I wake up every day amazed and humbled that I have been honored to serve in this<br />

sacred office. I am doing “my best” to make the IPHC “the best” it can be! The team that<br />

that God has forged around me, Doug Beacham, Chris Thompson, and Tal Gardner is<br />

truly a denominational “Dream Team”. I am deeply indebted to each of you gentlemen<br />

for the tireless, sacrificial, cooperative, unified, and excellent manner in which you carry<br />

out your leadership assignment in the denomination. I pledge to you, to the IPHC, and<br />

to God, my utmost for His highest!<br />

Report to the Executive Committee of the Council of Bishops<br />

April – June 2010<br />

April 2010<br />

Most of the highlights for April were in visiting several IPHC fields in Asia and<br />

Africa.<br />

I was in Singapore for Easter Sunday. Russell Board and I worshipped with the Tim<br />

Salley family at a church they attend in the city. On Saturday of that weekend<br />

Tim Salley, Russell Board, Al Argo, and I met with a Chinese educator who lives in<br />

Singapore and is planning on starting an IPHC Chinese church there in the<br />

future. He has connections with Donavan Ng and this was a fruitful meeting.<br />

The week of April 5-9 I was with our WMM Asian leaders in Bali, Indonesia for the<br />

GKKI General Conference. It was well attended and there was a wonderful<br />

presence of the Lord in the meetings. Rev. Johannes Tarigan was elected as the<br />

new Superintendent of the work in Indonesia. Brother Tarigan is still in his thirties<br />

but has been one of the most effective leaders in the IPHC/GKKI work. Below is a<br />

photo of Brother Tarigan.<br />

Following the GKKI General Conference, Russell and I went to Batam, Indonesia<br />

on the weekend of April 10-11 for the dedication service of a new IPHC<br />

congregation in this city. Batam is a stronghold of IPHC ministry in Indonesia with<br />

an effective Bible School for church planters and several good congregations.<br />

During the week of April 12-15 I was in Nairobi, Kenya for the historic first General<br />

Conference of the three IPHC Kenyan Conferences. This was the fruitition of<br />

years of labor by Rev. and Mrs. Philip List, Sr. Several hundred were present for<br />

the election of general officials providing vision and unity among the growing<br />

Kenyan IPHC family. Bishop Ayub of the Central Conference was elected as the<br />

first National Superintendent of Kenya. Bishop Ayub and I are pictured below:<br />

On April 16-17 Ernest Turner and I made an overnight trip to Kapoeta, Sudan to<br />

visit the WMM and Hope4Sudan compound. I was very impressed with the<br />

medical facility and entire compound operation there. This is the result of much<br />

labor and investment from Mrs. Lauren Pickens, Rev. Josh Hannah, People to<br />

People Ministries, and WMM missionaries Gary and Alesa Akerman who are<br />

serving there and living on the compound. Mr. Clay Hearn has provided a lot of<br />

assistance at the compound and has just returned from a second stint helping in<br />

this desperate place. Following are some photos of the compound and people<br />

we are helping.<br />

Sudan is one of the most desperately poor countries I have visited. The condition<br />

of the tribal people who still live in their traditional villages is comparable to<br />

turning the clock back to the pre-Industrial age, almost Stone Age conditions.<br />

Ernest and I returned on Saturday evening to Nairobi and I preached at Calvary<br />

Worship Centre. The Chinese church, pastored by Iris Chau and Matthew Wong<br />

from Hong Kong, met with us and blessed us with praise music in Chinese.<br />

I left on Monday the 19 th for South Africa and the final week of this year’s SAFARI<br />

program (Semester Abroad for a Radical Impact). It is likely the Lord will give us<br />

three, possibly four missionaries from the 8 who attended this year.<br />

April closed with me returning home and attending the EC COB meeting in<br />

Oklahoma City on the 27 th .<br />

May 2010<br />

The first weekend in May I preached at the Mt. Airy PHC in Mt. Airy, NC. It was a<br />

blessing to be with Pastor Tommy Vass for the three Sunday services. I was very<br />

pleased with the interest and response to my World Missions presentation on<br />

Sunday night.<br />

On May 10 th the first week of Passport to Missions began in Oklahoma City. This<br />

three-week program again surpassed our expectations with students receiving<br />

the baptism of the Holy Spirit, new candidates finding their place in the WMM<br />

system, and local church missions directors getting inspiration and direction.<br />

On the weekend of May 14-16 Susan and I went to South Greenwood PHC as<br />

the church honored her father, Mr. Guy C. Reed, on his 93 rd birthday and for the<br />

decades he has served as the local church missions director.<br />

On May 20-24 Susan joined me as I represented Presiding Bishop Carpenter at<br />

the annual convention of the <strong>Pentecostal</strong> Metodista de Chile in Santiago. This<br />

was a highlight of my ministry and I am thankful for the opportunity to have<br />

represented IPHC at this significant event. Susan and I were given the privilege<br />

of attending the Chilean President’s “State of the Union” address on Friday<br />

morning of our arrival. This was due to the fact that the pastor of the Jotebeche<br />

<strong>Church</strong>, Rev. Eduardo Duran, was appointed by the President as representative<br />

of all Evangelicals/<strong>Pentecostal</strong>s on the President’s advisory board. This is a great<br />

honor for Pastor Duran, a graduate of Emmanuel College and Holmes Bible<br />

College.<br />

June 2010<br />

The weekend of June 3-6 I presided over the Harvest Conference held in Kansas<br />

City, MO.<br />

On June 9 th I attended the opening camp meeting services of the Georgia<br />

Conference Centennial in Franklin Springs. On the 10 th I drove to Browns Summit,<br />

NC for the Cornerstone Conference.<br />

On the 13 th I spoke at Trinity Worship Center in Burlington and that evening<br />

hosted a special missions dinner for that congregation.<br />

Over that weekend I learned that Rev. John W. Swails, Jr., had died and that his<br />

funeral was planned for Tuesday, June 15. I returned to Franklin Springs on the<br />

14 th and assisted in the funeral service and was in charge of the grave service. It<br />

was an honor to participate in the funeral of one of the great Bible teachers in<br />

our denominational history as well as the man who was my pastor from age 13-<br />

32.<br />

I left Rev. Swails’ funeral and flew to Los Angeles for the Korean-American<br />

Conference on the 16 th and 17 th . It was a very good conference and I was<br />

pleased to learn more of what the Koreans are doing around the world through<br />

World Agape Mission <strong>Church</strong>. As Bob Cave aptly puts it, “The Koreans have a<br />

parallel universe of missions work!”<br />

On June 24-26 I was in Orlando, Florida for the Sonshine Network Ministries<br />

Conference. It was a special privilege to be present for the honoring of retiring<br />

superintendent Clifton Smith and his wife Marion. On the 27 th I preached at<br />

Victory Christian Center in Tampa pastored by Rev. Dan Dempsey.<br />

On June 28 I flew to Haiti to visit the IPHC relief effort in this stricken nation. More<br />

of that report will follow.<br />

REPORT OF D. CHRIS THOMPSON<br />

EXECUTIVE DIRECTOR OF EVUSA<br />

APRIL-MAY-JUNE, 2010<br />

I am really excited about these three months. I have been able to settle down into<br />

ministry and to get more into a normal routine. It has been my joy to serve in<br />

EVUSA. I have met many new people during these months. We have some<br />

powerful men and women of God serving in the IPHC. I am amazed at the working<br />

of the Holy Spirit in so many places.<br />

I am learning to appreciate my staff more and more. Garry Bryant and Nina<br />

Brewsaugh are ministering far beyond my expectations and I expected much from<br />

them. Thank you, Rick, David, Stacy, Hugh and Gary for a job well done. I am<br />

extremely thankful. Cristabel is such a blessing in the office and in ACTS2DAY. We<br />

recently hired Sandra Cano to replace Claudia who is getting married. Sandra is a<br />

great administrator and has a heart for the Lord. She will do well.<br />

Pray much for the two part-time people yet to be hired – INE and EVUSA. We must<br />

get the positions filled and with the right people. We must get our team complete<br />

so we can move on and so some of our team may be released from so many extra<br />

duties.<br />

Reports are coming in on new churches. Praise the Lord! May the reports flourish.<br />

New churches are being started. We are seeing this in all categories – Caucasian,<br />

Hispanic and African-American. Praise the Lord! A new Filipino District has been<br />

birthed. It shows great promise.<br />

I am excited about the possibility to assist several of our conferences –<br />

Pennsylvania, Kansas, Mid-south and Mississippi. We have begun work with the<br />

Pennsylvania Conference. The team and I have been praying for this to happen.<br />

An excellent prayer retreat has been held with Pennsylvania.<br />

It has been a joy to work with the GMC Bishops – Presiding Bishop Carpenter,<br />

Beacham and Gardner. Brother Carpenter is so supportive and encouraging.<br />

Brother Beacham and I are enjoying working with the GO Offering together. We<br />

are planning projects together with Bishop Gardner – youth, etc. The team of the<br />

GMC Bishops is moving forward together.<br />

Brother Hilliard moves the week of July 2nd. He is off to a great start. He will<br />

make a valuable member of the team.<br />

All of us here in EVUSA have had challenges with the weather. Gary, Stacy, David<br />

and I have to replace roofs due to hail damage. Many are in worse shape. We are<br />

blessed.<br />

Over April-May-June, I preached and/or taught 34 times. We had several staff<br />

meetings at EVUSA. I attended several GMC showers, etc. It has been a busy but<br />

delightful three months.<br />

The staff and I are making plans for 2011. Rev. Ed Stetzer has agreed to be with<br />

us for three meetings across the EVUSA. The Coalition of Capital City <strong>Church</strong>es (C-<br />

