A MESSAGE FROM THE PRESIDENT<br />
Sung Won Lee<br />
Dear KSEA members! At the end of the year 2004, I<br />
will have served the first half of my term as the 33 rd<br />
President of the KSEA. Before I began my term I<br />
had a list of the specific tasks I wanted to<br />
accomplish in order to strengthen the KSEA. This<br />
list included enhancement of annual events such as<br />
the US-Korea Conference (UKC), the Young<br />
Generation (YG) program <strong>and</strong> the National Math<br />
Competition, improvement of the financial health of<br />
the KSEA <strong>and</strong> scholarship program, a database<br />
upgrade, <strong>and</strong> building stronger relationships with<br />
other <strong>Korean</strong>-<strong>American</strong> professional organizations. I<br />
am pleased to report that we have made some<br />
progress. But much more remain to be done.<br />
The UKC2004 was successfully held last August in<br />
Research Triangle Park, NC. The UKC2004 was a<br />
big success with a large number of participants.<br />
Attendance in all forums <strong>and</strong> technical sessions was<br />
excellent. All symposium organizers reported that<br />
the quality of papers presented in their respective<br />
symposium were of very high quality. I would like<br />
to thank the many people who invested valuable<br />
time <strong>and</strong> energy in the UKC2004. The list includes<br />
symposium organizers, the local host committee<br />
chaired by Prof. Heakyung Lee, KSEA HQ staff <strong>and</strong><br />
Executive Committee members. I am also grateful to<br />
KUSCO <strong>and</strong> other sponsors for their generous<br />
support <strong>and</strong> monetary contributions.<br />
The YG Technical <strong>and</strong> Leadership Conference<br />
(YGTLC) will be held January 3-6, 2005 in San<br />
Francisco. The YGTLC replaces the annual YG<br />
Leadership Forum, exp<strong>and</strong>ing the old one-day event<br />
to a four-day event, including technical presentations<br />
<strong>and</strong> involving a wider spectrum of participants. I<br />
thank Prof. David Hosin Lee, YG Committee Chair,<br />
<strong>and</strong> YG members who have been working diligently<br />
for the success of YGTLC 2005.<br />
The National Math Competition (NMC) has grown<br />
tremendously in magnitude <strong>and</strong> popularity among<br />
students <strong>and</strong> parents since it was initiated in 2002. It<br />
has become a major venue for KSEA outreach to the<br />
<strong>Korean</strong>-<strong>American</strong> community. I hope that some of<br />
the dormant chapters will be revitalized via the<br />
NMC before my term ends. Prof. Kang Won Lee,<br />
KSEA Vice President, has been tasked to coordinate<br />
the NMC2005 <strong>and</strong> the chapter revitalization plan.<br />
A scholarship was established in memory of Prof.<br />
Shoon Kyung Kim, KSEA founding President, <strong>and</strong><br />
efforts are being made to secure funding for<br />
additional scholarships.<br />
To improve the database, members are being asked<br />
to update personal data. Some of you have already<br />
been contacted via phone. Updating can be done<br />
online by logging into the KSEA website<br />
(www.ksea.org). Also, you may find other useful<br />
information on KSEA activities <strong>and</strong> news at the<br />
website. In case you don’t know your user ID <strong>and</strong><br />
the password, please contact Ms. Joyce Lee<br />
(database@ksea.org) at the KSEA HQ.<br />
Initial steps are being taken to build stronger<br />
relationships with other <strong>Korean</strong>-<strong>American</strong><br />
professional organizations. We hope that a closer<br />
linkage with these groups will encourage scientists<br />
<strong>and</strong> engineers who live <strong>and</strong> work far away from<br />
major population centers to get involved in KSEA<br />
activities.<br />
Finally, the financial situation of the KSEA has<br />
improved since my term began, <strong>and</strong> KSEA finances<br />
will be in stable condition on a short-term basis if<br />
we carefully control expenditures. However, we still<br />
need to work hard to develop the vision <strong>and</strong> the<br />
strategy to ensure the long-term financial health of<br />
the KSEA.<br />

UKC 2004 REPORT<br />
2004 U.S.–KOREA CONFERENCE<br />
ON<br />
SCIENCE, TECHNOLOGY, AND ENTREPRENEURSHIP<br />
The UKC2004, one of the most important annual events of the KSEA, was held as follows:<br />
Time: August 12-14, 2004<br />
Place: Sheraton Imperial Hotel & Convention Center, Research Triangle Park, North Carolina<br />
The UKC2004 was a tremendous success. The number of people registered was 315. Attendance in all forums<br />
<strong>and</strong> technical sessions were excellent. The list of speakers included many distinguished individuals. Plenary<br />
session speakers were two members of <strong>Korean</strong> National Assembly (Dr. Chang Sun Hong <strong>and</strong> Dr. Sang Kee<br />
Suh) <strong>and</strong> two distinguished scholars (Prof. Shin-Yong Moon, SNU <strong>and</strong> Prof. Charles Lieber, Harvard<br />
University). Dr. Si-Joong Kim, KOFST President, delivered a special presentation on the present <strong>and</strong> future<br />
of science <strong>and</strong> technology in Korea. In addition to forums <strong>and</strong> technical symposiums, the UKC 2004 included<br />
the KSEA Awards ceremony, a music program <strong>and</strong> a special time in memory of late Dr. Hyung-Sup Choi.<br />

WELCOME TO THE UKC 2004<br />
Dear Friends, colleagues in science <strong>and</strong> engineering, distinguished guests, <strong>and</strong> ladies <strong>and</strong> gentlemen from<br />
Korea <strong>and</strong> the U.S., it is indeed my pleasure <strong>and</strong> privilege to welcome you to the 2004 US-Korea Conference<br />
on Science, Technology <strong>and</strong> Entrepreneurship (UKC2004). The US-Korea Conference jointly organized by<br />
the <strong>Korean</strong>-<strong>American</strong> <strong>Scientists</strong> <strong>and</strong> <strong>Engineers</strong> <strong>Association</strong> (KSEA) <strong>and</strong> the <strong>Korean</strong> Federation of Science<br />
<strong>and</strong> Technology Societies (KOFST), with the help of Korea-US Science Cooperation Center (KUSCO), is one<br />
of the most important annual activities of the KSEA, along with the annual National Mathematics<br />
Competition (NMC). Accordingly, a great deal of financial <strong>and</strong> human resources had to be mobilized in<br />
preparation for this conference, <strong>and</strong> I am happy to report that the KSEA has been blessed with the help from<br />
many individuals, companies <strong>and</strong> organizations.<br />
I would like to express my deep appreciation to the industrial companies <strong>and</strong> organizations that have most<br />
generously provided the KSEA with the funds needed to support the UKC2004. The list of these companies<br />
<strong>and</strong> organizations is included in the UKC2004 Program book. I am grateful to many individuals who helped<br />
my fund raising campaigns. Also, I would like to note that the KUSCO has consistently provided substantial<br />
amount of funding for the UKC <strong>and</strong> other activities of the KSEA every year, reflecting the excellent<br />
relationship between the two organizations.<br />
I would like to thank <strong>and</strong> applaud the people who organized the symposiums <strong>and</strong> forums for the UKC2004.<br />
They had to work under the constraints of limited time <strong>and</strong> funds. Still, they produced excellent programs for<br />
the UKC2004. KSEA Executive Committee members <strong>and</strong> HQ staff performed superbly under tremendous<br />
pressure in preparation of the UKC2004.<br />
My special thanks go to the North Carolina Chapter. They had the vision <strong>and</strong> courage to propose to hold the<br />
UKC2004 on their own home turf <strong>and</strong>, once their proposal was approved, they worked very diligently to<br />
provide excellent logistical support for the success of the UKC2004.<br />
The UKC2004 is a manifestation of the volunteer spirit that holds the KSEA together as a viable organization.<br />
I am glad that the KSEA has many extraordinary individuals with good heart among its members. If you are<br />
not a KSEA member, I would like to invite you to join <strong>and</strong> get involved with KSEA activities. Thank you<br />

