Do you have$5 for the Future?
What does the future hold for the Illinois Library Association? Each person reading this has the power to make sure ILA remains a strong,
viable organization for libraries and librarians in Illinois. Your membership dues go to support the annual operation of ILA, but a gift to the
endowment fund helps support ILA in the long-term.
At the 2005 ILA Annual Conference, the fundraising committee will kick-off the campaign to build ILA’s endowment fund. “$5 for the
Future” is the theme that will remind ILA members that even an annual gift of $5 over their membership dues to the endowment fund
helps to build the main vehicle for long-term financial stability and growth.
Of course, we will not turn away gifts of more than $5, but by each member contributing $5 annually, the endowment fund will grow
at a nice, steady pace. Interest is used to support the overall goals of the association, with the principal retained in a reserve fund.
Your donation can come in many forms: check, credit card, and even stock or other investments. Planned giving is also something you might
want to consider. Or, if you happen to see ILA staff or members of the fundraising committee, we’d be happy to make sure your $5 bill gets
deposited to the endowment fund.
Contributions can be made by check or credit card, but you can also sign over stock or other investments and avoid tax gains. Planned giving is another option
to consider—please contact Robert P. Doyle, ILA Executive Director, for more information.
Help Needed
by Gulf Coast Libraries and Their Patrons
To make donations easier for both Illinois librarians and for the libraries affected by the recent hurricanes, ILA is
establishing a Disaster Relief Fund to coordinate support from Illinois. Receiving and acknowledging donations
is just one more task for the already over-taxed libraries in the area, but the need for cash support is urgent.
Several state library associations—notably Illinois, Texas, and others—will collect monetary donations to
support libraries in the Gulf Coast area. Donations are tax deductible and may be made by mail or online
(https://www.ila.org/events/donate_gulfcoast.htm); 100 percent of donations will be sent to the state library
agency or state library association of the donor's choice.
ILA is seeking sponsorship to match your donations. Baker & Taylor has already pledged new materials at cost
to those libraries receiving funds from the ILA Disaster Relief Fund and possibly free shipping. Other sponsors
are being encouraged to join the effort.
OPENING GENERAL SESSION
Stephen Abram, Past President of the Canadian Library Association and Vice President of
Innovation at SirsiDynix, will be presenting the keynote address, “Service at Google Speed —
How Libraries Must Compete.”In 2004 Google went public after a long quiet period. Since then
we’ve seen enormous innovations introduced by
Google on a seemingly weekly basis—Google Maps,
Google Suggest, Google Answers, Google Q&A,
Google Print, Google Digitization, Google Sets,
Google Groups, Google Deskbar, Google Desktop
Search, Froogle, Google Personal, Google Blogger,
Google Scholar, Google SMS, Google Video, and on
and on and on. Google is also very fast. If libraries
want to succeed in a Google-speed world, if we truly
want to deliver service in the fast lane— what
strategies should we consider? Stephen Abram
will take us on a whirlwind tour of our customers’environment and the rapid changes happening
there. He will also suggest key strategies for libraries to adopt to succeed in the fast lane.
October 12 from 12:30 to 2:00 P.M. in the Peoria/Illinois/Lincoln Rooms of the Hotel Pére
by the Newberry Library with the cooperation of the
Chicago Historical Society and more than a decade in
the making, The Encyclopedia of Chicago is the definitive
historians, journalists, librarians, and experts on everything
from airlines to Zoroastrians explore all aspects of the rich
world of Chicagoland —from its geological prehistory to the present. Ms. Keating will discuss
the creation of this epic publication in her presentation. A book signing will follow the luncheon.
FIRE PRECAUTIONS
Quick thinking and fast action are essential in any fire emergency. Hotels place a printed card
or sheet of fire safety instructions in sleeping rooms. Some simple precautionary actions
include: checking fire exits on your floor upon arrival, counting the doors from your room
or meeting to the nearest fire exit, and keeping your room key in the same place each night.
In the event of a fire in your room, get out, close the door after you, and immediately report
the fire. If the fire is not in your room, check the door to see if it is cool, then open slowly and
proceed to the nearest exit. Crawl if there is heavy smoke. Do not use the elevators. Do not
open the door if it is hot; seal cracks with wet linen; phone for help and wait to be rescued.