4) has now been launched. May the Lord give us much favor with our people and<br />

may many new Capital City churches be started.<br />

INTERNATIONAL PENTECOSTAL HOLINESS CHURCH, INC.<br />

BISHOP J. TALMADGE GARDNER<br />

EXECUTIVE DIRECTOR, DISCIPLESHIP MINISTRIES DIVISION<br />

& CORPORATE TREASURER<br />

APRIL – JUNE 2010<br />

Dear fellow Council of Bishops’ members, I consider it a privilege to serve our <strong>International</strong><br />

<strong>Pentecostal</strong> <strong>Holiness</strong> church family alongside you.<br />

Listed below you will find a summary of some of my activities for the time referenced above.<br />

CHURCH INSTITUTIONS<br />

As the designated liaison to our Educational and Benevolent Institutions I have become keenly<br />

aware of the season of GRACE in which our institutions find themselves. My personal opinion<br />

is that this season of favor is due to the leaders God has providentially positioned to provide<br />

vision and leadership for these ministries at this juncture.<br />

We congratulate Dr. Ed Huckeby on his inauguration as SCU’s eleventh President. You are<br />

going to be impressed as you watch this man lead SCU to a new dimension of influence in our<br />

church.<br />

We also owe outgoing SCU Board of Regents Chairman, Dr. Dan Beller, our deep gratitude for<br />

the leadership that he provided his alma-mater during his tenure as Chairman. Dr. Beller, in my<br />

opinion, is the personification of a true church Statesman! As such he has made many great<br />

contributions to our church – his Chairmanship of SCU's Board of Regents during the search for<br />

SCU's 11th President may have been his crowning achievement. From what I have observed so<br />

far, he got it right as I am more optimistic about the future of SCU than ever before.<br />

We congratulate the new chairman David Burrows, the son of Rev. Damon Burrows, Sr. David’s<br />

business acumen and ministry passion will serve SCU’s vision well.<br />

In addition, on June 7, 2010, SCU issued a news release announcing the selection of Dr. Terry<br />

Tramel as Dean of the Graduate School of Ministry, effective July 1 st . Dr. Tramel’s professional<br />

and personal ministry experience are a natural fit for this new leadership assignment of<br />

preparing Christian leaders for kingdom effectiveness.<br />

In alphabetical order below you will find a few highlighted comments from our church<br />

institution leaders. You will also be privileged to hear from them personally during our<br />

Tuesday morning COB Session. I am grateful for their inclusion in the COB Agenda by<br />

presiding Bishop Carpenter:<br />

REPORT FROM ADVANTAGE COLLEGE<br />

The following is a report from Dr. Dan Greenlee, President of Advantage College:<br />

“While we maintain our base in San Jose, California, we have sixteen extension campuses and<br />

offer on-line courses. We are continuing to network with leading conferences, our INE program<br />

and CURSUM to complete degrees. Within this year we have seen some significant<br />

developments:<br />

• The Golden West Conference with Dr. Curtis Belcher graduated 28 students<br />

through their school of ministry and Advantage College. Another class is<br />

preparing for graduation.<br />

• The South Carolina Conference School of Ministry graduated 11 students<br />

and will be graduating 26 students in Malaysia. Rev. Dean Morgan is their<br />

director.<br />

• In April, Rev. Sabu Abraham, Bishop Roger Halvorson and I were present as<br />

28 students graduated from our school in Rainy, India. All of these students<br />

are pastors and will be adding to the 100 churches already planted there.<br />

• In August, Dr. Bill Terry, our field director, will be graduating 78 students<br />

with Metropolitan Christian Bible Institute. This is a quality class of African-<br />

American leaders in St. Louis. The director is also a public school<br />

teacher/pastor and one of our graduates.<br />

• In May, Dr. Bill Terry graduated 47 students in Minneapolis, Minnesota,<br />

with the Northern Plains District of our Hispanic leaders. Their<br />

students completed the INE program and took further classes to complete<br />

their degrees.<br />

• This year 46 students have completed degrees in our school in Mexicali,<br />

Mexico. We have several strong churches in Mexicali with gifted<br />

emerging leaders. We are grateful to Rev. Dan Clowers for his oversight and<br />

leadership there.<br />

• Rev. Greg Terry continues to coordinate the schools of ministry in Kiev,<br />

Ukraine and Talin, Estonia, with more than 60 students graduating this year.<br />

• This quarter, 20 students will be graduating on the San Jose, California<br />

campus. We anticipate 30 students on campus for the fall quarter.<br />

This year Advantage College is graduating more than 300 students for the<br />

Kingdom of God and the <strong>International</strong> <strong>Pentecostal</strong> <strong>Holiness</strong> <strong>Church</strong>. We are<br />

grateful for the support and encouragement of our leaders.<br />

REPORT FROM EMMANUEL COLLEGE<br />

The following was sent to us from President Michael Stewart at Emmanuel College:<br />

• Spring Enrollment – 707<br />

• Total Graduates (Bachelors and Associates) – 130<br />

• Groundbreaking held for a new 100 bed residence hall. Construction should begin<br />

in August 2010. This hall is over 47,000 square feet and will feature private rooms<br />

and a large commons area. Target for completion is August 2011.<br />

• Several major projects and upgrades are scheduled for the campus facilities this<br />

summer<br />

REPORT FROM FALCON CHILDREN’S HOME<br />

The following was submitted by Joey Leggett, CEO of Falcon Children’s Home:<br />

I continue to be extremely grateful for the opportunity of ministry that Bishop Talmadge<br />

Gardner and the Falcon Children’s Home Board have entrusted to me in serving at<br />

Falcon Children’s Home. It has been a very busy and exciting past four months. God is<br />

truly up to something at Falcon Children’s Home. This is evidenced by the recent revival<br />

we held on campus to open the beginning of the summer program. We had 20 confessed<br />

salvations and numerous recommitments from our students! God is blessing our campus<br />

in so many ways.<br />

On March 5 th , I led a delegation from Falcon Children’s Home to San Francisco,<br />

California, to accept our Eagle Accreditation from the Methodist Association. We are, for<br />

the first time in over 15 years, an accredited children’s home. It was a privilege to be able<br />

to share the history of Falcon Children’s Home with the Methodist conference. Because of<br />

our newly recognized accreditation status we are now able to apply for a one-hundred<br />

thousand dollar grant from the Duke Endowment fund.<br />

Our census has remained stable during the last few months – reaching our highest total<br />

in nearly twenty years at 72. Presently our census is 63 because some students departed<br />

when the school year was completed. We held our first graduation ceremony in the<br />

history of Falcon Children’s Home on June 11, 2010. We recognized our High School<br />

graduates as well as our first class of graduates from the GED Program. We are in<br />

ongoing dialogue with the local Superintendent of the County school system about<br />

establishing our own middle school and high school here on campus for the fall semester.<br />

We believe that by having a school on campus, we will be able to reach out to those<br />

children who are finding it difficult to blend into a normal school setting.<br />

Mr. Garland Slate, a former student and employee of Falcon Children’s Home is heading<br />

up a program entitled “Operation Reconnect.” This program’s main objective is to locate,<br />

make contact with and once again hopefully reestablish a relationship with former<br />

students of Falcon Children’s Home. In the words of Mr. Slate “We believe not only that<br />

we owe it to those who have filled our halls in the past, but that we can continue to<br />

impact the “brotherhood” of Falcon Children’s Home for eternity.”<br />

The Falcon Children’s Home Board just recently went through many changes due to the<br />

recent conference elections/changes. Bishop Jimmy Whitfield is the new Chairman of the<br />

board, replacing Bishop Ken Kingrea, who did a wonderful job during his tenure.<br />

Bishop Tommy McGhee is the new Vice-Chairman, replacing Bishop Jimmy McKenzie,<br />

who also served with distinction. I personally feel like there could not be a more exciting<br />

time to be a part of the Falcon Children’s Home Board. God is blessing us financially,<br />

numerically, and spiritually.<br />

God is positioning us to forge new trails and ministries that Falcon Children’s Home has<br />

never done before and therefore we are going to reach more children than ever before.<br />

Our Mothers and Babies Program is a perfect example as we have gone from one mother<br />

and two children to six mothers and eight children. I was privileged to speak at the<br />

Fayetteville Area Hospitality Association Meeting recently and after sharing this<br />

program they decided to make our program their charity of choice for the next five years!<br />

They also presented me with a check for $5,000 that day. This epitomizes what is<br />

happening at Falcon Children’s Home. There was a need – we established a program to<br />

meet that need – and now that program is being blessed numerically, financially and<br />

spiritually. Because of this program, a former homeless teen mother gave her heart and<br />

life to Jesus Christ the other night in our revival service.<br />

God is up to something at Falcon Children’s Home!<br />

REPORT FROM SOUTHWESTERN CHRISTIAN UNIVERSITY<br />

The following report was submitted by Dr. Ed Huckeby, President of SCU.<br />

The future at Southwestern Christian University presents many challenges…and many<br />

opportunities. I am confident that the administration, faculty, staff, and students of SCU<br />

are eager to move forward…honoring the past but not clinging to it…unsure of the<br />

future, but not afraid of it. Since my arrival at the campus on January 4, 2010,<br />

momentum has continued to build. I have experienced significant enthusiasm and truly<br />

supportive attitudes. It has been a busy and exciting few months, and I am confident<br />

that the pace will continue at a “feverish pitch.” However, the work has just begun and<br />

we are excited as we look to the future to see “the vision” come to fruition.<br />