WELCOME<br />
President Sung Won Lee, distinguished guests, members of the KSEA, ladies <strong>and</strong> gentlemen; it is my distinct<br />
pleasure to join President Lee in welcoming you to the UKC2004. Looking over the program, I am certain<br />
you will enjoy the conference <strong>and</strong> it will be enriched by your participation.<br />
I represent the Korea-US Science Cooperation Center (KUSCO), a not-for-profit corporation established in<br />
Virginia with a mission to promote scientific cooperation between Korea <strong>and</strong> the United States. From its<br />
inception, the KUSCO has enjoyed a collaborative relationship with the KSEA. This relationship has been<br />
nurtured by our common aspiration to advance not only the Korea-US scientific collaboration but to help<br />
exp<strong>and</strong> scientific knowledge in general. Our cooperative relationship is stronger than ever – you may take<br />
notice of the fact that two people having the same name, Sung Lee, represent our two organizations in this<br />
conference!<br />
We may ask what the most pressing issue is in science <strong>and</strong> engineering that is common to both Korea <strong>and</strong> the<br />
US. I submit it is the growing trend among young people to move away from the disciplines of science <strong>and</strong><br />
engineering. Applications for admission to science, engineering <strong>and</strong> computer science have been in steady<br />
decline even in many top-rated universities both in Korea <strong>and</strong> the United States. No doubt, there are many<br />
reasons for this trend. But I must wonder whether or not this is a direct consequence of our educational<br />
system, which has been increasingly emphasizing career development instead of the reward of discovery. In<br />
an age when instance gratification is taken as virtue, a long <strong>and</strong> arduous career path in science <strong>and</strong><br />
engineering is not a very welcome choice. I believe it essential this trend be reversed.<br />
The KSEA <strong>and</strong> the KUSCO are working together in a number of areas to promote science <strong>and</strong> engineering.<br />
The direct support of this conference by the KUSCO is one such example. The KUSCO provides funding<br />
support to scholarships, conferences, symposia <strong>and</strong> other scientific activities proposed by various<br />
organizations. Two members from the KSEA are on the KUSCO Board of Directors <strong>and</strong> they help guide the<br />
evaluation <strong>and</strong> selection of proposals for funding. In coming October, there will be a policy forum in Korea<br />
jointly sponsored by the National Science Foundation <strong>and</strong> the Korea Science <strong>and</strong> Engineering Foundation.<br />
The purpose of the forum is to brainstorm effective means of invigorating scientific collaboration between<br />
Korea <strong>and</strong> the United States. Professor Sung Won Lee will represent the KSEA in the forum. Professor Lloyd<br />
Griffiths of George Mason University, another KUSCO Board member, <strong>and</strong> myself, will represent the<br />
KUSCO. It is my hope this type of collaborative effort between KSEA <strong>and</strong> KUSCO will increase with time<br />
towards providing more opportunities for science <strong>and</strong> engineering, especially among younger generations.<br />
I wish to congratulate Professor Sung Won Lee <strong>and</strong> his colleagues for preparing once again a very successful<br />
UKC. Please enjoy the conference.<br />

2005 NATIONAL MATHEMATICS COMPETITION<br />
The 2005 National Mathematics Competition<br />
(NMC2005) is scheduled to be held on April 2, 2005.<br />
The NMC has grown tremendously in magnitude<br />
<strong>and</strong> popularity among students <strong>and</strong> parents since it<br />
was initiated in 2002. For KSEA it has become a<br />
major venue for reaching out to the <strong>Korean</strong>-<br />
<strong>American</strong> community. Prof. Kang Won Lee, KSEA<br />
Vice President, will coordinate the NMC2005.<br />
YOUNG GENERATION TECHNICAL & LEADERSHIP CONFERENCE<br />
The future success of the Korea-U.S. cooperation in<br />
science <strong>and</strong> technology arena hinges upon active<br />
participation of the Young Generation <strong>Korean</strong>-<br />
<strong>American</strong> students in <strong>Korean</strong>-<strong>American</strong> <strong>Scientists</strong><br />
<strong>and</strong> <strong>Engineers</strong> <strong>Association</strong> (KSEA). The Young<br />
Generation Technical <strong>and</strong> Leadership Conference<br />
(YGTLC) would enhance the current Young<br />
Generation Leadership Forum (YGLF) initiated in<br />
1998 by primarily adding technical paper<br />
presentation sessions by YG students. The first goal<br />
of YGTLC is to provide <strong>Korean</strong>-<strong>American</strong><br />
undergraduate/graduate students in America to have<br />
an opportunity to showcase their research. The<br />
second goal of YGTLC is to promote careers in<br />
science <strong>and</strong> engineering for <strong>Korean</strong>-<strong>American</strong><br />
students through technical workshops <strong>and</strong><br />
CEO/CTO/CIO dinner. The third goal of YGTLC is<br />
to sustain the nation-wide YG movement by<br />
providing leadership training <strong>and</strong> networking<br />
opportunities for leaders at the KSEA student<br />
chapters across America.<br />
The First YGTLC is slated to be held at Embassy<br />
Suites hotel near San Francisco Airport from<br />
January 3-6, 2005. The original idea of holding such<br />
a technical conference in lieu of the existing annual<br />
YGLF was conceived at the 2004 YGLF in<br />
Washington D.C. organized by KSEA <strong>and</strong> 2004<br />
YGF (Young Generation Forum) in Korea organized<br />
by <strong>Korean</strong> Federation of Science <strong>and</strong> Technology<br />
Societies (KOFST). KSEA participates in the YGF<br />
by selecting the most qualified students from<br />
America to attend the YGF along with the<br />
representatives from other similar societies in the<br />
world. Up to fifty students are expected to<br />
participate at the YGTLC as presenters of the papers<br />
<strong>and</strong>/or leaders of the KSEA student chapters.<br />
Airfare, lodging, <strong>and</strong> meals for the three-day<br />
conference in San Francisco will be provided for all<br />
active participants. All accepted papers will be<br />
published in the YGTLC Proceedings. Select papers<br />
will be also published in the KSEA Letters. Three<br />
outst<strong>and</strong>ing papers, one by an undergraduate student,<br />
one by a graduate student, <strong>and</strong> one in general area<br />
will be awarded special distinction.<br />
The YGTLC will start with the welcoming dinner at<br />
6:00 p.m. on January 3 rd . The first day, January 4 th ,<br />
will be devoted to leadership training <strong>and</strong> group<br />
workshops, similar to the existing YGLF followed<br />
by CEO/CTO/CIO dinner. The second day, January<br />
5 th , will be devoted to paper presentations <strong>and</strong><br />
posters followed by a banquet. The third day,<br />
January 6 th , will be devoted to group workshop<br />
presentations in a skit format followed by the award<br />
luncheon ending the program at 2:00 p.m.<br />

