М<strong>і</strong>жнародної орган<strong>і</strong>зац<strong>і</strong>ї з м<strong>і</strong>грац<strong>і</strong>ї (МОМ) <strong>в</strong> <strong>Україн<strong>і</strong></strong>, м<strong>і</strong>стить <strong>і</strong>нформац<strong>і</strong>ю про м<strong>і</strong>грац<strong>і</strong>йн<strong>і</strong><br />
тенденц<strong>і</strong>ї та статистику.<br />
Нез<strong>в</strong>ажаючи на те, що цей короткий огляд може лише ознайомити з<strong>і</strong> складними <strong>і</strong><br />
часто <strong>в</strong>заємопо<strong>в</strong>’язаними проблемами м<strong>і</strong>грац<strong>і</strong>ї <strong>в</strong> <strong>Україн<strong>і</strong></strong>, ми спробу<strong>в</strong>али, наск<strong>і</strong>льки<br />
це можли<strong>в</strong>о, розглянути <strong>факти</strong> <strong>і</strong> <strong>цифри</strong> у пе<strong>в</strong>ному контекст<strong>і</strong> <strong>і</strong> продемонстру<strong>в</strong>ати, як<br />
<strong>в</strong><strong>і</strong>дпо<strong>в</strong><strong>і</strong>дн<strong>і</strong> тенденц<strong>і</strong>ї роз<strong>в</strong>и<strong>в</strong>алися упродо<strong>в</strong>ж пе<strong>в</strong>ного часу. Це стає ще б<strong>і</strong>льш <strong>в</strong>ажли<strong>в</strong>им,<br />

В<strong>і</strong>дпо<strong>в</strong><strong>і</strong>дно до загальних по<strong>в</strong>но<strong>в</strong>ажень МОМ, цей перел<strong>і</strong>к факт<strong>і</strong><strong>в</strong> має на мет<strong>і</strong><br />
покращення розум<strong>і</strong>ння можли<strong>в</strong>остей та проблем м<strong>і</strong>грац<strong>і</strong>ї <strong>в</strong> українському контекст<strong>і</strong>.<br />
Максимальне <strong>в</strong>икористання цих можли<strong>в</strong>остей та з<strong>в</strong>едення до м<strong>і</strong>н<strong>і</strong>муму проблем,<br />
по<strong>в</strong>’язаних <strong>і</strong>з м<strong>і</strong>грац<strong>і</strong>йними процесами, є кер<strong>і</strong><strong>в</strong>ними принципами <strong>в</strong>с<strong>і</strong>х заход<strong>і</strong><strong>в</strong> <strong>і</strong> програм,<br />
як<strong>і</strong> про<strong>в</strong>одить <strong>і</strong> у яких бере участь Предста<strong>в</strong>ницт<strong>в</strong>о.<br />
У с<strong>в</strong>оїй д<strong>і</strong>яльност<strong>і</strong> Предста<strong>в</strong>ницт<strong>в</strong>о МОМ <strong>в</strong> <strong>Україн<strong>і</strong></strong> п<strong>і</strong>дтримує протид<strong>і</strong>ю торг<strong>і</strong><strong>в</strong>л<strong>і</strong><br />
людьми, надає допомогу Уряду у питанн<strong>і</strong> не<strong>в</strong>регульо<strong>в</strong>аної м<strong>і</strong>грац<strong>і</strong>ї та <strong>в</strong> упра<strong>в</strong>л<strong>і</strong>нн<strong>і</strong><br />
м<strong>і</strong>грац<strong>і</strong>йними процесами, а також у форму<strong>в</strong>анн<strong>і</strong> пол<strong>і</strong>тики та практики захисту<br />
й охорони здоро<strong>в</strong>’я м<strong>і</strong>грант<strong>і</strong><strong>в</strong>. Водночас, Предста<strong>в</strong>ницт<strong>в</strong>о МОМ <strong>в</strong> <strong>Україн<strong>і</strong></strong> бере<br />
участь у <strong>в</strong>и<strong>в</strong>ченн<strong>і</strong> та сприянн<strong>і</strong> ст<strong>в</strong>оренню законних канал<strong>і</strong><strong>в</strong> м<strong>і</strong>грац<strong>і</strong>ї для українських<br />
трудо<strong>в</strong>их м<strong>і</strong>грант<strong>і</strong><strong>в</strong>, <strong>і</strong>нтеграц<strong>і</strong>ї етн<strong>і</strong>чних меншин, а також сприяє поширенню пере<strong>в</strong>аг<br />
культурного розмаїття <strong>і</strong> протид<strong>і</strong>є ксенофоб<strong>і</strong>ї.<br />
Цей огляд буде регулярно оно<strong>в</strong>лю<strong>в</strong>атися. Ми <strong>в</strong><strong>і</strong>таємо будь-як<strong>і</strong> коментар<strong>і</strong>, поради та<br />

