A. Audit Finance Committee<br />
Assistant Superintendent for Business, Mr. Liddle, presented an overview<br />
of the Governor's proposal. He outlined a draft expenditure budget and<br />
discussed the budget gap. Mr. Liddle informed members that State Aid for<br />
all New York State school districts is lower than four years ago. He<br />
stated that the <strong>District</strong> will lose approximately $128,000 in High Tax<br />
Aid. Other Initiatives under the Governor's Proposal are Mandate Relief,<br />
and Pension Reform. He reviewed the Revenue Projection which holds the<br />
possibility of a 1.82% tax levy increase with a .88% increase in State<br />
Aid. Expenditures by type were reviewed, salaries and benefits continue<br />
to take the largest portion. Overall, there is a 1.23% increase from<br />
budget to rollover budget. The current budget gap is $2<strong>04</strong>,816. The<br />
Superintendent continues to meet with building principals to review<br />
staffing requests and right-sizing of the <strong>District</strong> while maintaining<br />
current programs.<br />
B. <strong>2013</strong> - 2014 <strong>Board</strong> of Education Goal Setting<br />
Mrs. Brown asked <strong>Board</strong> Members to begin to think about formulizing<br />
goals for the next school year. Members will also review the<br />
goals from 2012-<strong>2013</strong>.<br />

H. Communications from GCASA & Town Councilman<br />
Superintendent Bonnewell shared two emails that he received and a copy of<br />
an ad in the Lake Country Pennysaver regarding a change in the smoking<br />
policy on town property. The ad placed in the Lake Country Pennysaver<br />
states that the Town of <strong>Albion</strong> rescinded their policy and will now permit<br />
smoking on town property in view of students at the <strong>Albion</strong> Primary<br />
<strong>School</strong>. An email received from Shellye Dale-Hall of Smoke Free Now and a<br />
second email from Councilperson Timothy Neilans, requested the opinion of<br />
the <strong>Board</strong> of Education and Superintendent Bonnewell regarding this change<br />
in policy. Following a discussion, <strong>Board</strong> Members were in agreement not<br />
to offer an opinion.

A. Superintendent's Report<br />
o Computer Specialist Update<br />
Mr. Bonnewell informed <strong>Board</strong> Members that we received the List of<br />
Eligibles from Civil Service and interviews will take place on<br />
March 7, <strong>2013</strong>.<br />
o Evaluations<br />
Completion of teacher evaluations remain on track, about 55% have<br />
been completed to date.<br />
o Meetings with Assemblyman Hawley & Senator Maziarz<br />
During the month of February, Mr. Bonnewell met with Assemblyman<br />
Steve Hawley and Senator George Maziarz to discuss legislation and<br />
student safety.<br />
o Considerations in Volunteer Policy<br />
Currently, our school volunteers are approved by the teacher, the<br />
building principal, references that the volunteer lists on the<br />
application form are checked, and names of the volunteers are<br />
checked against names on the offender registry. Our attorney is in<br />
the process of writing a formal policy.<br />
o NYSSBA Resolutions Survey<br />
<strong>Board</strong> Members completed the <strong>2013</strong> NYSSBA Resolutions Survey.<br />
o Letter To Parents<br />
Mr. Bonnewell distributed a copy of a letter sent to parents<br />
regarding a bus driver's discovery of an injured person on March<br />
4, <strong>2013</strong>.<br />
o Speed Zone Signs<br />
Mr. Bonnewell informed <strong>Board</strong> Members that we have new speed zone<br />

ANNUAL SCHOOL DISTRICT MEETING<br />
BE IT RESOLVED, by the <strong>Board</strong> of Education of <strong>Albion</strong> <strong>Central</strong><br />
<strong>School</strong> <strong>District</strong>, Orleans and Genesee Counties, New York, as<br />
follows:<br />
Section 1. The vacancies and propositions hereinafter<br />
set forth are hereby authorized to be submitted for the approval<br />
of the qualified voters at the annual school district election<br />
to be held in said <strong>School</strong> <strong>District</strong> on the 21 st day of May, <strong>2013</strong>.<br />
Section 2. The <strong>School</strong> <strong>District</strong> Clerk is hereby<br />
authorized and directed to include as a part of the notice of<br />
the annual district meeting and election notice with reference<br />
to the submission of said proposition in substantially the<br />

