Adhesion to <strong>the</strong> EUROPASS-Tra<strong>in</strong><strong>in</strong>g - <strong>the</strong> promotion of <strong>European</strong><br />

routes of alternate tra<strong>in</strong><strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g <strong>Apprenticeship</strong> - which is<br />

<strong>in</strong>tended to confirm, at Community level, period(s) of tra<strong>in</strong><strong>in</strong>g<br />

undertaken alternately (called "<strong>European</strong> Routes") <strong>in</strong> a Member State<br />

o<strong>the</strong>r than that <strong>in</strong> which tra<strong>in</strong><strong>in</strong>g is be<strong>in</strong>g followed. International<br />

Exchanges may also be highlighted. Different tra<strong>in</strong><strong>in</strong>g centres carry<br />

<strong>the</strong>se out with tra<strong>in</strong>ees participat<strong>in</strong>g <strong>in</strong> <strong>in</strong>itiatives <strong>in</strong> <strong>the</strong> same area, at<br />

<strong>the</strong> same level and <strong>in</strong> <strong>the</strong> same year, for periods of between 15 and 30<br />

days. They necessarily <strong>in</strong>volve preparatory meet<strong>in</strong>gs between <strong>the</strong> coord<strong>in</strong>at<strong>in</strong>g<br />

bodies from <strong>the</strong> different Member States, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong><br />

tra<strong>in</strong>ers <strong>in</strong> Technological Tra<strong>in</strong><strong>in</strong>g and Real Practice.<br />

Objectives of <strong>the</strong> Contract and <strong>the</strong> Model<br />

The <strong>Apprenticeship</strong> System assumes a strategic importance with<strong>in</strong><br />

<strong>the</strong> framework of education; tra<strong>in</strong><strong>in</strong>g and work policies, <strong>in</strong> <strong>the</strong> sense<br />

that, be<strong>in</strong>g a deeply rooted provision, at regional and local level, it<br />

can contribute decisively to:<br />

• <strong>the</strong> <strong>in</strong>crease <strong>in</strong> vocational qualifications for young people who<br />

have left school early, associated with <strong>the</strong> <strong>in</strong>crease <strong>in</strong> <strong>the</strong><br />

respective school qualifications;<br />

• The reorientation of significant numbers of young people<br />

towards a professional path, enabl<strong>in</strong>g <strong>the</strong> development of new<br />

and highly-qualified professionals to meet <strong>the</strong> demands of<br />

enterprises, particularly of SMEs, for specialised middlemanagement,<br />

with a view to <strong>in</strong>creas<strong>in</strong>g <strong>the</strong>ir competitiveness.<br />

Theoretical Tra<strong>in</strong><strong>in</strong>g (Time and Place) and Practical Tra<strong>in</strong><strong>in</strong>g<br />

(Time and Place)<br />

All <strong>the</strong> <strong>Apprenticeship</strong> courses are composed of three tra<strong>in</strong><strong>in</strong>g<br />

components: Socio-Cultural; Scientific and Technological, and<br />

Practical.<br />

• The Socio-Cultural Tra<strong>in</strong><strong>in</strong>g component is made up of <strong>the</strong> areas<br />

that aim to provide common and general skills, attitudes and<br />

knowledge, with regard to <strong>the</strong> exercise of all <strong>the</strong> activities and<br />

to <strong>the</strong> performance of different social roles <strong>in</strong> several life<br />

contexts, particularly that of work. It also aims to <strong>in</strong>clude<br />

vocational tra<strong>in</strong><strong>in</strong>g <strong>in</strong>to <strong>the</strong> process of <strong>the</strong> personal,<br />

professional and social development of <strong>the</strong> <strong>in</strong>dividuals and <strong>the</strong>ir<br />

<strong>in</strong>tegration <strong>in</strong> <strong>the</strong> world of work. For this reason, it also<br />

<strong>in</strong>cludes <strong>the</strong> acquisition of employability skills, particularly<br />

those of job seek<strong>in</strong>g and/or creation of self-employment, and<br />

<strong>the</strong> acquisition of elements related to professional culture,<br />

enterprise culture, and health and safety at work.<br />

• The Scientific and Technological Tra<strong>in</strong><strong>in</strong>g component is made up of a<br />

series of areas directed towards <strong>the</strong> acquisition of knowledge necessary<br />

<strong>in</strong> <strong>the</strong> area of technology, and to <strong>the</strong> carry<strong>in</strong>g out of practical activities<br />

and <strong>the</strong> solv<strong>in</strong>g of problems which are <strong>in</strong>herent <strong>in</strong> professional activity.<br />

