THE CBI today filed its<br />

chargesheet in connection<br />

with the murder <strong>of</strong> two<br />

Chief Medical Officers <strong>of</strong><br />

Lucknow accusing two<br />

shooters and the person<br />

who hired them <strong>of</strong> murder<br />

and criminal conspiracy.<br />

In its chargesheet filed<br />

before the special judicial<br />

magistrate here, the agency<br />

has alleged that shooters<br />

Anand Prakash Tiwari and<br />

Vinod Sharma<br />

had murdered<br />

the then CMOs Dr<br />

VK Arya and HP Singh.<br />

The<br />

agency has also<br />

named one Rant Krishna<br />

Verma, who had allegedly<br />

hired them to murder the<br />

CMOs who grew suspicious<br />

about the alleged corruption<br />

in the NRHM<br />

schemes here and started<br />

probing them, CDI sources<br />

said.<br />

According to the CDL<br />

the alleged motive behind<br />

the murder was the fear <strong>of</strong><br />

being exposed in misappropriation<br />

<strong>of</strong> funds in the<br />

National Rural Health<br />

Mission (NRHM).<br />

accused, they said.<br />

money was done with pr<strong>of</strong>essional<br />

expertise to cover<br />

any tracks <strong>of</strong> money trail<br />

involved in the alleged<br />

upgradatiun <strong>of</strong> 89 distrid<br />

hospitals under the<br />

bribe exchanged<br />

to grant<br />

contracts and favours to<br />

the beneficiary firms.<br />

Income Tax <strong>of</strong>ficial to<br />

understand the alleged<br />

laundering <strong>of</strong> money in<br />

the NRHM scam and has<br />

also sought help <strong>of</strong><br />

The project suffered a setback<br />

when YSk suddenly<br />

their collaboration with each<br />

other and making megabucks<br />

with each other's help.<br />

After Jagan fell out withthe<br />

Congress and resigned from<br />

the Lok Sabha on November<br />

29, 2010, Reddy brothers<br />

knew<br />

that trouble for them<br />

was round the corner, But<br />

their efforts to manipulate the<br />

CBI investigation against<br />

them did not work.


Distorting face<br />

Acid attackers should get life term<br />

ACUD attacks are the cruellest phenomenon<strong>of</strong>taking revenge.<br />

And, they have agender dimension. Eighty per cent <strong>of</strong> theft<br />

victims are women, who are usually in the age group <strong>of</strong> 14<br />

to 35. South Asian spumed suitors, who are used to getting everything<br />

easy, cannot take a 'no' from a woman in response to their<br />

advances. They teach hpr a 'lesson' by destroying her face, when<br />

she says no. In Pakistan it took Sharmeen Obaid Chinoy to win an<br />

Oscar forher documentary" Saving face" based on the growing menace<br />

<strong>of</strong> this problem to get the government's attention.<br />

On May 23, this year, for the first time an acid attack case was<br />

handed over to CBI. The petition was filedby ilaryana State Legal<br />

Service Auhority, on behalf <strong>of</strong> the three girl victims, who suffered<br />

serious bums when two youth threw acid on them in June<br />

2011 in Rohtak. One <strong>of</strong> the victims had recognised the culprits,<br />

yet the police exonerated them. Now, the court has given a time<br />

limit <strong>of</strong> six months to CIII to complete the probe. In Sonepat,<br />

a 17-year-oldgirl Kiran diedafter acid was thrown on herby three<br />

motorcycle-borneyouths in Julylast year. A woman died <strong>of</strong> acid<br />

attack in Kelram village <strong>of</strong> Kaithal district, on May 25 this year.<br />

And now a volleyball player has become a victim <strong>of</strong> the same<br />

inhuman act in Rohtalc.<br />

In 2000, about 180 acid attacks were registered, according to a<br />

study, though, no data is available year-wise. Like other ge9der<br />

crimes, majority <strong>of</strong> cases go unreported, which, whenreported are<br />

treatedunder Sections 320, 322,325 and 326 <strong>of</strong> WC, which,ifproven<br />

guilty can impose a maximum <strong>of</strong> 10 years <strong>of</strong> imprisonment. Acid<br />

attacks leave scars on the mind and body for a life time,<br />

too should be givenlife imprisonment to remind them <strong>of</strong> the agony<br />

they cause their victims for a life time.


