Because of the large numbers of people involved in this conference, parking can be a<br />
challenge and often involves a lot of walking. RWOC has provided shuttle service for the<br />
M-Initiative Group. Below is the schedule for shuttle pick-up. General pick-up is colored<br />
in yellow. “Ladies only” pickup is colored in green. Nan Carpenter has planned special<br />
activities during the afternoon sessions for any ladies who care to join her in exercising<br />

General Session Speakers:<br />
Pastor Ed Young is the founding and Senior Pastor of Fellowship<br />
<strong>Church</strong>, which operates three satellite campuses along with the main<br />
campus located just north of DFW Airport. Ed is an accomplished<br />
author, and is known for his candor regarding leadership and the inner<br />
workings of a growing church. He provides resources for church<br />
leaders through Creative Pastors and Creative <strong>Church</strong> Conferences.<br />
Pastor Sheryl Brady - Conference speaker, recording artist, wife, mother, and<br />
grandmother; Pastor Brady does it all. After extensively traveling the globe for<br />
more than 25 years, Pastor Sheryl Brady and her husband, Bishop Joby Brady<br />
recently joined <strong>The</strong> Potter’s House church of North Dallas as campus pastors<br />
under Bishop T.D. Jakes.<br />
Bishop Michael Pitts - Bishop Michael Pitts is the Founder and Senior<br />
Pastor of Cornerstone <strong>Church</strong> located in Toledo, Ohio. An accomplished<br />
author of several books, he also oversees Cornerstone Global Network<br />
with churches located across the US and Mexico. His apostolic ministry is<br />
noted for its break-through anointing, spirit of excellence, and praise and<br />
worship.

JERUSALEM PROCLAMATION<br />
Affirmed by those present as an expression of what the Lord spoke<br />
to the <strong>International</strong> <strong>Pentecostal</strong> <strong>Holiness</strong> <strong>Church</strong> at the<br />
First IPHC World Conference in Jerusalem, 1991.<br />
God is calling the <strong>International</strong> <strong>Pentecostal</strong> <strong>Holiness</strong> <strong>Church</strong> to become a<br />
kingdom of worshiping priests who will worship Him with all their beings –<br />
spirit, soul, and body. We are to live lives of worship, giving praise<br />
continually unto the Lord. Our churches are to be noted for their praise and<br />
celebration. We are to learn a worship lifestyle that will model for the whole<br />
world what it means to love God with all our might, mind, and means.<br />
God is calling the <strong>International</strong> <strong>Pentecostal</strong> <strong>Holiness</strong> <strong>Church</strong> to<br />
become an army of witnesses who will live to share the good news.<br />
Our whole lifestyle is to be built around the compassion to witness.<br />
We are to feast in order to witness. We are to witness as we travel, as<br />
we study, eat, work, and play. We are to choose our vocations, homes,<br />
church sites, mode of dress, language, friends, and neighbors in order<br />
to better witness to this generation. We are to change our lifestyles in<br />
order to become more effective witnesses.<br />
God is calling us to a witnessing lifestyle.<br />
God is calling the <strong>International</strong> <strong>Pentecostal</strong> <strong>Holiness</strong> <strong>Church</strong> to<br />
become a unique instrument of world evangelization that will<br />
penetrate many unreached peoples of this earth with the gospel. We<br />
are to gear up like an invading army to go into the strongholds of the<br />
enemy with our lifestyle of worship and witness in order to spread the<br />
kingdom of God and the reign of King Jesus. We are to go on a<br />
wartime basis in order to carry out this God-given mandate.<br />
This threefold calling is the foundation for Target 2000. Failure to<br />
respond to this call will doom the mission. It will make it mission<br />
impossible. Response to this threefold call will assure the possession<br />
our promised land, it will guarantee the taking of our mountain<br />
(Joshua 14:12).

