I. Introduction<br />
1. Welcome by the Chairman<br />
Enrique Marco, the <strong>PRU</strong> Chairman, welcomes the participants and makes a<br />
brief presentation of the new <strong>EOQ</strong> Director General, Dr. Eric Janssens.<br />
Dr. Janssens introduces his self by presenting briefly his educational level,<br />
practical experience and ideas about the way he intends to work within the<br />
<strong>EOQ</strong>.<br />
2. <strong>Minutes</strong> of the <strong>Meeting</strong> held in Lisbon December 3rd, 2007<br />
The minutes of the <strong>PRU</strong> meeting of Lisbon, 03.12.2007 has been approved.<br />
3. Discussion of the agenda (Enrique Marco)<br />
The meeting Agenda has been approved, with a small change, by which the<br />
points III, 3 and 6 will be presented together, by Anni Koubek (Quality Austria).<br />
II.<br />
Review of the <strong>PRU</strong> Action Plan/Objectives status<br />
1. Review of the action points<br />
Enrique Marco is presenting the <strong>PRU</strong> actions monitoring status, containing the<br />
actions resulting from the <strong>PRU</strong> quality management system requirements and<br />
the decisions of the <strong>PRU</strong> meeting of Lisbon, 03.12.2007. Most of actions have<br />
been accomplished; those which were under work, at the date of the <strong>PRU</strong><br />
meeting from Vienna, will be reported to the next action plan, in order to be<br />
finalized.<br />
2. Objectives Monitoring<br />
Enrique presents the status of the <strong>PRU</strong> objectives accomplishment (<strong>PRU</strong><br />
Dashboard), resulted from the reporting of the <strong>PRU</strong> processes owners for the<br />
first half of the year 2008. Some of the mentioned objectives are also included in<br />
the above mentioned action plan.<br />
A discussion is initiated to the objective related to the <strong>EOQ</strong> customer satisfaction<br />
tool, delivered to the <strong>PRU</strong> Agents and how did they use this tool in their own<br />
countries. The deadline for the feedbacks related to the Customer<br />

satisfaction level from the countries of each <strong>PRU</strong> Agent (01.06.2008) was<br />
not fulfilled; therefore it was decided to prolong this deadline until 01.07.2008.<br />
III.<br />
<strong>PRU</strong> Activities<br />
1. Status of certification<br />
The <strong>PRU</strong> Chairman presents the statistics related to the issued <strong>EOQ</strong><br />
certificates, per number of certificates, per countries/<strong>PRU</strong> Agents, per kind of<br />
certificates, etc. The <strong>PRU</strong> Agents with the highest number of issued certificates<br />
in the year 2007 (DGQ, AEC, ARC) are congratulated by the <strong>PRU</strong> members.<br />
Taking into account the decrease of the issued <strong>EOQ</strong> certificates, Thomas<br />
Votsmeier (DGQ, Germany) mentions it would be necessary to define and<br />
communicate arguments to be presented to the customers of the <strong>PRU</strong> Agents,<br />
defining the benefits of being the holder of an <strong>EOQ</strong> certificate.<br />
Dr. Janssens, the <strong>EOQ</strong> DG, mentions that it would be beneficial if <strong>EOQ</strong><br />
certificate holders would present “success stories” related to the importance of<br />
their <strong>EOQ</strong> certificates and these stories to be communicated to the market.<br />
Pal Molnar, HNQ/Hungary proposes to be mentioned on the <strong>EOQ</strong> cards the<br />
initial date since the card holder was certified for the corresponding profession.<br />
Cornelia Butnaru, the <strong>PRU</strong> Quality Manager, mentions that on the basis of the<br />
feedbacks concerning the customer satisfaction evaluation, coming from the<br />
<strong>PRU</strong> Agents, may be identified arguments to become an <strong>EOQ</strong> certificate holder,<br />
which could be used by all the <strong>PRU</strong> Agents in their countries.<br />
2. Status of applications for recognition<br />
Viktor Seitschek, mentions there is no application from any organization to<br />
become a <strong>PRU</strong> Agent.<br />
3. Redesign of QMT, QMS, QA Schemes & 6. Status of the working group<br />
on new products<br />
Anni Koubek, Quality Austria, the project manager for the redesign of the QMT,<br />
QMS and QA Schemes, presents the way how the working group has been<br />
organized and worked for this project, which is the status of the project.<br />
She mentions that <strong>PRU</strong> has to speed-up the approval process of this scheme, to<br />
the benefit of the whole <strong>EOQ</strong>-<strong>PRU</strong>. After the <strong>PRU</strong> approval, the QMT, QMS, QA<br />
Schemes will be proposed to the EA and IAF, as a normative document.<br />
Related to the next steps necessary to be done, each step presented by Anni,<br />
has been discussed and decisions have been taken as follows:<br />
• Decide on „Stakeholder-membership“ by EA: agreed unanimously and<br />
planned for October 2008.<br />