Going after the corrupt<br />

rifflE<br />

A protective wall knocked down<br />

Punjab and Haryana High Court has ruled that no prior<br />

sanction is requiredunderSection 19 <strong>of</strong> the Prevention <strong>of</strong> Corruption<br />

Act for proceeding against an employee who can be<br />

removed by authorities other than the government. A patwari who<br />

can be removed by a deputy commissioner stands stripped <strong>of</strong> the<br />

benefit <strong>of</strong> prior sanction. It ishot uncommon to see junior <strong>of</strong>ficials<br />

engagingin illegal acts at the behest<strong>of</strong> senior <strong>of</strong>ficers, who tend to<br />

bail them out in case <strong>of</strong> qouble. The judgementremoves a hurdle<br />

that <strong>of</strong>tendelays, and sometimes thistrates, policelCfll action against<br />

<strong>of</strong>ficials accused <strong>of</strong> graft.<br />

Corruption will not go unless attacked at the top first. For this the<br />

Supreme Court has delivered a helpful judgement on a petition <strong>of</strong><br />

Subramanian Swamy after the PrimeMinister's Office refused permission<br />

forthe prosecution<strong>of</strong> tormer Telecom Minister A. Raja. The<br />

apex court held in January this year that if a government does not<br />

decide on prior sanction for prosecution in three months -and four<br />

months if the Attorney General's opinion is required -then the civil<br />

servant concerned can be proceededagainst regardless <strong>of</strong> sanction.<br />

Thejudgementhas providedrelief to the CBI, whichhas <strong>of</strong>ten faced<br />

problems as governments sleep over its applications for permission<br />

to prosecute civil servants, including ministers .nd bureaucrats.<br />

Section 19 provides an umbrella <strong>of</strong> protection to <strong>of</strong>ficials so that<br />

they are not harassed over frivolous complaints. But the authorities<br />

at te top, especially ChiefMinisters and Governors, have <strong>of</strong>ten used<br />

this provision to protect their favourite <strong>of</strong>ficers and ministers against<br />

whom the police or the CBI primafacie has sufficient evidence. As<br />

scandalshave become common and amountsinvolved are astronomical,<br />

a public outcry has forced the government to bring in a Lokpal<br />

Bill, which has done away with the provision <strong>of</strong> prior sanction,<br />

at least in cases to be vetted by the Lokpal. Since the Lokpal Bill<br />

has been puton ice, courts are doing theftbit to demolish wallsraised<br />

to shield the corrupt.

in manipulating gôvernment<br />

contracts, bribing<br />

<strong>of</strong>ficials and aro a negative<br />

influence en good governaries.<br />

reference for Senior <strong>of</strong>ficials<br />

on whom toshun.<br />

The latest list contains 23<br />

individuals, with nine <strong>of</strong><br />

them operathig In the income<br />

tax departmentto manipulate<br />

decisions. At least<br />

two ci these are chartered<br />

accountant brothers well<br />

known in Delhi's power circles.<br />

Also figuringin the list<br />

are five alleged arms agents,<br />

including some <strong>of</strong> India's<br />

The list is supposed to<br />

guide <strong>of</strong>ficials when they are<br />

considering applicaticns for<br />

accreditation or while accepting<br />

representatives <strong>of</strong><br />

firms. According to the gilldelines,<br />

the UCMs are not to<br />

be accepted for such<br />

dealings.<br />

<strong>of</strong>ficials from Delhi and Flyderabad<br />

will conduct the probe<br />
