Do you have$5 for the Future?<br />
What does the future hold for the <strong>Illinois</strong> <strong>Library</strong> <strong>Association</strong>? Each person reading this has the power to make sure ILA remains a strong,<br />
viable organization for libraries and librarians in <strong>Illinois</strong>. Your membership dues go to support the annual operation of ILA, but a gift to the<br />
endowment fund helps support ILA in the long-term.<br />
At the 2005 ILA Annual <strong>Conference</strong>, the fundraising committee will kick-off the campaign to build ILA’s endowment fund. “$5 for the<br />
Future” is the theme that will remind ILA members that even an annual gift of $5 over their membership dues to the endowment fund<br />
helps to build the main vehicle for long-term financial stability and growth.<br />
Of course, we will not turn away gifts of more than $5, but by each member contributing $5 annually, the endowment fund will grow<br />
at a nice, steady pace. Interest is used to support the overall goals of the association, with the principal retained in a reserve fund.<br />
Your donation can come in many forms: check, credit card, and even stock or other investments. Planned giving is also something you might<br />
want to consider. Or, if you happen to see ILA staff or members of the fundraising committee, we’d be happy to make sure your $5 bill gets<br />
deposited to the endowment fund.<br />

Help Needed<br />
by Gulf Coast Libraries and Their Patrons<br />
To make donations easier for both <strong>Illinois</strong> librarians and for the libraries affected by the recent hurricanes, ILA is<br />
establishing a Disaster Relief Fund to coordinate support from <strong>Illinois</strong>. Receiving and acknowledging donations<br />
is just one more task for the already over-taxed libraries in the area, but the need for cash support is urgent.<br />
Several state library associations—notably <strong>Illinois</strong>, Texas, and others—will collect monetary donations to<br />
support libraries in the Gulf Coast area. Donations are tax deductible and may be made by mail or online<br />
(https://www.ila.org/events/donate_gulfcoast.htm); 100 percent of donations will be sent to the state library<br />
agency or state library association of the donor's choice.<br />
ILA is seeking sponsorship to match your donations. Baker & Taylor has already pledged new materials at cost<br />
to those libraries receiving funds from the ILA Disaster Relief Fund and possibly free shipping. Other sponsors<br />

I’m delighted you have joined us in Peoria for the 2005 <strong>Illinois</strong> <strong>Library</strong> <strong>Association</strong><br />
Annual <strong>Conference</strong>. This year’s conference —Service in the Fast Lane—focuses<br />
on what libraries do best: providing excellent customer service to our patrons.<br />
Stephen Abram, Past President of the Canadian <strong>Library</strong> <strong>Association</strong> and Vice<br />
President of Innovation at SirsiDynix, will focus on this topic in his keynote<br />
address, “Service at Google Speed — How Libraries Must Compete.”<br />
Mr. Abram is an internationally recognized speaker on library issues and has<br />
been listed by <strong>Library</strong> Journal as one of the top fifty people influencing the<br />
future of libraries and librarianship.<br />
<strong>Illinois</strong> author, illustrator, artist, and muralist Kevin Luthardt, illustrator of the<br />
2006 IREAD summer reading program, “Voyage to Book Island,”will be the<br />
featured speaker at this year’s Youth Services Breakfast.<br />
I hope to see you Wednesday night at the <strong>Illinois</strong> <strong>Library</strong> Systems Directors<br />
Organization (ILSDO) all-conference reception in celebration of ILSDO’s fortieth<br />
anniversary. At Thursday’s president’s program, we will cruise the scenic <strong>Illinois</strong><br />
River on the Spirit of Peoria!<br />
The conference closes with the <strong>Illinois</strong> Authors’Luncheon, featuring Ann Durkin<br />
Keating, one of the editors of the celebrated The Encyclopedia of Chicago.<br />
Ms. Keating will be happy to sign copies of her books following the luncheon.<br />
I’m looking forward to meeting all the <strong>Illinois</strong> authors we will be honoring<br />
during the luncheon.<br />

ILA 2005 CONFERENCE OVERVIEW<br />
Attendees at the 2005 ILA Annual <strong>Conference</strong> can follow a pre-designed track or plan their<br />
own educational schedule. More than seventy educational sessions will be offered, illustrating<br />
the diversity of library services in our state. This is a priceless opportunity to learn from your<br />
colleagues, share your successes, develop and renew your professional networks, and prepare<br />
for future challenges.<br />
However you choose to design your educational program, make time to visit the exhibits and<br />