My official inauguration as the eleventh president of Southwestern Christian University<br />

was held on May 7, 2010. I am honored to follow in the footsteps of ten distinguished<br />

presidents and 64 years of rich heritage. I commit to lead Southwestern forward to<br />

become a Christian liberal-arts university focused on “excellence,” affectionately clinging<br />

to the firm cornerstone of the denominational roots on which it was built, but boldly<br />

exploring expansive horizons, opening the doors of the institution to a multitude of new<br />

students from a variety of backgrounds and cultures.<br />

On May 8, 2010, SCU conducted its sixtieth commencement convocation. 21 students<br />

graduated with Master of Ministry degrees, 39 students graduated with Bachelors<br />

degrees, and 3 students graduated with Associate of Arts degrees. The total student<br />

enrollment for the Fall 2009 semester was 337 students. The Admissions department<br />

projects that this number will increase significantly for the upcoming Fall 2010 semester.<br />

Increased enrollment is only one of the many elements bringing excitement and<br />

enthusiasm to the SCU campus.<br />

SCU is going through a physical transformation which will be evolving over the next<br />

couple of years. We are making a number of “cosmetic” improvements which will<br />

increase campus appeal to both current and future students, as well as our alumni and<br />

guests. Campus projects that will be completed over the summer months include: library<br />

remodel, additional parking and classroom space, and a campus security system with<br />

identification cards. Additionally, we are in the process of expanding degree options and<br />

adding new degree programs which will attract outstanding students from around the<br />

globe.<br />

Latricia and I have found the moral and spiritual support received during this transition<br />

period to be nothing short of incredible. The IPHC-GMC community, students, faculty,<br />

staff and administrative personnel have welcomed us with open arms. For that we are<br />

extremely grateful and thankful.<br />

REPORT FROM THE CHILDREN’S CENTER<br />

The following report was sent regarding activity at The Children’s Center over the last<br />

quarter.<br />

• The Children’s Center celebrated “Button Day” on June 3 & 4 with more than 40 art<br />

pieces submitted. This event celebrates the centennial anniversary of the first “Button<br />

Day” in which the Center’s founder sold tiny pin-back buttons to raise money for<br />

The Oklahoma Orphanage (now The Children’s Center) in 1910.<br />

• The Barrier Trails Park and Pond Project is complete and will be available for public<br />

use beginning the first week of July. Monies for this project were provided through<br />

grants from the Oklahoma Department of Fish and Wildlife as well as the Oklahoma<br />

Department of Tourism.<br />

• Six foot sidewalks are being installed around the perimeter of The Children’s Center<br />

campus beginning the first of July. This project was made possible through matching<br />

grant funds by the Oklahoma Department of Transportation.<br />

• Average patient census for April was 102; May 106; June 106.<br />

• Pediatric Outpatient Services has expanded its physical therapy services and will<br />

offer services in the new Pediatric Physician Clinic beginning July 6.<br />

• Open Interview Day brought 200 prospective applicants to The Children’s Center.<br />

Tours were given to individuals interested in employment at the Center.<br />

• The annual Volunteer Luncheon was held for active in-house volunteers of The<br />

Children’s Center. Approximately 40 volunteers serve each year as rockers,<br />

educational aides, and tutors.<br />

• Board members are actively seeking individuals to tour The Children’s Center.<br />

Interested persons may contact the Communications and Development Office at<br />

DISCIPLESHIP MINISTRIES DIVISION TEAM/PERSONNEL UPDATE<br />

Mrs. Anna Vaughn tendered her resignation as the Administrative Assistant to our<br />

National Youth & Children’s Ministry Directors at the end of April in order to<br />

accommodate her husband’s pursuit of the Chaplaincy.<br />

The Lord providentially sent Tracey McDonald Todd back to the GMC and<br />

subsequently to the employment of the Discipleship Ministries Division. Tracey’s<br />

experience, attention to detail, familiarity with managing conference events, “can do”<br />

positive attitude and passion for ministry have already made her an indispensable part<br />

of our DMD TEAM. Tracey is an answer to prayer!<br />

logo campaign for Vision 2020 was introduced along<br />

Bill Cox, of Martus Solutions, presented an overview of<br />

software that was designed for IPHC Ministries. It<br />

provides a database system that would enable<br />

Conferences to report electronically. This would<br />

facilitate electronic reporting from local churches to<br />

conferences to GMC.<br />

PASTORAL DEVELOPMENT<br />

Terry Fowler made a presentation on the new Pastoral<br />

Development program and also gave an update on the<br />

Spanish Ministerial Training program.<br />

M-25 PRESENTATION Gary Burd shared the ministry opportunities provided<br />

through participation with “Run for the Wall.”<br />

FINANCES<br />

An update was provided by Bishop Carpenter on the<br />

refinancing of the “C” property in Kailua, Hawaii.<br />

The new tithe procedure for GMC executives, directors,<br />

and IPHC active duty military Chaplains was reviewed<br />

and the conference bishops were asked to ensure the<br />

process occurs in a timely fashion.<br />

2009 STATISTICAL INFORMATION The IPHC statistical graphs on growth and membership<br />

were analyzed.<br />

2011 CENTENNIAL CELEBRATION Bishop Thompson informed the COB of tentative plans.<br />

Approval is anticipated at the next full committee<br />

meeting. To subsidize the celebration expenses, a<br />

partnership program has been formed. Interested<br />

individuals and conferences can commit to $100<br />

donation, which would provide benefits such as a<br />

Medallion, 1911 Minutes, Covenant Agreement, DVD,<br />

etc.<br />

A Centennial Celebration – West is being planned in<br />

Oklahoma City, OK for February 9, 2011 to<br />

accommodate those from other areas who are unable<br />

to attend the celebration in Falcon, NC.<br />

2013 GENERAL CONFERENCE Mike Gray gave an update on the possible location of<br />

the 2013 General Conference in Dallas, TX.<br />

MOTION to pursue Dallas, TX as a site for the 2013<br />

General Conference and to contract with the Sheraton<br />

Dallas Hotel.<br />

A special meeting of the EC COB was called for Tuesday afternoon, March 16,<br />

2010, by Presiding Bishop Carpenter. EC COB members, Bishops Beacham,<br />

Thompson and Gardner, were present. Mike Gray also joined the group.<br />

Several issues were reviewed:<br />

‣ <strong>Pentecostal</strong> World Conference – all will attend<br />

‣ COGOP Attendee – Chris Thompson will attend.<br />

‣ Ruling for SC Conference<br />

A minister who is retired from secular and/or church<br />

employment may be nominated for and elected or<br />

appointed to any position on the conference executive<br />

council except that of conference bishop if he is serving<br />

under appointment of the conference executive council<br />

as a “full-time”, senior pastor of a local church in said<br />

conference. The person involved must necessarily meet<br />

all the other requirements of the Manual for his eligibility<br />

to serve in this position.<br />

The term full-time in this statement is not to be<br />

construed in regards to financial remuneration but in<br />

contrast to someone who is serving as an “interim”<br />

pastor under appointment of the conference executive<br />

council. A person serving in an “interim” pastoral<br />

position would not be eligible for nomination and<br />

election and/or appointment to the conference executive<br />

council.<br />

‣ Ruling for Golden West Conference<br />

“Council members who have served in one office for<br />

eight years must receive a 2/3 separate vote to set<br />

aside the statue of limitations in order to be eligible for<br />

nomination to the same position. Their name could then<br />

be placed in nomination and they could be elected to the<br />

office with a simple majority vote. They would be eligible<br />

to be nominated and elected by majority vote for other<br />

plans. September 26-30, 2011 are the tentative dates<br />

for the World Conference, dependent on availability of<br />

property. Madrid is the primary target with Toledo,<br />

secondary.<br />

funds and make some recommendations as to<br />

disbursements.<br />

COMMUNICATIONS REVIEW<br />

Greg Hearn, CEO of Life Springs, gave an update on Life<br />

Springs and Communication Services.<br />

Communications Restructure:<br />

Greg reported on the joint meeting held with GMC and<br />

LSR communications personnel to combine the two<br />

service departments. Previously each worked<br />

independently and will now be working together. A<br />

mission statement for Communications was<br />

established. Various methods of facilitating all the<br />

changes were reviewed.<br />

The Extension Loan Fund Board of Directors met in Greenville, SC on June 11, 2010.<br />

Present for the meeting were President David Parker, Vice-President Stephen Hanscom,<br />

Vice-President Johnny Upton, Director Garry Bryant, Director David Benton, Director<br />

Ronnie Kennett, Director Tandy Hix and recording Secretary Esther Nix. Absent;<br />

Director Wendy Hughes, Director Preston Lee and Secretary Treasurer Wallace<br />

Hamilton.<br />

Meeting was called to order by David Parker. Devotion and prayer was offered by<br />

Apostle Ron Carpenter Jr.<br />

A tour was given of the facilities at Redemption World Outreach Center.<br />

David Parker reviewed the minutes for the March 8, 2010 Board Meeting. A Motion<br />

was made, second, and passed to approve the minutes.<br />

Stephen Hanscom reviewed the minutes from the Executive Committee meetings from<br />

