We support the completion of the SEMMMS<br />
road proposals and we will contribute to<br />
improvements to Ringway Road, between Styal<br />
Road and Shadow Moss Road<br />
There are many forms of car parking required by<br />
passengers, visitors and staff. They are an integral part of<br />
our Ground Transport Plan and play a role in managing<br />
traffic and CO 2 emissions. Short-stay car parking is<br />
provided in the central terminal area in multi-storey car<br />
parks. Surface car parks on the edge of the Operational<br />
Area provide both long-stay and staff car parking. The<br />
short-stay car parks are the most intensively <strong>use</strong>d, and it<br />
is essential that they are close to the terminals.<br />
Internal Roads<br />
Within the Operational Area, the road system has to<br />
cater for the efficient and safe movement of traffic<br />
entering and leaving the site and accessing the<br />
passenger and cargo terminal areas. As terminal<br />
capacity grows to accommodate increasing passenger<br />
numbers, the internal road system will be improved to<br />
ensure the free flow of traffic around the site.<br />
Improvements to be undertaken are:<br />
Car parks are provided within the Operational Area and<br />
are operated by the <strong>Airport</strong> Company. In addition, there<br />
are also ‘off-airport’ car parking sites that are<br />
independently owned and operated. Demand for car<br />
parking is influenced by many factors, including<br />
customer convenience, time of travel, the utilisation of<br />
public transport, the mix between business and leisure<br />
passengers and also the mix of charter and scheduled<br />
flights. The issues surrounding car parking and the pickup<br />
and drop-off of passengers are therefore complex.<br />

Public Parking Provision<br />
As the road systems around the <strong>Airport</strong> are improved,<br />
the current <strong>use</strong> and allocation of space within the pick up<br />
and drop off areas for each terminal will be reviewed as<br />
part of our overall traffic management strategy. This is to<br />
ensure that there is sufficient capacity and it will also<br />
improve the passenger experience and the overall<br />
efficiency of the local road network. Controlling traffic<br />
around the terminals is important for safety and security<br />
and is also part of our policy to reduce car <strong>use</strong>.<br />

As terminal capacity grows to accommodate<br />
increasing passenger numbers the internal road<br />
system will be developed to ensure the efficient<br />
flow of traffic around the site.<br />
From a congestion, safety, convenience and operational<br />
point of view, it is necessary for the <strong>Airport</strong> to have<br />
sufficient on-site car parking capacity. This is balanced<br />
alongside our policy to increase public transport <strong>use</strong> and<br />
to contain the growth in airport road traffic.<br />
Car Parking<br />
As the <strong>Airport</strong> grows, many passengers and staff will still<br />
<strong>use</strong> the private car to get to the <strong>Airport</strong> and we have a<br />
range of facilities to meet the needs of these customers.<br />
Historically, we have pursued a variety of actions to<br />
manage demand for car parking. This has included<br />
pricing and restricting supply of on-site long-stay car<br />
parking spaces. Whilst these measures have been<br />
successful, it has generated significant increase in private<br />