The Holiday Inn City Centre, Hotel Pére Marquette, and Peoria Civic Center adhere to fire codes
and are regularly inspected for compliance with fire codes. In addition, stringent fire laws govern
our exhibits. Fire inspectors approve exhibit floor plans and fire department personnel are on
hand during the open periods of the exhibits to see that fire prevention regulations are observed.
First aid at the Peoria Civic Center is located at the ILA Registration Desk. At the Pére Marquette
services you cannot provide? It is a common dilemma; in order to keep your collection up-to-date,
Innovation at SirsiDynix, will be presenting the keynote address, “Service at Google Speed —
How Libraries Must Compete.” In 2004 Google went public after a long quiet period. Since
Recipes for Success
Everything old is new again, and that applies when using lesser-known picture books that have
not enjoyed their day in the sun. Rev up your picture book repertoire with terrific picture books
published prior to 1996 that lack an authorial notoriety and have not garnered awards/honors.
These recommended titles have proven themselves with many audiences and have become
favorites by the strength and merit of their storylines. The titles also contribute in building our
confidence as performers. Discover titles that have been identified as priceless by dint of their
usefulness, audience appeal, and repeated success. Find out how the titles work as icebreakers
with a variety of listeners, how these seasoned picture books convey timely topics for 2005,
and how the “best books”are those titles that youth services librarians retain in their coveted
workroom “stash.” These gems are truly ones we would carry out first if the library suddenly
were to go up in flames.
2006 ILA PUBLIC POLICY INITIATIVES
Introduction
Illinois libraries offer a great return on investment to the taxpayers they serve. They link people to
information, act as a focal point of the communities they represent—city, school, university, or
corporation—and level the playing field by making resources equally available to all members
of their constituency. As Illinois residents have become more diverse, libraries have developed
collections and services to meet the unique and varying needs of these distinct populations.
Public and school libraries receive per capita grants from the state. In the case of school libraries
and some public libraries, this is an important source of funding for materials. The Per Capita
amount was maintained in FY05.
One way libraries can provide a healthy return on investment is by having skilled and
knowledgeable librarians to answer questions, organize information, and guide customers
through the maze of available data. In order to keep and attract highly skilled staff, libraries
need to offer compensation packages that compete favorably with private industry
and government.
Technology, in general, and the Internet, in particular, are not replacing libraries. In fact, libraries
are often the access point to the World Wide Web for many Illinois residents. As with commercial
enterprises, technology requires skilled staff to maintain the equipment. The three-to-five year
replacement span for maintaining updated hardware likewise imposes a significant cost
upon libraries.
Regional library systems provide services to help individual libraries serve the citizens of Illinois.
They keep member library staff informed of new developments and society-wide shifts affecting
their communities. Library systems keep member staff skills current and deliver materials now
shared around the state in a timely manner. Library systems are solely funded by area and per
capita grants, which were cut by 12 percent in FY04 after not being increased since 1992.
The Illinois State Library provides guidance and grants to libraries in academic, school, public, and
other settings. It negotiates contracts that provide electronic databases to all Illinois residents and
serves as a resource for all libraries in the state.
Library Funding
The Illinois Library Association will work with a broad coalition of library advocates to maintain,
restore and improve funding for libraries. The association will:
• Work to maintain existing funding levels while exploring alternative library funding.
• Endeavor to maintain the funding level for public and school library per capita grants.
• Support restoration of funds to regional library systems.
• Develop legislative proposals to reverse some of the harmful effects of the tax cap limitation act.
• Work to restore purchasing power and streamline management of collections and resources
at state-funded libraries.
• Work with the Illinois School Library Media Association to strengthen the criteria for school
library media centers through changes to the Illinois School Code.
Intellectual Freedom
The Illinois Library Association is committed to protecting intellectual freedom and providing
open access to information for all Illinois residents. The association will:
• Continue to oppose legislation mandating the use of Internet filters in libraries, and
• Support this as a local decision and encourage governing boards of schools and libraries to
develop an Acceptable Use Policy with input from their community.
Privacy
The Illinois Library Association is committed to protecting patron confidentiality while providing
open access to information for all Illinois residents. The association will:
• Continue to oppose legislation which erodes the privacy of library users.
• Reaffirm the April 2003 resolution regarding the USA PATRIOT Act.
Universal Library Service
The Illinois Library Association believes public library service should be a right and a responsibility
of every Illinois resident. The association will:
• Oppose legislation that would erode public library service areas.
• Work to extend public library service to the 9 percent of Illinois residents currently unserved.