Засно<strong>в</strong>ана у 1951 р., М<strong>і</strong>жнародна орган<strong>і</strong>зац<strong>і</strong>я з<br />
м<strong>і</strong>грац<strong>і</strong>ї (МОМ) є про<strong>в</strong><strong>і</strong>дною м<strong>і</strong>журядо<strong>в</strong>ою<br />
орган<strong>і</strong>зац<strong>і</strong>єю у галуз<strong>і</strong> м<strong>і</strong>грац<strong>і</strong>ї. Вона т<strong>і</strong>сно<br />
сп<strong>і</strong><strong>в</strong>працює <strong>і</strong>з урядо<strong>в</strong>ими, м<strong>і</strong>журядо<strong>в</strong>ими та<br />
неурядо<strong>в</strong>ими партнерами.<br />
МОМ дотримується принципу, зг<strong>і</strong>дно з яким<br />
гуманна <strong>в</strong>порядко<strong>в</strong>ана м<strong>і</strong>грац<strong>і</strong>я слугує на<br />
користь м<strong>і</strong>грантам <strong>і</strong> сусп<strong>і</strong>льст<strong>в</strong>у. Як<br />
м<strong>і</strong>журядо<strong>в</strong>а орган<strong>і</strong>зац<strong>і</strong>я МОМ д<strong>і</strong>є сп<strong>і</strong>льно з<strong>і</strong><br />
с<strong>в</strong>оїми партнерами з м<strong>і</strong>жнародного<br />
сп<strong>і</strong><strong>в</strong>то<strong>в</strong>арист<strong>в</strong>а для того, щоб допомагати у<br />
<strong>в</strong>ир<strong>і</strong>шенн<strong>і</strong> операти<strong>в</strong>них проблем м<strong>і</strong>грац<strong>і</strong>ї,<br />
поглиблю<strong>в</strong>ати розум<strong>і</strong>ння м<strong>і</strong>грац<strong>і</strong>йних питань,<br />
УКРАЇНА: країна <strong>і</strong>з середн<strong>і</strong>м р<strong>і</strong><strong>в</strong>нем доход<strong>і</strong><strong>в</strong><br />
• Населення (на 01.07.2011 р.): 45,7 млн. ос<strong>і</strong>б 1<br />
Україна є 29-ю найб<strong>і</strong>льшою країною у с<strong>в</strong><strong>і</strong>т<strong>і</strong>.<br />
• Прир<strong>і</strong>ст населення (у середньому у %,<br />
2000-2011 рр.): -0,7 щор<strong>і</strong>чно 2<br />
Населення України скорочується на<br />
330 000 ос<strong>і</strong>б щор<strong>і</strong>чно.<br />
• Сп<strong>і</strong><strong>в</strong><strong>в</strong><strong>і</strong>дношення економ<strong>і</strong>чно акти<strong>в</strong>ного<br />
та економ<strong>і</strong>чно неакти<strong>в</strong>ного населення<br />
(2010 р.): 1,75:1 3<br />
Акти<strong>в</strong>на частина населення дедал<strong>і</strong> б<strong>і</strong>льше<br />
обтяжена оп<strong>і</strong>ку<strong>в</strong>анням економ<strong>і</strong>чно залежними<br />
категор<strong>і</strong>ями населення. Це безпосередньо <strong>в</strong>пли<strong>в</strong>ає<br />
на ф<strong>і</strong>нансо<strong>в</strong><strong>і</strong> <strong>в</strong>итрати <strong>і</strong>з соц<strong>і</strong>ального забезпечення.<br />
• Р<strong>і</strong><strong>в</strong>ень безроб<strong>і</strong>ття за методолог<strong>і</strong>єю МОП<br />
(у середньому на 2010 р.): 8% робочої сили 4<br />
Р<strong>і</strong><strong>в</strong>ень безроб<strong>і</strong>ття зр<strong>і</strong>с <strong>і</strong>з 6,8% у 2006 р. до 8,1% у<br />
2010 р. У 2010 р. 545 000 українських громадян<br />
було зареєстро<strong>в</strong>ано безроб<strong>і</strong>тними. Якби<br />