April 16th, May 13th, May 24th and May 28 th of 2010. A Motion was made, second,<br />

and passed to approve the minutes.<br />

David Parker reviewed the Amended By-Laws. The Board is suggesting changing the<br />

way we budget for marketing in regard to promotion, gifting and sponsorship. Johnny<br />

Upton and David Parker will do a study of how to break out these items for the 2011<br />

budget. The Board feels that the approval of Amended By-Laws should be done with a<br />

conference call involving the entire board of directors.<br />

David Parker and Stephen Hanscom reviewed the Administrative Approvals. A Motion<br />

was made, second, and passed to approve the new structure.<br />

David Parker reviewed the treasurer’s report. A Motion was made, second, and passed<br />

to approve the treasure’s report as presented.<br />

David Parker reviewed the current available funds.<br />

David Parker and Johnny Upton reviewed the current interest rate. A Motion was made,<br />

seconded, and passed to lower the interest rate .25% across the board (APR) with a long<br />

term view of bringing the Loan Fund rates to a target of 1.25% (APY) above the averages<br />

posted on the bankrate.com site.<br />

David Parker reviewed the current loan rate. A Motion was made, second and passed to<br />

drop the 20 year rate to 8.875%.<br />

Stephen Hanscom reviewed the underwriting procedures.<br />

The following requests were presented and reviewed by the Board.<br />

• Bishop Tommy McGhee requested a lower interest rate for Family Harvest<br />

Outreach, Greensboro, NC on their loan to 5% with interest only payments for the<br />

next twelve months and consider decreasing the interest to 5% for the duration of<br />

the loan. A Motion was made, second, and passed to drop the interest rate to 5%<br />

for only six months based on a signed forbearance agreement and then review the<br />

church finances.<br />

• World Missions Ministries, Ukraine is requesting $180,000 to purchase a<br />

building. A Motion was made, second, and passed to approve the request<br />

contingent on the approval of World Missions Board and verification of funds the<br />

church, Dawn of Day, has raised toward the property.<br />

• Metro Ministries, Brooklyn, NY is requesting for a participating loan with Bank<br />

of Owasso for remodeling. David Parker will proceed with the request with the<br />

Bank of Owasso and get back with the board.<br />

A conference call was held with Syntrinsic regarding the performance and policies of the<br />

managed investments.<br />

David Parker and Stephen Hanscom reviewed the following new/refinance loan request:<br />

1. Centro Cristiano Genesis, Yuma, AZ – West Coast Hispanic Conference – Is<br />

requesting $625,000 to purchase a building. A Motion was made, second, and<br />

passed to decline the loan. Board would like to see if they can lease to purchase.<br />

2. Oasis de Esperanza, Webster, TX – Texas Latin Conference – Is requesting<br />

$400,000 to build a multi-function building as an annex to the church. A Motion<br />

was made, second, and passed to approve the request with a 20 year amortization<br />

at 8.25% or 8.00% with the church agreeing to ACH payments. The church will<br />

also deposit $100,000 with the Extension Loan Fund to be used in the finishing<br />

and furnishing of the building. The loan amount is contingent on receiving a<br />

project analysis report from First American.<br />

3. Amistad Cristiana de Omaha – Acts2Day – Is requesting $176,000 to buy a<br />

building. A Motion was made, second, and passed to decline the request for the<br />

loan. The church needs to have a 10% down payment and letter of approval from<br />

the Acts2Day conference.<br />

OPENING and INTRODUCTIONS<br />

The meeting was called to order by Reggie Till, IPHF President and Chairman. He welcomed the<br />

members of the Board to their first meeting; This is the first meeting of the IPHF Board since the<br />

members were confirmed by the COB in February 2010.<br />

Mr. Till gave a devotion and Mr. Wilson led the group in an opening prayer.<br />

Each Board Member gave a brief self introduction.<br />

INVESTMENT ADVISER CONFERENCE CALL<br />

Syntrinsic Investment Counsel Managing Partner, Ben-Valore Caplan called in from his Denver, Co<br />

office. Mr. Valore-Caplan presented via conference call various Syntrinsic documents related to<br />

institutional and retirement investments. As a result of the discussion that followed the presentation, the<br />

following points are noted:<br />

Syntrinsic’s team will assist the Board’s Investment committee to revise the IPHF Investment<br />

Policy Statement.<br />

In response to a question, Mr. Valore-Caplan explained that the IPH Foundation’s target<br />

investment return had been 6-7% on an annual basis, but that 5% was more in line with today’s<br />

market.<br />

BYLAWS DISCUSSION/AGENDA<br />

The Board referenced the Bylaws in the notebook. Mr. Till noted the Bylaws do not allow an employee<br />

to hold a position on the Board, and that he will no longer be chairman of the board in accordance with<br />

the Bylaws.<br />

The following are points of discussion and action items as a result of reviewing the Bylaws:<br />

Article IV-Section 7, the group discussed discrepancies related to positions.<br />

o There is a conflict with the Secretary/Treasurer duties and those of the President.<br />

Since the Secretary/Treasurer is not an employee, some of the duties would need to<br />

day to day management by the President (or other employee at some time in the<br />

future) while the Secretary would provide board oversight.<br />

o Mr. Overstreet suggested that in some documents the Secretary/Treasurer should<br />

attest documents along with the President’s signature.<br />

o The Board directed Mr. Till to work with Ms. Beacham and Mr. Overstreet (both are<br />

attorneys) to rework this section of the Bylaws and forward to board members via<br />

email to approve the changes.<br />

Mr. Till asked the Board to take action on the Board positions in the Bylaws in order to elect the new<br />

Board officers. Mr. Till explained that upon electing the new Chairman, he/she would chair the<br />

remainder of the meeting.<br />

Action on Board Positions:<br />

The Board agreed by consensus to accept the Board positions of Chairman, Vice-Chairman<br />

and Secretary/Treasurer understanding that the Secretary/Treasurer’s roles would be edited and<br />

approved by the Board.<br />

George Wilson was voted in by acclamation to the position of Board Chairman.<br />

o Review and revision of investment administrative fees.<br />

o Review of the current grants policy and procedure.<br />

Mr. Wilson requested that an Investment Committee be created that is separate from the<br />

Executive committee.<br />

Action Taken:<br />

The following motions were APPROVED by consensus:<br />

Change Article IV, Section 5, to include language that will include the Chairman as an<br />

ex-officio member of all other committees formed by the Board.<br />

Change Article IV, Section 8, to include language that will include the President as an<br />

ex-official member (voice and seat only) of all other committees formed by the Board.<br />

The Board established that the Foundation President would have latitude to approve<br />

expenditures that were $10,000.00 or less or amounts already included in the Board<br />

approved budget. Any amount over this would need Board approval.<br />

Article IX, Section 4 be edited to remove “are not inconsistent” and replace it with “are<br />

consistent” in the 3 RD line of the 1 st sentence.<br />

Action Taken:<br />

Motion made that the Board Secretary/Treasurer serve as Chair of Audit Committee.<br />

The motion was APPROVED. Voting in favor of the motion: ALL<br />

By Consensus, the Board established an Investment Committee.<br />

The Board APPROVED Bill Cox to serve as Chair of the committee with David McClain<br />

and Gwen Parker serving as members of the committee<br />

Eldon Overstreet and George Wilson.<br />

changes which are to be reviewed and ratified by the Board.<br />

2010 BUDGET AND FINANCIALS<br />

Mr. Till explained to the Board that the documents included in the binder are 2008 audited financial<br />

statements and 2009 unaudited financial statements for the IPHF. Comments and actions as part of this<br />

discussion-<br />

Mr. Till explained to the Board that the IPHC 403(b) retirement funds are not included in the<br />

Foundation or denomination’s financials.<br />

Mr. Till explained to the Board that the denomination was funding about $27K to the IPHF in<br />

support of the 403(b) retirement plan costs and for the Planned Giving Program.<br />

In discussion about the Planned Giving Program budget, Mr. Till informed the board that the<br />

Planned Giving Program would be going through changes. Because Attorney Jonathan Burch<br />

would be giving up his position, CPA and Attorney Lawn Gardner would be providing support<br />

for the Planned Giving Program.<br />

Action Taken:<br />

Motion made approve the 2010 Budget as presented.<br />

The motion was APPROVED. Voting in favor of the motion: ALL<br />

IPHC 403 (b) RETIREMENT PLAN<br />

The Board discussed the IPHC’s 403(b) retirement plan. There was no action taken by the Board related<br />

PLAN GIVING PROGRAM (PGP)<br />

The Board learned about the PGP that was established in 1975. Mr. Till explained the current price of<br />

$25.00 per will has not changed in many years, so there needs to be an increase in the charge per will.<br />

Additionally, the PGP should offer additional simple services (Living Wills/Advanced Directives,<br />

Durable Power of Attorney) under the program.<br />

There was no action taken by the Board related to the Planned Giving Program.<br />

GRANTS PROGRAM<br />

Mr. Till commented there is $7,000.00 available for 2010 grant awards. Current requests-<br />

1. Independent <strong>Church</strong>-Paula Bost is requesting $2,250.00.<br />

2. Lakeside PHC-Requesting money for walkway. Original request was $3,000, now it is $6,000 in<br />

the updated email request.<br />

3. Richard Wolford-Mr. Wolford requested $5000.00 for operations. He receive an award in 2008.<br />

4. Annual Youth Workers-Charles Boyd is requesting $6000.00 to train 20 youth workers annually.<br />

Before making any awards, the Board reviewed, asked questions and made comments regarding each<br />

application. The Board felt the following comments and questions about the Grants Program need to be<br />

addressed -<br />

Criteria should be considered to award grants that provide the best return for the investment.<br />

