complete information regarding our next EUROPEAN<br />

CHAMPIONSHIPS in Low-Kick, K1 Rules and Light Contact<br />

(18-24 October 2010) which will be held for the first time ever<br />

in Baku, the capital of Azerbaijan Republic leaded by Mr.<br />

Ilham Aliyev.<br />

I have personally been to Baku already two times and I can<br />

honestly say that it is a surprising exotic and fascinating town,<br />

full of energy and life with beautiful historical buildings<br />

narrating the history of the country.<br />

Our Championhips will be promoted by the Azerbaijan<br />

<strong>Kickboxing</strong> Federation, leaded by Mr. Adil Aliyev, a member of the Parliament, under the<br />

patronage of the National Olympic Committee and of the highest Governmental Sport<br />

Authorities.<br />

Our event will be in famous Heydar Aliyev Sport and Concert Complex, a sport venue which is<br />

really modern, huge and full of the latest technologies to run incredible events of any kind.<br />

I am sure that all WAKO members will be surprised by the organization capabilities of<br />

Azerbaijan <strong>Kickboxing</strong> Federation: the same president of AKF Mr. Adil Aliyev, his Vice-<br />

President Guloglan Jabbarov, Vice-President Namik Asgarov, Vice-President Ramiz Guliyev and<br />

Mr. Sadikh Bagirov, the National Team leader & Manager External Affairs, together with their<br />

staff of collaborators, have formed a great team of people whose goal is only one: make the<br />

European Championships a success for them and for WAKO. That is why I am personally<br />

grateful to all of them for their hard job and commitment to that cause.<br />

It’s then with great pleasure I am officially inviting you to attend to our prestigious event, in<br />

which we expect 600 competitors that together with coaches and fans will bring to Baku about<br />

1000 people from 35 countries.<br />

Dear All,<br />

The world sport community has witnessed numerous<br />

World and European championships, world cup and other<br />

international tournaments excellently organized in our<br />

country. The WAKO <strong>Kickboxing</strong> European<br />

Championships 2010 starting on October also an example<br />

to such legacy. It is not random, of course.<br />

Day-to-day improvement of the nowadays Azerbaijani<br />

sport ensures grounds for the world sport agencies to adopt<br />

decisions on our country to host the most prestigious sports<br />

events. All that signifies the highest attention paid to<br />

Azerbaijani sport by the government and our esteemed<br />

president Mr. Ilham Aliyev.<br />

The prestigious sporting events play an important role in<br />

strengthening of professional skills of the participants.<br />

I am sure, our kickboxers will benefit from this event. At the same time, the WAKO<br />

<strong>Kickboxing</strong> European Championships 2010 will introduce new talents, and reveal the<br />

opportunities to identify perspectives for future development of this discipline.<br />

The upcoming WAKO <strong>Kickboxing</strong> European Championships 2010 in Baku will be organized<br />

with the support of Ministry of Youth and Sport of Azerbaijan Republic, National Olimpic<br />

Committee and under the patronage of The President of Azerbaijan Republic Mr. Ilham<br />

Aliyev. This support gives all the reasons to count that The European Championships 2010<br />

will be conducted at the highest organizational level.<br />

CAPITAL OF <strong>AZERBAIJAN</strong><br />

BAKU<br />

Baku is the capital of the Republic of Azerbaijan. It is a large scientific, cultural and<br />

industrial center. Ancient foundations, a large area and population all make Baku one of the oldest<br />

and largest cities in the East. Baku was first mentioned in the Book of the Dead by the Egyptian<br />

Pharaoh Minesan in 3,500 BC. The ancient age of Baku is also evidenced by stone carvings dating<br />

back to 12,000 years ago and archeological excavations. Another important piece of evidence is a<br />

stone carving by August Guy Octavio, who reflected the stationing of a military camp under the<br />

rule of the Roman emperors Pompey and Lucius near Baku (40 km to the south) for the purposes<br />

of seizing the southern Caucasus in the 1st century BC. This means that Baku is nearly 5,500 years<br />

old. Baku was one of the main cities in the Shirvanshakhs State in the 12th century, in the<br />

