1 INTRODUCTION<br />

The NTA are responsible <strong>for</strong> the per<strong>for</strong>mance management of drug treatment services in England.<br />

The framework within which this treatment is commissioned and provided is documented in Models of<br />

Care, 2006 and NTA Guidance on Commissioning of Young People’s Specialist Substance Misuse<br />

Treatment Services (<strong>for</strong>thcoming).<br />

This document establishes the Reference Data in use within NTA in support of this objective – <strong>for</strong><br />

example, in supporting relevant computer systems.<br />

Reference data is defined as (relatively) static data. Generally, it is employed as a means of validating<br />

data entry, and will typically be used to control the contents of drop-down lists etc.<br />

2 CHANGE CONTROL<br />

As this document is the ultimate definition <strong>for</strong> NDTMS reference data, three consequences follow:<br />

• The behaviour of the NDTMS system must strictly adhere to the latest approved version of<br />

this document.<br />

• Only the latest approved version of this document has any significance.<br />

• The person who is per<strong>for</strong>ming the role of NDTMS Programme Manager can only make<br />

approval of new versions of this document.<br />

For internal data, the details contained in this document are the master definitions of such data,<br />

extending to issues such as upper/lower case, hyphenation, punctuation etc.<br />

For external data, this document defines the owner of the master data, and any timing details of<br />

when changes in such external data are adopted by NDTMS.<br />

For example, the Office <strong>for</strong> National Statistics (ONS) may up-issue the Ethnicity Codes, but it may not<br />

suit the NTA if these new values were to be suddenly and uncontrollably adopted by the NTA, and so<br />

the NDTMS Programme Manager needs to control the timing of when this new version of the Ethnicity<br />

Codes were to be introduced.<br />

3 TREATMENT OUTCOME PROFILES (TOP)<br />

The TOP was developed as a clinical outcome monitoring tool suitable <strong>for</strong> drug misuse treatment.<br />

Because there is not the same professional consensus that TOP is an equally suitable clinical outcome<br />

tool <strong>for</strong> alcohol treatment, TOP returns have never been required within the NATMS guidance, even<br />

though the option to provide such returns was made available to practitioners.<br />

To avoid future misunderstanding, the Department of Health is considering removing the TOP data<br />

items from the NATMS although this may not be possible be<strong>for</strong>e April 2011.<br />

The data that has been provided at a national level to date will be analysed to make use of any<br />

learning from the returns, although this dataset cannot be validly analysed down to a local level."<br />

5.4 Agency codes:<br />

Each treatment provider is assigned with an Agency Code. Responsibility <strong>for</strong> allocating a code is the<br />

responsibility of the relevant Regional Database Manager.<br />

A general guideline is that the code should comprise of two parts:<br />

• A single letter which is intended to indicate the NTA Region which ‘manages’ that agency –<br />

see above<br />

• An identifier (one to six alphanumeric characters) which uniquely identifies that treatment<br />

provider, within the region.<br />

This guideline will ensure uniqueness of the Agency code on a national basis.<br />

As at Sept 2004, two regions had exceptions to this convention:<br />

• East Midlands region has a small number of agencies beginning with P (i.e. the South East<br />

code) – these were originally part of the South East region, but which were later ‘moved’ due<br />

to a boundary re-arrangement.<br />

• North West region’s usage of agency codes has an idiosyncrasy - the character ‘M’ is used <strong>for</strong><br />

Merseyside agencies.<br />

As the scope of treatment providers included in NDTMS increased (e.g. inclusion of EMIS GPs), it is<br />

envisaged that additional coding strategies <strong>for</strong> Agency codes will be adopted – where these strategies<br />

fall outside the general guideline, the NTA Region will need to liaise with NTA to ensure that agency<br />

codes are not duplicated on a national basis.<br />

Examples of agency codes include L43, W1019 and UAR1.<br />

Treatment providers have been deemed too volatile to be included in this document - <strong>for</strong> the current<br />

definitive list of agency codes in a region, please refer to the relevant Regional Database Manager.<br />

Snapshots of the agency lists are also given on the relevant regional pages on the NTA website.<br />

APPENDIX G - PROCESS TO REQUEST A COPY OF THE<br />

NATIONAL ADMINISTRATIVE CODES SERVICE (NACS) CD<br />

To request a copy of the NACS CD, write to NACS on company headed paper stating who you are,<br />

what data you require and what you are going to be using the data <strong>for</strong>. If approved, NACS will then<br />

send you a license agreement which you must sign and return to NACS. You will then receive the CD<br />

every quarter.<br />

The reason <strong>for</strong> this, is due to license agreements with other third party organisations that supply<br />

some of the data to NACS such as the GP and practice data that is supplied by the PPD and the NHS<br />

postcode directory which is supplied by the ONS.<br />