in the Charles C. D'Amico High <strong>School</strong> Building, 302 East<br />
Avenue, in <strong>Albion</strong>, New York, in said <strong>School</strong> <strong>District</strong> on the<br />
14 th day of May <strong>2013</strong>, at 7:00 P.M. EDST, for the presentation<br />
of the proposed budget. Further, all propositions,<br />
resolutions, candidates for the office of Member of the <strong>Board</strong><br />
of Education and the school budget, will be voted on during<br />
the Annual Meeting between the hours of 12:00 o'clock noon and<br />
8:00 o'clock EDST on Tuesday, May 21, <strong>2013</strong> at said Ronald L.<br />
Sodoma Elementary <strong>School</strong> Building, 324 East Avenue, Conference<br />
Room A, located at the community entrance on the south side of<br />

Section 2: That a copy of the statement of the amount of<br />
money which will be required for the ensuing year for school<br />
purposes, exclusive of public monies, will be available to any<br />

Petitions nominating candidates for the office of Member of<br />
the <strong>Board</strong> of Education must be filed with the Clerk of the<br />
<strong>District</strong> no later than 5:00 P.M. EDST on April 22, <strong>2013</strong>. Each<br />
petition must be directed to the Clerk of the <strong>District</strong>, must<br />
be signed by at least twenty-five (25) qualified voters of the<br />
<strong>District</strong>, must state the name and address of each signer, must<br />
state name and residence of the candidate; residence must be<br />
by house number (where one has been assigned) and by name of<br />
road, not RFD or PO Box. The two candidates receiving the<br />
greatest number of votes shall be declared elected to the two<br />
vacant five (5)-year terms.<br />
Section 4: That the following propositions shall be<br />
presented to the voters of the <strong>District</strong> to be voted upon:<br />
PROPOSITION No. 1 SCHOOL BUDGET<br />
That the <strong>Board</strong> of Education of the <strong>Albion</strong> <strong>Central</strong> <strong>School</strong><br />
<strong>District</strong> of Orleans and Genesee Counties, New York be<br />
authorized to expend the sum of thirty-three million, three<br />
hundred forty-nine thousand, forty-nine dollars ($33,349,<strong>04</strong>9)<br />
during the fiscal year <strong>2013</strong>-14 and a general tax levied<br />
thereon.<br />
PROPOSITION No. 2 BUS PURCHASE RESERVE FUND<br />
Resolved, that the <strong>Board</strong> of Education of the <strong>Albion</strong> <strong>Central</strong><br />
<strong>School</strong> <strong>District</strong> is hereby authorized and directed to<br />
establish a reserve fund to be known as the "2014 <strong>Albion</strong><br />
<strong>Central</strong> <strong>School</strong> Bus Purchase Reserve Fund" pursuant to<br />
Education Law Section 3651 for the purpose of financing the<br />
purchase of buses. The ultimate amount of such fund shall<br />
not exceed $4,821,000 plus interest earned which shall, at<br />
the discretion of the <strong>Board</strong> of Education, be funded through<br />
budgetary appropriations raised through taxes levied on the<br />
taxable property of the <strong>District</strong> and surplus monies (state<br />
aid on bus purchases, interest paid on reserve fund<br />
deposits) not required for any other school purpose when<br />
such monies may be lawfully used for the purposes of the<br />
fund. The probable term of the fund shall be ten (10) years.<br />
The Superintendent of <strong>School</strong>s shall be directed to deposit<br />
monies of the Reserve Fund in a separate bank account to be<br />
known as the "2014 <strong>Albion</strong> <strong>Central</strong> <strong>School</strong> Bus Purchase<br />
Reserve Fund" in accordance with applicable New York State<br />
law.
Be it further resolved that the <strong>Board</strong> of Education be<br />
authorized to appropriate $440,000 from the reserve fund to<br />
purchase buses for the 2014-2015 school year.<br />
PROPOSITION No. 3 HOAG LIBRARY<br />
Shall the following resolution be adopted, to-wit:<br />
RESOLVED that the <strong>Board</strong> of Education of <strong>Albion</strong> <strong>Central</strong><br />
<strong>School</strong> <strong>District</strong> of Orleans County and Genesee Counties, New<br />
York, pursuant to the provisions of Section 259 of the<br />
Education Law of the State of New York, be authorized and<br />
empowered to raise an annual sum of six hundred fifty-four<br />
thousand dollars ($654,000)for library purposes that this<br />
amount be raised by tax levy during the school year for<br />
support of the maintenance and operations of the Hoag<br />
Library of the Swan Library Association; and that this sum<br />
be in addition to the funds raised to meet the estimated<br />
expenditures of the <strong>School</strong> <strong>District</strong>, in the form commonly<br />
known as the <strong>School</strong> <strong>District</strong> Budget.<br />
The vote upon the candidates and propositions to be submitted<br />
to the qualified voters shall be by ballot, or voting<br />
machines, and the <strong>District</strong> Clerk is hereby authorized and<br />
directed to have the necessary ballot labels prepared for said<br />
voting machines, in form corresponding as nearly as may be<br />
with the requirements of the Education Law of the State of New<br />
York and the voting machine rules.<br />
Absentee ballots may be requested by mail from the <strong>District</strong> Clerk up<br />
to seven (7) days prior to the election at the following address:<br />