<strong>The</strong> Vision<br />
Welcome…<br />
We have just completed two of the most significant decades in our 110 year history! Not only have we<br />
multiplied believers and churches at the rate of 285% over the past twenty years, we have also<br />
responded to the challenge from God to adapt, mature and take our rightful place within the Body of<br />
Christ.<br />
In spite of the dramatic changes over the past two decades, we cannot rest yet. We know that these<br />
exceptional growth figures are possible only because of the grace of God at work on our behalf. “Unless<br />
the Lord builds the house, its builders labour in vain. Unless the Lord keeps watch over the city, the<br />
watchman stands guard in vain.” Psa. 127.1 (REB)<br />
<strong>The</strong> Lord of the <strong>Church</strong>, the Master Builder, continues to nudge us out of our comfort zone and into new<br />
areas of endeavor. We, like the workman rebuilding the walls of Jerusalem, must learn to rest at our<br />
respective stations, always at the ready with our weapons in hand.<br />
<strong>Vision2</strong>020 did not originate with the 26th General Conference at Greensboro, NC. It is the third<br />
generation of a powerful, prophetic call from the Lord which began with a small group of leaders in 1983.<br />

Target2000. 1984-1997<br />
In 1983, Presiding Bishop Leon Stewart gave B.E. Underwood (Executive Director of World Missions)<br />
and Dr. Vinson Synan (Executive Director of EVUSA) release to develop a growth strategy for the IPHC.<br />
During the Summer of 1983, the Fuller <strong>Church</strong> Growth Institute was<br />
contracted to help us with a self-study to identify hinderances to growth.<br />
Both efforts, the Fuller Selfstudy<br />
and the Target2000<br />
strategy were approved by<br />
the General Board of<br />
Administration in the<br />
summer of 1984. <strong>The</strong> rest<br />
is history.<br />
History indicates that<br />
Target2000 was the catalyst<br />
that led to two decades of<br />
record-setting growth. <strong>The</strong><br />
chart below shows<br />
quadrennial growth from<br />
1940 to the present. <strong>The</strong><br />
blue columns are pre-<br />
T2000; the pink columns<br />
show growth results after<br />
the initiation of Target2000<br />
growth strategies.<br />
On a cold, snowy week end in December of that same year, six men (three<br />
from World Missions and three from EVUSA) met at the Shangri-la<br />
Conference Center in northeast Oklahoma for a time of fasting and prayer.<br />
Out of that meeting came a document that would radically change the future<br />
of the IPHC. That document recommended a vision name, goals and<br />
strategy for the church as it approached the end of the millennium.<br />
Average quadrennial growth<br />
pre-T2000 was 7,876;<br />
average growth after T2000 was 25,895 new members.<br />
Mission21. 1997-2009<br />
With the approach of the end of the millennium, the Target2000 Task Force<br />
realized that the purpose and function of T2000 was coming to an end. In<br />
1996, the task force began working on a new name and document to carry<br />
the vision forward into the first decade of the 21st century.<br />
After prayer and discussion over several meetings, T2000 emerged as<br />
Mission21. <strong>The</strong> document at the right became the strategy and the image<br />
above was adopted as its official logo.<br />
<strong>The</strong> logo has multiple symbols significant to our church. <strong>The</strong> first is the name:<br />

Mission21, focusing on doing ministry in the 21st century.<br />
<strong>The</strong> second symbol is the man riding the wave of God’s<br />
present work in the earth. <strong>The</strong> third is the doorway of<br />
opportunity opened for us by God. <strong>The</strong> fourth symbol is<br />
the man reaching up and following the leadership of the<br />
Holy Spirit into the 21 st century as he launches himself from<br />
the foothold of the T2000 mountain.<br />
During the twelve years of M21, the task force produced<br />
exceptional church planting, personal evangelism, discipleship<br />

