Mailhouse handrails incite Westside debate<br />

The unattractive handrails and<br />
deteriorating condition of the<br />
Westside mail house brought<br />
about a lively discussion during<br />
the <strong>Seven</strong> <strong>Lakes</strong> West<br />
Landowners Association [SLWLA]<br />
Work Session on Tuesday, March<br />
11.<br />
President Jim Haggard suggested<br />
that any major financial<br />
decisions regarding the mail<br />
house, including whether to<br />
install wrought-iron or aluminum<br />
handrails, should be delayed<br />
until the USPS responds to the<br />
latest community request <strong>for</strong><br />
curbside delivery.<br />
“We expect an answer in<br />
March,” said Haggard. “For now,<br />
I recommend we stay the course,<br />
paint the railing as planned –<br />
and spend association money on<br />
more important things.”<br />
In a related discussion, Community<br />
Manager Tony Robertson<br />
reported that he met with Harold<br />
Jones, West End Post Master, to<br />
discuss obtaining a bulk mail<br />
permit. SLWLA Bylaws require<br />
Annual Meeting notices be sent<br />
First Class.<br />
While a First Class permit is an<br />
option, according to Robertson,<br />
once a one-time application fee<br />
plus annual fees and postage are<br />
calculated, the total cost savings<br />
to the community is minimal<br />
unless the permit is used more<br />
than once per year.<br />
Treasurer’s Report<br />
“Overall we will come in under<br />
budget [this year],” Director Kathy<br />
Kirst reported.<br />
She also acknowledged the<br />
work McKenzie Bullin, a high<br />
school senior, is providing to<br />
the community.<br />
“Her parents have a business<br />
in Carthage and she is just very,<br />
very good in Quick Books,” said<br />
Kirst.<br />
Robertson agreed, “She’s just<br />
a delight to work with and is<br />
very cooperative.”<br />
ARC<br />
Director Bill Mamel said due to<br />
water restrictions, landscape<br />
standards <strong>for</strong> new construction<br />
have been “relaxed.” However, he<br />
said, once the drought improves<br />
a letter will be sent and builders<br />
will have a ninety-day window of<br />
time to complete landscaping<br />
per regulation.<br />
Mamel also reported that during<br />
periodic inspections of new<br />
construction, “We have found<br />
construction techniques less<br />
than standard – where they’ve cut<br />
corners.” In addition he said as<br />
the community grows, parking of<br />
construction vehicles on adjacent<br />
properties is a problem that will<br />
need to be addressed.<br />
Ron Myers, developer of the<br />
Gateway II subdivision, met with<br />
ARC and provided depictions<br />
of proposed houses and site<br />
plans.<br />
“Basically it’s [the design] a<br />
semi-circle with twelve units...it<br />
looks good and does not violate<br />
covenants.”<br />
“We stressed to him that these<br />
should be a quality appearing<br />
buildings with quality landscaping,”<br />
said Mamel. The Gateway<br />
II homes will be three-bedroom,<br />
two-car garage single family<br />
homes priced in the $275,000 to<br />
$295,000 range.<br />
Recreation<br />
The Easter Egg Hunt has been<br />
rescheduled <strong>for</strong> Saturday, March<br />
22, from 2:00 pm to 4:00 pm at<br />
West Side Park Community Center<br />
Park.<br />
Director Jo Nicholas reported<br />
that card tables have been<br />
purchased <strong>for</strong> the Community<br />
Center and sand was added to<br />
the Johnson Point recreation<br />
area.<br />

Robertson said the pool manager<br />
<strong>for</strong> the past two years has<br />
agreed to return and that Moore<br />
County Public Works Director<br />
Dennis Brobst confirmed that<br />
the community may refill the<br />
pool<br />
Robertson thanked Nicholas<br />
<strong>for</strong> her work, “We’ve had some<br />
great functions and I’ve enjoyed<br />
working with you.”<br />
Mamel suggested a vision <strong>for</strong><br />
the future should include, “REC<br />
should stand <strong>for</strong> Recreation,<br />
Education, and Culture. We can<br />
expand that position and increase<br />
responsibilities.”<br />
Robertson agreed and said<br />
that activities occur in the Community<br />
Center frequently.<br />
“This building is used all the<br />
time. There’s a meeting in every<br />
room every day – the building is<br />
doing what it was designed to do.”<br />
In a related discussion, Robertson<br />
said the office copier<br />
machine needed immediate<br />
replacement. The machine is<br />
leased, with one year remaining<br />
on the current contract.<br />
“Typically these machines run<br />
$13,000 to $14,000 each if purchased<br />
outright,” said Haggard.<br />
With a loaner in place, Haggard<br />
tabled the decision <strong>for</strong> the new<br />
board.<br />

Security<br />
A locked construction trailer<br />
was stolen from the Morganwood<br />
subdivision, between 5:00<br />
pm and 7:00 pm on Friday, March<br />
7. Moore County Sheriff’s are<br />
investigating.<br />
Director Blaine Rowland reported<br />
a vehicle, probably a fourwheel<br />
drive truck, was used to<br />
pull out a telephone pole barrier<br />
to gain off-hours entrance to<br />
the yard waste site.<br />
In related discussion, Rowland<br />
recommended the community<br />
Security truck should be<br />
replaced. Recently the truck<br />
underwent $325 in repairs to<br />
pass inspection.<br />
“We need a new truck. Frankly,<br />
we are throwing away good<br />
money at a bad investment.”<br />
After a discussion of merits<br />
of leasing versus purchase, Haggard<br />
tabled the decision <strong>for</strong> the<br />
new board.<br />
Speeding was again a topic of<br />
much concern. Traffic calming<br />
suggestions included a speed<br />
hump or bump could slow traffic<br />
around the mail house and<br />
Lakeway Drive.<br />
Organizational Meeting<br />
An Organizational Meeting <strong>for</strong><br />
the incoming Board of Directors<br />
will be held on Wednesday,<br />
March 26, commencing with an<br />
Executive Session from 8:00<br />
am to 9:00 am, followed by an<br />
Open Meeting.<br />
Haggard said he had provided<br />
each of the candidates with<br />
a handbook outlining goals,<br />
future challenges, ARC standards,<br />
a description of positions,<br />
repaving package, population<br />
projections, the lake management<br />
plan, calendar <strong>for</strong> 2008, and<br />
the status of 2007 goals.<br />