an appreciation for a culture other than their own. The language, the food, the customs,<br />
the money, and the history all "come to life" for students who may not have ever<br />
experienced any other culture. By traveling, our students are able to understand and<br />
model our vision statement, "Value everyone, everyday, everywhere".<br />
9. Students eligible for the trip include Latin Club members in grades 9-12.<br />
10. April 11, 2014 -April 19, 2014. This would involve missing one day of school on<br />
April 11tho Students will be informed that they are responsible for any missed work. I<br />
will send out an email to the teachers of all students participating.<br />
11. Chaperones: Irene Henion and Shawn Ragonese. Mr. Ragonese teaches Global<br />
Studies at the High <strong>School</strong>. Other chaperones will be included depending on the number<br />
of students participating.<br />
12. We will have a phone tree for contacting all parents. CHA is an organization which<br />
has offices all over the world including Rome. They are prepared to take responsibility<br />
in the event that there is an emergency.<br />
13. I will have final numbers, the final agenda, and my emergency calling plan by<br />
January 1,2014. The list of hotels and flight arrangements will be available to us<br />
approximately 4 weeks prior to departure.

Hi Sharon - Susan Starkweather Miller will be presenting in New Orleans, LA for the National Main Streets<br />
Conference. She will leave on April 13, present on April 14 late afternoon and then return on Monday, April 15,<br />
<strong>2013</strong>.<br />
She would like to stay at the hotel where the conference is so she doesn't have to walk alone in the city. The<br />
cost per night is $179.00 plus tax - total is $410.54. However, the GSA allowance for hotel stay in New Orleans<br />
is $135 per night plus tax. Therefore, the overage per night for the hotel stay is $44/night - total of $88 over.<br />

POLICY<br />
The <strong>Board</strong> of Education shall reserve to itself the function of providing guides for the<br />
discretionary action of those to whom it delegates authority. The Superintendent shall act as an<br />
advisor to the <strong>Board</strong> in the adoption and approval of written <strong>Board</strong> policies. The <strong>Board</strong> shall seek<br />
input from the staff and community where appropriate. These guides for discretionary action shall<br />
constitute the policies governing the operation of the <strong>School</strong> System.<br />
The formulation and adoption of these written policies shall constitute the basic method by<br />
which the <strong>Board</strong> of Education shall exercise its leadership in the operation of the <strong>School</strong> System. The<br />
study and evaluation of reports concerning the execution of its written policies shall constitute the<br />
basic method by which the <strong>Board</strong> of Education shall exercise its control over the operation of the<br />
<strong>School</strong> System.<br />
The adoption of a written policy shall occur only after the proposal has been moved, discussed<br />
and voted on affirmatively at two (2) separate meetings of the <strong>Board</strong> of Education (i.e., the "first<br />
reading" and the "second reading"). The policy draft may be amended at the second meeting. By a<br />
majority vote, the <strong>Board</strong> may waive the "second reading" and complete the adoption of the proposed<br />
policy at its "first reading."<br />
The formal adoption of written <strong>Board</strong> policy shall be recorded in the official minutes of the<br />
<strong>Board</strong>. Such written <strong>Board</strong> policy shall govern the conduct and affairs of the <strong>District</strong> and shall be<br />
binding upon the members of the educational community in the <strong>District</strong>.<br />
It shall be the <strong>Board</strong>'s responsibility to keep its written policies up-to-date so that they may be<br />
used consistently as a basis for <strong>Board</strong> action and administrative decision.<br />
The Superintendent is given the continuing commission of calling to the <strong>Board</strong>'s attention all<br />
policies that are out-of-date or for other reasons appear to need revision.<br />