<strong>Vision2</strong>020. 2010-2020<br />
VISION 2020<br />
V20 is not a new or standalone concept. It is the third generation of<br />
the vision that began in 1983. It inherits many of the same<br />
characteristics of its successful predecessors, with a focus on<br />
growth and discipleship.<br />
Relevant. Dynamic. Demonstrative.<br />
“On Friday afternoon, July 31, 2009 the 26th General Conference of the IPHC concluded it’s business<br />
session at 6:10 pm. I rushed to my room to change clothes and prepare for the evening worship service.<br />
I was due back by 7 pm. It had been a long day and to say I was tired is an understatement. I had 20<br />
pages of sermon notes lying around the room and had worked diligently to prepare for my first sermon to<br />
the church as its new Presiding Bishop. However, due to the distinct lack of time, I walked toward the<br />
elevator feeling totally unprepared for this important engagement.”<br />
“While waiting at the elevator doorway, I heard the gentle voice of the Lord whisper to me: “I want you to<br />
begin your time of service the way I intend for you to carry it out. Trust Me!”At that moment, the peace of<br />
God came over my spirit and even though I still felt totally unprepared to preach, I knew all was well.<br />
Shortly afterwards, when actually stepping on the platform in front of the people, God powerfully<br />
dropped three words into my heart: relevant – dynamic – demonstrative! I knew in a moment that these<br />
three words described the kind of church God wanted the IPHC to be in the 21st century. <strong>The</strong>y came<br />
straight from His heart to mine. <strong>The</strong>se three words have become the marching orders by which I intend<br />
to serve the IPHC. My vision is to see a denomination that is: Relevant – Dynamic – Demonstrative.”<br />

Relevant – the IPHC must be relevant in a 21st century context in that we connect and communicate.<br />
We must understand the culture to which we are called to minister and know how to build the bridges to<br />
reach that culture in order to connect with it. We will continue to preach, praise, and pray as we have<br />
always done in our sanctuaries! But in addition, we will also communicate the gospel with Twitter,<br />
Facebook, streaming video, iPhones, and any other technological tool that God makes available for<br />
winning the lost. We will connect & communicate well with the emerging generation because we know<br />
they are our closest link to the future!<br />
Dynamic – <strong>The</strong> real gospel of Jesus Christ is relevant to any generation once it is stripped of the<br />
unnecessary baggage which is often attached to it. <strong>The</strong> IPHC must not only preach a dynamic gospel<br />
but also live a dynamic gospel. We must quit just going to church and start being the church every day,<br />
everywhere. We must become change-agents to impact our cities and towns, empower the weak,<br />

encourage the discouraged, give hope to the despairing, healing to the sick, and forgiveness to the<br />
guilty. We must minister the gospel of Isaiah 61:1-3 because we, too, have been anointed as agents of<br />
transformation.<br />
Demonstrative – God is calling us to a new season and a new dimension of “spiritual ministries and<br />
manifestations!” As Paul said in 1 <strong>The</strong>ss 1:5,<br />
“For our gospel came not unto you in word only but also in power and in the Holy Ghost.”<br />
<strong>The</strong> world is waiting for—<br />
• <strong>Church</strong>es that not only preach a sermon on salvation but actually lead people to get saved!<br />
• <strong>Church</strong>es that not only deliver a discourse on demon possession but actually cast out demons!<br />
• <strong>Church</strong>es where healing is not just a “homily” but where people are actually delivered from their<br />
sickness and disease by the power of God!<br />
<strong>The</strong> IPHC must be thoroughly pentecostal in its orthodoxy (doctrine) and in its orthopraxy (life-style). In<br />
order to be relevant and dynamic, we must be pentecostal so that it can be said of us as was said of the<br />
first century church, “<strong>The</strong>y that have turned the world upside down have come hither also”.<br />
<strong>The</strong>re are many things the church must be in order to minister in today’s world. Whatever else it may<br />
possess, the church must be relevant – dynamic – demonstrative. God is calling the IPHC to be this kind<br />
of church in the 21st century because nothing less can effectively address the challenges of our<br />
generation!<br />
LIVE. MOVE. BE.<br />
Out of those three powerful words—Relevant, Dynamic, Demonstrative—came the idea for the Live.<br />
Move. Be. initiatives. It is rooted in the passage in Acts 17.28: “In him we live and move and have our<br />
being…”<br />
This stream of <strong>Vision2</strong>020 will focus on the core values of the IPHC and what it means to be a disciple of<br />
Jesus Christ in the 21st century. Each year, the focus will be different. By the end of the coming<br />
decade, we will have produced a detailed Scriptural resource on the beliefs and practices of the IPHC for<br />
future generations of believers.<br />
LIVE. MOVE. BE. is the first stream to flow out of the vision for the IPHC given to our Presiding Bishop<br />
on the night of his election to office. Many more streams will come forth over the next ten years and they<br />
will lead us into new vistas of ministry and growth around the world! As we dare to step out in faith and<br />
obedience to the Holy Spirit, He will grace us with powerful results. We will be God’s secret weapon<br />