Sefevids State in the 14th century, in the Ottoman Empire in the 16th century, and became the<br />

capital of the Baku khanate in the 17th century. Baku is situated on the shore of the Caspian Sea in<br />

the south of the Absheron peninsula. It covers an area of 2,200 square km and has a population of<br />

2 million.<br />

The ancient city of Baku has numerous historical and architectural monuments dating to various<br />

historical epochs. The Old City of Icheri Sheher occupies 22 hectares in the center of Baku. It<br />

hosts over 50 historical and architectural monuments from various eras. The Palace of<br />

Shirvanshakhs, the Maiden Tower and Synyg Gala (The Broken Tower) are among the<br />

monuments which survived till present day. The Palace of Shirvanshakhs is one of the pearls of<br />

Azerbaijani architecture. It was built in the beginning of the 15th century. It includes a historical<br />

complex, the palace, a divankhana, the Shirvanshah's room, a palace mosque with minarets, bath<br />

house, a room of Seyid Yahya Bakuvi, and the Western divankhana monuments, which were built<br />

during a later stage. The complex construction began in 1441, while the Western divankhana was<br />

completed by architect Amirshah in 1558. Azerbaijan's unique architectural monument - the<br />

Maiden Tower - is located in the south-western part of the Icheri Sheher. The tower was built in<br />

two stages. Its bottom part with a height of 13.7 meters is dated by most experts to the 7th -6th<br />

centuries BCE. The Maiden Tower has a total height of 29.7 meters, with a diameter of 16.5<br />

meters. The wall thickness in the bottom part is 5 meters, reducing to 4 meters at the top. The<br />

tower consists of 8 tiers and has a 21 meter deep water well.<br />

Another interesting sight in Baku is the Ateshgah temple, situated in south-western part of<br />

the Surakhani settlement in the Absheron peninsula, 30 km away from Baku. Ateshgah is a fire<br />

temple, built in the XVII-XVIII centuries. The temple's central stone shrine is located on a natural<br />

gas pocket. The present structure was built approximately in 1713 AD, and the building of the<br />

central stone shrine was funded by merchant Kanchanagaran in 1810. One of the most ancient and<br />

exciting monuments of Baku is Gobustan, famous around the world for its rock carvings. It has<br />

numerous rock carvings, camps, dwelling places, tomb monuments and other sights of the stone<br />

period. Gobustan is located in the Boyukdash, Kichikdash, Yindirdag, Sondardag and Shixgaya<br />

mountains. The monuments dating from the mesolite to middle ages, can be found in the territory<br />

of Boyukdash.<br />

Baku concentrated scientific and cultural life of the country. Baku is a plenty of theatres,<br />

concert halls, cinemas, circuses. In spare time it would be of great interest to visit different<br />

museums, amateurs of art may go to exhibition halls. Annually in June jazz-festival is held in<br />

Baku, which the world-known performers of jazz honor by their visit. In the evening you may sit<br />

in various cafés and restaurants. Besides the national cuisine in fact all cuisines of the world are<br />

represented here. Baku is a centre of holding of large sport events. In Baku Championships of<br />

World and Europe, qualified Olympic tournaments, prestigious international races on numerous<br />

kinds of sport were carried out.<br />

Historical city core<br />

The centre of Baku is the old town, which is also a fortress. In December 2000, the Inner City of<br />

Baku with the Palace of the Shirvanshahs and Maiden Tower became the first location in<br />

Azerbaijan classified as a World Heritage Site by the UNESCO.<br />

Most of the walls and towers, strengthened after the Russian conquest in 1806, survived. This<br />

section is picturesque, with its maze of narrow alleys and ancient buildings: the cobbled streets<br />

past the Palace of the Shirvanshahs, two caravansaries (ancient inns), the Maiden Tower (nice<br />

view of the harbor), the baths and the Juma Mosque (it used to house the Carpet and Applied Arts<br />

Museum, but now is a mosque again; the carpets got moved to the former Lenin museum). The old<br />

town also has dozens of small mosques, often without any particular sign to distinguish them from<br />

the next building.<br />

In 2003, UNESCO placed the Inner City on the List of World Heritage in Danger, citing damage<br />

from a November 2000 earthquake, poor conservation as well as "dubious" restoration efforts.<br />