Google Print, Google Digitization, Google Sets,<br />
Google Groups, Google Deskbar, Google Desktop<br />
Search, Froogle, Google Personal, Google Blogger,<br />
Google Scholar, Google SMS, Google Video, and on<br />
and on and on. Google is also very fast. If libraries<br />
want to succeed in a Google-speed world, if we truly<br />
want to deliver service in the fast lane— what<br />
strategies should we consider? Stephen Abram<br />
will take us on a whirlwind tour of our customers’environment and the rapid changes happening<br />
there. He will also suggest key strategies for libraries to adopt to succeed in the fast lane.<br />

FORTIETH ANNIVERSARY<br />
CELEBRATE FORTY YEARS OF LIBRARY COOPERATION<br />
Rock ‘n’Roll the night away as we celebrate Forty years of library cooperation in <strong>Illinois</strong>. On August<br />
17, 1965, the bill creating <strong>Illinois</strong> library systems was signed, and the <strong>Illinois</strong> <strong>Library</strong> Systems<br />
Directors Organization (ILSDO) invites you to an all-conference reception to celebrate the fortieth<br />
anniversary of library systems. There will be food, a DJ playing tunes from the 1960’s, and decorations<br />
to put you in the mood. Come dressed in your mini skirt and go-go boots or bell bottoms and<br />
tie dye shirt if you feel like it and enjoy the music of The Byrds, Jefferson Airplane, Mamas and the<br />
Papas, The Beatles, and the Fifth Dimension.<br />
YOUTH SERVICES AUTHOR BREAKFAST<br />
Kevin Luthardt, <strong>Illinois</strong> author, illustrator, artist, and<br />
muralist, is the featured speaker at this year’s breakfast.<br />
He is the author and illustrator of six picture books—<br />
Mine!, Peep!, Larabee, Hats!, You’re Weird, and Zoom!<br />
In his work as a muralist Mr. Luthardt has created<br />
large-scale community mural projects in schools,<br />
libraries, churches, and other venues. He is the illustrator<br />
of the 2006 IREAD Summer Reading <strong>Program</strong>,<br />
“Voyage to Book Island.”A book signing will follow<br />
Mr. Luthardt’s presentation and his books will be<br />
available for purchase. Pre-registration required. Tickets for this event are not available on-site.<br />
MEMBERSHIP MEETING AND AWARDS CEREMONY<br />
Celebrate the achievements of ILA and its members during the past year at the annual Awards<br />
Ceremony on Thursday, October 13 at 4:00 P.M. The Awards presentation will be followed by the<br />
Annual ILA Membership Meeting at 4:45 P.M.<br />

ILLINOIS AUTHORS’ LUNCHEON<br />
Ann Durkin Keating, co-editor of The Encyclopedia of<br />
Chicago, will be this year’s featured speaker. Developed<br />
by the Newberry <strong>Library</strong> with the cooperation of the<br />
Chicago Historical Society and more than a decade in<br />
the making, The Encyclopedia of Chicago is the definitive<br />
historical reference on metropolitan Chicago. Hundreds of<br />
historians, journalists, librarians, and experts on everything<br />
from airlines to Zoroastrians explore all aspects of the rich<br />
world of Chicagoland —from its geological prehistory to the present. Ms. Keating will discuss<br />
the creation of this epic publication in her presentation. A book signing will follow the luncheon.<br />
Pre-registration required. Tickets for this event are not available on-site.<br />
NEW TRUSTEE TRACK!<br />
In response to trustee requests, ILA has designated an entire track of programming designed<br />
specifically for library trustees. Trustees may choose to register for the entire conference or by<br />
the day. Trustee registration includes a continental breakfast and luncheon on Thursday, October<br />
13. The luncheon will feature Robert Sobiech of Deloitte & Touche, discussing how trustees can<br />
address areas of conflict and develop consensus among themselves. Pre-registration required for<br />
the luncheon. Tickets for this event are not available on-site.<br />
HISTORY OF LIBRARIES IN ILLINOIS EXHIBIT<br />
The largest exhibition ever on the history of libraries in <strong>Illinois</strong> will be displayed in the exhibit<br />
hall during conference exhibit hours.<br />

FIRE PRECAUTIONS<br />
Quick thinking and fast action are essential in any fire emergency. Hotels place a printed card<br />
or sheet of fire safety instructions in sleeping rooms. Some simple precautionary actions<br />
include: checking fire exits on your floor upon arrival, counting the doors from your room<br />
or meeting to the nearest fire exit, and keeping your room key in the same place each night.<br />
In the event of a fire in your room, get out, close the door after you, and immediately report<br />
the fire. If the fire is not in your room, check the door to see if it is cool, then open slowly and<br />
proceed to the nearest exit. Crawl if there is heavy smoke. Do not use the elevators. Do not<br />
open the door if it is hot; seal cracks with wet linen; phone for help and wait to be rescued.<br />
The Holiday Inn City Centre, Hotel Pére Marquette, and Peoria Civic Center adhere to fire codes<br />
and are regularly inspected for compliance with fire codes. In addition, stringent fire laws govern<br />
our exhibits. Fire inspectors approve exhibit floor plans and fire department personnel are on<br />
hand during the open periods of the exhibits to see that fire prevention regulations are observed.<br />