Shoon Kyung Kim Scholarship<br />
KSEA is pleased to announce that a newly named<br />
scholarship has been established in memory of the<br />
late Dr. Shoon Kyung Kim, former Professor at<br />
Temple University, Philadelphia <strong>and</strong> KSEA<br />
founding President. The scholarship fund is based on<br />
the gift from the late Prof. Kim's family, friends,<br />
former students <strong>and</strong> additional funds raised by<br />
KSEA. The first awarding of the Shoon Kyung Kim<br />
Scholarship will commence in the year 2005.<br />
Prof. Kim was born in Korea. He received his B.S.<br />
degree from Osaka Imperial University, Osaka,<br />
Japan, <strong>and</strong> his Ph.D. degree from Yale University,<br />
New Haven, CT. Before coming to Temple<br />
University, he was Professor at Seoul National<br />
University <strong>and</strong> University of Louisville, KY. He was<br />
also a visiting scholar at a number of universities<br />
such as Brown Univ., Providence, RI; Lorentz<br />
Institute, Univ. of Leiden, Netherl<strong>and</strong>s; Physical<br />
Chemistry Laboratory, Oxford Univ., Engl<strong>and</strong>;<br />
Hebrew Univ. of Jerusalem, Israel.<br />
He published numerous theoretical papers on<br />
statistical mechanics <strong>and</strong> mathematical physics, in<br />
particular, group theoretical methods in physics <strong>and</strong><br />
chemistry. His collective work was published in two<br />
volumes by KSEA. He was also the author of two<br />
books: Chemical Thermodynamics, <strong>and</strong> Note on<br />
Group Theoretical Methods <strong>and</strong> Their Applications<br />
to Physical Chemical Problems. He received the<br />
<strong>Korean</strong> National Academy of Sciences Award <strong>and</strong><br />
Gold medal of <strong>Korean</strong> Chemical Society. He was<br />
decorated with the highest national medal "Mu-<br />
Kung-Wha" by Republic of Korea for his scientific<br />
contribution. He was a senior fellow of <strong>Korean</strong><br />
Academy of Science <strong>and</strong> Technology.<br />
2004 KSEA Council Meeting<br />
The 2004 KSEA Council Meeting was held August<br />
15, 2004 at Sheraton Imperial Hotel <strong>and</strong> Convention<br />
Center in Research Triangle Park, North Carolina,<br />
immediately following the UKC2004. Twenty six<br />
Councilors attended the meeting, which included the<br />
following items:<br />
1. The 32nd Administration Final Report – Dr.<br />
Quiesup Kim, 32nd President, reported on<br />
business activities of the 32nd administration<br />
2. Auditors Report on the 32nd Administration –<br />
Dr. Kang-Wook Lee, Auditor, summarized<br />
Auditors’ findings on the finances <strong>and</strong> business,<br />
<strong>and</strong> presented recommendations.<br />
3. The 33rdAdministration Business Plan – Dr.<br />
Hyokang Chang, Executive Director, <strong>and</strong> Dr.<br />
James Song, Finance Director, presented the<br />
33rd Administration business <strong>and</strong> budget plan.<br />
The Council approved the 33rd Administration<br />
business plan with a budget of approximately<br />
$456,000.<br />
4. UKC-2005 - President Elect Dr. Kwang Hae<br />
(Kane) Kim announced that he was planning to<br />
hold the UKC-2005 in Irvine, California, August<br />
2005.<br />
5. Nomination <strong>and</strong> Selection of the C<strong>and</strong>idates for<br />

2004 KSEA Council Meeting Minutes<br />

1. Welcoming Announcement –<br />

1.1. Welcoming Remark -- President Lee welcomed<br />
the Councilors <strong>and</strong> other attendees.<br />
1.2 Conduct of Meeting – President Lee announced<br />
that that the conduct of the meeting would be<br />
delegated to Executive Director (“ED”).<br />
2. Opening Announcement – Dr. Hyokang Chang,<br />
ED<br />
2.1 Quorum<br />
ED explained the quorum needed to conduct the<br />
Council meeting was 23 since there were 45<br />
councilors. Local chapter presidents with at least 30<br />
due-paying members were qualified as councilors.<br />
ED noted that 26 were in the attendance <strong>and</strong><br />
declared the quorum met.<br />
2.2 Disallowing of Proxies<br />
Due to legal issues with allowing proxies for the<br />
Council Meeting, ED explained that no proxies were<br />
allowed for this year’s Council Meeting. The legal<br />
advice the KSEA got from its lawyer was that since<br />
the Council Meeting is equivalent to board of<br />
director’s meeting, rather than corporate members’<br />
meeting, each councilor assumes fiduciary duties<br />
that cannot be easily delegated.<br />
ED asked for after-the-fact approval of the decision<br />
by Executive Committee (“EC”) not to allow proxies.<br />
The Council approved EC’s decision without any<br />
objections. ED then announced that each councilor<br />
can cast only one vote.<br />

After reviewing it the Council approved the agenda<br />

3. The 32nd Administration Final Report – Dr.<br />
Quiesup Kim, 32 nd President<br />
3.1 32 nd Business<br />
Dr. Kim reported on business activities of the 32 nd<br />
administration with special emphasis on the<br />
following three items.<br />
3.1.1 GEM-SET (Girls Electronic Mentor Program<br />
in Science, Eng. <strong>and</strong> Technology)<br />
GEM-SET is a $10,000 project from the Department<br />
of Labor of Federal Government. Dr. Kim stated that<br />
the project was virtually completed in 32 nd<br />

Administration, but that a formal report still needed<br />
to be prepared <strong>and</strong> submitted to the Department of<br />
Labor. The task of completing the project was thus<br />
transferred to the 33 rd Administration.<br />
3.1.2 Amount of carry-forward<br />
Dr. Kim explained that the amount of carry-forward<br />
to 33 rd Administration was impacted by the payment<br />
of back taxes on Rockville property. Due to<br />
nonpayment of property taxes during 1999 - 2002,<br />
the additional expense incurred to 32 nd<br />
Administration for back taxes, interests <strong>and</strong> legal<br />
fees was $18,464.10. Dr. Kim claimed that for fair<br />
comparison this amount needed to be added to the<br />
actual carry-forward amount of $9,496.81.<br />
During the discussion it was pointed out that even<br />
when the additional expense incurred due to<br />
nonpayment of back taxes was added to the carryforward<br />
amount ($9,496.81 + $18,464.10 =<br />
$27,960.91), it was still well below the carry-over<br />
amount of $48,168.80 the 32 nd Administration<br />
received from the previous one. Dr. Kim explained<br />
that, due to 2002 Presidential election in Korea, he<br />
had difficulties in raising funds in Korea.<br />
3.1.3 Petition received<br />
Dr. Kim reported that he sent the Petition matter he<br />
received requesting for disciplinary action against<br />
one of the members to Award <strong>and</strong> Disciplinary<br />
Committee without disclosing its content to anyone<br />
else. Dr. Kim explained that he did so to maintain<br />
utmost confidentiality of the matter.<br />
3.2 The 32 nd Administration Annual Report<br />
Dr. Kim distributed “The 32 nd Administration<br />
Annual Report For The 33 rd KSEA Council<br />
Meeting” to Councilors. Dr. Kim then made a<br />
motion for the approval of the Report. During<br />
discussions Councilors raised a question of how they<br />
could review, discuss <strong>and</strong> approve the 130-page long<br />
report on the spot. One of the Councilors then<br />
amended the motion only to acknowledge the receipt<br />
of the Report. Dr. Kim agreed to this amendment<br />
<strong>and</strong> the Council then passed the motion.<br />
4. Auditors Report on the 32nd Administration – Dr.<br />
Kang-Wook Lee (Auditor)<br />
4.1. Summary of Auditors Report<br />
4.1.1 Finance<br />
- The balance (carry-over to the 33rd<br />
Administration) was approximately $9,500 which<br />
was extremely low.<br />
- Income significantly decreased in comparison with<br />
the 30th <strong>and</strong> 31st Administrations.<br />
- The recording system is significantly improved.<br />
4.1.2 Business<br />
- Successful execution of UKC-2003<br />
- Successful execution of National Math<br />
Competition: 1,754 participants<br />
- Improved record keeping: Minutes of Council <strong>and</strong><br />
EC meetings were outst<strong>and</strong>ing <strong>and</strong><br />
documents related to paid employees were also<br />
improved.<br />
- Significantly improved HQ Operation: Two staff<br />
members (Ashley Kim, Joyce Lee)<br />
had done an excellent job.<br />
- There were, however, some issues that needed to<br />
be addressed. These issues were reported below<br />
for the good of KSEA.<br />
4.2 Findings<br />
4.2.1 Finance<br />
- The UKC-2003 expense of $119,600 was executed<br />
without pre-approval by the Council in violation<br />
of Bylaws <strong>and</strong> Rules.<br />
- No separate budget for the annual Council Meeting.<br />
- The administration borrowed $9,900 for a month<br />
from the scholarship fund since the operation<br />
account was too low for the KSEA HQ operation –<br />
violation of Scholarship Committee Rules.<br />
- Needed more efforts to maintain a healthy financial<br />
status throughout the fiscal year.<br />
4.2.2 Membership<br />
- The number of members who paid dues: 849<br />
which was an increase of ~150 from the 31 st<br />
Administration.<br />
- The EC did not send due notices to members.<br />
- Recommendation: EC report the related activities<br />
to the annual Council as a m<strong>and</strong>atory requirement.<br />

