THE CBI today filed its
chargesheet in connection
with the murder of two
Chief Medical Officers of
Lucknow accusing two
shooters and the person
who hired them of murder
and criminal conspiracy.
In its chargesheet filed
before the special judicial
magistrate here, the agency
has alleged that shooters
Anand Prakash Tiwari and
Vinod Sharma
had murdered
the then CMOs Dr
VK Arya and HP Singh.
The
agency has also
named one Rant Krishna
Verma, who had allegedly
hired them to murder the
CMOs who grew suspicious
about the alleged corruption
in the NRHM
schemes here and started
probing them, CDI sources
said.
According to the CDL
the alleged motive behind
the murder was the fear of
being exposed in misappropriation
of funds in the
National Rural Health
Mission (NRHM).

Arya was murdered
while he was taking a
morning walk on October
2010 at Vikas Nagar area
while Singh was shot dead
in April last year at Gomti
Nagar.

IAS officer Pradeep
Shukla, arrested
for his
alleged role in the multicrore
National Rural
Health Mission scam.
Shukia was arrested on
May 10 by the 031 for
alleged bungling in
amounts were brought to
accounts, of companies
and trusts owned by
accused and their relatives
only after multiplerouting
and layering, they said.
The amounts once
received
in these companies
and trusts were
invested into real estate
and other immovable
estate acquired by the
accused, they said.
The sources said the

money was done with professional
expertise to cover
any tracks of money trail
involved in the alleged
upgradatiun of 89 distrid
hospitals under the
bribe exchanged
to grant
contracts and favours to
the beneficiary firms.
The agency is
already
working with' a senior
Income Tax official to
understand the alleged
laundering of money in
the NRHM scam and has
also sought help of
Financial Intelligence Unit
of the country

Kushwaha, Jaiswal,
Shukla and several officials
from UPSIC and CDS
officials of Jal Nigam.
The CIII which has registered
13 cases in connection
with the scam and
already filed three charge
sheets. Ft is likely to file
some more charge sheets
in the first week of June.
With the mammoth
scam spread across 72 districts,
the CIII is finding it
difficult to probe small
time corruption which
took place at district level
because of its limited manpower.
The agency has
requested
the state government
to provide some
additional manpower to
probe these cases, which
has been agreed in principle
by
the state government.

The proposed Brabmani
Steel project in Andhra
Pradesh's Kadapa, Sagan's
home district, is allegedly a
joint enterprise of Reddy
brothers and Sagan.
During
the regime of YSR Reddy,
Brahinani Steels obtained
14300 acres of land in May
2007 for its 2.5-MT steel project
with an option to expand
it to IOMT in phases. The
land allotted included around
4,000 acres for an airport on
the steel project premises.
Apart from allotting 2 tine of
water, the government had
also allotted iron ore mines
spread inan area of around 68
hectares near Obulapuram in
Anantapur district.
The project suffered a setback
when YSk suddenly
died in a helicopter crash. It
received another massive
blow when JanardhanReddy
was picked up by the CR! in
September last year. Jagan's
TV channel, Sakahi, is also
alleged to have investments
by Reddy brothers.

Since then, he has been
incarcerated in Bangalore.
Though political affiliations
of the Re4dy brothers lay with
the BJPand thatofJagan and
his father with the Congress,
it didnot come in the way of
their collaboration with each
other and making megabucks
with each other's help.
After Jagan fell out withthe
Congress and resigned from
the Lok Sabha on November
29, 2010, Reddy brothers
knew
that trouble for them
was round the corner, But
their efforts to manipulate the
CBI investigation against
them did not work.

Acid attackers should get life term
ACUD attacks are the cruellest phenomenonoftaking revenge.
And, they have agender dimension. Eighty per cent of theft
victims are women, who are usually in the age group of 14

she says no. In Pakistan it took Sharmeen Obaid Chinoy to win an
Oscar forher documentary" Saving face" based on the growing menace
of this problem to get the government's attention.
On May 23, this year, for the first time an acid attack case was
handed over to CBI. The petition was filedby ilaryana State Legal
Service Auhority, on behalf of the three girl victims, who suffered
serious bums when two youth threw acid on them in June
2011 in Rohtak. One of the victims had recognised the culprits,
yet the police exonerated them. Now, the court has given a time
limit of six months to CIII to complete the probe. In Sonepat,
a 17-year-oldgirl Kiran diedafter acid was thrown on herby three
motorcycle-borneyouths in Julylast year. A woman died of acid
attack in Kelram village of Kaithal district, on May 25 this year.
And now a volleyball player has become a victim of the same
inhuman act in Rohtalc.
In 2000, about 180 acid attacks were registered, according to a
study, though, no data is available year-wise. Like other ge9der
crimes, majority of cases go unreported, which, whenreported are
treatedunder Sections 320, 322,325 and 326 of WC, which,ifproven
guilty can impose a maximum of 10 years of imprisonment. Acid
attacks leave scars on the mind and body for a life time,

they cause their victims for a life time.