Standard evaluations should be used to determine grant awards.<br />

When awards are made, there needs to be a mechanism to track results from previous awards.<br />

The IPHF needs more financial information on the grant applicants.<br />

Conference Bishops should recommend or even sign off on applicants.<br />

The grant process needs to be revised and is a project for the Investment Committee to review.<br />

The Board agreed that award should not be provided for operational funds.<br />

Action Taken:<br />

Motion was made to award $3000.00 to the National Youth Ministries grant request made<br />

by Rev. Charles Boyd.<br />

The motion was APPROVED by the Board. Voting in favor: ALL<br />

instances reject claims out of hand. Grant Thorton has previously<br />

indicated a willingness to negotiate but that willingness has yet to result in<br />

Today I spoke with Faiyaz Hussain, Senior Counsel, Grant Thornton LLP<br />

on the claim of IPHC against Grant Thornton LLP. It appears that Grant<br />

Thornton LLP has decided to assign a Senior Counsel to address this<br />

claim rather than have an Associate Counsel deal with it part time in<br />

addition to the other administrative duties any an Associate Counsel has.<br />

Mr. Hussain is still spooling up to speed on our claim and was not<br />

prepared today to respond to the settlement demand of IPHC (in the<br />

amount of $577,046.42). Mr. Hussain did attempt some negotiation but<br />

his efforts were unsuccessful as he (a) was not fully aware of all of the<br />

facts and legal arguments we have previously presented, and (b) had to<br />

admit that Grant Thornton LLP owes IPHC a response to its settlement<br />

offer.<br />

Mr. Hussain promised to call back soon with Grant Thornton LLP’s<br />

settlement offer.<br />

Please accept my expression of appreciation on behalf of the IPHC for your diligence in<br />

representing the church. It gives the leadership of the denomination great comfort and<br />

assurance to know that we have such capable counsel. We will all wait patiently for the next<br />

word from the Intermediate Court of Appeals and trust it to be a positive ruling on behalf of<br />

the IPHC. .<br />

Meanwhile, our renewed ministry efforts on the property are in place and progressing at a<br />

rapid pace under the leadership of Rev. & Mrs. Greg Hood and the capable ministry team that<br />

moved with them to the island at the close of last year. The property has been basically<br />

completely remodeled after a significant infusion of funds from the IPHC to purchase<br />

materials and numerous missions trips by 12-15 man work crews from the mainland to<br />

provide the labor. The congregation of the local church on the property has doubled since<br />

January and the future of IPHC ministry on Oahu and the other islands looks extremely<br />

bright. The two of you, Marion & Philip, and your respective law firms have insured that we<br />

could continue rendering quality ministry to the needy and hurting in Hawaii. On behalf of<br />

the church and those in Hawaii who will be blessed by our presence there, I say again,<br />

<strong>Here</strong> are my enumerated responses to your questions:<br />

1) It has been our experience that appeals to the ICA may take anywhere from two to<br />

four years after briefing has been completed. We note that the ICA's decision on<br />

Redemption Bible College's unsuccessful appeal on lot 349/355 took approximately<br />

two years from close of briefing. Unfortunately, the ICA's decision not to schedule<br />

oral argument in our case does not appear to accelerate the appellate process.<br />

2) We are hopeful that the ICA will affirm the lower court's dismissal. We believe the<br />

Transfer Certificate of Title showing IPHC's ownership of Lot 361 is legally<br />

conclusive. As mentioned previously, our only concern is that the ICA may view Leon<br />

Stewart's declaration claiming HHPPHC was not a church or conference, thus raising<br />

an issue of fact regarding the transfer of Lot 361 from HHPPHC to IPHC. In response<br />

we argued that HHPPHC's articles of incorporation stating it is a conference<br />

organization is determinative of HHPPHC's status.<br />

3) Once a decision is made by the ICA, either party can petition the Hawai`i Supreme<br />

Court for additional review (writ of certiorari), although it is within the Supreme<br />

Court's discretion whether to accept an appeal from the ICA.<br />

4) Under our appellate rules a party has to file a writ of certiorari to the Hawai`i<br />

Supreme Court within 90 days of the ICA decision. The Supreme Court is required to<br />

rule on the writ within 45 days of filing.<br />

It is our understanding that the majority of writs are denied by the Supreme Court. In<br />

the unlikely event the Supreme Court accepts the appeal of this case no additional<br />

briefing is generally allowed. Nonetheless, a decision from the Supreme Court may<br />

take several years.<br />

The Intermediate Court of Appeals has given notice that oral argument will not<br />

be scheduled in the Redemption Bible College appeal. Essentially, the appeal<br />

will be decided on review of lower court proceedings and the appeal briefs.<br />

Either party can make a request for oral argument, although as appellee, I don't<br />

believe IPHC would necessarily benefit from oral argument on appeal.<br />

Please let me know if you if you have any questions or believe we should make a<br />

request for oral argument.<br />

We honor the men and women who have served and continue to serve the IPHC so<br />

faithfully. We all are obviously standing on the shoulders of others in the past in order to<br />

be where we are today. However, several Bishops had felt their time of service was<br />

complete and had previously announced their intention to leave the office. Therefore,<br />

some degree of change in leadership was inevitable during the 2010 Quadrennial<br />

Conference business sessions.<br />

I felt from the beginning that we would see a minimum of eight and a maximum of 12<br />

new Bishops come into office during this time of transition. The average number would<br />

be 10. We currently have nine new Bishops in place and at least one more to be elected.<br />

That would be at least 10 new Bishops for the coming Quadrennium.<br />

Based upon our total number of USA conferences being 30, it appears that about 30% of<br />

the membership of the Council of Bishops will be new to the office when we meet for the<br />

Fall COB meeting in Oklahoma City. This brings the exciting dimension of youth and<br />

fresh thinking to the Council of Bishops. It also means there will be a need for intentional<br />

training and mentoring to address the learning curve for denominational leadership that<br />

they will obviously encounter. We happily and anxiously anticipate both!<br />

This is another example of the “Convergence Factor” that has been so prominent in my<br />

thinking in recent months. The addition of these new Bishops presents a scenario<br />

conducive to even more positive and expeditious change as the IPHC moves into the<br />

leadership position God has ordained for her in the church-world of the 21 st Century!<br />

CELEBRANDO LA UNIÓN<br />

En un día frío de Enero 1914, La Iglesia de<br />

Santidad <strong>Pentecostal</strong> Bautizado con Fuego<br />

y La Iglesia de Santidad <strong>Pentecostal</strong> se unio<br />

formundo una nueva denominación. Llegaron desde<br />

diferentes ciudades, estados, y trasfondos económicos,<br />

pero tenían una cosa en común. Deseaban el fuego y el<br />

ungimiento del Espírito Santo. No sospechaban el impacto<br />

que su unificación tendría en el futuro del Movimiento<br />

<strong>Pentecostal</strong>.<br />

La iglesia pequeña que comenzó en Falcon, Carolina<br />

del Norte, tiene ahora una membresía de mas de cuatro<br />

millones con 23,000 ministros y 18,000 iglesias en 103<br />

países. En Enero, vamos a celebrar 100 años de unidad<br />

y ministerio en la Iglesia Internacional de Santidad<br />

<strong>Pentecostal</strong>. Nuestros himnos, nuestra ropa, y nuestras<br />

iglesias aparecen diferentes pero una cosa sigue igual.<br />

El Sitio de la Conferencia de Carolina del Norte en Falcon,<br />

servirá como lugar para la Celebración Centenial.<br />

Falcon era un centro de predicación de santidad en los<br />

últimos años de los 1800. Fue aquí donde J.A. Culbreth<br />

estableció la tercera Iglesia de Santidad <strong>Pentecostal</strong> en<br />

Welcome to Sweden!<br />

We extend to you a cordial invitation to the 22 nd <strong>Pentecostal</strong> World<br />

Conference on August 24-27. This gathering of <strong>Pentecostal</strong>s from<br />

around the world will convene in beautiful Stockholm, Sweden in<br />

the historic Filadelfia <strong>Church</strong>. The church will be celebrating it’s<br />

Centennial on the weekend at the conclusion of the conference.<br />

The Swedish <strong>Pentecostal</strong> <strong>Church</strong> will also have it’s annual leadership<br />

meeting in conjunction with the conference.<br />

The theme for the 22 nd World Conference is Equip Yourself, Others<br />

and the <strong>Church</strong>. As you see from the brochure leading <strong>Pentecostal</strong><br />

leaders from Scandinavia and around the world will focus on preparing<br />

the church for spiritual leadership for this next century. The conference<br />

will provide a wonderful opportunity for worship, training, and fellowship.<br />

Let us join together in prayer as we come together in Stockholm<br />

for the Father to pour out His blessing of the Holy Spirit upon the<br />

conference. We need the wind of the Spirit to sweep over the<br />

<strong>Pentecostal</strong> movement to renew the evangelistic zeal and empower<br />

us for the challenges of this century.<br />

CHURCH INFORMATION FORM<br />

GUIDELINES<br />

THIS FORM SHOULD BE USED ONLY ONCE FOR EACH NEW CHURCH REPORTED.<br />

The <strong>Church</strong> Information Form (CIF & related Membership/Affiliate Agreement) is to assist the Conference in the<br />

collection/reporting of essential information about new churches and the pastors who lead them. Only information<br />

vital to the work of the IPHC has been requested on the form.<br />

Use a CIF form to report any church that becomes a part of the conference. Use the Member CIF to report<br />