4.2.3 GEM-SET<br />
- KSEA received $5,000 from the federal<br />
government but used only $500. $4,500 was<br />
deposited into the operational account.<br />
- Recommendation: The 33 rd EC should find<br />
funding sources to fund the project as planned <strong>and</strong><br />
complete the project.<br />
4.2.4 H<strong>and</strong>ling of Petition Matter<br />
- The 32 nd President failed to comply the auditors’<br />
request of sending copies of the document.<br />
- ADC had irregularities in h<strong>and</strong>ling the disciplinary<br />
petition.–ADC should have h<strong>and</strong>led the petition<br />
but its Chair had not informed other members of<br />
this important matter.<br />
- The President appointed members of Ad Hoc<br />
Committee without an EC’s approval.<br />
4.3 Key Recommendations<br />
- Abide by Bylaws <strong>and</strong> Rules, or amend them.<br />
- Revise Detailed Rules in <strong>Korean</strong>.<br />
- Work <strong>and</strong> report on membership activities.<br />
- Prepare personnel policies or guidelines.<br />
- Maintain healthy financial status.<br />
- Improve quality of KSEA Letters.<br />
- Councilors to be more responsive.<br />
- To provide more support for small chapters.<br />
4.4 Approval of Audit Report<br />
After discussions on findings by auditors, one of the<br />
councilors raised a motion to the Council to accept<br />
the 32 nd audit report. The Council then voted <strong>and</strong><br />
passed the motion.<br />
4.5 Auditors’ Recommendations<br />
Dr. Kang-Wook Lee also presented a following list<br />
of formal recommendations by auditors:<br />
1. The EC revises the KSEA personnel<br />
policies/guidelines by the end of 2004.<br />
2. The Rules Committee presents a proposal on<br />
revised Rules to the 34 th Council considering the<br />
following issues.<br />
a. Revise contradictory clauses of the Rules against<br />
the Bylaws.<br />
b. Delete or revise discriminative clauses. For ex, in<br />
the current Nomination Committee Rules, only a<br />
former president can be a committee chair.<br />
c. Modify the term of the st<strong>and</strong>ing committees (from<br />
the end of a council meeting to the end of the next<br />
council meeting).<br />
d. Update the dates <strong>and</strong> the number of committee<br />
members if necessary<br />
e. Others mentioned in the 2003 <strong>and</strong> 2004 Audit<br />
Reports.<br />
After discussions one of the Councilors made a<br />
motion to accept the above recommendations by<br />
auditors. The Council then voted <strong>and</strong> passed the<br />
motion.<br />
5. The 33 rd Administration Business Plan<br />
5.1 KSEA Status Report – ED<br />
ED reported that the financial health of the KSEA<br />
was very challenging <strong>and</strong> EC would do whatever<br />
necessary to cut down expenses. ED asked for<br />
underst<strong>and</strong>ing of members on certain restrictions <strong>and</strong><br />
inconveniences caused by limited budget.<br />
5.2 Business Plan - ED<br />
ED presented the 33 rd Administration business plan<br />
with emphasis on the following activities:<br />
- GEM-SET<br />
- Young Generation Development<br />
- Data Projects for Membership Directory<br />
- National Math Competition (NMC) Projects<br />
GEM-SET is a federally funded project. It was<br />
initiated during 32 nd Administration with expected<br />
completion date of September 30, 2004. Due to<br />
funding problems, however, GEM-SET project was<br />
interrupted. It was 33 rd Administration’s objective to<br />
find funding sources for this project <strong>and</strong> complete it<br />
successfully.<br />
Young Generation Development is to induce<br />
undergraduate students to KSEA activities as junior<br />
members. KSEA supports Young Generation<br />
activities through Young Generation Committee<br />
(YGC). One of the major activities of YGC is to<br />
hold an annual conference. The 33 rd Administration<br />
plans to provide strong support to YG Conference<br />
through financial support <strong>and</strong> active participation.<br />
Currently the membership directory database is<br />
seriously outdated. One way to upgrade the database<br />
at this point is to contact each member individually<br />
<strong>and</strong> update the information. The 33 rd Administration<br />
plans to hire a part-time worker who would be<br />
dedicated to this task.<br />

The NMC project has been very successful. It is the<br />
goal of the 33 rd Administration to exp<strong>and</strong> further the<br />
scope of the NMC project.<br />
5.3 Budget Proposal - Finance Director (“FD”)<br />
James Song<br />
5.3.1 Budget Plan<br />
FD presented the 33 rd Administration budget of<br />
approximately $456,000 that is about 12% higher<br />
than last year’s. Given that the budget situation the<br />
33 rd Administration inherited from the previous one<br />
was very challenging, the 33 rd Administration<br />
needed to make an extraordinary effort to implement<br />
its business proposal <strong>and</strong> stabilize the financial<br />
footing of KSEA. President Lee pledged that he<br />
would work very hard to bring in more funding<br />
(about $80,000 more than last year’s).<br />
5.3.2. Budget Discussion<br />
The Councilors reviewed the budget in detail <strong>and</strong><br />
made a number of suggestions. Based on the<br />
feedback from the Councilors, FD revised the<br />
proposed budget with following changes:<br />
- Budget for Corporate Membership Fee Return<br />
(Item 6) to be deleted since that is no longer<br />
necessary.<br />
- Budget for Young Generation Development (Item<br />
13) to be increased from $10,000 to $20,000.<br />
- Budget for Professional Societies Development<br />
(Item 17) to be allocated. $3,000 was allocated for<br />
this item.<br />
- Budget for Regional Conferences (Item 27) to be<br />
allocated. $5,000 was allocated for this item.<br />
5.3.3. 33 rd Term Budget Approval<br />
On the revised budget proposal Councilors voted <strong>and</strong> approved it. The approved budget is shown in Table 1<br />

Dr. Kim announced that he was planning to hold the<br />
UKC-2005 as follows:<br />

LA airport)<br />
- Dates: Thursday, August 11 – Saturday, August 13,<br />
2005.<br />
Dr. Kim also presented some of his ideas for UKC-<br />
2005 under consideration. Those ideas were:<br />
- To support all reasonable sessions as much as<br />
possible.<br />
- To make extra effort to induce large-scale<br />
participation by scientists <strong>and</strong> engineers from Korea.<br />
- To promote industrial tracks to encourage<br />
participation from industries.<br />
- To organize it more like professional society<br />
conferences <strong>and</strong> eliminate travel expense support.<br />
- To pay honoraria to invited participants.<br />

Dr. Kang presented <strong>and</strong> explained the nomination<br />
results <strong>and</strong> solicited more nominations from the<br />
floor. The Council also discussed the process of<br />
finding an auditor to fill in the vacant position. After<br />
some discussions the Council reached a consensus<br />
that the auditor c<strong>and</strong>idate who would receive highest<br />
votes during c<strong>and</strong>idate selection process would fill<br />
in the vacant position immediately. After the vote,<br />
however, it turned out Dr. Hosin (David) Lee who<br />
got the highest vote was currently holding a chair<br />
position of YGC. Since auditors are not allowed to<br />
share any other official positions of KSEA, the<br />
Council made a resolution that the person who got<br />
next highest votes should fill in the vacant position.<br />
As a result, Dr. Kwang Woong Won was elected to<br />
fill in the vacant auditor position effective<br />
immediately.<br />
Upon completion of the nomination process, the<br />
Council finalized the list of c<strong>and</strong>idates to run for<br />
their respective positions as in the table below.<br />

