National Certificates<br />
for Forestry Earthworks and Bulk Earthmoving. The new<br />
qualifications will be open for enrolment soon.<br />
The review was undertaken in consultation with key stakeholders<br />
to ensure that the qualifications remain relevant, and continue to<br />
meet industry needs.<br />
<strong>InfraTrain</strong> would like to say a big ‘thank you’ to the Industry<br />
Advisory Group involved in the review, and to those who have<br />
assisted in the development and review of the accompanying<br />
learning resources.<br />
Procurement Procedures<br />
(formerly Competitive Pricing Procedures)<br />
<strong>InfraTrain</strong> will shortly launch a new qualification for Procurement<br />
Procedures. This will replace the existing National Certificate in<br />
Asset Management (Competitive Pricing Procedures).<br />
Trainees can start gaining credits towards the new National<br />
Certificate now. In the interim, they will be enrolled into the<br />
existing Competitive Pricing Procedures qualification, and<br />
<strong>InfraTrain</strong> will then transition them into the new qualification<br />
once it is launched.<br />

First completions – National<br />
Certificate in Surveying (Assistant)<br />
<strong>InfraTrain</strong> is delighted to report the first completions<br />
of the National Certificate in Surveying (Assistant).<br />
Reuben Brown of McKinlay Surveyors 2010 Ltd in <strong>New</strong> Plymouth<br />
was first to achieve the qualification, closely followed by Jason<br />
Phillips of Fox and Associates in Christchurch, and Martin Rowe<br />
of Gilbert Haymes Associates Ltd in Blenheim.<br />
The National Certificate was launched at the end of 2008, and was<br />
developed by <strong>InfraTrain</strong> in partnership with industry experts from<br />
the <strong>New</strong> <strong>Zealand</strong> Institute of Surveyors (NZIS).<br />
<strong>InfraTrain</strong> Chief Executive Philip Aldridge says, “<strong>InfraTrain</strong><br />
congratulates Reuben, Jason and Martin on their achievement.<br />
The National Certificate in Surveying (Assistant) gives status to the<br />
skills and knowledge which they have gained, and will provide a<br />
solid foundation for their surveying careers.”<br />

Qualifications key to growing skills<br />
Waikato District Council has a clear vision for building its civil engineering capabilities. As part of this vision,<br />
the Council provides opportunities for staff to undertake professional development, with a strong focus on<br />
gaining qualifications and practical skills.<br />
Historically, the Council has had difficulty in recruiting experienced,<br />
qualified engineers. As a result, they have tended to employ people<br />
who are partly-qualified or from non-engineering backgrounds,<br />
and train them in-house. The Council has increased its capability<br />
considerably by using this approach, and has been able to tailor its<br />
training to build the specific skills it requires.<br />
Natalie Mayne is one of many staff who joined the Council at entry<br />
level and has worked their way up. She initially worked part-time<br />
while she completed a <strong>New</strong> <strong>Zealand</strong> Diploma in Engineering (Civil)<br />
at Wintec, and has progressed to become an Assistant Engineer.<br />
Natalie is based in the Roading Engineering Division. She is<br />
involved in all aspects of roading design, and is the Engineers<br />
Representative for a contract which is valued at around $500,000.<br />
A large part of Natalie’s role involves dealing with different parties<br />
– land owners, power companies and contractors – to make sure<br />
things run smoothly.<br />
Natalie is now working towards a National Diploma in Civil<br />
Engineering (Applied), which builds on the engineering theory<br />
covered in the <strong>New</strong> <strong>Zealand</strong> Diploma.<br />
Natalie explains. “The Applied Diploma recognises practical skills,<br />
and is achieved on the job. It covers a wide range of work, so I need<br />
to plan ahead so that I can gain experience in all of the required<br />
areas. If there is something outside the scope of my department,<br />
I’ll arrange a rotation with another area of the Council to get the<br />
experience I need.”<br />
Natalie adds, “I’m hoping to achieve my Applied Diploma within the<br />
next year. This will make me eligible for registration as an Associate<br />
Member of the Institute of Professional Engineers <strong>New</strong> <strong>Zealand</strong><br />
(IPENZ). Some time in the future I hope to do a Bachelors Degree in<br />
Engineering.”<br />
Engineering Manager Campbell Moore says that the Council places<br />
a particular emphasis on practical, applied skills. “The National<br />
Diploma in Civil Engineering (Applied) is ideal for our staff because<br />
it is flexible and is completed on the job. We try to involve our<br />
staff in a range of interesting projects, and expose them to project<br />
management quite early on so they can gain the broad range of<br />
experience they need to achieve the qualification.”<br />
Campbell adds, “Having staff with the Applied Diploma benefits the<br />
Council because it provides an assurance of quality to our clients.<br />
However, the greatest benefit is to our staff themselves. Knowing<br />
they have that qualification gives a great boost to their confidence,<br />
which benefits them in all areas of their work.”<br />

of Multi Civil Contractors Ltd in Wellington, who recently achieved their<br />
National Certificate in Infrastructure Pipelaying.<br />

The group gained the qualification<br />
through Recognition of Current<br />
Competency (RCC), which recognises<br />
the existing skills and knowledge of<br />
experienced contractors.<br />
Director Jim Ginty says, “Most of us have<br />
been in the industry a long time, and it<br />
has been useful to get formal recognition<br />
of our skills and knowledge. We are all<br />
Registered Drainlayers, so it made sense to<br />
get a ticket for our pipelaying work too.<br />
Being qualified in both of these areas will<br />
help our company attributes.”<br />
<strong>InfraTrain</strong> Training Advisor, Red Thompson,<br />
says, “I am delighted that Jim and his team<br />
have achieved their National Certificates.<br />
It was great to be able to offer the RCC<br />
process, and it was the ideal way for them<br />
to be recognised for their skills.<br />
“Jeremy Palmer, the group’s Assessor,<br />
provided guidance which allowed the<br />
group to show their individual skills and<br />
unique experiences in their portfolio of<br />
evidence. They also completed off-job unit<br />
standards for working in confined spaces,<br />
and knowledge of pathogens and disease<br />
control, at Opus International Consultants<br />
in Seaview.<br />
Red adds, “Jim and his team have<br />
worked extremely hard, and <strong>InfraTrain</strong><br />
congratulates them on their achievements.<br />
Multi Civil has really embraced RCC, and<br />
another employee is currently working<br />
towards the National Certificate in Civil<br />
Construction Supervision through the<br />