SCHOOL VOLUNTEERS<br />
The <strong>Board</strong> recognizes the need to develop a school volunteer program to support <strong>District</strong><br />
instructional programs and extracurricular activities. The purpose of the volunteer program will<br />
be to:<br />
a) Assist employees in providing more individualization and enrichment of instruction;<br />
b) Build an understanding of school programs among interested citizens, thus<br />
stimulating widespread involvement in a total educational process;<br />
c) Strengthen school/community relations through positive participation.<br />
Volunteers are persons who are willing to donate their time and energies to assist<br />
principals, teachers, and other school personnel in implementing various phases of the school<br />
program. They include the occasional volunteer that may help and assist classroom teachers,<br />
long-term volunteers assisting or helping at school on a continual, scheduled basis, and<br />
volunteers that provide assistance and supervision on trips away from school. Volunteers shall<br />
serve in these capacities without compensation or employee benefits except for liability<br />
protection under the <strong>District</strong>'s insurance program. The building principal shall be notified of who<br />
may occasionally be volunteering in a classroom. Long-term volunteers, those who regularly<br />
assist, and any volunteer that accompanies students off school grounds or after school hours,<br />
must complete a volunteer application form available in all <strong>District</strong> Offices.<br />
The applications, filled out by the prospective, long-term, after school hours or overnight<br />
volunteers shall be forwarded to the <strong>District</strong> Office for evaluation. The building principal must<br />
approve of the assignment of the volunteer. Names and program affiliation shall be forwarded to<br />
the Superintendent, and volunteers selected shall be placed on a list of approved volunteers for<br />
review by the <strong>Board</strong> of Education. The Superintendent retains the right to approve or reject any<br />
volunteer applications submitted for consideration.<br />
Certain restrictions apply to persons who are known to the <strong>District</strong> to be registered sex<br />
offenders. For purposes of this policy, a registered sex offender is any person who is currently<br />
registered as a Level I, Level II or Level III Offender under New York State's Sex Offender<br />
Registration Act (Correction Law, Art. 6-C) or who is listed on a similar registry of sex offenders<br />
in any other State.<br />
Known registered sex offenders may not act as a volunteer. This shall not preclude a<br />
known registered sex offender from participating in activities involving a child or children for<br />
whom the registered sex offender is a parent or legal guardian, provided the known registered<br />
sex offender does not have supervisory responsibility for any other child(ren) participating in the<br />
activity. Upon request from a parent or legal guardian, the applicable building principal may<br />
allow a known registered sex offender to act in the role of a parent or legal guardian of a child<br />
but this individual shall have no supervisory responsibility with respect to any other child(ren).

Kindergarten Registration Summary:<br />
We held Kindergarten Registration on Wednesday, March 20 th in our district<br />
office where we had 37 students register. We had another 18 students register on<br />
our make-up day on Wednesday, March 2t h • Our Pre-K program currently has 80<br />
students enrolled in the 2012-<strong>2013</strong> school year. Two of those students will attend<br />
S1.Joe's next year and 78 will automatically be registered as Kindergarten students<br />
for the <strong>2013</strong>-2014 year. As of right now we have a total of 133 students enrolled<br />
for the upcoming school year. There are an additional 7 families that will be<br />
moving out of district prior to the next school year or that need their residency<br />
confirmed. We also have 2 CPSE students with out of district placement, 1<br />
possible home school, and 11 families that were not able to attend registration.