7.1 YGC (Young Generation Committee) – Dr.<br />
Hosin David Lee<br />
Dr. Lee reported his experience of attending KOFST<br />
YG Forum in Korea during summer of 2003 as the<br />
leader of the group. A total of 116 people from 12<br />
countries attended the forum. From USA 28 students<br />
together with Dr. Lee attended. Dr. Lee said every<br />
member of the group enjoyed the trip very much <strong>and</strong><br />
the trip was very successful in terms of instilling the<br />
<strong>Korean</strong> heritage to second generation students. Dr.<br />
Lee also said the group left Korea with an<br />
unforgettable memory of special moment they had at<br />
Kyungjoo hotel with older generations who were<br />
once active KSEA members.<br />
7.2 Award <strong>and</strong> Disciplinary Committee (ADC) - Dr.<br />
Ki-Hyon Kim, ADC Chair<br />
7.2.1 Award Part<br />
Dr. Kim reported on the ADC activities regarding<br />
nomination of c<strong>and</strong>idates for various awards such as<br />
Ho-Am <strong>and</strong> MOST Prizes.<br />

Dr. Kim also explained the nomination process for 6<br />
recipients of the 2004 KSEA Annual Award. Dr.<br />
Kim noted that there was the 7 th nomination by the<br />
32 nd Administration for, but ADC could not make<br />
the recommendation because the nomination was<br />
made without giving equal opportunities to other<br />
potential c<strong>and</strong>idates in the same category.<br />
7.2.2 Disciplinary Part<br />
Dr. Kim reported that an Ad Hoc Committee had<br />
been formed for investigative purposes of the<br />
Petition matter <strong>and</strong> Dr. Yong-Nak Lee was elected<br />
as the Chair of the Ad Hoc Committee.<br />
Dr. Kim informed the Council that the effort by the<br />
Ad Hoc Committee was still on-going <strong>and</strong> no formal<br />
report had been prepared yet.<br />
After Dr. Kim’s report, President Lee reported that<br />
the Petition matter had not been formally transferred<br />
to the 33 rd Administration <strong>and</strong> that there were no<br />
formal documents registered in the KSEA file.<br />
7.2.3 Discussions <strong>and</strong> Resolutions on Petition matter<br />
During discussions the majority of Councilors<br />
expressed the opinion that an Ad Hoc Committee<br />
should not outlive the Administration under which it<br />
was formed unless specified otherwise by the<br />
Council.<br />
At the end of discussions one of the Councilors<br />
presented a motion requiring that<br />
- Ad Hoc Committee be dissolved immediately.<br />
- All documents <strong>and</strong> records related to the Petition<br />
matter be transferred to President Lee.<br />
- EC proceed with this Petition matter from a clean<br />
slate.<br />
The Council then passed the motion without any<br />
objections.<br />
8. Local Chapter Presidents’ Report – Dr. Dong<br />
Hoon Ko<br />
Dr. Ko expressed that the most critical issue local<br />
chapters were facing was the excessive financial<br />
dependency on the KSEA HQ. Dr. Ko reported that<br />
they discussed the issue <strong>and</strong> agreed to make joint<br />
efforts to find sponsors for their local chapters.<br />
Dr. Ko also reported that the Dr. Sunghoon Choi<br />
was elected as the new Chair of the Local Chapter<br />
Presidents Committee.<br />
9. Other Items<br />
9.1 Quorum for Council Meeting - ED<br />
ED presented a potential problem with the quorum<br />
for the Council Meeting now that proxies were not<br />
allowed. ED explained that the legal advice KSEA<br />
received was to lower the quorum requirement from<br />
50% to 40% or so. Dr. Kun-Sup Hyun, Chair of the<br />
Bylaws & Rules Committee, stated that there were<br />
other ways to address this issue, for example, by<br />
setting the fixed number as the quorum requirement.<br />
The Council generally felt that the issue needed<br />
more studies <strong>and</strong> asked Dr. Hyun <strong>and</strong> Bylaws &<br />
Rules Committee to review the issue <strong>and</strong> present its<br />
recommendations to the next Council.<br />
10. Closing of Meeting<br />
Upon completion of all items in the agenda, a<br />
motion was made to close the meeting. The<br />
Councilors then approved it <strong>and</strong> the meeting ended<br />
without any objection.<br />

Dear Members:<br />
My sincere thanks are expressed for your continued<br />
support for my c<strong>and</strong>idacy. I have been a Member<br />
since 1972, serving various Chapters <strong>and</strong> HQ<br />
functions including NY-Metro-Chapter President,<br />
Chapter Councilor, HQ Election Comm, Scholarship<br />
Comm, Group Councilor, Vice-President (28 th ) <strong>and</strong><br />
others. My active participation in KSEA has<br />
provided me valuable experience in leadership<br />
training <strong>and</strong> many respectable friendships. In<br />
appreciation of the benefits I’ve received, I wish to<br />
serve for you <strong>and</strong> KSEA. For the past 30 years,<br />
KSEA has well accomplished the initial goals set by<br />
our founding members <strong>and</strong> contributed immensely<br />
to the advancement of science <strong>and</strong> technology in<br />
Korea. However, in the recent years, we’ve suffered<br />
from several organizational problems, which<br />
resulted in a noticeable decline in membership,<br />
Chapter activities, HQ revenue, etc. None-the-less,<br />
owing to the concerted efforts of HQ <strong>and</strong> Chapter<br />
leaderships, a positive trend is emerging in the<br />
growth of membership <strong>and</strong> member participation.<br />
The successful operation of the National Math<br />
Competition for last three years has greatly<br />
enhanced the public image of KSEA <strong>and</strong> also<br />
promoted member participation in local Chapters.<br />
This trend must continue to rebuild KSEA in the<br />
new era of a fast changing world. KSEA must<br />
recruit more young generation members to ensure its<br />
longevity <strong>and</strong> prosperity. To accomplish this task, I<br />
respectfully submit the following new visions,<br />
strategies <strong>and</strong> action plans to revitalize KSEA<br />
immediately.<br />
New Visions for KSEA in the 21 st Century<br />
• An organization of the Member, by the Member<br />
<strong>and</strong> for the Member.<br />
• A premier professional organization serving<br />
<strong>Korean</strong>-<strong>American</strong> communities <strong>and</strong> contributing<br />
to mainstream <strong>American</strong> society.<br />
To make KSEA more professional <strong>and</strong> reputable,<br />
KSEA should be operated as a member-oriented<br />
organization. KSEA’s survival <strong>and</strong> growth depend<br />
on the foundation solely built <strong>and</strong> focused on<br />
individual membership. To make KSEA more united<br />
<strong>and</strong> recognized, KSEA must contribute to<br />
mainstream <strong>American</strong> society <strong>and</strong> <strong>Korean</strong>-<strong>American</strong><br />
communities. We must go beyond the status of a<br />
self-serving organization. To achieve these visions,<br />
we must maintain strong membership, empower<br />
Chapters, <strong>and</strong> strengthen Chapter activities.<br />
Strategies <strong>and</strong> Action Plans for Greater KSEA<br />
1) Rebuild Memberships <strong>and</strong> Participation<br />
Enhance <strong>and</strong> differentiate membership benefits.<br />
Rejuvenate inactive members. Install student<br />
Chapters at Universities. Facilitate job referral<br />
services. Maintain effective <strong>and</strong> open<br />
communication channels. Empower each Member<br />
for its ownership. Increase Group Councilors’ roles<br />
<strong>and</strong> activities. Activate existing Committees.<br />
2) Strengthen Chapter Activities <strong>and</strong> Services<br />
Set high priority on Chapter activities. Increase<br />
financial support to Chapters. Revitalize Chapters.<br />
Encourage regional conferences. Enhance National<br />
Math Competition. Promote National Science<br />
Olympiad. Increase fund-raising activities for<br />
community services. Recruit corporate memberships.<br />
Utilize KSEA Award system to recognize<br />
outst<strong>and</strong>ing contributions to science, technology &<br />
society.<br />
3) Collaborate with K-A Professional Societies<br />
Co-sponsor UKC <strong>and</strong> regional conferences with<br />
<strong>Korean</strong>-<strong>American</strong> professional societies. Sponsor<br />
topical conferences. Invite K-A society leaderships<br />
into KSEA organization. Provide financial support<br />
for collaborating societies. Maintain working<br />
relations with science <strong>and</strong> technology communities<br />
in Korea. Develop volunteer consulting program for<br />
retired members.<br />
The new visions proposed here can only be achieved<br />
through your active participation <strong>and</strong> continuous<br />
support. Please exercise your voting right in the<br />
upcoming general election. This will be your first<br />
step to impact the future of KSEA. If elected by your<br />
support, I will dedicate my passion to achieve the<br />
proposed visions by being innovative <strong>and</strong> diligently<br />
executing the strategies <strong>and</strong> action plans. Thank you<br />

