SESSION ONE<br />

AN OVERVIEW OF THE EVOLVING STRATEGIC ENVIRONMENT – CENTRAL &<br />

SOUTH ASIA<br />

Introduction<br />

The first session was chaired by Ambassador Riaz Khokhar, the former Foreign<br />

Secretary <strong>of</strong> Pakistan. The session deliberated on major trends and developments in<br />

the South and Central Asian regions in the wake <strong>of</strong> global transformations. Dr. Maria<br />

Sultan from Pakistan and Col Pan Zheng from Chinese side gave presentations on the<br />

title, "An overview <strong>of</strong> the evolving strategic environment – Central & South Asia"<br />

followed by an interactive discussion among the participants. The session was wrapped<br />

up by the Chair.<br />

Speaker 1: Dr. Maria Sultan<br />

The first speaker <strong>of</strong> the seminar, Dr. Maria Sultan scratched the debate by<br />

sketching the contemporary strategic environment <strong>of</strong> Central and South Asia and<br />

emphasized the inevitable constraints which play their key role in the geo-strategic<br />

landscape <strong>of</strong> the region. To determine the trends <strong>of</strong> strategic environment and future<br />

projections the presenter underlined the three factors as:<br />

1. Foreign & Local Actors<br />

Presence <strong>of</strong> foreign actors like US forces and local non-state actors pose a<br />

crucial sign in the policy matters <strong>of</strong> the region. USA maintains 42 bases in the<br />

region.<br />

2. Nuclear Forces<br />

This region contains nuclear powers which increases the strategic importance<br />

both for peace and conflict situations. This reality cannot be ignored and it needs<br />

to be taken on top priority in the world.<br />

3. Threat Perception<br />

Recent decade has witnessed serious consequences <strong>of</strong> conflicts. Afghan conflict<br />

is on the top which has destabilized the region due to its strategic position and<br />

importance for the world powers, especially for USA. Pakistan is among the<br />

sufferers.<br />
