The section continued to supplementally fund retired and<br />
visiting judges, including processing $3,096,426 in assignment<br />
compensation for local courts, a $325,374 (12 percent)<br />
increase over 2005. Additionally, 26 visiting judges were<br />
used on 56 cases to replace Justice Alice Robie Resnick as she<br />
neared retirement.<br />
Children, Families & the <strong>Court</strong>s Section<br />
Three years ago Chief Justice Thomas J. Moyer appointed the<br />
Advisory Committee on Children, Families & the <strong>Court</strong>s to<br />
review all matters related to children and families presented<br />
before the courts and to make recommendations to the<br />
<strong>Supreme</strong> <strong>Court</strong> for any reforms necessary to improve the<br />
efficiency and effectiveness <strong>of</strong> the courts dealing with these<br />
issues. The advisory committee experienced great success, so<br />
a separate section was developed within the Judicial & <strong>Court</strong><br />
Services Division to support the work <strong>of</strong> the committee.<br />
This new section continued the oversight <strong>of</strong> the Beyond the<br />
Numbers project. Additionally, it proposed two major changes<br />
to claims <strong>of</strong> abuse, dependency or neglect in <strong>Ohio</strong>. First,<br />
its staff proposed redefining the acts as those <strong>of</strong> a child in<br />
need and clarifying other definitional confusion. Secondly,<br />
it proposed creating an alternative response track for <strong>Ohio</strong><br />
children services agencies, similar to diversion processes in<br />
juvenile courts, to allow more effective access to resources for<br />
families in need. These proposals will be further discussed<br />
and tested in 2007.<br />
The Children, Families & the <strong>Court</strong>s Section, with advice<br />
from the committee, also began an extensive evaluation <strong>of</strong><br />
the quality and quantity <strong>of</strong> legal representation available for<br />
families and children who go before <strong>Ohio</strong> courts.<br />
The section will assist local courts with traditional case<br />
management reviews and related training opportunities.<br />
In <strong>2006</strong>, the first case management review by an outside<br />
consultant was supervised by this section and begun in Wayne<br />
County.<br />
The staff from this section manages the federal <strong>Court</strong><br />
Improvement Program grant and the interbranch agreement<br />
with the <strong>Ohio</strong> Department <strong>of</strong> Job & Family Services. Through<br />
that funding, they will partner with the <strong>Ohio</strong> <strong>Court</strong>s Network<br />
as it relates to juvenile courts and the Judicial College to <strong>of</strong>fer<br />
additional training to judicial <strong>of</strong>ficers and court staff.<br />
