I. Introduction
1. Welcome by the Chairman
Enrique Marco, the PRU Chairman, welcomes the participants and makes a
brief presentation of the new EOQ Director General, Dr. Eric Janssens.
Dr. Janssens introduces his self by presenting briefly his educational level,
practical experience and ideas about the way he intends to work within the
EOQ.
2. Minutes of the Meeting held in Lisbon December 3rd, 2007
The minutes of the PRU meeting of Lisbon, 03.12.2007 has been approved.
3. Discussion of the agenda (Enrique Marco)
The meeting Agenda has been approved, with a small change, by which the
points III, 3 and 6 will be presented together, by Anni Koubek (Quality Austria).
II.
Review of the PRU Action Plan/Objectives status
1. Review of the action points
Enrique Marco is presenting the PRU actions monitoring status, containing the
actions resulting from the PRU quality management system requirements and
the decisions of the PRU meeting of Lisbon, 03.12.2007. Most of actions have
been accomplished; those which were under work, at the date of the PRU
meeting from Vienna, will be reported to the next action plan, in order to be
finalized.
2. Objectives Monitoring
Enrique presents the status of the PRU objectives accomplishment (PRU
Dashboard), resulted from the reporting of the PRU processes owners for the
first half of the year 2008. Some of the mentioned objectives are also included in
the above mentioned action plan.
A discussion is initiated to the objective related to the EOQ customer satisfaction
tool, delivered to the PRU Agents and how did they use this tool in their own
countries. The deadline for the feedbacks related to the Customer

satisfaction level from the countries of each PRU Agent (01.06.2008) was
not fulfilled; therefore it was decided to prolong this deadline until 01.07.2008.
III.
PRU Activities
1. Status of certification
The PRU Chairman presents the statistics related to the issued EOQ
certificates, per number of certificates, per countries/PRU Agents, per kind of
certificates, etc. The PRU Agents with the highest number of issued certificates
in the year 2007 (DGQ, AEC, ARC) are congratulated by the PRU members.
Taking into account the decrease of the issued EOQ certificates, Thomas
Votsmeier (DGQ, Germany) mentions it would be necessary to define and
communicate arguments to be presented to the customers of the PRU Agents,
defining the benefits of being the holder of an EOQ certificate.
Dr. Janssens, the EOQ DG, mentions that it would be beneficial if EOQ
certificate holders would present “success stories” related to the importance of
their EOQ certificates and these stories to be communicated to the market.
Pal Molnar, HNQ/Hungary proposes to be mentioned on the EOQ cards the
initial date since the card holder was certified for the corresponding profession.
Cornelia Butnaru, the PRU Quality Manager, mentions that on the basis of the
feedbacks concerning the customer satisfaction evaluation, coming from the
PRU Agents, may be identified arguments to become an EOQ certificate holder,
which could be used by all the PRU Agents in their countries.
2. Status of applications for recognition
Viktor Seitschek, mentions there is no application from any organization to
become a PRU Agent.
3. Redesign of QMT, QMS, QA Schemes & 6. Status of the working group
on new products
Anni Koubek, Quality Austria, the project manager for the redesign of the QMT,
QMS and QA Schemes, presents the way how the working group has been
organized and worked for this project, which is the status of the project.
She mentions that PRU has to speed-up the approval process of this scheme, to
the benefit of the whole EOQ-PRU. After the PRU approval, the QMT, QMS, QA
Schemes will be proposed to the EA and IAF, as a normative document.
Related to the next steps necessary to be done, each step presented by Anni,
has been discussed and decisions have been taken as follows:
• Decide on „Stakeholder-membership“ by EA: agreed unanimously and
planned for October 2008.