2. FINANCIAL INDEPENDENCY<br />

It is distinguished honor to be nominated as a<br />
c<strong>and</strong>idate for KSEA President. In past 30+ years, I<br />
have personally experienced the development <strong>and</strong><br />
the progress of KSEA as Auditor, Chapter President,<br />
<strong>and</strong> Committee members. I observed, during the<br />
time, the effectiveness <strong>and</strong> efficiency of KSEA<br />
operation, experienced leadership capacities, <strong>and</strong><br />
learned lack of inter-relationship with other<br />
professional societies. KSEA has room to improve<br />
in its activity. It is imperative to promote the<br />
cohesive spirit, unity, harmony within infrastructure.<br />
All disciplines need to recognize the multi- <strong>and</strong>/or<br />
inter- disciplinary tasks <strong>and</strong> its unique value among<br />
professional societies.<br />
Effective dialogue <strong>and</strong><br />
effective communication could be enhanced by the<br />
use of all available network system. I pledge the<br />
following three (3) goals for the successful<br />
presidency of the great KSEA.<br />
1. MEMBERSHIP DRIVE<br />
The current status needs to improve in its maximum<br />
participation. At this time, it appears there are more<br />
non-members than the number of full pledged<br />
regular members. The membership drive campaign<br />
is crucial in sustaining the active life of KSEA.<br />
Within an open door policy, we will overcome<br />
various barriers of alumni, locality, age, teaching<br />
against research, <strong>and</strong> even disciplinary pride (if any).<br />
In fact, we must care for “<strong>Korean</strong>-<strong>American</strong>”<br />
scientific heritage <strong>and</strong> attracting 1.5, 2 nd , <strong>and</strong> 3 rd<br />
generation <strong>Korean</strong> members. It is the time to<br />
recognize the turning point. We need to increase<br />
young members who would be the promising future<br />
of this <strong>Association</strong>.<br />
It is imperative for KSEA to obtain financial<br />
stability <strong>and</strong> to operate the fiscal year based on<br />
sound annual budget. The situation should not be<br />
the shaky financial health in each year. We all<br />
believe that there are available financial sources <strong>and</strong><br />
will take advantage of some 35 years long public<br />
creditability for implementation of long-term fiscal<br />
plan. It is about time to conduct successful fundraising<br />
toward both public <strong>and</strong> private agencies. The<br />
strategy can be implemented by a group of interested<br />
<strong>and</strong> experienced members, innovative approach,<br />
exercise challenge <strong>and</strong> commitment, <strong>and</strong><br />
membership dedication.<br />
3. IMPROVE CHAPTER/YOUNG<br />
GENERATION ACTIVITIES<br />
The HQ office must set on top priority to assist all<br />
necessary action on Chapter support. The Chapter<br />
growth <strong>and</strong> health is directly related the national<br />
operation <strong>and</strong> its membership benefit. The Chapter<br />
activity can be directly related to the local Young<br />
Generation (YG) <strong>and</strong> they can start the leadership<br />
role in their locality. To rejuvenate KSEA, we need<br />
to work together <strong>and</strong> bind our commitment with<br />
harmony. The HQ office can be resourceful on<br />

Dr. Si-Joong Kim, President of the <strong>Korean</strong><br />

(KOFST) visited the KSEA Headquarters on August<br />
11, 2004 on his way to Research Triangle Park,<br />
North Carolina to attend the UKC2004. Prof. Sung<br />

the quality of the Letters, <strong>and</strong> publication cost,<br />
PD <strong>and</strong> President proposed that two e-Letters<br />
(electronic-Letters) might replace two Letters.<br />
After long discussions, EC members agreed to<br />
publish two Letters on December <strong>and</strong> March,<br />
two e-Letters on August <strong>and</strong> November.<br />
4.3 EC members unanimously agreed that August<br />
issue of e-Letters would include the special<br />
memorial of Dr. Choi, Hyungsup for his<br />
dedication to the KSEA.<br />
4.4 EC members unanimously decided to follow the<br />
Council’s recommendation on the issue of<br />
dedicating UKC to a deceased KSEA member of<br />
prominence.<br />
5. Information<br />
5.1 President suggested that the recognition of the<br />
individual contribution might be included in the<br />
web <strong>and</strong> e-Letters. The action <strong>and</strong> format will be<br />
discussed further with Information Director.<br />
5.2 President-Elect emphasized the importance of<br />
developing the KSEA contribution infrastructure.<br />
6. Membership<br />
6.1 Membership Director presented membership<br />
directory to EC members <strong>and</strong> h<strong>and</strong>ed out a<br />
sample to review the directory. After the final<br />
review, English version of Membership<br />
Directory will be published <strong>and</strong> distributed to<br />
council members, local chapter presidents, <strong>and</strong><br />
KSEA officers. EC members unanimously<br />
agreed to recommend <strong>Korean</strong> names to be<br />
included in the upcoming issue of membership<br />
directory.<br />
6.2 For security reason, Executive Director asked to<br />
remove birthday <strong>and</strong> social security information<br />
from KSEA personnel information data. EC<br />
members unanimously agreed to make following<br />
changes to the KSEA member database:<br />
- Delete social security numbers.<br />
- Maintain only year of birth information in<br />
place of full birth date.<br />
6.3 To improve the KSEA membership drive,<br />
President-Elect asked a permission to review the<br />
personnel information data for each local<br />
chapter. President agreed that President-Elect<br />
could review the information for a systematic<br />
membership drive.<br />
7. Visiting High School Program<br />
7.1 <strong>Korean</strong> High Schools asked KSEA members to<br />
help mentoring their students by seminar <strong>and</strong>/or<br />
visiting program.<br />
7.2 After discussions, EC members decided to<br />
support “visiting high school program” by vote<br />
of 5 yes, 0 no, 1 undecided.<br />
8. National Science Competition<br />
EC members agreed that National Science<br />
Competition would be discussed at the local<br />
chapter Presidents’ meeting.<br />
9. NMC (National Math Competition)<br />
EC members unanimously endorsed the plan to<br />
hold NMC 2005 on the first Saturday of April. If<br />
the first Sunday is Easter, the second Saturday<br />
will be selected. EC agreed to submit a proposal<br />
of setting date permanently at the Council<br />
meeting.<br />
10. Virtual Architectural, Civil, Environmental<br />
Engineering Symposium<br />
VP proposed that KSEA provides web link host<br />
for Virtual Architectural, Civil, <strong>and</strong><br />
Environmental (ACE) Engineering Symposium.<br />
EC members unanimously endorsed the proposal.<br />
11. Dr. Shoon Kyung Kim Scholarship<br />
President-Elect will confirm the status of<br />

