Mailhouse handrails incite Westside debate
by Laura Douglass
Times Reporter
The unattractive handrails and
deteriorating condition of the
Westside mail house brought
about a lively discussion during
the Seven Lakes West
Landowners Association [SLWLA]
Work Session on Tuesday, March
11.
President Jim Haggard suggested
that any major financial
decisions regarding the mail
house, including whether to
install wrought-iron or aluminum
handrails, should be delayed
until the USPS responds to the
latest community request for
curbside delivery.
“We expect an answer in
March,” said Haggard. “For now,
I recommend we stay the course,
paint the railing as planned –
and spend association money on
more important things.”
In a related discussion, Community
Manager Tony Robertson
reported that he met with Harold
Jones, West End Post Master, to
discuss obtaining a bulk mail
permit. SLWLA Bylaws require
Annual Meeting notices be sent
First Class.
While a First Class permit is an
option, according to Robertson,
once a one-time application fee
plus annual fees and postage are
calculated, the total cost savings
to the community is minimal
unless the permit is used more
than once per year.
Treasurer’s Report
“Overall we will come in under
budget [this year],” Director Kathy
Kirst reported.
She also acknowledged the
work McKenzie Bullin, a high
school senior, is providing to
the community.
“Her parents have a business
in Carthage and she is just very,
very good in Quick Books,” said
Kirst.
Robertson agreed, “She’s just
a delight to work with and is
very cooperative.”
ARC
Director Bill Mamel said due to
water restrictions, landscape
standards for new construction
have been “relaxed.” However, he
said, once the drought improves
a letter will be sent and builders
will have a ninety-day window of
time to complete landscaping
per regulation.
Mamel also reported that during
periodic inspections of new
construction, “We have found
construction techniques less
than standard – where they’ve cut
corners.” In addition he said as
the community grows, parking of
construction vehicles on adjacent
properties is a problem that will
need to be addressed.
Ron Myers, developer of the
Gateway II subdivision, met with
ARC and provided depictions
of proposed houses and site
plans.
“Basically it’s [the design] a
semi-circle with twelve units...it
looks good and does not violate
covenants.”
“We stressed to him that these
should be a quality appearing
buildings with quality landscaping,”
said Mamel. The Gateway
II homes will be three-bedroom,
two-car garage single family
homes priced in the $275,000 to
$295,000 range.
Recreation
The Easter Egg Hunt has been
rescheduled for Saturday, March
22, from 2:00 pm to 4:00 pm at
West Side Park Community Center
Park.
Director Jo Nicholas reported
that card tables have been
purchased for the Community
Center and sand was added to
the Johnson Point recreation
area.
Robertson said the pool manager
for the past two years has
agreed to return and that Moore
County Public Works Director
Dennis Brobst confirmed that
the community may refill the
pool
Robertson thanked Nicholas
for her work, “We’ve had some
great functions and I’ve enjoyed
working with you.”
Mamel suggested a vision for
the future should include, “REC
should stand for Recreation,
Education, and Culture. We can
expand that position and increase
responsibilities.”
Robertson agreed and said
that activities occur in the Community
Center frequently.
“This building is used all the
time. There’s a meeting in every
room every day – the building is
doing what it was designed to do.”
In a related discussion, Robertson
said the office copier
machine needed immediate
replacement. The machine is
leased, with one year remaining
on the current contract.
“Typically these machines run
$13,000 to $14,000 each if purchased
outright,” said Haggard.
With a loaner in place, Haggard
tabled the decision for the new
board.
Security
A locked construction trailer
was stolen from the Morganwood
subdivision, between 5:00
pm and 7:00 pm on Friday, March
7. Moore County Sheriff’s are
investigating.
Director Blaine Rowland reported
a vehicle, probably a fourwheel
drive truck, was used to
pull out a telephone pole barrier
to gain off-hours entrance to
the yard waste site.
In related discussion, Rowland
recommended the community
Security truck should be
replaced. Recently the truck
underwent $325 in repairs to
pass inspection.
“We need a new truck. Frankly,
we are throwing away good
money at a bad investment.”
After a discussion of merits
of leasing versus purchase, Haggard
tabled the decision for the
new board.
Speeding was again a topic of
much concern. Traffic calming
suggestions included a speed
hump or bump could slow traffic
around the mail house and
Lakeway Drive.
Organizational Meeting
An Organizational Meeting for
the incoming Board of Directors
will be held on Wednesday,
March 26, commencing with an
Executive Session from 8:00
am to 9:00 am, followed by an
Open Meeting.
Haggard said he had provided
each of the candidates with
a handbook outlining goals,
future challenges, ARC standards,
a description of positions,
repaving package, population
projections, the lake management
plan, calendar for 2008, and
the status of 2007 goals.