2006 ILA PUBLIC POLICY INITIATIVES<br />
Introduction<br />
<strong>Illinois</strong> libraries offer a great return on investment to the taxpayers they serve. They link people to<br />
information, act as a focal point of the communities they represent—city, school, university, or<br />
corporation—and level the playing field by making resources equally available to all members<br />
of their constituency. As <strong>Illinois</strong> residents have become more diverse, libraries have developed<br />
collections and services to meet the unique and varying needs of these distinct populations.<br />
Public and school libraries receive per capita grants from the state. In the case of school libraries<br />
and some public libraries, this is an important source of funding for materials. The Per Capita<br />
amount was maintained in FY05.<br />
One way libraries can provide a healthy return on investment is by having skilled and<br />
knowledgeable librarians to answer questions, organize information, and guide customers<br />
through the maze of available data. In order to keep and attract highly skilled staff, libraries<br />
need to offer compensation packages that compete favorably with private industry<br />
and government.<br />
Technology, in general, and the Internet, in particular, are not replacing libraries. In fact, libraries<br />
are often the access point to the World Wide Web for many <strong>Illinois</strong> residents. As with commercial<br />
enterprises, technology requires skilled staff to maintain the equipment. The three-to-five year<br />
replacement span for maintaining updated hardware likewise imposes a significant cost<br />
upon libraries.<br />
Regional library systems provide services to help individual libraries serve the citizens of <strong>Illinois</strong>.<br />
They keep member library staff informed of new developments and society-wide shifts affecting<br />
their communities. <strong>Library</strong> systems keep member staff skills current and deliver materials now<br />
shared around the state in a timely manner. <strong>Library</strong> systems are solely funded by area and per<br />
capita grants, which were cut by 12 percent in FY04 after not being increased since 1992.<br />
The <strong>Illinois</strong> State <strong>Library</strong> provides guidance and grants to libraries in academic, school, public, and<br />
other settings. It negotiates contracts that provide electronic databases to all <strong>Illinois</strong> residents and<br />
serves as a resource for all libraries in the state.<br />
<strong>Library</strong> Funding<br />
The <strong>Illinois</strong> <strong>Library</strong> <strong>Association</strong> will work with a broad coalition of library advocates to maintain,<br />
restore and improve funding for libraries. The association will:<br />
• Work to maintain existing funding levels while exploring alternative library funding.<br />
• Endeavor to maintain the funding level for public and school library per capita grants.<br />
• Support restoration of funds to regional library systems.<br />
• Develop legislative proposals to reverse some of the harmful effects of the tax cap limitation act.<br />
• Work to restore purchasing power and streamline management of collections and resources<br />
at state-funded libraries.<br />
• Work with the <strong>Illinois</strong> School <strong>Library</strong> Media <strong>Association</strong> to strengthen the criteria for school<br />
library media centers through changes to the <strong>Illinois</strong> School Code.<br />
Intellectual Freedom<br />
The <strong>Illinois</strong> <strong>Library</strong> <strong>Association</strong> is committed to protecting intellectual freedom and providing<br />
open access to information for all <strong>Illinois</strong> residents. The association will:<br />
• Continue to oppose legislation mandating the use of Internet filters in libraries, and<br />
• Support this as a local decision and encourage governing boards of schools and libraries to<br />
develop an Acceptable Use Policy with input from their community.<br />
Privacy<br />
The <strong>Illinois</strong> <strong>Library</strong> <strong>Association</strong> is committed to protecting patron confidentiality while providing<br />
open access to information for all <strong>Illinois</strong> residents. The association will:<br />
• Continue to oppose legislation which erodes the privacy of library users.<br />
• Reaffirm the April 2003 resolution regarding the USA PATRIOT Act.<br />
Universal <strong>Library</strong> Service<br />
The <strong>Illinois</strong> <strong>Library</strong> <strong>Association</strong> believes public library service should be a right and a responsibility<br />
of every <strong>Illinois</strong> resident. The association will:<br />
• Oppose legislation that would erode public library service areas.<br />
• Work to extend public library service to the 9 percent of <strong>Illinois</strong> residents currently unserved.<br />