<strong>Church</strong> Plants, and Member Transfers (independent which joins as a member church). Use the Affiliate CIF to<br />

report Affiliate Transfers (independent which joins as an affiliate).<br />

Be sure to complete the form. Incomplete forms defeat the purpose of the CIF, requiring someone to contact your<br />

office again to gather the necessary information.<br />

1. The CIF should only be reported ONE time for each new church. Once the CIF is sent in, the church becomes<br />

a permanent part of our statistical and financial records.<br />

• Do NOT use the CIF to report a new church with fewer than 12 (8 adults) in attendance. These churches<br />

cannot be included in our statistical reports.<br />

• Sending a CIF in more than once leads to duplicate records, especially if the new church has changed its<br />

name, location or pastor since the first report.<br />

• Changes in a church's status (from mission to CTM to Organized or from Affiliate to Member church) are not<br />

significant for our Information Management System. Closure is the only status change that needs to be<br />

reported and that piece of information is collected at the end of each year during the growth stats update.<br />

2. Once the conference has determined that the new church is viable and wishes to include it as part of the<br />

permanent records, the CIF (includes the Membership or Affiliate Agreement) should be filled out and signed by<br />

all appropriate parties.<br />

• Make sure both forms are complete, including signatures. Missing information takes longer to obtain later, not<br />

to mention the inconvenience to all parties involved.<br />

• The EIN (Employer Identification Number) is very important! Without it, the IRS will not accept the church as<br />

part of our tax-exempt umbrella. Make sure a new church applies for that number as soon as practical, since<br />

it can take a while to receive it.<br />

• Use the CIF for your conference records, as well. Mailing information is important for obvious<br />

communications purposes; the physical address of the church is important in order to include the church in<br />

our online database. Without that physical address, visitors cannot obtain directions to the church's worship<br />

location.<br />

3. See detailed instructions for each field on the CIF on page two, below.<br />

4. Mail or fax the completed forms to the GlobalDesk office at 405.789.3957. If you fax the forms, do NOT mail<br />

the originals unless requested to do so (i.e., in the event of fax problems). Duplicate records arriving at different<br />

times increase the risk of errors.<br />

5. The forms are reviewed for completeness. If properly completed and signed, the forms are forwarded to the<br />

Presiding Bishop for his signature and processed into our system. If incomplete, the conference office will be<br />

contacted to obtain the missing information.<br />

financially support the Conference and the worldwide ministries of the IPHC as much as possible<br />

with respect to the needs of both parties.<br />

An Affiliate <strong>Church</strong> is connected with the <strong>International</strong> <strong>Pentecostal</strong> <strong>Holiness</strong> <strong>Church</strong> for the purpose<br />

of training, networking, ministry participation, and exploring full membership status with the IPHC.<br />

Dear Chaplain Linsky:<br />

First of all, we want to thank the members of the Comprehensive Review<br />

Working Group for taking the initiative to invite the Chaplain Endorsing Agencies<br />

to express their concerns about the possible impact on the military and our<br />

chaplains in the event that the “Don’t Ask, Don’t Tell” legislation is repealed.<br />

Our denomination is a member of the National Association of Evangelicals. This<br />

diverse body of evangelicals represents over 45,000 local churches from over 40<br />

different denominations and serves a constituency of millions. We are an affiliate<br />

member of the National Association of Evangelicals Chaplains Commission with<br />

over 1,000 military chaplains, and I serve as the Vice Chairman.<br />

It was in 1985 that the NAE (National Association of Evangelicals) affirmed that<br />

“the sexual relationship between a man and a woman within the bounds of<br />

marriage is something natural and beautiful” and that “homosexual activity, like<br />

adulterous relationships, is clearly condemned in Scriptures.” In addition, we<br />

affirmed that “the Bible records God’s historic judgment on societies<br />

characterized by this deviant behavior.” The Apostle Paul in writing to the<br />

Romans clearly teaches that the practice of homosexuality is a degrading and<br />

unnatural passion (Romans 1:26-27). In his letter to the Corinthians Paul defines<br />

the practice of homosexuality as a sin that brings devastating consequences (1<br />

Corinthians 6:9-10).<br />

In 2004, the NAE affirmed that “We believe that homosexuality is not an<br />

inherited condition in the same category as race, gender, or national origin, all of<br />

which are free from moral implication. We believe that homosexuality is a<br />

deviation from the Creator’s plan for human sexuality.” We also “affirmed that<br />

homosexuals can be forgiven, cleansed and healed of their behavior and be<br />

restored to healthy and godly living.” We called on “pastors and theologians,<br />

along with medical and sociological specialists within the Christian community to<br />

expand research on the factors which give rise to homosexuality and to develop<br />

therapy, pastoral care, and congregational support leading to complete<br />

restoration.”<br />

We, as members and leaders of the <strong>International</strong> <strong>Pentecostal</strong> <strong>Holiness</strong> <strong>Church</strong>,<br />

wish to affirm the beliefs stated above. We support the military of the United<br />

States of America and believe that the military services have been established to<br />

serve the good of our Nation, and not to be a social experiment or testing<br />

ground for society at large. We believe that allowing those that practice deviant<br />

and potentially harmful behavior are a threat to our national security and the<br />

well being of our Country.<br />

We, as a denomination, would caution the President and Congress to think long<br />

and hard about writing new legislation to reverse the DADT current policy with<br />

regard to homosexuals. It is our belief that such action would be in direct<br />

opposition to the moral law of God and the standards of natural law. Such action<br />

may indeed position our military and Nation on the slippery slope to destruction.<br />

I believe that should the DADT law be reversed it will set in motion the Law of<br />

Unintended Consequences.<br />

It will subvert the good order and discipline in the military services. It will<br />

undermine the integrity of men and women at all levels. They will be ruled by<br />

fear of possible charges of discrimination or hate crime. If this happens, this law<br />

with its enforcement will silence the voice of many chaplains for fear of being<br />

disciplined or prosecuted. It will be a deterrent to recruiting the best young men<br />

and women. It will cause outstanding career officers and non-commissioned<br />

offers to rethink their commitment to the military and resign in order to maintain<br />

their own integrity and moral standards. There may very well be a mass exodus<br />

of faithful chapel attendees by going to civilian churches, and there will be a<br />

significant loss of attendance in Sunday schools and Bible studies. Chaplains will<br />

no longer be the spiritual leaders of Bible studies and prayer groups.<br />

We appeal to you and the review team, for the good of our Nation and our<br />

military to provide counsel to your Service Chief of Staff and Chairman of the<br />

Joint Chiefs of Staff and those who serve at that level of leadership to petition<br />

our President and Congress to deny those who openly practice homosexuality to<br />

serve in our Nation’s military services, Army, Navy, Air Force, and Coast Guard.<br />

We urge you to speak with moral courage and integrity to this issue that is vital<br />

to the spiritual, moral, and physical wellbeing of our nation.<br />

Dear Chaplain Linsky:<br />

It is my belief that the White House and Congress are completely out of touch<br />

with the American people. I am confident that the majority of Americans are<br />

repulsed by homosexual and lesbian lifestyles. I recommend a poll to be taken<br />

among the men and women in the armed forces to get their opinion.<br />

I joined the Marine Corps in 1953. I was a ministerial student at the time, and<br />

would have been drafted in the Army, but I refused to apply for a ministerial<br />

deferment. I considered myself to be an American so I wanted to volunteer to<br />

fight for my country, and did. I can tell you the Marines I served with on active<br />

duty for three years were heterosexual men.<br />

While in the Marine Corps, a young Methodist Navy chaplain came where we<br />

were. When I saw the cross on his uniform, I instantly remembered my<br />

commitment to Jesus Christ as a six-year-old boy. That cross for me was a<br />

visible reminder of the Holy unseen God to Whom I was accountable and had<br />

earlier given my heart and life to serve and obey. I was backsliding at that time,<br />

but I repented of my sins and rededicated my life to Christ. Through the ministry<br />

of this chaplain, I was called to be a military chaplain. I found out what the<br />

requirements were, and set my heart like a flint to finish college, go to seminary,<br />

and pastor a church for two years. In seminary, I was in the Army Chaplain<br />

Candidate Program. I finished the Chaplain Officer Basic Course at Fort Slocum<br />

on David’s Island, just off the shore from New Rochelle, NY. Since there were no<br />

openings in the Army following my graduation from seminary, I pastored a rural<br />

church for two years. One of our Air Force chaplains was killed in an Air Force<br />

transport aircraft over Manila, Philippines, in April 1964, when some 57 souls lost<br />

their lives. Shortly after that, my bishop asked me to fill that vacancy. I had to<br />

resign my commission in the Army Reserve, and was sworn in the Air Force.<br />

I spent 10 years on active duty as an Air Force chaplain and 16 years in the Air<br />

Force Reserve as an IMA. I served for five years as a member of the USAF<br />

Chaplains Resource Board at Maxwell AFB, Alabama, and developed the themes<br />

of two different Chiefs for five years. I retired in 1991 from Robins AFB, GA.<br />