Culture<br />

The city has many amenities for a wide range of cultural activities, from history to opera, drawing<br />

both from the rich local dramatic portfolio and from the international repertoire; it also has a large<br />

selection of museums that include those devoted to history, religion, and modern art. Many of the<br />

city's cultural sites were celebrated in 2009 when Baku was designated Islamic Culture Capital.<br />

Recreation<br />

Baku is home to a variety of venues including Azerbaijan State Philharmonic Hall, Azerbaijan<br />

State Academic Opera and Ballet Theatre and Shirvanshah Palace and is home to many municipal<br />

museums and art galleries, the most famous being the Azerbaijan State Museum of Art, Nizami<br />

Museum of Azerbaijan Literature and the Carpet and Applied Arts Museum, which exhibits the<br />

carpets from all periods, styles and from both Azerbaijan proper and the Azeri provinces in Iran.<br />

The main movie theatre is "Azerbaijan Cinema".<br />

Music scene<br />

In recent years, the success of Azerbaijani performers such as AySel, Elnur Hüseynov and Arash<br />

in Eurovision has significantly boosted the profile of the Baku music scene, prompting<br />

international attention.<br />

The 2005 was a landmark in the development of jazz in the city, who is home of legendary jazz<br />

musicians like Vagif Mustafazadeh, Aziza Mustafa Zadeh and Rain Sultanov. Among Baku's<br />

prominent annual fairs and festivals is Baku International Jazz Festival, which includes world's<br />

biggest jazz names.<br />

Baku also has a thriving International Center of Mugham, which is located in Baku Boulevard.<br />

Architecture<br />

Baku has wildly varying architecture, from the centre of Old City, typical of a medieval town, to<br />

the more modern architecture and spacious layout of Port Baku.<br />

Many of the city's most impressive buildings were built during Azerbaijan Democratic Republic<br />

period, as architectural elements of these European styles were combined with each other as<br />

evidenced in the eclecticism that evolved.<br />

In general, referring to the architecture of Baku in the period of capitalism, it should be noted that<br />

in a relatively short historical period, Azerbaijan is experiencing one of the most tumultuous<br />

periods in its development. With labor and talent of architects and builders who created it, Baku<br />

obtains an original and unique appearance, deservedly earned him a reputation as the Paris of the<br />

East.<br />

Nightlife<br />

Baku has a reputation for offering a vibrant nightlife, and many clubs that are open until dawn can<br />

be found throughout the city. Most of the pubs and bars are located near Fountain Square and are<br />

usually open until the early hours of the morning. There are several British, Scottish and Irish style<br />

public houses, among them "The Clansman", "Corner Bar", "Shakespeares", "Finnigans" the "Rig<br />

Bar", "O'Malley's" and the "Phoenix Bar".<br />

Some of the most popular discotheques and night clubs include, "X-Site", "Le Chevalier" at Grand<br />

Hotel Europe, "Zagulba Disco Club" and "Le Mirage". Most of them are open till the early hours<br />

of the morning.<br />

According to Lonely Planet, Baku is one of world's top 10 party cities for having ultimate<br />

experience.<br />

Tourism<br />

Baku is one of Middle East's most important tourist destinations; with hotels in city earning 7<br />

million euros last year. The city boasts several popular tourist attractions, such as the Government<br />

House, International Mugham Center, Maiden Tower, Palace of the Shirvanshahs, Amburan, One<br />

and Thousand Nights and Shikov beaches, Yanar Dag and Oil Rocks.<br />

The city also has numerous luxury hotels, including Park Hyatt Baku, the Boutique Palace Hotel,<br />

Radisson SAS Plaza, the Crown Hotel Baku, Ambassador Hotel, Hyatt Regency, Grand Europe<br />

Sport<br />

Baku was bidding for the 2016 Summer Olympics, but was eliminated on 4 June 2008. It is also<br />

bidding for the 2020 Summer Olympics.<br />

The city's two main football clubs are Neftchi Baku (currently in the Azerbaijan Premier League)<br />

and FK Baku, both of whom play at the Tofik Bakhramov Stadium. Neftchi has won five<br />