Goal & Objectives<br />
Our Goal: To Reach 6 Million<br />
We believe God has helped us to identify our role in reaching our world. We now commit ourselves<br />
anew to this faith goal. Each ministry must identify and implement its role in this task by setting,<br />
evaluating and revising short and intermediate-term goals. <strong>The</strong> following objectives will help us<br />
reach our goal:<br />
Praying daily for world evangelization through intercession and spiritual warfare.<br />
Multiplying believers and churches through revitalization, personal evangelism and church<br />
planting.<br />
Planting strong churches and increase our ministry presence in the urban centers of our world.<br />
Developing shepherd’s hearts that reflect the compassion of Jesus Christ.<br />
Mobilizing all members of the IPHC to discover, develop and deploy their spiritual gifts.<br />
We call on all members to identify their role in accomplishing this great task. It is the responsibility<br />
of all leaders To Inform the membership of our church regarding the Vision, the Resources and the<br />
Opportunities, for ministry. With effective partnerships, God will help us do this.<br />

Bylaws<br />
Article I. Organizational Structure – General Level<br />
p. When General Conference is not in session, the ruling<br />
of a presiding official may be appealed to the Executive<br />
Committee of the Council of Bishops for review. <strong>The</strong><br />
decision of the Executive Committee of the Council of<br />
Bishops may be appealed to the Council of Bishops for<br />
review. <strong>The</strong> decision of the Council of Bishops shall be<br />
final.<br />
q. <strong>The</strong> Council of Bishops shall fill by election any<br />
vacancy on the Executive Committee of the Council of<br />
Bishops not filled by succession.<br />
r. <strong>The</strong> Council of Bishops shall develop a program<br />
available to all member churches that provides<br />
financial assistance to any member church<br />
participating in the <strong>Church</strong> Tithe and investing in<br />
church planting, church revitalization, church adoption,<br />
and conference-approved outreach projects.<br />
s. <strong>The</strong> Council of Bishops shall appoint the members of<br />
the Finance Committee of the Council of Bishops<br />
based on the procedures in Article V, Section A.<br />
t. <strong>The</strong> Council of Bishops shall consider for appointment<br />
the members of all General-level Division Councils<br />
recommended by the Executive Committee of the<br />
Council of Bishops.<br />
u. <strong>The</strong> Council of Bishops shall consider for approval the<br />
appointment of the Chief Financial Officer<br />
recommended by the Executive and Finance<br />
Committees and shall have final authority to terminate<br />
the Chief Financial Officer.<br />
v. <strong>The</strong> Council of Bishops shall consider for approval the<br />
creation of any new board or committee on the General<br />
level recommended by the Executive Committee of the<br />
Council of Bishops.<br />
w. <strong>The</strong> Council of Bishops shall consider for appointment<br />
the members of all General Conference committees<br />
recommended by the Executive Committee of the<br />
Council of Bishops.<br />