• Decide on working mechanisms and work group for EA: it was decided<br />
to extend the working group, by the participation of the representatives<br />
from Norway and Romania<br />
• Decide on draft for discussions with EA task force: Thomas Szabo<br />
(Quality Austria), <strong>EOQ</strong> representative at ISO, proposes to make the scheme<br />
a public available draft document (like a DIS). Because Thomas Votsmeier<br />
mentions that by this action, <strong>PRU</strong> could loose the possibility to earn money<br />
from this document, it was decided that the project working group will<br />
decide upon the best alternative related to the publication of the <strong>PRU</strong><br />
draft Scheme<br />
• Decide on next steps towards IAF: Thomas Votsmeier is mentioning that<br />
currently the <strong>EOQ</strong> has a good reputation at the IAF; the <strong>EOQ</strong> membership at<br />
IAF would cost the <strong>EOQ</strong> an amount of 5000 Euro/year.<br />
Viktor Seitschek proposes to wait with the membership in the IAF and to<br />
concentrate on the EA relationship and the decision concerning the IAF<br />
membership should be taken in 2009. In between, <strong>EOQ</strong> should develop<br />
actions by which should demonstrate its power and meaning, as an old<br />
European organization, covering many structures.<br />
• Decide how/when to proceed with other schemes – timetable: it was<br />
decided that after the <strong>PRU</strong> Scheme will be approved by the IAF, a<br />
scheme template will be defined, based on which will be reviewed all<br />
the other valid schemes<br />
4. Schemes for deletion<br />
Enrique Marco presents the <strong>EOQ</strong> <strong>PRU</strong> deletion criteria and the situation of <strong>EOQ</strong><br />
Schemes which are fulfilling the deletion criteria (Quality Management<br />
Technician in Healthcare and Process Manager).<br />
Because the <strong>PRU</strong> Agents who are using these schemes (DGQ and QA) have<br />
already published their training/certification programs for 2009, it was asked to<br />
postpone the deletion for the year 2010 and this proposal was approved.<br />
Were decided the followings, having as deadline 31.07.2008:<br />
• To review the <strong>PRU</strong> document “<strong>PRU</strong>_7_HS_INTRO-DELETE<br />
Criteria_2” by mentioning the moment when is made the evaluation<br />
of the schemes from the point of view conditions to be kept or<br />
deleted, the result to be communicated immediately to all <strong>PRU</strong><br />
agents and the validity of the deletion decision should be in one year<br />
after the communication of this decision (responsible: <strong>PRU</strong> Quality<br />
Manager)<br />
• To review the data related to all <strong>PRU</strong> Schemes and to<br />
communicate the estimated deletion to all <strong>PRU</strong> agents (responsible:<br />
<strong>PRU</strong> Chairman)<br />
5. Update existing schemes: planning of update – see the decision at items<br />
3 & 6, last point.<br />

6. Status of the working group on new products – see point III, 3<br />
7. New Quality Management System Website<br />
Cornelia Butnaru presents the availability of all <strong>PRU</strong> management system<br />
documents on the internal website of the <strong>PRU</strong> and the structure of it, by asking<br />
all <strong>PRU</strong> Agents representatives to use the form for improvement proposals, to<br />
support the improvement of the <strong>PRU</strong> activities.<br />
A discussion is initiated related to the availability of the <strong>EOQ</strong> certificates holders<br />
data; Thomas Votsmeier mentions that this list should be available, being linked<br />
to the corresponding <strong>EOQ</strong> project.<br />
Dr. Janssens, proposes to re-think the “<strong>PRU</strong>” name, communicated to the<br />
public, by mentioning that this name has no significance for the public, being a<br />
designation to be used only at the internal level of the <strong>EOQ</strong>.<br />
It was decided that all <strong>PRU</strong> Agents will send to the <strong>EOQ</strong> DG ( e-mail<br />
address: eric.janssens@t-online.de ) until 30.06.2008, their proposals for<br />
the name of the <strong>EOQ</strong> unit dealing with issuing <strong>EOQ</strong> certificates (currently<br />
<strong>PRU</strong>) to be used in the external communication to the public.<br />
8. Status of the re-recognition of <strong>PRU</strong> Agents<br />
Is presented the situation of the <strong>PRU</strong> Agents and the validity of their <strong>EOQ</strong><br />
recognition; for the year 2008 it is only the <strong>PRU</strong> Agent from Russia to be audited<br />
by the <strong>EOQ</strong>; the audit date will be established for November-December<br />
2008.<br />
Related to the validity of the recognition of all <strong>PRU</strong> Agents it was decided that<br />
each <strong>PRU</strong> Agent will send to the <strong>EOQ</strong> (<strong>PRU</strong> Chairman, <strong>EOQ</strong> DG) until<br />
30.06.2008:<br />
• A copy of their valid accreditation document (if available)<br />
• The Declaration of conformity filled-in and signed (form<br />
“<strong>PRU</strong>_F12_Declaration_of_conformity_2”)<br />
9. Contact data of <strong>PRU</strong> Steering committee members<br />
The <strong>PRU</strong> agents who did not send yet their up-dated contact data have been<br />
asked to do it, as soon as possible (Slovakia furnished the data at the end of the<br />
meeting; Poland still has to send the corresponding data).<br />
10. Internal Audits<br />
It was presented the <strong>PRU</strong> internal audits program, containing the internal audits<br />
to be done in the year 2008.<br />

The date of the next <strong>PRU</strong> meeting will be communicated to all <strong>PRU</strong> Agents in<br />
due time, combined with the date of the next <strong>EOQ</strong> General Assembly.<br />