CHAPTER NEWS<br />
Welcome to KWISE-SD<br />
The <strong>Korean</strong>-<strong>American</strong> Women In Science <strong>and</strong><br />
Engineering (KWISE-SD; http://www.scripps.edu/<br />
~gyewon/kwise) organization, a subchapter of<br />
KSEA-SD, successfully conducted its first meeting<br />
as follows:<br />
Time: 7:00pm-9:00pm, October 21, 2004<br />
Place: Janet & W. K. Kellog Conference Room,<br />
5 th fl. North, Beckman Center, TSRI<br />
Women from all different fields of studies <strong>and</strong><br />
backgrounds attended the meeting to encourage <strong>and</strong><br />
support one another. The group represented the<br />
local <strong>Korean</strong>-<strong>American</strong> Women professionals who<br />
were interested in sharing their visions, ideas <strong>and</strong><br />
knowledge. It was a great turn out made up of those<br />
who were very excited <strong>and</strong> enthusiastic to meet new<br />
people. A traditional <strong>Korean</strong> dinner was catered by<br />
the courtesy of KSEA-SD chapter, one of the big<br />
sponsors of KWISE. This meeting gave a chance for<br />
the members to bond <strong>and</strong> to get to know each other<br />
in a family-like atmosphere.<br />
enlightening <strong>and</strong> informative as well as providing an<br />
interesting insight to the attendees in other fields of<br />
study. The seminars were followed by a round table<br />
discussion on the vision of women’s research in<br />
Korea, moderated by Professor Paeng, Gi Jung,<br />
Yonsei University. In the concluding remark, the<br />
President of KWISE, Dr. Han, Gye Won, pointed<br />
out the importance of the networking, <strong>and</strong> helping<br />
one another as <strong>Korean</strong> <strong>American</strong> Women. She<br />
announced that the next meeting was scheduled in<br />
early 2005 for mentoring postgraduate studies <strong>and</strong><br />
career development for <strong>Korean</strong> women.<br />
Overall, the first meeting was a huge success<br />
accomplishing everything that had been planned for<br />
the night. There are clear signs of hopes that KWISE<br />
will grow together as a tight knit community by<br />
sharing opportunities <strong>and</strong> experiences, <strong>and</strong> being<br />
there for each other. The more diversity there is, the<br />
more one can learn from one another. A special<br />
thank goes to all those who came to the meeting as<br />
well as to the people who made this possible.<br />

A warm Welcome <strong>and</strong> Congratulatory Speech was<br />
given by the President of KSEA-SD, Dr. Lee,<br />
Taewon <strong>and</strong> SD Seminar Organizer, Dr. Sim, Taebo,<br />
providing ideas <strong>and</strong> advices for the future success of<br />
KWISE. Afterwards, two technical presentations<br />
were made. The first presentation was given by<br />
Professor Park, Mi-Ok of Bukyung National<br />
University on the studies of microphytobentos <strong>and</strong><br />
their community composition. The second<br />
presentation was given by Professor Kim, Kyungjae<br />
of Samyuk University on the effects of BRM on the<br />
inhibition of the antigen. Both were very<br />

NY Metro Chapter<br />
2004 Fall Picnic<br />
KSEA NY Metro Chapter held annual fall picnic on<br />
September 18 th at Rockl<strong>and</strong> Lake State Park. About<br />
200 members, including student members <strong>and</strong><br />
family, enjoyed the barbecue, athletic competitions,<br />
<strong>and</strong> many other activities. Five teams were set up<br />
based on the member’s affiliations to play softball<br />
<strong>and</strong> ‘Jok-Gu’ for the athletic competitions. There<br />
were also games prepared for children <strong>and</strong> ladies<br />
such as ‘Top-Blade’ competition, ‘Hula-Hoop’, <strong>and</strong><br />
‘Treasure Hunt’. The Bingo game, introduced for<br />
the first time this year, provided the networking<br />
opportunity between the members. The 25 slots at<br />
the Bingo table consist of member’s name,<br />
affiliations, or research area. The Bingo table was<br />
h<strong>and</strong>ed out to each member <strong>and</strong> asked to get the<br />
signatures from 25 members whose names were<br />
assigned at each slot of the Bingo table.<br />
Metro <strong>and</strong> New Jersey chapters have co-hosted the<br />
KMSO since last year. For another successful<br />
KMSO this year, about 50 members have served as a<br />
staff for the preparation <strong>and</strong> about 100 members<br />
volunteered for the KMSO 2004.<br />

KSEA NY Metro <strong>and</strong> New Jersey chapters held the<br />
11 th KSEA NY Metro/New Jersey Math <strong>and</strong> Science<br />
Olympiad (KMSO) on November 20, 2004. Thanks<br />
to many sponsors <strong>and</strong> the participation of hundreds<br />
of students, the KMSO has been held very<br />

Prof. Kwang-Hae Kim - The 2005 Tsutomu<br />
Kanai Award<br />
Professor Kwang-Hae (Kane) Kim, who is the 34 th<br />
President-Elect of KSEA, has been awarded the<br />
2005 Tsutomu Kanai Award from the IEEE<br />
Computer Society. Dr. Kim is Professor of<br />
Computer Engineering, Computer Science, <strong>and</strong><br />
Informatics at the University of California, Irvine<br />
<strong>and</strong> he was recognized for his<br />
"Fundamental <strong>and</strong> pioneering contributions to the<br />
scientific foundation of both real-time objectstructuring<br />
based distributed computing <strong>and</strong> realtime<br />
fault-tolerant distributed computing."<br />
The Tsutomu Kanai Award was created to recognize<br />
major contributions to state-of-the-art distributed<br />
computing systems <strong>and</strong> their applications. The<br />
award consists of a certificate, crystal memento, <strong>and</strong><br />
$10,000 honorarium. In addition, Professor Kim<br />
will receive a travel grant to attend two technical<br />
conferences.<br />
Previous recipients include Dr. Ken Thompson (the<br />
main architect of UNIX), Dr. James Gosling (the<br />
main creator of JAVA), etc. IEEE Computer<br />
Society is one of the two major professional<br />
societies covering computer science <strong>and</strong> computer<br />
engineering <strong>and</strong> its membership reached 100,000 in<br />
early 1980’s. Also, Professor Kim received the<br />
Microsoft Windows Embedded Academic<br />
Excellence Award in 2003, which was in recognition<br />
of his research <strong>and</strong> education contributions.<br />
Professor Kim's primary research involves<br />
solidifying new-generation programming methods<br />
<strong>and</strong> tools which enable significant manpower<br />
reduction <strong>and</strong> product quality improvement in<br />
developing timing-critical distributed computing<br />
application systems. Applications include<br />
embedded <strong>and</strong> mobile computing device networks,<br />
transportation automation, defense comm<strong>and</strong> control,<br />
<strong>and</strong> advanced multimedia processing applications<br />
such as multi-party videoconferencing <strong>and</strong> networkbased<br />
timing-sensitive virtual reality.<br />
An ASME Fellow - Dr. Hee-Koo Moon<br />
Hee-Koo Moon, Ph.D., PE, a resident of San Diego,<br />
Calif., <strong>and</strong> manager of the heat transfer group at<br />
Solar Turbines Incorporated (San Diego), has been<br />
named Fellow of the <strong>American</strong> Society of<br />
Mechanical <strong>Engineers</strong> (ASME).<br />
The Fellow grade is conferred upon an ASME<br />
member with at least 10 years of active engineering<br />
practice <strong>and</strong> who has made significant contributions<br />
to the profession.<br />
Dr. Moon has demonstrated outst<strong>and</strong>ing<br />
achievements to the mechanical engineering<br />
profession as an outst<strong>and</strong>ing engineer, researcher,<br />
innovator, <strong>and</strong> leader. He has published 20<br />
conference presentations <strong>and</strong>/or proceedings, 10<br />
journal papers, <strong>and</strong> holds 3 patents as a co-inventor.<br />
Moon earned his Ph.D. in mechanical engineering at<br />
Arizona State University, Tempe (1987), <strong>and</strong> both<br />
his bachelor's <strong>and</strong> master's degrees from the same<br />
university, in 1978 <strong>and</strong> 1980, respectively. Moon is<br />
a member of the <strong>Korean</strong>-<strong>American</strong> <strong>Scientists</strong> <strong>and</strong><br />
<strong>Engineers</strong> <strong>Association</strong> <strong>and</strong> is a registered<br />
professional engineer in the state of Arizona.<br />
2004 SPE Engineering & Technology Award<br />
- Dr. Chan I. Chung<br />
The SPE International Engineering/Technology<br />
(Fred O. Conley) Award for 2004 goes to Chan I.<br />
Chung, Ph.D. Plastics Engineering <strong>and</strong> Plastics<br />
Engineering - Europe magazines sponsors this award.<br />
SPE’s President, Karen Winkler, made the<br />
presentation during the Society’s 62nd Annual<br />
Technical Conference (ANTEC) in Chicago, Illinois.<br />
Dr. Chan I. Chung, Professor Emeritus <strong>and</strong> Research<br />
Professor at Rensselaer Polytechnic Institute, is a<br />
leading scientist <strong>and</strong> engineer in extrusion<br />
processing technology. Widely recognized in the<br />
area of extrusion screw design as well as polymer<br />
rheology <strong>and</strong> chemistry, he has made a significant<br />
impact on the screw-manufacturing industry.<br />