• Decide on working mechanisms and work group for EA: it was decided
to extend the working group, by the participation of the representatives
from Norway and Romania
• Decide on draft for discussions with EA task force: Thomas Szabo
(Quality Austria), EOQ representative at ISO, proposes to make the scheme
a public available draft document (like a DIS). Because Thomas Votsmeier
mentions that by this action, PRU could loose the possibility to earn money
from this document, it was decided that the project working group will
decide upon the best alternative related to the publication of the PRU
draft Scheme
• Decide on next steps towards IAF: Thomas Votsmeier is mentioning that
currently the EOQ has a good reputation at the IAF; the EOQ membership at
IAF would cost the EOQ an amount of 5000 Euro/year.
Viktor Seitschek proposes to wait with the membership in the IAF and to
concentrate on the EA relationship and the decision concerning the IAF
membership should be taken in 2009. In between, EOQ should develop
actions by which should demonstrate its power and meaning, as an old
European organization, covering many structures.
• Decide how/when to proceed with other schemes – timetable: it was
decided that after the PRU Scheme will be approved by the IAF, a
scheme template will be defined, based on which will be reviewed all
the other valid schemes
4. Schemes for deletion
Enrique Marco presents the EOQ PRU deletion criteria and the situation of EOQ
Schemes which are fulfilling the deletion criteria (Quality Management
Technician in Healthcare and Process Manager).
Because the PRU Agents who are using these schemes (DGQ and QA) have
already published their training/certification programs for 2009, it was asked to
postpone the deletion for the year 2010 and this proposal was approved.
Were decided the followings, having as deadline 31.07.2008:
• To review the PRU document “PRU_7_HS_INTRO-DELETE
Criteria_2” by mentioning the moment when is made the evaluation
of the schemes from the point of view conditions to be kept or
deleted, the result to be communicated immediately to all PRU
agents and the validity of the deletion decision should be in one year
after the communication of this decision (responsible: PRU Quality
Manager)
• To review the data related to all PRU Schemes and to
communicate the estimated deletion to all PRU agents (responsible:
PRU Chairman)
5. Update existing schemes: planning of update – see the decision at items
3 & 6, last point.

6. Status of the working group on new products – see point III, 3
7. New Quality Management System Website
Cornelia Butnaru presents the availability of all PRU management system
documents on the internal website of the PRU and the structure of it, by asking
all PRU Agents representatives to use the form for improvement proposals, to
support the improvement of the PRU activities.
A discussion is initiated related to the availability of the EOQ certificates holders
data; Thomas Votsmeier mentions that this list should be available, being linked
to the corresponding EOQ project.
Dr. Janssens, proposes to re-think the “PRU” name, communicated to the
public, by mentioning that this name has no significance for the public, being a
designation to be used only at the internal level of the EOQ.
It was decided that all PRU Agents will send to the EOQ DG ( e-mail
address: eric.janssens@t-online.de ) until 30.06.2008, their proposals for
the name of the EOQ unit dealing with issuing EOQ certificates (currently
PRU) to be used in the external communication to the public.
8. Status of the re-recognition of PRU Agents
Is presented the situation of the PRU Agents and the validity of their EOQ
recognition; for the year 2008 it is only the PRU Agent from Russia to be audited
by the EOQ; the audit date will be established for November-December
2008.
Related to the validity of the recognition of all PRU Agents it was decided that
each PRU Agent will send to the EOQ (PRU Chairman, EOQ DG) until
30.06.2008:
• A copy of their valid accreditation document (if available)
• The Declaration of conformity filled-in and signed (form
“PRU_F12_Declaration_of_conformity_2”)
9. Contact data of PRU Steering committee members
The PRU agents who did not send yet their up-dated contact data have been
asked to do it, as soon as possible (Slovakia furnished the data at the end of the
meeting; Poland still has to send the corresponding data).
10. Internal Audits
It was presented the PRU internal audits program, containing the internal audits
to be done in the year 2008.

V. Decisions
See the PRU decisions mentioned at each item of the meeting and the actions
to be done, in the attached “PRU actions monitoring” table.
VI.
Next PRU Meeting
The date of the next PRU meeting will be communicated to all PRU Agents in
due time, combined with the date of the next EOQ General Assembly.