It also <strong>in</strong>cludes <strong>the</strong> area of <strong>in</strong>formation technology and <strong>the</strong><br />

development of some trial or experimental activities <strong>in</strong> <strong>the</strong> context<br />

of tra<strong>in</strong><strong>in</strong>g.<br />

• The Practical Tra<strong>in</strong><strong>in</strong>g component, which is carried out <strong>in</strong> <strong>the</strong><br />

work context, under <strong>the</strong> supervision of a Tutor, aims to<br />

consolidate knowledge and skills, particularly through <strong>the</strong><br />

carry<strong>in</strong>g out of activities which are <strong>in</strong>herent <strong>in</strong> professional<br />

activity <strong>in</strong> a real work context, and to facilitate <strong>the</strong> future<br />

<strong>in</strong>tegration of young people <strong>in</strong> professional situations.<br />

Obligations of <strong>the</strong> Employers<br />

• To mobilise <strong>the</strong> technical and logistical capacity of <strong>the</strong><br />

organisation <strong>in</strong> <strong>the</strong> development of, and support for, alternate<br />

tra<strong>in</strong><strong>in</strong>g, particularly <strong>in</strong> <strong>the</strong> component of practical tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong><br />

work<strong>in</strong>g context;<br />

• To provide a work<strong>in</strong>g environment, health and safety conditions<br />

and technical, human and material means which can ensure that<br />

<strong>the</strong> vocational tra<strong>in</strong><strong>in</strong>g is adequate for <strong>the</strong> qualification for a<br />

given profession;<br />

• To prepare and earmark qualified workers <strong>in</strong> its workforce who<br />

carry out <strong>the</strong> profession which is <strong>the</strong> object of <strong>the</strong> practical<br />

tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong> work context, with <strong>the</strong> number of workers equal<br />

to or greater than <strong>the</strong> number of apprentices;<br />

• To ensure <strong>the</strong> consolidation and deepen<strong>in</strong>g of technical,<br />

relationship-form<strong>in</strong>g and transversal skills acquired <strong>in</strong> <strong>the</strong> tra<strong>in</strong><strong>in</strong>g<br />

context.<br />

Obligations of <strong>the</strong> Tra<strong>in</strong>ees<br />

• To attend <strong>the</strong> tra<strong>in</strong><strong>in</strong>g programme, with punctuality, and with a<br />

view to acquir<strong>in</strong>g <strong>the</strong> <strong>the</strong>oretical and practical knowledge which<br />

is <strong>the</strong> object of <strong>the</strong> course;<br />

• To treat <strong>the</strong> tra<strong>in</strong><strong>in</strong>g co-ord<strong>in</strong>ators, tra<strong>in</strong>ers, tutors and tra<strong>in</strong><strong>in</strong>g<br />

bodies, and <strong>the</strong>ir representatives and workers, politely;<br />

• To use all equipment and o<strong>the</strong>r goods entrusted to <strong>the</strong>m for<br />

tra<strong>in</strong><strong>in</strong>g purposes, with care and with a view to conserv<strong>in</strong>g <strong>the</strong>m;<br />

• To comply with any o<strong>the</strong>r contractual duties.<br />

Staff Qualifications<br />

The Tutors of <strong>the</strong> Practical Tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong> work context are from<br />

enterprises that offer to admit apprentices through <strong>the</strong> sign<strong>in</strong>g of<br />

apprenticeship contracts. They must possess a professional certificate<br />

or o<strong>the</strong>r document, which proves <strong>the</strong>ir professional ability and<br />

pedagogical tra<strong>in</strong><strong>in</strong>g for this role. The General Tra<strong>in</strong><strong>in</strong>g Tra<strong>in</strong>ers must<br />

possess <strong>the</strong> qualifications legally required by <strong>the</strong> M<strong>in</strong>istry of Education<br />

for <strong>the</strong> <strong>in</strong>struction of Basic or Secondary Education <strong>in</strong> <strong>the</strong> discipl<strong>in</strong>es<br />

of Portuguese, Ma<strong>the</strong>matics, English, French, Geography, History,<br />

Sociology and Natural Sciences. Besides <strong>the</strong> Certificate of Pedagogical<br />

Aptitude for <strong>the</strong> exercise of Tra<strong>in</strong>er, <strong>the</strong> Scientific and Technology<br />

Tra<strong>in</strong>ers must have professional experience <strong>in</strong> <strong>the</strong> areas that <strong>the</strong>y<br />

<strong>in</strong>tend to teach and an adequate academic level of graduate or<br />

baccalaureate, or, for certa<strong>in</strong> specific areas, <strong>the</strong>y must be specialists or<br />

technicians with recognised competence.<br />

Duration<br />

The total number of hours for <strong>the</strong> tra<strong>in</strong><strong>in</strong>g courses is not more than 1500<br />

hours a year and 35 hours a week. The number of hours per day is <strong>the</strong><br />

number of hours taken up <strong>in</strong> any of <strong>the</strong> tra<strong>in</strong><strong>in</strong>g components and is<br />

fixed, by mutual agreement between <strong>the</strong> <strong>Apprenticeship</strong> Co-ord<strong>in</strong>at<strong>in</strong>g<br />