During the years I was on active duty and in the reserve, I often shared pulpits<br />

and the conduct of worship services when men of various denominations. I never<br />

had any problems. When I was the hospital chaplain at Wright-Patterson AFB, I<br />

was called upon to serve communion at Chapel One where the high ranking<br />

officers attended. I was asked to do this because the Wing Chaplain, a Lutheran,<br />

and the Episcopal chaplain, who was assigned to that chapel, were not allowed<br />

by their denominations to serve open communion. I am a <strong>Pentecostal</strong> and I have<br />

no restrictions on serving communion to other Christians.<br />

However, I would find it completely unacceptable for me to conduct a worship<br />

service with a homosexual and would seek to get my denomination to restrict all<br />

of our chaplains from doing so in the event the DADT policy is reversed.<br />

It is my belief that most of the people who now attend our chapel worship<br />

services and volunteer to teach Bible studies, Sunday school classes, vacation<br />

Bible school will vote with their feet by leaving and going to civilian churches off<br />

base or off post. Lay volunteers will be hard to find.<br />

Because I believe the Bible is the sole authority for my faith and conduct in life, I<br />

have to oppose the reversal of the "Don't Ask, Don't Tell" policy. The truth of<br />

God’s Word never changes. The Bible says, “You shall know the truth and the<br />

truth shall set you free” (John 8:32). God considers homosexual behavior and<br />

lifestyle to be an “abomination.” He destroyed Sodom and Gomorrah because of<br />

this gross sin. The Bible tells us in Genesis that Abraham interceded for those<br />

cities and asked God if He found 10 righteous people if He would save the cities.<br />

The tragedy is there were not 10 righteous people there and the cities were<br />

destroyed. Only Lot and his immediate family got out, with the exception of<br />

Lot’s wife who looked back and turned into a pillar of salt (Genesis 19:26).<br />

God could very well allow the destruction of the United States of America if we<br />

as a nation don’t repent and turn to Him. Reversing the DADT policy may<br />

position our country on the path to destruction. May God help us. And may God<br />

bless America, the land I love. This is my country.<br />

National Association of Evangelicals<br />

Abortion 2010<br />

All humans, male and female, are made in the image of God (Genesis 1:27) and, therefore, have<br />

intrinsic dignity that should be respected and honored. Indeed, the breath of life in all human<br />

beings is a gift from God (Genesis 2:7) and thus inherently holy. The National Association of<br />

Evangelicals (NAE) has pledged to protect the sanctity of human life and to safeguard its nature.<br />

In light of our respect for the precious gift of life, the NAE continues to speak on the sensitive<br />

subject of abortion.<br />

Quite simply, America has an abortion problem. Over one million abortions occur in the United<br />

States every year. 1 We find this number horrific, because it is not just a number. It represents<br />

more than a million human lives deliberately terminated every year. The Bible reveals God’s<br />

calling and care for persons before they are born (Psalm 139:13), and each life lost is a unique<br />

creation made in God’s image who might have blessed our society in extraordinary ways. We<br />

declare this situation to be unconscionable and unacceptable.<br />

The NAE is not alone in its concerns. The broader American public long has been disturbed by<br />

abortion, and this sentiment continues today. According to a September 2008 Pew Forum on<br />

Religion & Public Life publication, “most Americans (73%) believe that abortion is morally<br />

wrong in nearly all (24%) or some (49%) circumstances.” 2 We find hope for reform in this<br />

common concern.<br />

We recognize that well-intentioned Americans have debated for many years whether and in what<br />

circumstances abortion should be legal. Americans remain passionately divided on this subject.<br />

The NAE actively, ardently and unwaveringly opposes abortion on demand. However, we do<br />

not dismiss those who advocate for legal access to abortion as unconcerned for human life or<br />

unworthy of our respect and attention. Lack of civility and charity toward our neighbor is also<br />

unacceptable (Mark 12:31).<br />

The NAE is pleased that some longtime opponents in the debate over the legality of abortion<br />

have expressed interest in working together to dramatically reduce the incidence of abortion in<br />

the United States. Without compromising our core convictions, we seek honest conversation<br />

about ways to achieve this goal. These conversations should build on our shared concerns for<br />

human dignity, protecting children and promoting healthy families and communities.<br />

We understand that the problem of abortion is interconnected with other challenges in our<br />

society. Given the generative nature of human sexuality, we recognize an inherent link between<br />

respect for God’s gift of sex and respect for God’s gift of life. Sex is a precious gift from God<br />

intended for a man and a woman to consummate marriage, procreate, express love and<br />

experience pleasure within an exclusive covenantal relationship. The church is called to teach<br />

and model the blessings of sexual purity and to uphold marriage and the family, society’s<br />

fundamental building blocks.<br />

Pregnancy is a natural result of sexual activity and integral to God’s design and command for<br />

humans to “be fruitful and increase in number” (Genesis 1:28). If God permits a pregnancy,<br />

planned or unplanned, we should understand that God is forming a new life in his image. Sex is a<br />

responsible act only in a relationship in which a couple is willing to care for any children that can<br />

come from that union. However, in stark contrast to the biblical vision, irresponsible and<br />

flippant treatment of sex abounds in our society. It is no wonder that unplanned pregnancy<br />

similarly abounds and places many parents and their children in environmentally, economically<br />

and emotionally precarious states.<br />

We recognize the pain, fear and even anguish that sometimes accompanies an unplanned<br />

pregnancy. The parents, particularly when they are young or unmarried, are often overwhelmed<br />

by the sacrifices that would be required to care for a young life. In too many cases, fathers desert<br />

their partners and unborn children as soon as pregnancy is discovered. Abandoned pregnant<br />

mothers may feel hopeless in the face of the daunting challenges of single parenting. Sadly,<br />

many fathers and mothers in these situations each year turn away from the joys and<br />

responsibilities of parenting or the alternative of adoption, and many then bear heavy burdens<br />

stemming from those decisions for years to come.<br />

Approximately half of all pregnancies are unplanned, and more than 40 percent of these three<br />

million unplanned pregnancies are aborted. This accounts for the vast majority of America’s<br />

abortions every year. 3 Any serious attempt to reduce the number of abortions must therefore<br />

come to terms with unplanned pregnancy, the pandemic of extramarital sex and the complex<br />

issues surrounding contraception and other family planning methods. Where couples are not<br />

willing to accept the responsibilities of parenting, they should educate themselves about ethical<br />

methods of family planning. The <strong>Church</strong> is understandably reluctant to recommend<br />

contraception for unmarried sexual partners, given that it cannot condone extramarital sex.<br />

However, it is even more tragic when unmarried individuals compound one sin by conceiving<br />

and then destroying the precious gift of life. Witness the far reaching consequences to King<br />

David’s sins of adultery and murder. 4<br />

In some cases, couples embracing pregnancy face diagnoses of potential complications for their<br />

prenatal child. Too often these diagnoses are accompanied by suggestions towards abortion. For<br />

example, prenatal diagnoses of Down syndrome result in abortion in approximately 90 percent of<br />

such situations. 5 We are deeply saddened not only by such a staggering trend but also its subtle<br />

eugenic implications. Parenting a child with physical or developmental difficulties can be a<br />

significant challenge but also a great blessing. We believe churches should strive to be<br />

communities offering extra love and support for families who conceive or adopt special needs<br />

children.<br />

We do not wish to exalt a one-size-fits-all approach to abortion reduction. Rather, we urge<br />

church leaders, always with a mind to honor God’s gifts of life and sex and his holy institutions<br />

of marriage and family, to seek out strategies appropriate for their congregations and<br />

communities.<br />

We are grateful for those already working in ministries supporting children and youth, pregnancy<br />

care, adoption, single parents and parents of children with special needs, poverty relief, biblically<br />

sound family planning, sexual purity and accountability, and marriage strengthening. Each of<br />

these ministries can contribute to reducing the number of abortions. We commend the NAE’s<br />

“Theology of Sex” as a publication to aid evangelicals in properly understanding and cherishing<br />

human sexuality, building strong families, respecting human dignity and celebrating the precious<br />

gift of life. Moreover, we commission the NAE Generation Project to encourage evangelicals<br />

and society-at-large toward cooperative efforts and practical solutions that create an environment<br />

where sex is honored, life is cherished, parents are supported and the number of abortions is<br />

reduced.<br />

from the Upper South Carolina Conference. This is the product of the unanimous vote of<br />

the eleven members of our Conference Board.<br />

Many of our churches presently are using this leadership structure of the Pastor<br />

appointing his/her board and leadership team. The vast majority of the membership of<br />

our churches is represented by this leadership structure.<br />

In fact, 20,698 members of the 28,750 total membership, or, 72% of the constituency of<br />

the Upper South Carolina Conference are represented by this leadership structure in<br />

their local churches.<br />

Thus, this proposal by our Conference Board is a mirror of what is already happening in<br />

the Upper South Carolina Conference!<br />

The Conference Executive Council of the Upper South Carolina Conference of the<br />

<strong>International</strong> <strong>Pentecostal</strong> <strong>Holiness</strong> <strong>Church</strong> makes the following recommendation of<br />

Alternate Structure for Conference Leadership to the <strong>International</strong> <strong>Pentecostal</strong> <strong>Holiness</strong><br />

<strong>Church</strong> Council of Bishops:<br />

A. The position of Conference Superintendent shall be elected by the Quadrennial Conference<br />

voting delegation.<br />

B. The Conference Superintendent will appoint the Assistant Conference Superintendent and the<br />

Conference Secretary/Treasurer with the following proviso: Each Conference Superintendent<br />

Nominee will declare who they will appoint as their Assistant Superintendent and Conference<br />