Azerbaijani titles, whilst FK Baku has won twice. Baku also has several clubs in the premier and<br />

regional leagues, including Inter Baku, Olimpik-Shuvalan in Premier League, MOIK Baku,<br />

Adliyya Baku and Bakili Baku in Azerbaijani First Division. In the Azerbaijan Basketball League,<br />

Baku is represented by Gala BC Baku, BC Aztop Baku, NTD Devon Baku whose home is the<br />

Palace of Hand Games.<br />

First class sporting facilities were built for the indoor games, including the Palace of Hand Games<br />

and Heydar Aliyev Sports and Exhibition Complex. It hosted many sporting events, including<br />

Rhythmic Gymnastics European Championships in 2007 and 2009, 2005 World Rhythmic<br />

Gymnastics Championships, 2007 FILA Wrestling World Championships and European<br />

Taekwondo Championships in 2007.<br />

HEYDAR ALIYEV SPORT–CONCERT COMPLEX<br />

The WAKO <strong>Kickboxing</strong> European Championship 2010 to be held in Baku, at Sports-Concert Complex named after<br />

Heydar Aliyev.<br />

The Heydar Aliyev Sports and Exhibition Complex is the main exhibition space of Baku,<br />

Azerbaijan.<br />

This complex was opened in 1990. And about 40 international competitions in various sports<br />

disciplines have been held there since then. Being the biggest sports complex in the country, it<br />

offers all necessary conditions for holding large-scale international competitions.<br />

There are training halls, additional premises, as well as conference halls at the complex which<br />

seats 7000. Such large scale tournaments as the 23rd European Championships (2007) and the<br />

27th World Championships (2005), as well as World Cup events (2003/2004/2005) in rhythmic<br />

gymnastics have been held at Sports Concert Complex named after Heydar Aliyev.<br />

The Sports Concert Complex named after Heydar Aliyev will provide all necessary conditions<br />

for the delegations, athletes, honorary guests and the press.<br />

1. Registration & Weight-in<br />

WAKO headquater, registration, weigh-in and handout of hotel vouchers will be in the<br />

HEYDAR ALIYEV SPORT-CONCERT COMPLEX, Tbilisi Avenue, Baku-Azerbaijan<br />

2. Hotel accommodations:<br />

• QUADRUPLE- 50 Euros per day per person including Half Board service<br />

• TRIPPLE- 55 Euros per day per person including Half Board service<br />

• DOUBLE- 65 Euros per day per person including Half Board service<br />

• SINGLE- 75 Euros per day per person including Half Board service<br />

The rooms are modern rooms and equipped with Sat TV, Private WC & bathroom and have all<br />

other standard necessary services.<br />

All room prices include the half board (buffet breakfast & dinner), free transportation<br />

• WAKO European Championships will be in 3 disciplines of kickboxing:<br />

Light-contact (LC), Lowkick (LK) and K1 Rules (K1)<br />

Competitors will compete in following kickboxing disciplines and weight categories (see<br />

entry form).<br />

4. Common terms & conditions<br />

• The Organizing Committee will provide cups, medals and diplomas for the first place<br />

winners in all categories and medals and diplomas for second and third places, and<br />

certificates of participation for all competitors.<br />

THE FIRST TEAM IN EACH DISCIPLINE WILL BE AWARDED BY THE SPECIAL CUP!<br />

• Each national team will be allowed to enter one (1) participant in each weight class<br />

Competitors in LC cannot enter ring sports disciplines.<br />

• Each competitor in ring sports can participate only in one discipline (LK or K1 Rules)<br />

Competitors in LC, LK and K1 can compete only in one weight category (his or her<br />

category). Entry fee for each competitor is 40 Euros<br />

• All competitors must compete in national uniforms according to WAKO Rules and<br />

Regulations.<br />

• Each national team is allowed to put sponsor's banners on their competitors’ fighting<br />

Uniform. On fighters short no Muay Thai wording will be accepted, only the name of the<br />

country or the word “kickboxing” is allowed.<br />

• For any national team (competitors, coaches, referees and judges, technical staff in<br />

general, families) it is mandatory to buy the promoters’ package regarding<br />

accommodation of their people and for the duration of our European Championships.<br />

