News April 2010 Eng:Layout 1 5/11/10 2:03 PM Page 18 Interview Mubarak Al Mehairbi: we have an integrated strategy for Emiratisation that focuses on training and developing a UAE national cadre for the energy sector ADNOC Group of Companies has recently adopted the fiveyear Emiratization plan 2010-2014 to raise the ratio of Emiratisation to 75% through a comprehensive plan which targets the training and employment of the UAE citizens, within this context ADNOC News interviewed Mr. Mubarak Al Mehairbi, HR Planning & Recruitment Division Manager, to discuss the reality and future plan of the GNRD. What are the reasons and objectives behind the establishment of the Group Nationals Recruitment Department GNRD? In line with the guidelines of the late Sheikh Zayed Bin Sultan and according to the instructions of H.H. Sheikh Khalifa Bin Zayed President of the State and H.H. General Sheikh Mohammed Bin Zayed Abu Dhabi Crown Prince the decision establishing the GNRD was issued on 30 May 1999. The main objective behind the establishment of the GNRD is to increase the number of the UAE nationals working in ADNOC 15 ADNOC News April 2010 Group of Companies to 50% at the first stage and to 75% at the second stage (2005-2009). The GNRD managed to achieve the targeted percentage of the first stage and in this regard it is very important to recall that the percentage of the UAE nationals working at ADNOC onshore and offshore oil fields was trivial and almost 0%. ADNOC has worked out plans to increase the percentage of UAE workforce in its Group of Companies and for that end, an especialized department has been created; the GNRD with the following specific responsibilities and tasks ; attraction and employment of qualified UAE nationals in all Enlightening students through Career Exhibitions specializations to join ADNOC Group of Companies, working out of strategic plans for the implementation of the Emiratisation policy and mutual cooperation and coordination with the local academic institutions in order to enlighten them with human resources needs of ADNOC Group of Companies. Do you believe ADNOC has fulfilled its national task in training, and employment of UAE nationals during the last five years or do you believe the Emiratisation program has stopped short of fulfilling its aspirations? ADNOC and its Group of Companies are focusing their efforts to raise the ratio of Emiratisation through a comprehensive plan which targets the training and employment of the UAE workforce, the training and human resources directorates are among the most important departments in ADNOC and its Group of Companies. On the other hand, ADNOC provides a number of educational opportunities to the high schools graduates to continue their university studies in the engineering specializations required for the oil and gas industry.

News April 2010 Eng:Layout 1 5/11/10 2:03 PM Page 19 As part of its efforts to provide educational opportunities ADNOC has established the Petroleum Institute nine years ago in addition, ADNOC started its Scholarship Program since a very long time to provide educational opportunities to the high school graduates in UAE or abroad to pursue their post-secondary education. ADNOC also provids technical training to the post secondary school in the Technical Institute to assist UAE Nationals achieve educational goals and to meet the needs of the oil industry. Moreover, ADNOC pays special attention to students studying at the primary and secondary schools through the Achievers Oasis Program. The aim of this program is to sponsor distinguished students through close follow up of their academic performance; Moreover, if we are to speak in numbers and statistics the Emiratisation process is going ahead on the right track with active and well studied steps, however we still hope for more cooperation among all the governmental departments to achieve our goals. What are the achievements actually realized by the GNRD in figures and statistics regarding the employment of UAE nationals? Figures and statistics about the GNRD say the number of UAE manpower in ADNOC Group of Companies in 1999 was 3035 representing 23% of the total manpower in ADNOC by the end of 2009. This ratio jumped to 45% equivalent to 8090 UAE employees (that means there is an increase of 5055 new UAE employees compared to 1999), we will keep on exerting more efforts because we are planning to reach 10 thousands UAE employees this year. The increment of the UAE manpower definitely requires more efforts and planning at all levels at the top of which comes the establishment of academic and training institutions equipped with all facilities and equipment. What are the mechanisms adopted by the GNRD for the selection of UAE nationals willing to join ADNOC Group? The GNRD coordinates with the educational institutions affiliated or sponsored by ADNOC in that we highlight these institutions with the specializations required by ADNOC Group of Companies in order to provide us with the required number of specializations, we regularly brief them with the fiveyear plan of ADNOC Group of Companies. The purpose of all these efforts and initiatives is to attract, rehabilitate and train the UAE nationals, furthermore we have also entered in a partnership with the Engineering Studies Department of the UAE University to enlighten, educate and acquaint the students with the needs of ADNOC group and we also have a partnership with the American University of Sharjah and the Higher Colleges of Technology to enlighten the students with the needs of ADNOC group from the engineering and professional specializations.