праце<strong>в</strong>лашту<strong>в</strong>ання за кордоном було б<br />
МОМ<br />
сприяти соц<strong>і</strong>альному та економ<strong>і</strong>чному<br />
роз<strong>в</strong>итку через м<strong>і</strong>грац<strong>і</strong>йн<strong>і</strong> процеси,<br />
<strong>в</strong><strong>і</strong>дстою<strong>в</strong>ати людську г<strong>і</strong>дн<strong>і</strong>сть та добробут<br />
м<strong>і</strong>грант<strong>і</strong><strong>в</strong>.<br />
МОМ працює <strong>в</strong> <strong>Україн<strong>і</strong></strong> з 1996 р., допомагаючи<br />
українському Уряду з<strong>і</strong> складними аспектами<br />
м<strong>і</strong>грац<strong>і</strong>ї та сприяючи позити<strong>в</strong>ному <strong>в</strong>пли<strong>в</strong>у<br />
м<strong>і</strong>грант<strong>і</strong><strong>в</strong> на життя сусп<strong>і</strong>льст<strong>в</strong>а. МОМ працює у<br />
галузях протид<strong>і</strong>ї торг<strong>і</strong><strong>в</strong>л<strong>і</strong> людьми, упра<strong>в</strong>л<strong>і</strong>ння<br />
<strong>і</strong>мм<strong>і</strong>грац<strong>і</strong>йними процесами <strong>і</strong> прикордонного<br />
контролю, сприяння <strong>і</strong> трудо<strong>в</strong>ої м<strong>і</strong>грац<strong>і</strong>ї,<br />
охорони здоро<strong>в</strong>'я м<strong>і</strong>грант<strong>і</strong><strong>в</strong> та упра<strong>в</strong>л<strong>і</strong>ння<br />
м<strong>і</strong>грац<strong>і</strong>йними перем<strong>і</strong>щеннями.<br />
Загальна <strong>і</strong>нформац<strong>і</strong>я<br />
неможли<strong>в</strong>им, то р<strong>і</strong><strong>в</strong>ень безроб<strong>і</strong>ття <strong>в</strong> <strong>Україн<strong>і</strong></strong> <strong>в</strong><br />
2008 р., за пе<strong>в</strong>ними оц<strong>і</strong>нками, зр<strong>і</strong>с би у 1,5 разу 5 .<br />
Імм<strong>і</strong>грац<strong>і</strong>я може розглядатися як <strong>в</strong>агома<br />
альтернати<strong>в</strong>а для зменшення тиску на<br />
м<strong>і</strong>сце<strong>в</strong>ому ринку прац<strong>і</strong>.<br />
• ВВП (за 2010 р.): 136,8 млрд. дол. США 6 у<br />
<strong>факти</strong>чних ц<strong>і</strong>нах<br />
За п<strong>і</strong>дсумками 2008 р. економ<strong>і</strong>ка України<br />
зайняла 45-е м<strong>і</strong>сце у с<strong>в</strong><strong>і</strong>т<strong>і</strong> за ВВП (ном<strong>і</strong>нальним).<br />
Однак, <strong>в</strong>насл<strong>і</strong>док економ<strong>і</strong>чної кризи ВВП країни<br />
скороти<strong>в</strong>ся на 15% у 2009 р., а <strong>і</strong>н<strong>в</strong>естиц<strong>і</strong>ї <strong>в</strong><br />
осно<strong>в</strong>ний кап<strong>і</strong>тал зменшилися на 46%. З жо<strong>в</strong>тня<br />
2008 р. нац<strong>і</strong>ональна <strong>в</strong>алюта гри<strong>в</strong>ня <strong>в</strong>тратила<br />
близько 40% <strong>в</strong><strong>і</strong>д с<strong>в</strong>оєї <strong>в</strong>артост<strong>і</strong> по <strong>в</strong><strong>і</strong>дношенню<br />
до долара США 7 (станом на 2011 р.).<br />
• Прям<strong>і</strong> <strong>і</strong>ноземн<strong>і</strong> <strong>і</strong>н<strong>в</strong>естиц<strong>і</strong>ї (за 2010 р.):<br />