Price of accommodation is from 50 to 75 € per person per day for a minimum period of<br />

5 days, and includes accommodation, half board service, free entrance to the sports<br />

arena and the free admission to the Sayonara party on Sunday.<br />

• Each national team's representative must bring their national flag (2 pieces, please, 150<br />

x 50 cm) and their national anthem on CD.<br />

• Citizens from some country need visa to visit Azerbaijan. Please see the following<br />

pages for Visa procedures. For getting visa it is necessary to get an official invitation<br />

letter with all names and other data of members of your national team.<br />

The hosts of the 2010 BAKU-<strong>AZERBAIJAN</strong> WAKO EUROPEAN CHAMPIONSHIPS<br />

greatly appreciate your interest, presence and co-operation in making this Event a successful<br />

and meaningful experience for all participants involved. The average participant in this Event<br />

is well mannered, well disciplined and very co-operative. Our greatest concerns are for the<br />

safety of the participants, and that at the completion of these Championships there will have<br />

been no incidents, which would reflect poorly on any individuals, teams, or organisations. We<br />

ask for your co-operation and responsibility toward these ends.<br />

STATEMENT OF RESPONSIBILITY<br />

I recognise my responsibility for the entire behaviour of the athletes of my team throughout<br />

their participation in the 2010 BAKU-<strong>AZERBAIJAN</strong> WAKO EUROPEAN<br />

CHAMPIONSHIPS. These responsibilities begin at the time of their first arrival and conclude<br />

after their final departure from the Tournament, Tournament Site or other Site which might<br />

be related to their participation in this Event. This includes complete supervision while<br />

athletes are in their respective competition for the purpose of these Championships.<br />

I also recognise that discipline problems arise in the late evening after the conclusion of the<br />

competition, in the form of not obeying the quiet hours between 11:00 pm and 5:30<br />

am, and especially on the last night of competition.<br />

I also recognise that the host committee, the Tournament Director, and the Staff at each<br />

competitive site will be available to help control discipline problems and make the<br />

Tournament enjoyable for all.<br />

USE OF ALCOHOL AND DRUGS BY COMPETITORS IS PROHIBITED<br />

State laws prohibit the use of alcohol by minors (under 18 years of age) and the possession<br />

or use of drugs. These laws will be strictly enforced by, team chaperon, and tournament<br />

officials. Any athlete found in violation of these laws may be subject to prosecution by law<br />

enforcement officers and they and their team mates will be immediately expelled from the<br />

Championships. The Head of Delegation assume responsibility for monitoring player conduct<br />

to ensure that drinking and drug use laws are upheld.<br />

DAMAGE TO PLAYING SITES<br />

Should damage occur at any site by a player, coach, chaperon, or even a competitor's parent<br />

the team responsible will be charged for the damages and the participant from this team will<br />

not be admitted to any Wako Championships. If the responsible individual/team cannot be<br />

determined then all teams participating at the site during the occurrence will be sanctioned<br />

from future Wako Championships. We feel it is the responsibility of all teams, competitors,<br />

coaches, and families to ensure that the site is free of any problems and damages. In<br />

addition the area of the arena your team occupies is to be free of trash when you leave your<br />

site. It is also requirement of all competition sites that ONLY WATER, IN PLASTIC<br />

CONTAINERS will be permitted inside the sport-hall.<br />

Violators will cause their team to be immediately disqualified and dismissed from<br />

the Championships.<br />

Arena CONDUCT<br />

ATHLETES WILL ABIDE BY WAKO RULES REGARDING ARENA CONDUCT<br />

At all times coaches, team, opponents, and officials will be treated with the utmost respect.<br />

Coaches must also assume full responsibility for enforcing arena conduct rules. Teams that<br />

fail to abide by these rules are subject to disciplinary action (e.g., DISMISSAL FROM THE<br />

EVENT).<br />

All participants in the Championships, athletes, coaches, chaperons and relatives are<br />

Note: It is responsibility of every coach to review with their teams this Code of Conduct<br />

Individual and team violators of any provisions of this Code may be excluded from future<br />

participation in WAKO events. (The Tournament Director and Tournament committee will<br />