Secretary/Treasurer prior to the Quadrennial Conference Session. This information will be<br />

included on their resume, which will be distributed to each Quadrennial Conference Delegate,<br />

one month prior to the Quadrennial Conference Session.<br />

C. The Conference Superintendent shall have the authority to appoint another Assistant<br />

Superintendent and /or Conference Secretary/Treasurer in the event of a vacancy in this<br />

position, during the Quadrennial term.<br />

D. The Conference Superintendent shall appoint the other members of the Conference Executive<br />

Council.<br />

E. The Conference Executive Council shall consist of the following:<br />

• Superintendent<br />

• Assistant Superintendent<br />

• Secretary/Treasurer<br />

• Six (6) District Elders<br />

• Discipleship Ministries Director<br />

• Evangelism/Missions Director<br />

F. All appointments will be for a four-year term and are subject to the guidelines given in the<br />

2009-2013 <strong>International</strong> <strong>Pentecostal</strong> <strong>Holiness</strong> <strong>Church</strong> Manual.<br />

G. In the event that a Conference Executive Council Member must be replaced, it shall be with a<br />

two-thirds majority vote of the Conference Executive Council.<br />

Responsible to the General Superintendent’s Office and the Executive Committee of<br />

the Council of Bishops, it is important that the Archives and Research Center is rooted<br />

in each conference worldwide.<br />

The General Superintendent recommends the appointment of Director of the Archives<br />

and Research Center at the Global Ministries Center (GMC). The Executive Committee<br />

of the Council of Bishop approves the Director’s appointment.<br />

Then, working in harmony with the <strong>International</strong> Archives and Research Center, each<br />

Conference Superintendent and his/her Executive Council appoints a Conference<br />

Archivist whose duties are described in "Guidelines" (see exhibit "A").<br />

The Conference Executive Council and the Conference Archivist will encourage and<br />

assist local churches within each conference to appoint local church historians (see<br />

"Guidelines," exhibit "B").<br />

In this way our entire <strong>Church</strong> benefits from the histories and records being kept and<br />

they will more accurately be preserved.<br />

On a regular schedule, both the Conferences and local <strong>Church</strong>es will transfer approved<br />

archival materials to IPHC Archives and Research Center in Oklahoma City, Oklahoma.<br />

Codes for books in the Archives and Research Center will be determined by the Library<br />

of Congress.<br />

Codes for IPHC departments in the GMC will be adapted from a GMC accounting list.<br />

These codes need to be used as ascension numbers in order to transfer papers in<br />

addition to providing the core identity of materials entered into the Library Master<br />

database.<br />

The codes which follow will be the basis for the GMC approach to archiving electronic<br />

records. One addition will be for Extension Loan Fund. It is the prerogative of<br />

administrators in question to create subfolders as needed. If this project succeeds, it<br />

will minimize the amount of scanning that would follow the next quadrennium. In order<br />

to move an archival document(s) to its proper location, one must use Explorer or “My<br />

Computer” to transfer from a hard-drive to j:\archives\department (e.g. j:\archives\gso).<br />

Security considerations prohibit the use of features like “save as” in an application like<br />

MS Word to accomplish this task.<br />

To collect and preserve historical records and to keep alive experiences, happenings,<br />

wisdom, decisions of our church for the purpose of making this vital and valuable<br />

information available for use and research by church administrators, authors, scholars<br />

and students. Thus obeying and fulfilling God's command to tell of God’s mighty works<br />

from one generation to another (Psalm 145:4, Joshua 4:21-24, Jeremiah 6:16).<br />

I. Responsibilities<br />

A. Through correspondence, writing for publications, producing brochures, and by<br />

personal contacts help people to know what Archives are and to recognize the<br />

important role Archives play in the progress of the church today.<br />

B. Devise and establish the means for acquisition and retention of archival materials<br />

throughout the entire church.<br />

C. Establish (and continually update) suitable methods for preserving and restoring<br />

(when possible) old documents, papers, photographs, etc.<br />

D. Corresponding with donors, possible donors, and with families who want to<br />

donate papers of deceased loved ones.<br />

E. To acquire oral history from as many people as we can reach. This will require<br />

working with and training volunteers throughout the church who will be able to get the<br />

oral history from pioneers in their own localities.<br />

F. Writing and producing materials to keep informed those who are interested in<br />

IPHC history.<br />

Director of Archives<br />

G. Attend meetings for archivists, learn and fellowship with others in this field of<br />

ministry. Also, inform others about our organization. Share God's goodness among<br />

people of all denominations.<br />

H. Attend, and when possible have a display at conventions, conferences, etc, to<br />

inform more graphically the practical use of archives materials and to encourage<br />

participation.<br />

I. Work in cooperation with others who have archives collections--in our own church<br />

and outside our denomination. Always maintain good public relations.<br />

J. Devise and work out ways to help local churches, conferences, heads of<br />

general departments to keep current records for history and to set up a regular<br />

schedule of transfer to Archives at the GMC.<br />

K. Encourage the use of our Reading Room and continually seek out ways to<br />

improve the effectiveness of Archives to all people.<br />

L. Interact with IPHC conferences and local church archivists.<br />

Position<br />

The position of Chief Financial Officer has been established by the Bylaws of the<br />

<strong>International</strong> <strong>Pentecostal</strong> <strong>Holiness</strong> <strong>Church</strong> (IPHC Bylaws, adopted July 2009,<br />

section on Administrative Services-Article I. H.2.b.1)).<br />

As a member of the General Superintendent Division of the Global Ministry<br />

Center, the CFO shall provide direction for the Administrative Services<br />

department. The CFO will lead all financial administration, business planning,<br />

budgeting, human resources, information technology, operations and risk<br />

management, while also being an active participant in, and driver of, the<br />

ministry’s overall strategy.<br />

The CFO will direct the Administrative Services department which includes the<br />

following functional areas:<br />

• Accounting and Finance;<br />

• Human Resources (HR);<br />

• Network Services and Information Technology (IT);<br />

• Operations Management<br />

• Risk Management<br />

Responsibilities<br />

Specific responsibilities include:<br />

1. At the direction of the Finance Committee and the Executive Committee,<br />

engaging key leaders and departments in the development of short- and<br />

long-term financial strategies and the modeling and monitoring tools to<br />

measure progress;<br />

2. Advising key leadership regarding issues, trends, and changes in the<br />

Ministry’s operating model;<br />

3. Overseeing short- and long-term budgetary planning, implementation of<br />

budgets, and financial management in alignment with the Ministry’s<br />

strategic plan;<br />

4. Management of cash flow and providing financial forecasting;<br />

5. Seeing that all financial transactions are properly recorded in accordance<br />

with generally accepted accounting principles (GAAP) and all applicable<br />

federal and state laws;<br />

6. Establishing and maintaining an effective system of internal control in<br />

consultation with the Executive Committee and the Finance Committee;<br />

7. In consultation with and subject to the approval of the Executive<br />

Committee and the Finance Committee, development of an Accounting<br />

Policies and Procedures Section to be included in the Finance Committee<br />

Policies and Procedures Manual adopted by the Council of Bishops;<br />

8. Responsibility for the preparation and presentation of financial statements<br />

in accordance with GAAP. Further, the CFO shall cooperate fully with the<br />

external auditors in the auditing of the financial statements;<br />

9. Responsibility for the preparation of monthly interim financial statements<br />

and other reports, which shall be provided to the Finance Committee, the<br />

Council of Bishops, and Global Ministry Center departments;<br />

10. Reporting any financial irregularities or questionable transactions to the<br />

General Superintendent and the Finance Committee Chairman;<br />

11. Reporting at each regular meeting of the Finance Committee;<br />

12. Review of HR and IT-related procedures, processes, and administration,<br />

recommending improvements to the systems in place and managing the<br />

systems going forward;<br />

13. Evaluation and oversight of all benefits negotiations thus providing the<br />

most competitive packages for employees;<br />

14. Oversight of the risk management program in a manner that fulfils the<br />

mission and strategic goals of the ministry;<br />

15. Other duties as assigned by the Executive Committee and/or the Finance<br />

Committee of the Council of Bishops.<br />

Supervision and Line of Authority:<br />

The CFO shall be primarily amenable to the Executive Committee and<br />

secondarily amenable to the Council of Bishops through the Finance Committee<br />

of the Council of Bishops.<br />

Qualifications<br />

The CFO will be a seasoned and mature leader with at least 12-15 years of<br />

broad finance experience, ideally beginning in audit, followed by experience<br />

gathering and evaluating financial information and making actionable<br />

recommendations to senior leadership. The CFO will ideally have significant non<br />

profit experience managing finance (accounting, budgeting, control, and<br />

reporting), HR, and IT.<br />

The CFO will have the following experience and attributes:<br />

• A minimum of a BS, an MBA would be a plus.<br />

• A Certified Public Accountant is preferred.<br />

• Mature and proactive, with evidence of having worked as a true<br />

business partner to the chief executive of a multi-state and networkbased<br />

entity. If coming from the for-profit world, nonprofit board<br />

The CFO shall be primarily amenable to the Executive Committee of the Council of<br />

Bishops and secondarily amenable to the Council of Bishops through the Finance<br />

generally accepted accounting principles (GAAP) and all applicable federal and<br />

state laws.<br />

2. Establishing and maintaining an effective system of internal control in<br />

consultation with the Executive Committee and the Finance Committee.<br />

3. Developing an Accounting Policies and Procedures Section to be included in<br />

F. Compensation and Benefits<br />

The Chief Financial Officer is paid on a salaried basis at the rate established by the<br />
