UNBUNDLING STRATEGY – FIRSTLY ITO
Our suggestion is to use ITO transmission unbundling
model (in Chapter IV of Directive 2009/73/EC).
Pöyry recommends the same - may be desirable as an
intermediate step to move to an ITO model, which
would enable the current ownership structure of Eesti
Gaas and EG Võrguteenus to continue with stricter ring
fencing requirements.
Full ownership unbundling is recommended but only as
a part of the wider package of liberalisation measures
( developing a regional approach, increasing demand,
national gas policy, especially in power generation).