Частка прямих <strong>і</strong>ноземних <strong>і</strong>н<strong>в</strong>естиц<strong>і</strong>й (ПІІ) <strong>в</strong><br />

приблизно одна ч<strong>в</strong>ерть ус<strong>і</strong>х м<strong>і</strong>грант<strong>і</strong><strong>в</strong>, що працюють за кордоном, мають не<strong>в</strong>регульо<strong>в</strong>аний статус 16 .<br />

ОДЕСА<br />
Р<strong>і</strong><strong>в</strong>ень економ<strong>і</strong>чної розб<strong>і</strong>жност<strong>і</strong> м<strong>і</strong>ж рег<strong>і</strong>онами є значним. Наприклад, дох<strong>і</strong>д на душу<br />
населення <strong>в</strong> Донецьк<strong>і</strong>й област<strong>і</strong> стано<strong>в</strong>ить 683 дол. США (за результатами 1-ого к<strong>в</strong>арталу<br />
2011 р.)., що на 20% <strong>в</strong>ище н<strong>і</strong>ж середн<strong>і</strong>й дох<strong>і</strong>д по <strong>Україн<strong>і</strong></strong> (550 дол. США), у той час як дох<strong>і</strong>д у<br />
Черн<strong>і</strong><strong>в</strong>ецьк<strong>і</strong>й област<strong>і</strong> (352 дол. США) на 37% нижчий <strong>в</strong><strong>і</strong>д середнього. Ц<strong>і</strong> економ<strong>і</strong>чн<strong>і</strong><br />

Р<strong>і</strong>зниця у доходах м<strong>і</strong>грант<strong>і</strong><strong>в</strong> <strong>і</strong> нем<strong>і</strong>грант<strong>і</strong><strong>в</strong>: середня зароб<strong>і</strong>тна плата м<strong>і</strong>грант<strong>і</strong><strong>в</strong> за кордоном у<br />
2008 р. стано<strong>в</strong>ила 820 дол. США 25 , що було майже утрич<strong>і</strong> <strong>в</strong>ище, н<strong>і</strong>ж середня зароб<strong>і</strong>тна плата<br />
<strong>в</strong> <strong>Україн<strong>і</strong></strong> (281 дол. США 26 ). Осно<strong>в</strong>ними спонукаючими чинниками до м<strong>і</strong>грац<strong>і</strong>ї українських<br />
зароб<strong>і</strong>тчан є п<strong>і</strong>д<strong>в</strong>ищення р<strong>і</strong><strong>в</strong>ня їхнього життя <strong>і</strong> перспекти<strong>в</strong>и п<strong>і</strong>д<strong>в</strong>ищення зароб<strong>і</strong>тної плати<br />
(понад 56%); тод<strong>і</strong> як безроб<strong>і</strong>ття є незначним фактором (менше 7%) 27 . Однак р<strong>і</strong>зниця <strong>в</strong><br />
доходах не є єдиним моти<strong>в</strong>ац<strong>і</strong>йним чинником для м<strong>і</strong>грац<strong>і</strong>ї; процес прийняття р<strong>і</strong>шень<br />
<strong>в</strong>ключає <strong>в</strong> себе так<strong>і</strong> некомерц<strong>і</strong>йн<strong>і</strong> зм<strong>і</strong>нн<strong>і</strong>, як соц<strong>і</strong>альн<strong>і</strong> пере<strong>в</strong>аги та культурн<strong>і</strong> ц<strong>і</strong>нност<strong>і</strong> 28 .<br />

потенц<strong>і</strong>алу без стимулюючого <strong>в</strong>пли<strong>в</strong>у грошо<strong>в</strong>их<br />
переказ<strong>і</strong><strong>в</strong> м<strong>і</strong>грант<strong>і</strong><strong>в</strong> 32 , а 10-<strong>в</strong><strong>і</strong>дсотко<strong>в</strong>е зб<strong>і</strong>льшення<br />
грошо<strong>в</strong>их переказ<strong>і</strong><strong>в</strong> на душу населення при<strong>в</strong>еде<br />
до зменшення частки населення, яке прожи<strong>в</strong>ає у<br />
злиднях, на 3,5% 33 . Найб<strong>і</strong>льша частина грошо<strong>в</strong>их<br />
переказ<strong>і</strong><strong>в</strong> <strong>в</strong>итрачається на прожиття (73%) та<br />
то<strong>в</strong>ари широкого <strong>в</strong>житку (26%), тод<strong>і</strong> як лише 3,3%<br />
<strong>в</strong>икористо<strong>в</strong>уються для ст<strong>в</strong>орення <strong>в</strong>ласного<br />
б<strong>і</strong>знесу 34 . Зниження <strong>в</strong>артост<strong>і</strong> грошо<strong>в</strong>их переказ<strong>і</strong><strong>в</strong><br />
на 1% сприятиме п<strong>і</strong>д<strong>в</strong>ищенню загального обсягу<br />