Going after the corrupt
rifflE
A protective wall knocked down
Punjab and Haryana High Court has ruled that no prior
sanction is requiredunderSection 19 of the Prevention of Corruption
Act for proceeding against an employee who can be
removed by authorities other than the government. A patwari who
can be removed by a deputy commissioner stands stripped of the
benefit of prior sanction. It ishot uncommon to see junior officials
engagingin illegal acts at the behestof senior officers, who tend to
bail them out in case of qouble. The judgementremoves a hurdle
that oftendelays, and sometimes thistrates, policelCfll action against
officials accused of graft.
Corruption will not go unless attacked at the top first. For this the
Supreme Court has delivered a helpful judgement on a petition of
Subramanian Swamy after the PrimeMinister's Office refused permission
forthe prosecutionof tormer Telecom Minister A. Raja. The
apex court held in January this year that if a government does not
decide on prior sanction for prosecution in three months -and four
months if the Attorney General's opinion is required -then the civil
servant concerned can be proceededagainst regardless of sanction.
Thejudgementhas providedrelief to the CBI, whichhas often faced
problems as governments sleep over its applications for permission
to prosecute civil servants, including ministers .nd bureaucrats.
Section 19 provides an umbrella of protection to officials so that
they are not harassed over frivolous complaints. But the authorities
at te top, especially ChiefMinisters and Governors, have often used
this provision to protect their favourite officers and ministers against
whom the police or the CBI primafacie has sufficient evidence. As
scandalshave become common and amountsinvolved are astronomical,
a public outcry has forced the government to bring in a Lokpal
Bill, which has done away with the provision of prior sanction,
at least in cases to be vetted by the Lokpal. Since the Lokpal Bill
has been puton ice, courts are doing theftbit to demolish wallsraised
to shield the corrupt.

"Undesirable Contact Men'
(UCM) circulated within the
government.
The CentralBureau of Investigation,
which prepares
the UCM list, believes that
these Individuals are involved
in manipulating gôvernment
contracts, bribing
officials and aro a negative
influence en good governaries.
The list Is anauthoritattve
reference for Senior officials
on whom toshun.
The latest list contains 23
individuals, with nine of
them operathig In the income
tax departmentto manipulate
decisions. At least
two ci these are chartered
accountant brothers well
known in Delhi's power circles.
Also figuringin the list
are five alleged arms agents,
including some of India's
mostnotorious ones.
The list is supposed to
guide officials when they are
considering applicaticns for
accreditation or while accepting
representatives of
firms. According to the gilldelines,
the UCMs are not to
be accepted for such
dealings.
Officials are toavoid associating
with the UCMs socially
and are not supposed
to accept hospitality and
giftsfrom them.

Pegs Disproportionate Assets At R8 cr So Far

Directorate has drawn upa list of
assets of Kadapa MP Jaganmohan
Reddy worth more than Rs B
crore and is looking at more,
based on the findings of the CBI
investigation, to attach them under
the Prevention of Money
Laundering Act.
Sources said ED officials are
likely to question Jagan in judicial
custody before any attachment
order is issued. Two ED officials
from the Delhi
headquarters have reached Hyderabad
for recording of statement.
Jagan, the YSR Congress
chief, wasarrested by CBI onSaturday
in a disproportionate assetscase.
Besides CBlandED,the
Kadapa MI' is also facing probe
from the income tax department.
Atleast 15 of his companies have
come under the scanner, including
JagathiPublication, Sandur
Power Co Ltd, Saraswati Power
and a few real estatefirms.
The ED Is looking at foreign
investments made into some of
these companies. Cases have
been registered under both
PMLA and Foreign
Exchange
Management Act. These companies
had seen a sudden jump in
their share values. The probe
had revealed that foreign investments
made in some of these
companies werelater diverted to
Reddy's publication business in
alleged violation of FEMA guidelines.
Jagan first came on the
Bharati wife of Jagan comming out of
Chancalguda central prison after
meeting his husband on Tuesday
radar of the investigating agency
in 2010, after his father's death
in a helicopter crash a year before.
The income tax department
started Investigating Jagan's
wealth when he deposited an advance
tax of Its 84 crore for the
April-September period of 2010-
-11. This was a huge jump compared
to the previous two years
when his tax outgo was a paltry

CBI files two charge sheets
in CMO murder cases
LUCKNOW: The CBI on Tuesday
filed two separate charge
sheets against three accused
for allegedly murdering

Arya and B. P. Singh after

the motive behind the killing of Arya and Singh
was due to various Issues relatingto the alleged
expenditure of NRHM funds. Sachan conspired

a contractor, all UP-based, to kill the two doctors,"
a CBI spokesperson said.

could expose his appropriation

policemen accused in the
fake encounter case of Ranbir
Singh, a young MBA student
hailing from
Ghaziabad. Ranbir was
gunned down on July 3,
2009.
On March 17,2010, the Supreme
Court had transferred
the case from the court ofthe
Special
Judicial Magistrate
(CBI), Dehra Dun, where the
charge sheet was filed on December
last, to hold the trial
in Delhi.
The case was transferred
to Delhi by the
Supreme
Court on the plea ofRanbir's
father Ravindra Singh.

Flyderabad on Tuesday to question
arrested Congreth rebel
and Kadapa member of Parliament
(MP) Jagan Mohan Reddy
over charges of money laundering.
The ED will investigate alleged
contravention of foreign
exchange rules in Jagan Mohan
Reddy's financial transactions
and investments, and a team of
officials from Delhi and Flyderabad
will conduct the probe
jointly, the Press Trust of India
reported. A person who answered
the telephone at ED
deputy director N. Sridhar's office
in flyderabad said he could
not comment. Sridhar was out
of the office, the person said.
The ED filed separate cases in
November against Jagan Mohan
Reddy, the son of late former
Andhra Pradesh chief minister
Y.S. Rajasekhara Reddy,
popularly known as YSR. The
senior Reddy died in a September
2009 helicopter crash.
Jagan Mohan Reddy, who
was arrested by the Central Bureau
of Investigation (CBI) on
Sunday and sent to two weeks'
judicial remand on Monday,
will be
investigated for violations
of various provisions under
the Foreign Exchange Man

investigated by the CBI for allegedly
attracting investments
to his companies in exchange
for various favours such as mining
leases and land allotments
in 2004-09, when his father was
chief minister.
On Tuesday, the CBI court issued
summons to Jagan Mohan
Reddy's
court, which
posted the matter
for hearing on