Many of Dr. Chung’s screw design patents are cited<br />
as references in new patent applications,<br />
demonstrating the pioneering nature of his work.<br />
Dr. Chung, a Fellow of SPE, has served the Society<br />
through his active participation on the Extrusion<br />
Division Board. He has also been active with the<br />
Society of Rheology, <strong>and</strong> served as the 31 st President<br />
of the <strong>Korean</strong>-<strong>American</strong> <strong>Scientists</strong> <strong>and</strong> <strong>Engineers</strong><br />
<strong>Association</strong>. He has been an invited speaker/lecturer<br />
at major conferences <strong>and</strong> universities in the US,<br />

was invited to National Women’s Leadership<br />
Summit at Washington, D.C. by U.S. Department of<br />
Labor, Women’s Bureau, directed by Ms. Shinae<br />
Chun. KSEA has participated in the GEM-SET<br />
program to recruit <strong>Korean</strong>-<strong>American</strong> K-12 girls who<br />
want to pursue careers in science <strong>and</strong> engineering<br />
<strong>and</strong> reside in a metropolitan area. She has a<br />
bachelor's degree from University of Illinois at<br />
Urbana-Champaign <strong>and</strong> are currently pursuing a<br />
master's degree in Civil <strong>and</strong> Environmental<br />
Engineering at Northwestern University. She also<br />
has been selected “The National Dean’s list” Award<br />
<strong>and</strong> her biography has been published in the<br />
National Dean’s List. Only 1% of the students from<br />
3000 colleges <strong>and</strong> universities in the U.S. are<br />
honored in the National Dean’s List each year.<br />
Eun-Jin Jeanny Yoon shared the following exciting<br />
visit to the Summit held at the White House. Her<br />
story has been published in a local <strong>Korean</strong><br />
newspaper, Northwestern University newspaper,<br />
‘Observer’ <strong>and</strong> the Civil <strong>and</strong> Environmental<br />
Engineering Newsletter at Northwestern University:<br />
I was so honored that I was invited to the National Women’s<br />
Leadership Summit at Washington, DC to share experiences<br />
<strong>and</strong> strategies that have helped women <strong>and</strong> girls acquire the<br />
skills, knowledge, resources <strong>and</strong> networks that are essential<br />
to succeeding in the 21 st century economy. There were about<br />
300 women participated in this event <strong>and</strong> 200 women were<br />
selected to White House Reception Honoring Mentors <strong>and</strong><br />
Partners at Old Executive Office Building. The participants<br />
for this event were all successful women such as presidents,<br />
CEOs, directors, <strong>and</strong> etc. Most of them were much older<br />
than me.<br />
At the first day of the event, we went to the reception hosted<br />
by the Ambassador of the Republic of Korea. Ms. Shinae<br />
Chun, <strong>Korean</strong> Ambassador, <strong>and</strong> his wife gave a wonderful<br />
speech in front of a lot of people. I was so proud of them as<br />
<strong>Korean</strong> <strong>American</strong>.<br />
Highlights of the program included welcoming remarks from<br />
the members of Women’s Bureau <strong>and</strong> White House<br />
Reception <strong>and</strong> a panel discussion with successful <strong>and</strong><br />
professional women. We had the discussion sessions in<br />
partnership, leadership, mentorship, <strong>and</strong> entrepreneurship.<br />
The purpose of the discussion was to help the participants<br />
start to thinking about what action they may want to take<br />
when they return to their communities.<br />
The National Women’s Leadership Summit provided me<br />
with the opportunity to watch the <strong>American</strong> women at work.<br />
It gave meaning to all the processes I learned about in school.<br />
It provided the opportunity for women to distinguish<br />
themselves as tomorrow’s leaders. Women not only gained<br />
knowledge <strong>and</strong> experience in the nation’s capital, they left<br />
with a sense of accomplishment <strong>and</strong> an increased ability to<br />
face the challenges of the future.<br />

(11 -point Italic) The purpose of this document is to<br />
provide authors a set of guidelines to assist in<br />
formatting their paper. The full manuscripts must be<br />
no more than 8-pages.<br />
SCOPE<br />
The KSEA Letters is an official publication of the<br />
KSEA. It carries two groups of articles: (1)<br />
overview science/technology trends <strong>and</strong> (2) member<br />
<strong>and</strong> chapter news, etc. The papers in the first group<br />
are of a fairly broad scope, thereby appealing to an<br />
audience of wider spectrum.<br />
GENERAL GUIDELINES<br />
The paper size should be 8.5 by 11.0 inch. The top<br />
<strong>and</strong> bottom margins are to be set to 1 inch <strong>and</strong> the<br />
left <strong>and</strong> right margin are to be set to 0.75 inch. The<br />
Gutter should be set to 0.25 inch. Use a clear 11-<br />
point typeface/font (Times New Roman is preferred).<br />
The text should be in two columns with a 0.25-inch<br />
spacing, both right <strong>and</strong> left justified. No headers or<br />
footers should be included. No page numbers should<br />
be applied.<br />
HEADINGS<br />
1. The title should be centered, bold, 14-point font.<br />
2. Authors <strong>and</strong> associations should be centered,<br />
bold, <strong>and</strong> 12-point. Do not include phone<br />
numbers, fax numbers, e-mail or web sites in the<br />
author section. These contact information, if<br />
desired, will be added into biography section.<br />
3. First-order headings should be all capitals <strong>and</strong> in<br />
bold, <strong>and</strong> left justified.<br />
SUBHEADINGS (12-point)<br />
1. Second-order headings should have first letters<br />
of words capitalized <strong>and</strong> in bold, left justified.<br />

The Ho-Am Prize Committee awards the 2005 Ho-Am Prizes to those who have made distinguished contributions to the<br />
development of our society through prominent accomplishments in various fields of science, the arts <strong>and</strong> community<br />

Science………...Those who have made outst<strong>and</strong>ing achievements in research in the area of basic science.<br />
Engineering….Those who have made outst<strong>and</strong>ing achievements in the areas of engineering <strong>and</strong> technology.<br />
Medicine ….….Those who have made outst<strong>and</strong>ing achievements in the areas of medicine <strong>and</strong> pharmacy.<br />