ACADEMICS:<br />
RTI Program: Still moving forward with RTI Friday. We recently had visitors from Attica<br />
Middle <strong>School</strong> to take a look at our Friday Schedule. The Principal, Mr. Paul Clark, is looking to put this<br />
schedule in place in his building. He was very impressed with the way our staff works with individual<br />
students, but more so with the flexibility of the entire staff in working with our kids during enrichment<br />
time. Our Intern from the High <strong>School</strong>, Brett Zicari (working with Mr. Keller), has been a huge help in<br />
getting some of these activities ready for our students.<br />
Service Learning. Service learning students have recently been studying patriotism and the role<br />
of the United States in the current world climate. As part of that unit, the kids also learned proper flag<br />
etiquette and history.<br />
PROGRAMS:<br />
Science Olympiad: The Science Olympiad Team wrapped up the season with a nice showing at<br />
the St. John Fisher College, Midwestern New York State Regional on Saturday, March 16, <strong>2013</strong>. The<br />
team competed against about 25 other 6 th _9 th grade teams in 16 events which covered technology, life,<br />
earth, physical and health sciences. The majority of those teams were suburban Rochester schools.<br />

MS Multi-Media Club: The Carll. Bergerson Middle <strong>School</strong> Multi-Media Club was treated to a<br />
tour of the district's Audio Visual systems housed in the middle school. Mr. Kevin Smith shared<br />
information about the school's cable TV system, video production in the TV studio and the workings of<br />
sound and lighting for our stage shows. This one hour tour was well received by the members of multimedia,<br />
some of whom wish to pursue careers in video and audio production.<br />
MS Library Book Fair: The Spring Middle <strong>School</strong> book fair was held from March 8 th -March<br />
15 th • Scheduled to open on Monday, we were able to open early with the help of students and parents<br />
alike, who helped with set-up. We ran the fair concurrently with Parent Conference Night to allow more<br />
parents and grandparents to visit the fair with their children. Parents and students were excited about the<br />
wide-variety of titles, both fiction and non-fiction that were available. Titles that seemed to get the kids<br />
talking the most included: Middle <strong>School</strong>, Get Me Out of Here! by James Patterson, which is a story<br />
about a boy who creates an ingenious scheme, dubbed "Operation Get a Life," to pass seventh grade and<br />
Finding Zash!!, by Randi Barrow, a historical fiction selection about a boy who tries to protect two<br />
German Shepherds from a ruthless Nazi soldier. Of course everyone was happy to see Diary of a Wimpy<br />
Kid: The Third Wheel by Jeff Kinney return in a paperback version! Non-fiction titles that were popular<br />
once again included: Ripley's Believe It or Not and Guinness World Records <strong>2013</strong>, Gamer's Edition.<br />
Cookbooks were the sell-out with teachers and parents as well, with many more to select from than in the<br />
past. Our Spanish selections were well received with students comparing them to their English<br />
counterpart.<br />
Students were once again a huge help with this fair. The "Student Book Fair Squad" helped with<br />
set-up, advertising, re-stocking the shelves, and even running the cash register. They were able to<br />
reinforce their math skills when accepting checks or giving the correct change. When it was time to take<br />
the fair down, they were back in force, helping pack up.<br />
As for the whole school, because we were able to earn back a whopping 65% (10% extra by<br />
holding a second fair in the same year!) of what we sold, we will be able to add close to $1,600.00 worth<br />
of books from Scholastic to the library shelves, to the benefit of all!! Students had a fun and educational<br />
experience. We all look forward to our next fair scheduled for September of next school year!<br />

The High <strong>School</strong> Tech Club participated in the Tech Wars competition at GCC. There were 16<br />
school districts from 4 different counties. Students competed in an assortment of competitions<br />
including building C02 cars, mystery projects, and bridge building. Participating members were<br />
James Johnson, Joy Howes, Kyle Ham, Brandon Doyle, Morgan Seielstad, Nick Ettinger, Austin<br />
Genno, Alan Quintana, Allen Sanford, and Jordan Grimble. Kyle Ham, Nick Ettinger, and Alan<br />
Quintana received 3 rd in the mystery project and Brandon Doyle's bridge placed 5 th out of26<br />
bridges.<br />
Math Challenge:<br />
Several weeks ago, four of our students competed in a national math competition, Moody's Math<br />
Challenge. Under the direction of Mrs. Shelly Daggs, Allen Sanford, Michael Patterson, Jon<br />
Trembley, and Kyle Appleman met on Sunday, March 3 rd and were given a math problem<br />
through the internet that they were to complete over the course of the day. They began at 7:00 am<br />
and worked until 9:00 pm. The given problem: Create a model for the amount of plastic that<br />
ends up in landfills in the US. Predict the production rate of plastic waste over time and predict<br />
the amount of plastic waste present in landfills 10 years from today. They are still waiting for<br />
their results.<br />
